Why is Iran building giant mock-up of U.S. aircraft carrier?

Amid ongoing high-level diplomatic talks between the United States and Iran, it's a symbol of underlying mistrust.

Commercial satellite images obtained by CNN reveal that Iran is constructing a large-scale replica of a U.S. military aircraft carrier, complete with fake U.S-style airplanes, near the southern port city of Bandar Abbas.


The mock supercarrier seems to have been modeled off of an American Nimitz-class (CVN 68) carrier, down to the number "68" painted on the flight deck, though its intended use remains a mystery.

According to one U.S. official, the mock-up is more akin to a Hollywood set than an actual warship.

The U.S. government does not believe the carrier is functional, or that Iran is even capable of building an aircraft carrier.

The same official told CNN's Barbara Starr that while the purpose of the fake carrier is unknown, Iran may be planning to destroy it in a propaganda move. The Iranian government has blown up target barges in the past and aired the footage on its state-run media.

"If this is all for strategic effect," noted the official, "then with all eyes on the construction that seems to fizzle."

Nimitz-class carriers are the centerpiece of U.S. naval forces, and the largest warships in the world. Few countries have nuclear-powered carriers in their fleets.

The revelation that Iran is constructing this mock carrier comes at a potentially pivotal moment in U.S.-Iranian relations.

Back in November, negotiations between Iran and a coalition of countries that includes the United States brought about an interim agreement over Iran's nuclear program. Iran agreed to roll back parts of the program in exchange for an end to certain economic sanctions.

Negotiations on a larger deal are ongoing.

On Thursday, in a message to the Iranian people to commemorate the Persian new year, President Barack Obama said he is "committed to diplomacy" with their country.

But amid the softened rhetoric, there is lingering mistrust in both countries.

Former Secretary of State Hillary Clinton told the American Jewish Congress in New York on Wednesday that she is "personally skeptical that the Iranians would follow through and deliver" on the November deal.

And in January, Iranian Foreign Minister Mohammad Javad Zarif told CNN's Jim Sciutto that the Obama administration has been mischaracterizing the terms of the agreement.

For now, the outcome of these diplomatic efforts and the fate of the fake aircraft carrierĀ remain uncertain.

        Probably. Supernu is right. Iran may not know how to build a nuclear carrier that wouldn't toast its own crew. But Iran DOES have a film-making industry, and tradition. They probably want to film a propaganda film, making US the bad guys, with a finale their intended audience would go wild for–the total destruction of an American carrier.

      It is a dumb comment. I'm pretty sure there are lots of countries capable of building super carriers but what they need to explain is that the financial resources and vendors needed to put together and maintain such a large and complex ship is probably not in place to do this. Also, if the Iranians truly wanted to build a super carrier why would they build one "exactly" like an existing American right down to the model numbers. That does not make sense.

        I think our sanctions are more effective in rallying the country behind its leadership than an aircraft carrier a bit too short to lift a plane, or most planes anyway, paper planes not included. I like the movie theory more than the military one.

    Well....obviously one would conclude they are using the mockup to perfect radar signature, guidance and carrier destroying missile technologies. Then they might blow it up afterwards and show it to their ignorant masses and tell them they toasted a US carrier. Just like their fake stealth fighter airplane was fed to the public as Iran's newest technology.

      I agree. There are lots of training and diplomatic opportunities from a mock-up. First, they know carriers will be involved in case of war, so training scenarios abound. Second, once some training/research has been conducted it is makes U.S. involvement more risky. This is a smart move on Iran's part. The U.S. releasing the photos is required to minimize potential propoganda value. The mock-up doesnt have to be perfect as nobody expects their military to get very close to a real aircraft carrier. I can see Iran officials easily being convinced to build a few mock-ups.

        Training has to begin somewhere. I don't honestly think they can be a real threat to a carrier, but this is a start for testing out military theories by Iran. They can tell their citizens they have prepared themselves to combat the carrier threat, even if we know they would never get within 1000 miles of a real carrier. Again, their military brass must think this is better than doing nothing. Even building a mock-up of this scale required budget that had to be justified. If they only wanted to pretend to blow up a carrier for propoganda, there are much cheaper ways to do that with models and CGI.

    Iran may be using this fake ship to fire off 1-2 missiles with electromagnetic pulse weapons off the coast of the United States. This is a legitimate threat which most US citizens are in denial about or just are not aware of such a device. The EMP is probably the most dangerous threat the the US right now.

    They experts say they don't think it's functional, because they are scrambling to find out, if Iran built this over the last few years and nobody discovered it until recently and it is functional, Jesus the Israelis will surely attack it. Iran does have the sovereign right to build any ship or plane it wants, but according to the little country of 7 million, they determine what is right or wrong (sound familiar). Perhaps Iran wants Israel to destroy it and then they can motivate their population for War.

    Hey we should never underestimate the effects of fake war machines. Towards the end of WW2 the Americans were pushing the Nazi's back to Germany. They tried desperately to prevent them from reaching Germany b/c Hitler was a master of regrouping. But the American tanks ran out of gas in a large open plain. They were sitting ducks while they waited for fuel so the Americans fashioned dozens more tanks out of inflatable vinyl and staged them by the real tanks so when the Germans came back they would think they were outnumbered. It worked.

        How did the US, UK started the aircraft carrier program? Mock up, mock up!

        Before committing 3 billions to build one, wouldn't be better to use a mock up to measure, design, test accessibility, functionality, and design reuirements: where to put things, how things should work, where the elevetor should be and how it should perform. On top of that, strategic and command training: running things, landing aircrafts, etc. Any country can build a low cost ACC and land low costs planes on it. Chinese makes cheap war planes now, they may not be much against the forces like US, but stationing them around the middle East can get siphoning oils from it a LOT harder.

        What about pushing around smaller nations around them?

    To those who say we should stop picking on the poor, innocent Iranians and mind our own business:

    There's no entirely 'innocent' explanation for building a mock-up Nimitz aircraft carrier, even if it's just intended for some sort of childish propaganda purpose.

    The Iranian regime funds terrorist activities and brutal oppressive regimes, that are killing hundreds of thousands of innocent civilians. It is Iran that has supported and saved the Assad regime in Syria, both directly and through its proxy Hezbollah. Unlike other countries, they also openly threaten to attack and destroy other countries.

    While the United States is not perfect, and nor are other countries, no one comes close to the danger that the Iranian regime poses to rhe lives and safety of millions of people, let alone their liberty.

      Your comments are misguided. Iran has never threatened to destroy another country, nor have they attacked another country in in several hundred years unless it was on the defensive. They HAVE had their government overthrown in a coup orchestrated by the US and UK intelligence. The new resulting Shah Pahlavi effective stripped Iran of democracy and ruled as a complete monarchy with a brutal, iron fist while receiving support from the US, until he was effectively overthrown in the Iranian revolution. All this because they nationalized oil (that was rightfully theirs) and returned money to its citizens. So please excuse me while I do have a shred of sympathy for Iran. Any monster you perceive them to be today was our creation.

        That would be sad. Destroy 2 of our buildings and we take out a country. What would you think the result of destroying a carrier filled with 5,000 service members would accomplish? You think we get upset when a bunch of business men get killed, imagine what would happen should the service men who are sons and daughters, uncles, fathers and mothers were to be killed by destroying 1 of our carriers?

      In 1980, Iraq attacked Iran. Amongst other things, Iraq launched poison gas warheads into Tehran to kill civilians.
      Iran held a deep hatred of Saddam Husein.
      The Nimitz was deployed against Iraq in 1991.
      The Nimitz served against Iraq again in the second Gulf War and against the Taliban in Afghanistan, another enemy of Iran.

      Perhaps, Iran is making a war movie about the Persian Gulf war.
      Perhaps in response to the historic in accuracies in 300, they are going to make an intentionally inaccurate movie.
      Perhaps they just want to portray Saddam getting his butt kicked.
      Perhaps they are making a movie of the war in Afghanistan.
      Perhaps is it just a tourist attraction.

      Very doubtful that Iran wants to engage with the Nimitz, or that a large scale model would be of any use to them.

      One thing is for certain. We don't have enough information to even speculate.

      I spent two weeks backpacking/couchsurfing across Iran in January and can report that the country is full of kind welcoming people and i never felt unsafe for an instant. The media of both countries is guilty in portraying the other badly but i am embarrassed to say Iranians seem a little better at seeing through it.

      I assure you, aircraft carriers do not go around the world without being tracked. The DoD knows where each one is at all times. A report of a US aircraft carrier not where one should be would come down the line very quickly. In this instance, even before it's finished being built. So I hope trying to use it to mount some lame attack wasn't the reason they are building this thing. Not sure how a nation that can achieve nuclear fusion could be that dumb. OTOH, only other thing they could be using it for is propaganda, which is pretty dumb too.

    We should pay attention but not be too concerned – do not undermine the U.S. defensive capabilities – the U.S. Armed forces (overall) but specially the Navy are very professional and show a great deal of restrain in the Gulf despite the constant threats and harassment from the Iranians in the Arabian Gulf. We have had enough reasons already to fill lots of those speed boats with lead but we're not taking the bait. If you think we cannot defend ourselves from the Iranians, you're flat out an ignorant. Maybe the Russians can learn a little about restrain in Crimea/Ukraine. There's a major conflict brewing in a Black Sea near you.

        I agree much of the middle east is living in the fourteenth century. But bombing them into submission is not going to change them. I also have no problem going after some of the very nasty–that threaten our own security. But we are il-advised to think we can change their religious and tribal nature through the barrel of a gun.       Too many folks think the world works like a Hollywood movie, with everyone and everything constantly monitored.. The Iranian shipyard is on land and does not move. Easy to photograph with satellite imagery. A missing aircraft with no exact known location and all emitters secured (with two entire oceans to search) means we may never determine it's final resting place. Let the real search & rescue pros do their job to the best of their abilities, using the various technologies owned & operated by multiple nations/organizations. It will take time to find that aircraft.

There we were not attacked by a real navy, very small but real, but we lied about it. Here we have made the leap to replica vessels, phantom vessels, wannabe aircraft carriers apparently a little too short for safe take off. Ok so maybe the guns will work? Other than the vessel (maybe) itself, since it is still on land, will not fire on us again? It does get confusing when history is factored in.

A very similar mock replica of a US ship, copied in detail, could be a training exercise target for special boarders or those hostile superfast powerboats now hovering constantly about US naval military ships in the Gulf of Arabia / Persian Gulf. The Pentagon should not be yawning about this...

      BOARDERS??? You do realize that there are 5,000 (I repeat.....5,000!!!) troops aboard a Nimitz class aircraft carrier? Many of those troops are armed at all times, and all of whom could be with about 90 seconds of warning time. You people really need to do your homework about what these aircraft carriers are and what they're capable of. They also never travel alone. There are destroyers, frigates and possibly an attack sub with them. Also, two carriers are never very close to one another. If another 1,000 foot long ship was seen on radar 100 MILES away, and didn't ping back that it was a U.S. ship, all ships within that carrier group would go to battle stations. This scenario simply isn't even remotely possible.

      Oh, and to the genius above who made fun of the U.S.'s statement that Iran wouldn't have the capability to build the equivalent of a Nimitz class carrier, the answer is yes. Building a nuclear weapon may very well be easier that building one of these ships.

    The only reason the U.S. would release this story and the images is they think Iran will use this as some sort of propaganda ploy like they've done in the past with fake aircraft. I would take it a step further and 'secretly' sink in the middle of the night. But that's just me. This news story is a great preemptive strike.

    The Iranian's purpose of building the fake carrier is to practice sinking it with their missile system they bragged a while back, so they will KNOW what it would take to sink a REAL US CARRIER whenever they get a chance... It seems real in dimensions and perhaps weight and shhet metal thickness... They have already threatened to sink US warships before so they want to "know" what it would take to sink a mighty US aircraft carrier... Once they do it and they have the results available, watch them attempt to do it next time they are threated with the US Navy...

      Your explanation is quite humorous. The "mock-up" isn't close to being the weight or displacement of a carrier, to make it so would require them to make an actual carrier. They are not made of "sheet metal". Whatever they do with it, and it probably is a movie set and will be destroyed during filming, It is not threat to the country. Citizens United IS a threat to the country though.
