Syria moves chemical weapons again, motive unclear

The Syrian regime is again moving around its stockpile of chemical weapons, leaving the United States trying to figure out what Bashar al-Assad will do next with his deadly arsenal.

CNN has learned that the U.S. intelligence community is closely watching the latest development as diplomatic efforts continue around forging a plan for al-Assad to relinquish those stockpiles to international control.

Obama administration officials at two agencies said the movement took place in recent days – since United States and Russia agreed on September 14 to a timetable for Syria to declare its chemical weapons inventory and then give them up.

“There is activity at known chemical weapons storage sites,” one official said. “What is unclear is whether they are moving them to consolidate the stockpile and then declare it, or are they moving it around to conceal it” in advance of reporting it to international inspectors.

U.S. satellites have observed truck convoys moving in and out of storage sites, but the ongoing intelligence challenge involves knowing where the trucks are headed and exactly what they are carrying, that official added.

“Call us skeptical” of Syrian intentions, the other official said.

Both asked to remain anonymous due to the sensitive nature of the information.

While Syria previously moved chemical stockpiles around apparently to avoid the risk of them falling into the hands of rebels, this time the motivation is not clear.

One official confirmed the Obama administration has received specific information in recent months from Russia that the chemical weapons are secure. That assessment came from communications between Moscow and Damascus.

But the U.S. intelligence community also has continued to use satellite imagery, intercepts and human sources on the ground inside Syria to develop its own picture.

At this point, the United States has no reason to believe the weapons are not secure. But as CNN previously reported, there is also disagreement within the intelligence community about whether the United States knows the location of the entire stockpile.

    Demand all foreign "aid" (which only benifits over seas corporations in negotiating lucrative contracts to exploit sovereign nations natural wealth) be redirected towards American infrastructure, a 21st century power grid, modernizing communications by expanding high speed networks, advancement in achieving American energy independence, affordable high quality medical care (geared towards patient results, instead of pleasing corporate shareholders with profits), and finally the most important, employing and training American workers to compete in the modern work force and paying a livable wage. The government no longer works for you, it's time to make the government work towards a better future based on the needs of the average American and not corporate or political ambitions.

      We can stop all foreign aid and watch other nations step in and take away our foreign markets, align their political loyalty with their new benefactors and be beholden to nations that do not necessarily have our best interest at heart. China is beginning to make economic inroads in Africa and South America now: Places we have ignored for years. Aside, our foreign aid $$$s wouldn't begin to fix our infrastructure needs.

        China is very actively extracting resources from Africa and So. America. China gets Iraq's oil (Cheney didn't get one drop that he told us would pay for our little excursion). China also has the rights to the huge copper resources in Afghanistan! They won this after WE insisted on creating a "democratic" government who then held an auction to the copper field!
        All this with one single Chinese "boot on the ground", no foreign aid (just bribes). China wins!

    These weapons may be moved for various reasons. They may be moved just to keep them away from rebel hands. They may be consolidating them to prevent an unauthorized use by an ambitious field commander. Additionally, Since the chemicals in the warheads rapidly degrade, their usefulness as a WMD is limited. After a month or so in the desert the chemicals in the binary Sarin weapons (two relatively inert chemicals in an artillery shell that mix on firing) become so degraded they are useless and have to be recycled. Politically,he may be consolidating their location so he can please the Russians with their negotiations for eventual destruction of these weapons. One thing for sure, they aren't being moved to avoid US air strikes, since air strikes would just release the chemicals on the population which we are not going to do!

      BTW, this is a completely true story. My ex-father in law is a Colonel in the FSB (formerly the KGB). He was actually passed over for a promotion to General because I married his daughter. He has know of Putin throughout his entire career and has personally attested to me EVERYTHING McCain has said about Putin. This is a second hand story, from a first hand account from deep inside the Russian government, the few people rarely get to experience. He never voted for Putin and never would. What most people do not realize in World Politics is that there are no "coincidences". There is no coincidence that Putin attempts to put on a power play with his "negotiated" agreement to disarm Syria of their chemical weapons and Iran now wanting to come and "play ball" with the U.S. The ONLY reason for both actions by Putin and Iran is to put on a "front" so the U.S. does not attack their friend and economical partner, Syria. They are COMPLETELY VOID OF HONESTY, GOOD WILL AND GOOD INTENTIONS as these are just stall tactics to give Syria time to win it's war and move it's chemical weapons. Time is on their side and we need to act NOW! To add to this, Putin is no different and no better than Hitler, Saddam Hussein, Bin Laden, Gadafi, and all other tyrants who do nothing but kill and steal from their own people and set back the development and growth of humanity.

Decades of "talks" and free gifts from America did nothing to calm down NK! When China was told to "fix" this or suffer economic consequences, NK suddenly stopped all belligerent talk and actions! Yea! NK even reopened their joint manufacturing facility! Next step is to reopen their huge tourist hotel that has been sitting empty!
      Today, solving problems is not about brute force and being the "world's policeman". This has accomplished nothing!
      Remember Vietnam? All of our tremendous efforts and lost lives accomplished nothing. When we finally "gave up" and came home, the Vietnam economy recovered very quickly! Today, Vietnam is a trading partner with us!

    The US just recently put another sattilite up in space. I figured they had good reason for doing so. Now I know. Neither Assad not Putin can be trusted. We've known that for a long time. Putin should get his nose out of our business; otherwise, he may find himself without a nose. I wouldn't give the president a hard time; just leave him alone to do his thing. Remember Bob Gates, his first Secty. of Defense? He said he enjoyed working with Pres. Obama because he gave so much careful thought regarding his decisions. I am glad there is at least one Republican out there who doesn't hate Obama because he doesn't have an "R" beside his name.

    I'm not a senior military analyst or anything, just a former naval flight officer. But, if it's going to get shot out of an artillery tube or a rocket launcher, it probably looks like the HE versions sitting right next to it.. We couldn't track down Scud missiles on tractor-trailer sized erector launchers in 1991, and we aren't going to find little crates of chem rounds without boots on the ground, which all parties agree is not going to happen.

      No, you are very wrong! Obama's decisions brought Russia to get involved and try to find some solution other than yet another war for us to fight in the Middle East! We don't want another war, Russia doesn't want another war. Had Obama played "cowboy" like GWB, we would have another war. Military action (by remote control) cannot and will not solve this problem. Any military attack would surely have to be followed up with "boots on the ground", no way to avoid this! War is war, there is no such thing as a "limited engagement" that actually solves anything. Already we are talking about sending American troops over there to advise and train the rebels. Isn't this "boots on the ground"? This is exactly what happened before! Start with advisers and trainers, then get caught up in a war we don't need!

Putin and Assad jumped at the opportunity to avoid a Syrian collapse. Meanwhile, our own right wing nut jobs do nothing but complain, just when our POTUS needs our support.
        Single handed, Obama personally went to other world leaders, the UN, and Congress for support in enforcing International Laws, but they let him down.
        He made every effort to defend innocent victims of senseless genocide. He stood up for humanity. Nearly everyone else opposed him. But, that makes him neither weak nor wrong.

    This is where the gihadi's are winning. They can turn the war on and off. When it is inconvenient they just stop.

    The fighting from our 'allies' is inconvenient. Clearly for this to end well they have to stop and stay alive for the next period of time. The bottom line that they need to know is there is more support for boots on the ground than arming them and by proxy alqaeda . The reality is they are building an islamic army. As I have said all along which ever side wins , it will place terrorist in control. More important it gives them access to children.
    The confusing part is why russia tolerates it. Before this is done we and russia will end up allies again im near positive.
    Animate a map, of the world, showing if it is under islamic control or not. Do it from 1975 – present. They are raising an empirical army. Everything we have done so far has enabled them to do it more easily and more quickly. 2000 – present in the animation. Notice the focus of influence in countries with large birth rates? Africa, ME, Latin america etc.
    This is so frustrating. How can no one seem to see what is happening.

        Actually, a thermonuclear device would be the ideal way to make sure absolutely no chemicals got into the environment. With proper placement of the correctly sized weapon, say one of the old 10 megaton city-killers we used to have, the chemical weapons would be totally vaporized. Of course, there would be some radioactive fallout to account for. I say nuke 'em.
