Initial indications are the two suspected Boston Marathon bombers likely do not have direct links to any major al Qaeda group or affiliates, or to a new significant terrorist threat to the United States, according to a U.S. official familiar with the latest intelligence information.
These are some early assessments but far from final conclusions, the official said. The assessments are part of a full interagency review now underway by the U.S. intelligence and law enforcement community, who are going back through their databases and information looking for any links to the two men.
In the last several hours, the intelligence review to a large extent has focused on regional militant connections the men have had in Russian or Central Asia. But the official also noted they simply may have been "inspired" by a militant ideology or may simply have been disgruntled persons aiming to carry out an attack, and had no connections to foreign groups. "We simply don't know yet," he said.
The review was ordered by James Clapper, director of National Intelligence. Initially, before the men were identified by the FBI, the review was looking at any indications of a threat emerging from overseas against the United States. Once the identities of the men became known, with their possible ethnic Chechen background, the focus shifted.
One official said some of the focus of the review is now purely regional - on any militant connections the men may have had in Russian or Central Asia. But he also noted they simply may have been "inspired" by a militant ideology or disgruntled persons aiming to carry out an attack.
The intelligence community is tasked under the review with checking any intelligence gathered overseas while the FBI will focus on what is known inside the United States.

I'm perplexed here. How in the world is what this guy and his brother did in Boston on Monday going to help his native Chechnya achieve it's well deserved independence from Russia? At least, they're not trying to pin this on Al Qaeda for the time being.
Most likely we will never new, because the older brother is already dead and the younger is too young to remember anything about Chechnya, besides I doubt that he will surrender to authorities alive, but we will see...
The First Chechen war started in very late December 1993, that is before the younger brother was born, and ended in summer 1995, that is when he was about 1 or 2 years old. This is the only time of his life he ever lived in Chechnya. Thereafter he and his family moved to Kyrgyzstan, where they stay before moving to United States as refugees.
His name Dzhokhar is obviously inspired by the first name of Chechen president Dzhokhar Dudayev, who was killed in April 1996 by Russian precision strike bombing [the weapon was homing on satellite phone signal while Dudayev was talking to Konstantin Borovoi - a Russian businessman, oligarkh, and liberal living in London] at the time where the war basically winded down. His name was a symbol at that time, and faded out since then, even in Chechnya. Even among those Chechens who still do camping in the forest and fighting.
In appears that his family left Chechnya during the interwar period (from July 1996 to September 1999) which were the three years during which Russia did not have any control whatsoever over Chechen territory, and during which the whole Chechen independence movement rotted out and diss-integrated into a bunch of criminal clans living on hostage taking for ransom and fighting against each other. So his family fled not from the war, but from what was essentially the result of this war - de facto independence of Chechnya.
Their 5 years of living in Kyrgyzstan were unremarkable by any means.
More detail will emerge soon, but one thing is certain: American people are genetically engineered to hate Russia so much that even in the moment of grief for victims of Boston bombing (who are not even buried yet) still believe and express the idea of "Chechnya well deserved independence from Russia" - get it over with: Chechens had their chance in 1996 (the Khsasavurt Agreement stipulated that Chechens would held a referendum of independence 5 years after the signing date and Russia would recognize it). On August 9, 1999 Chechens blew it miserably by attacking villages in Dagestan. This was it: forget it now.
I praise the magnificent work of Boston Police and FBI who did solve this crime in basically no time.
