North Korea's threat to launch a preemptive nuclear strike against the United States has puzzled American officials, who see the regime ramping up its threats and rhetoric.
It's leading to the belief that North Korean leader Kim Jong Un is more unpredictable, more dangerous and harder to read than his late father, Kim Jong Il.
"The new leader is acting in ways a bit more extreme than his father, who was colder and more calculated," a senior administration official said. "Kim Jong Il was more aware of the off-ramps to end these escalations.
"I don't recall he ever went this far in terms of the pace and scope of the rhetoric. Threatening to launch nukes directly against the United States and South Korea confirms what a lot of people have been saying, which is we are dealing with someone new," the official added.
Comparing Kim Jong Il, who died last December, to a chess player, the official said the son is more like a boxer.
"Nobody knows what he has planned, what he is thinking or contemplating doing or why the North Koreans are tripling down on their rhetoric," the official said.
Another senior administration official said Kim's youth and education abroad offered promise for many North Korea watchers that he would be more willing to engage with the West.
"Unfortunately, he is following the example of his father and grandfather pretty closely," the official said. "It's hard to be optimistic."
His grandfather, Kim Il Sung, was the founding leader of North Korea.
Officials said the latest threats, coupled with North Korea's nuclear test last month and its launch of a long-range rocket into space in December, have the United States and South Korea bracing for the possibility of a violent response by Pyongyang to tougher U.N. sanctions approved on Thursday.
They pointed to the 2010 sinking of a South Korean submarine and shelling of a South Korean island.
"It's dangerous to dismiss these threats as just rhetoric and propaganda, the second official said. "It's hard to predict."
Leading up to the U.N. vote, North Korea upped its bellicose rhetoric.
A spokesman for the foreign ministry suggested the United States "is set to light a fuse for a nuclear war."
As a result, North Korea "will exercise the right to a preemptive nuclear attack to destroy the strongholds of the aggressors and to defend the supreme interests of the country," the country said in a statement carried by the state-run Korean Central News Agency.
Despite the strong language, analysts say North Korea is years away from having the technology necessary to mount a nuclear warhead on a missile and aim it accurately at a target. And, analysts say, North Korea is unlikely to seek a direct military conflict with the United States.
North Korea's behavior is even more curious because it comes as South Korea's new president, Park Geun-hye, took office last week calling for new dialogue with the North. Although she pledged a strong defense posture and retaliation against North Korean provocations, she called for easing tensions that grew under her predecessor.
"Given that for five years they were so angry at the previous president, Lee Myung-bak, why would they mortgage the next five years by being so difficult when a new South Korea leader is just taking office," the first official asked. "It's so very concerning."
Officials note that China, North Korea's closest ally, has demonstrated unprecedented frustration with Pyongyang's behavior.
In rare public statements, a top Chinese Communist party official suggested that China abandon North Korea and support unification with South Korea.
"We are in a new territory. Something is happening in China," one of the officials said. "For the North to be acting this way at this time has everyone on edge on what is going on, but nobody has good answers because the country is so opaque. We are trying to find a precedence to explain this."
The worst possible explanation, the official said, "is that the North Koreans don't have a plan. That is when chances for miscalculation are the greatest."
Nukes sound terrible, so does a leader who is compared to a real life "Rocky". I don't know what this supreme leader is upto but it appears to be a harsh move to have a greater control over over the country then the previous rulers. Kim's age factor is not in question, but the question is does he wants North Korea to turn into the next Baghdad, Afghanistan or Syria ??
i've come to light about these events rather recently so i would refrain from commenting for or against this man , perhaps a new international peace treaty at cannabis legalized states may lead to some delayed but "concrete" solutions.
I heard today how Kim Jong Un and Dennis Rodman were made fun of on Saturday Night Live. I was very saddened to hear this. And how CNN and other News media/People are saying about them and talking trash. Who are we to Judge North Korea (Kim Jong Un). He is a young man, who was influenced by his culture, father, and grandfather. He has hopes and dreams as we all do. None of us are perfect, America is not perfect, and after Saturday Night Live showed such a thing that I do not even want to watch, It is shameful. That reflects on all of us, on America. Instead of insulting we should be working on resolving, which would mean showing a good example in America that Kim Jong Un would want to follow. The young man Kim Jong Un is looking good, he looks like he is losing weight, he is happier, less stressed looking. You never know he could bring great change if given the chance. Killing or provoking is not going to bring about the change that we need. War for entertainment is not what we need. Unfortunately there are simple minded people out there that want that. What we need is Peace, working together, to bring Great Change and Order to a world gone to chaos.

Third, considering most of the North Korea's population is poor, a lot of people are probably malnourished, that fact that this "young leader" could loose some weight to be healthier says something about the hypocrisy that's going on in that country. Did you know Communism ideology revolve around the idea of a classless, moneyless, and stateless society, where resources belong to all and are to be distributed base on need? Of all of that, only "moneyless" is true of North Korea society.

Are you high? Kim Jong Un is the leader of a belligerent nation of lunatics who consistently lay out threats to annihilate the U.S. through nuclear weapons. Domestically, most of their economy goes into beefing up their military while many of their people starve from famine. Their isolationist world ideology "Juche", created by the country's founder, Kim-Il Sung, stresses that they remain independent of all other nations. Because of this, they don't trade and have virtually no economy, and their people rely on foreign aid in order to live. They have NO freedom of speech–their state-run media continuously spouts anti-U.S. propaganda to further their isolationist position. Expressing anti-government opinions is punishable by sentence to re-education camps or imprisonment not only of yourself, but of your extended family, where you are beaten, tortured, forced into hard labor and in many cases executed. Even indirectly disrespecting the effigies of their "Dear Leader" are punishable. And that's on top of his recent ratcheting up of his nuclear program with legitimate threats to attack the U.S. Give him a chance? The day he announces that he's making Gorbachev-like reforms to his country is the day we can start talking. Until then, he's not to be trusted and Rodman–who is a former NBA player in a country whose aristocracy loves basketball–is an irresponsible idiot for going over there.

Since the media only gives us bits and pieces, if any, of the U.S. dealings with nuclear power hardware, et al. I am looking for some clarification about an article I read when Jr was in office. In a report by the BBC, Jr made a deal with N Korea to waive inspections of their nuclear power program... you know, the inspections that prevent governments from using spent rods to make bombs. According to this report, Jr also gave N Korea some mulla to help them get the job done faster, because N Korea's current nuclear power system was aging. Also mentioned in the article was that Jr's act of generosity was to make up for calling N Korea part of the 'Axsis of Evil'. Do a search. The article is easy to find. Also, at the same time Jr was amping up N Korea's new nuclear power system, Rumsfeld sat on the board of directors of a company that sold rods to N Korea, and other countries.
And the sanctions on N Korea's foriegn exchange bank that is well known for funding N Korea's nuclear program is only now cut off from the U.S. financial system. What's up with that? Are you telling me that it's okay to indirectly fund N Korea's nuclear program, until they start bragging about it and popping off fireworks?
And please oh please tell me that when you say that this kid you held such high hopes for was educated abroad, that he wasn't educated HERE!??? It would not suprise me in the least. Not at all.

I think even China's patence with North Korea must be reaching the limit of tolerance.
NK needs cannot afford the arrogance and aggression simply because it is a bankrupt country. Most North Koreans are living in abject poverty, with nothing decent to eat and definitely little electricity supply in their homes.
In 1979, China taught a lesson to their once close ally Vietnam, by launching a strong across the border attack.

You can't be serious. Clearly you don't understand how hopeless North Korea's situation is. Their current rhetoric has alienated them from the one ally they still had in the world: China. If North Korea decides to choose war, they're outgunned technologically from every side. North Korea going to war is the greatest and last mistake the military regime of that country would ever make. Things have changed drastically since the Korean War, and the world's ability to wage war has become far more advanced while North Korea's has stagnated. If it happens again, it won't be the same outcome, it will be North Korea's decimation with the death of Kim Jong-Un and the majority of its military ruling class with the US and China working with South Korea to help North Korea (assuming there still is a NK and ultimately not just a unified K) right itself after years of ruling that has thrust it into poverty. The rest of the world has nothing to fear from a war with NK.

But Iran has said that it will do so to Israel, and now that North Korea has tested the Iranian designed nuclear weapon for them, and the Iranian designed missles as well, they not only have a tested weapon but a tested delivery system as well. The major difference between Iran and N Korea is that Iran will bomb Israel, N Korea is just increasing the rhetoric to gain more assistance from the US. It has worked many times before, and may work again.

In spite of what the 'analyists say, North Korea likely has a small enough nuclear weapon and missle delivery system thanks to the Iranians. He is much more dangerous. His country is sinking deeper and deeper into poverty and he not only needs to keep the people at bay but more importantly the powerful military happy. Some say that he was directly in charge of the sinking of the S Korean ship and shelling of the S Korean Island. Yes much more dangerous.

Yes...I believe he is more dangerous, but not for the reasons you would think. He would be more dangerous than his father because he is unlike his father. His people love him. He is a much kinder ruler, therefore the loyalty his people would have would be undying. Also, the South is aware of this and would be more willing to negotiate with him.

My opinion is that conditions in North Korea have gotten so bad that it threatens to cause a peasant revolution. Historically NK has used outward belligerence to mask internal strife, and I think that's the case here. If the sanctions manage to cut off the flow of luxuries like steak, expensive jewelry, Hennessy, cigars, etc. to the elite(the only real reasons to live that they have) then I think Jong Un's days are numbered, and correspondingly, he's ramping up the war mongering rhetoric to maintain what little order is left in that country: the threat of violence from "outside" is a powerful unifying force...

N.Korea is acting very irrational, their behavior is very unstable and it seems like they have their backs against the wall and their options are running out. This probably why they are acting so insane, usually the North would threaten or do something that was destabalizing and then back off because they knew they would get some kind of aide from The USA. He sees we over here are not united and are not working together, and that is enough for him to feel he can invade us at any time. We over here must begin acting as adults, not children. The Republicans hate the President– that is evident. Some of the Democrats are two sided, and no matter what goes on it is a struggle to get anything done. The whole world is watching and this makes us appear weak and ineffective because we cannot run our own house. Chavez's successor also expressed that he doesn't like the United States. Yes, the other countries are watching and when those in Congress lash out to hur the President, they are actually hurting themselves. We need each other and we need to hang together. Kim Jong Un and no other head of state will be able to hurt is if we show solidarity. the newscasters need to stop making inuendoes about our President and leadership over here. I for one want my freedom, want to keep my job from being outsourced, want my taxes to stay somewhere below 50%, want the social security I have been paying into for 30+ years to be payed back when I am old and defensless, and want my military to protect our sovreignty. Finally a knowledgeable post. For those who think they know politics but don't, you should be far more concerned about your own government who is already in your backyard; and far more concerned about the China that intends to keep N. Korea fully corralled, than N. Korea itself. N. Korea is a mouse that roars. Washington and Beijing d barely whisper the things we all really need to be aware of.
The few things we know about the leaders of North Korea are scary enough. But the historical precedence is there they are revered as demigods, or at least that's the rhetoric which I would expect to make each generation of leaders progressively less stable. When you are tough that you are a god and that you can do no, how can you be a rational individual that is able to make sound reasonable decisions. Why would you truly consider the needs of your people when you are not just a king but a god in your own wright.
The fear should be that he becomes a Caligula, or perhaps even a David Koresh type leader who decides to take his people with him when things get bad.

Why should people be surprised that North Korea has threatened a pre-emptive strike? Israel and America have both done so often, and they have less reason or justification to feel threatened by other countries. North Korea would be justified under the UN charter in launching a pre-emptive attack on the USA. Whether it would be wise to do so is another matter.

And the generals never ran the country anyway, best guess is the transition was carried out by Kim Jong Il's sister Kim-Kyong-hui (Un's aunt) and her husband Jang Sung-taek. For the Kim family, everything has always been about maintaining their grip on power in North Korea, and not even Kim Jong Il's death would have swayed them from that #1 goal.

War is a last resort and sanctions are preferred. I wonder if technology should turn this on it's head? Sanctions are dumb, munitions are becoming smaller and more accurate. If one were to take an objective look at the human suffering both options cause, would sanctions still be preferred?

Kim Jung Un has a Western education, and yet he does not seem to grasp the parallels of history. His fate and the fate of his country is already sealed. The North will collapse on the path it is walking on. Perhaps he does seem to grasp that concept and that is why he has this massive ego believing he can prove everyone wrong. I don't care much about what he decides to do, really. As of present, he is living on borrowed time. If he doesn't tone down the rhetoric, he could very well have a hard time sleeping lavishly at night - unaware of the day he will be overthrown. The time is coming. If he moves any one of his stubby fingers, he will be done.

I live and work in Seoul as an expat and have been here for the last 4 years. Although the South Koreans have lived under NK's threats in the past and have not been too bothered by them but now it is different. With the end of the peace deal it just makes the threats a bit more of a concern. NK has nothing to lose whereas SK has a lot to lose.
Although some people think sanctions of cutting off the food and oil to NK is a good thing, but what happens when you corner a wild animal and it has nowhere to turn? It lashes out.
NK cannot be trusted at all. I fear that NK is trigger happy and they will do what ever they want when they want, with their guns and war toys. Sanctions should have been imposed when they sunk that Navy ship killing all those SK men and after the shelling of the island. It seems that NK can get away with murder and no body does anything about it. Only when NK threatens other countries then it becomes a concern. It should have been nipped in the bud back then but instead the wild animals leash has grown and become more provocative in it's nature.
Reunification is the key but will it be after a war? We all know that war gets no one anywhere, but I fear this may happen sooner or later. There is hope and there is fear.

Gee I wonder if his extreme rhetoric has anything to do with the fact that he's a typical young male – bold and stupid. More testosterone than brains. If he's an NBA fanatic then he's used to moronic trash talk. Give him 10 years or so and he'll calm down. The fact that he has China upset isn't going to help him and given that trade between the two countries is booming I'm sure he'll be reigned in sooner or later. If not then he only has himself to blame. On the other hand China is relying on using the slave labor of NK to fuel their massive manufacturing sector once their own slaves begin to demand a more humane wage and living conditions...which is inevitable. So they may not be willing to upset him.
The one little problem with Kim Jong Un is that he is NOT a "typical young male." This jerk runs a country. If he keeps going the way he is headed, he won't last the ten years necessary to grow up. And, hopefully, neither will his country.

3. Many junkets later, The west offers to 'support' the people of North Korea with money, goods, and services, all paid for by the American people, in a show of compromise.
4. Doughnut Boy allows himself to be photographed shaking Hilary's hand, but inside his own country he spouts off about bringing the Americans to their knees and making them pay 'reparations' for a list of insults and slights. Like the slight of not taking his tubbiness seriously.
I think the move to speak with a less-than-bright ball player was a clever move on Doughnut boy's part. He made headlines, and anyone dumb enough to think that a ball player has a voice that should be taken more seriously than anyone else who is not an elected official is now calling the White house and posting online saying 'Yeah ok, so why ARENT we on the phone to Doughnut boy!?'

This is much ado about nothing. I mean, we all know North Korea is incapable of launching attack anymore. That ship had sailed in the late 70's. At this moment, North Korea is completely dependent on China for fuel and supplies meaning it won't be able to sustain any sort of offensive without China's approval and support... unless they intend to walk all the way to Pusan on foot. China has significant interest in South Korean economy. There is no way it would support destruction of an important business partner.
Agreed. NK leaders are naive enough to think they can bluff the world into fearing them. They embarrass themselves and China. China is wise enough to distances themselves from the rhetoric coming out of NK who has become the butt of jokes world wide.
