Official: Changes to Benghazi talking points made by intel community

The intelligence community - not the White House, State Department or Justice Department - was responsible for the substantive changes made to the talking points distributed for government officials who spoke publicly about the attack on the U.S. mission in Benghazi, the spokesman for the director of national intelligence said Monday.

The unclassified talking points on Libya, developed several days after the the deadly attack on the U.S. mission in Benghazi, were not substantively changed by any agency outside of the intelligence community, according to the spokesman, Shawn Turner.

Republican criticism of the talking points intensified last Friday following a closed door hearing with former CIA Director David Petraeus.

Rep. Peter King, R-New York, told reporters after the hearing that the original talking parts drafted by the CIA had been changed and it was unclear who was responsible.

"The original talking points were much more specific about al Qaeda involvement and yet final ones just said indications of extremists," King said.

The September 11 attack resulted in the death of U.S. Ambassador Chris Stevens and three other Americans.

The unclassified talking points were first developed by the CIA at the request of the House Intelligence Committee, whose members wanted to know what they could say publicly about the Benghazi attack.

Benghazi talking points omitted link to al Qaeda

The initial version included information linking individuals involved in the attack to al Qaeda, according to a senior U.S. official familiar with the drafting of the talking points. But when the document was sent to the rest of the intelligence community for review, there was a decision to change "al Qaeda" to "extremists." The official said the change was made for legitimate intelligence and legal reasons, not for political purposes.

"First, the information about individuals linked to al Qaeda was derived from classified sources," the official said. "Second, when links were so tenuous - as they still are - it makes sense to be cautious before pointing fingers so you don't set off a chain of circular and self-reinforcing assumptions. Third, it is important to be careful not to prejudice a criminal investigation in its early stages."

Some Republican members of Congress suggested the change came from within the Obama administration - from the White House, the Justice Department, or another government agency.

Turner, the spokesman for National Intelligence Director James Clapper, said that was not the case.

"The intelligence community made substantive, analytical changes before the talking points were sent to government agency partners for their feedback," Turner said, referring to the White House, Justice Department, State Department, Pentagon and FBI. "There were no substantive changes made to the talking points after they left the intelligence community," he said.

The House Intelligence Committee was not satisfied with Turner's statement.

"The statement released this evening by the DNI's spokesman regarding how the Intelligence Community's talking points were changed gives a new explanation that differs significantly from information provided in testimony to the Committee last week," said committee spokeswoman Susan Phalen. "Chairman Rogers looks forward to discussing this new explanation with Director Clapper as soon as possible to understand how the DNI reached this conclusion and why leaders of the Intelligence Community testified late last week that they were unaware of who changed the talking points."

The White House on Friday said it made only one change, substituting the word "mission" for "consulate."

The FBI requested a change in language which originally stated the U.S. "knew" Islamic extremists participated in the attack. According to a U.S. intelligence official the wording was changed to "there are indications" Islamic extremists participated.

Obama administration continues explanations on Benghazi decision-making

The drumbeat of criticism began early on with Republicans criticizing the Obama administration for publicly saying the attack grew out of a spontaneous protest against an anti Muslim video on the web even though the Republicans claim the administration knew it was a planned terrorist attack.

The harshest criticism has focused on Susan Rice, the U.S. ambassador to the United Nations, who used the talking points as the basis for comments she made on Sunday talk shows five days after the attack. During her appearances, Rice said a small number of people came to the mission in reaction to demonstrations occurring in Cairo over the anti-Muslim film, but the Benghazi protest was hijacked by armed extremists. She never mentioned terrorists.

House Intelligence Committee Chairman Mike Rogers, R-Michigan, said this isn't about parsing words. "There was some policy decisions made based on the narrative that was not consistent with the intelligence that we had. That's my concern," Rogers said last Sunday on NBC's "Meet the Press."

Former CIA Director Petraeus told lawmakers last Friday there were multiple streams of intelligence, some that indicated Ansar al Sharia was behind the attack, according to an official with knowledge of the situation. But other intelligence indicated the violence at the Benghazi mission was inspired by protests in Egypt over the anti Muslim video.

Rep. Adam Schiff, D-California, told CNN on Monday that Petraeus explained why the talking points were changed.

"Gen. Petraeus made it clear that that change was made to protect classified sources of information, not to spin it, not to politicize it and it wasn't done at the direction of the white house. That really ought to be the end of it, but it isn't. So we have to continue to go around this merry go round, but at a certain point when all the facts point in a certain direction, we're going to have to accept them as they are and move on," Schiff said.

      If the president had done his job in the months, weeks, days, and even hours prior to the attack, there would be no killers, because the boosted security would have prevented such an attack. So I understand why republicans are upset. How would you feel if someone came in and murdered your family and the president was warned about it and did nothing? would you be happy with him?

McCain was spewing criticism about not getting information at the same time as he was missing the special meeting to give him the information. For those blaming our President for lack of security, look to the GOP in congress who voted against funding more security for our embassies overseas. Republicans stop overlooking your party's share of the blame in many of our country's problems. You only hear half the story on Fox, the half they want you to hear. They also act outraged over just about everything, thereby inciting outrage in their viewers, who are only getting half the story. It makes you look ignorant. Start getting your news from additional sources, not ultra-conservatives ones.

    The problem is simple: Republicans do not understand the meaning of the word 'intelligence'. It was obvious to me, from the start, that this was a terrorist attack, and it was also obvious to me, from the start, that there were certain aspects that were classified and therefore we were not getting the entire story. Since when does the public ever get the entire story right out of the gate? Never, that is when.

    However, Republicans want something with which to criticise our President. They are foaming at the mouth to get something to impeach him with. Sorry, Repubs. Not gonna happen. Now go crawl back into your trailers and have another warm beer. The world is better off with you keeping your traps shut.

    It seems to me CNN and the Republicans in Senate and House need to either say President Obama LIED or they need to accept the explanation. CNN has bias with regards to Benghazi as Anderson Cooper and co. read Ambassador Stevens journal after the State Department said not to–CNN is the one with the problem here–it seems to me Congress should look into any wrong doing with regards to CNN–also what really was going on in Benghazi? What is the CIA doing there? Who are these militias and where did they get their training(IRAQ?). Who are the bad Militias(What affiliations) Is there really a holding cell for militants? Does Libya have a military or are they relying on militias? Where are these answers–enough with the John Mccain( Mccain has been wrong on foreign policy his whole career)

For almost two weeks after the Benghazi attack, why did the administration push the notion of this video? We can all get mired in the details of the cover-up but I still don't hear us asking why the cover up? Was it the election? If so didn't the public have a right to know to make an informed decision? Watergate was nothing folks. This was an intent to completely mislead the American public regarding a terrorist attack!!! Think about that people, our government tried to hide a terrorist attack from us! Do you hear that CNN? Or do you just want to cover your ears and hope it goes away. Is that what the media does?

But again , I think the real issue here is , why was there a CIA operation under the umbrella of the embassy. Eventhough it has been done like this in many cases before , the CIA – and especially the person in charge- should have carefully judged and prepared for the risks resulting. This is primarily a scandal within the CIA decision making in this should be clarified before the guys there again risk the lifes of others . – Eventually the resignation of our now-former CIA head has a different reson then his affair...

    Paul Ryan and the Republican house cut the EMBASSY SECURITY BUDGET by $300 million. Make a note of that. The request from Benghazi for more security could not be approved because we DIDN'T HAVE THE MONEY. Maybe one of you malcontent Republicans would like to go into your own pockets now to replace this $300 million? I mean, we'd hate for this to happen again, right? We need to protect our people, right? The republicans cut the embassy security budget, right? So.... why don't all you finger pointers dig deep and come up with $300 million for the lives of Americans abroad.

      Jon do think these things through before you post?! Even in the years when we had deep cuts in the military, we still redeployed our scarce resources to respond to threats when they presented themselves. The cuts were never an excuse to not respond appropriately.

      Even if security was weakened due to cuts (and that is a big if), the response for more security should have been properly vetted and then the appropriate forces should have been redeployed. The fact was this was not done and that is the issues. Americans did not die because of budget cuts, they died because of incompetency.

      I seriously doubt if the President was the approving authority for this but he should have been the person who launched an investigation to find out how this could have happened to one of his ambassadors. There is a difference between accountability and responsibility; the President was responsible for finding out the truth of what happened and then someone should have been held accountable for incompetency that lead to the death of US citizens.

    I think the entire discussion about "who said what when , who modified what when" is completely missing the point.
    Looking beyond all political talks , what you can identify is the following:
    1) There has been a CIA operation undercover using the embassy as umbrella to support (guide?) the activities against Gaddafi
    2) This has been a civil war environment , therefore the CIA must have known , how much the risk anything for the embassy people – and should have been prepared for any attack
    The real scandal here is that no media is pointing to this issue and focuses on identifying the responsible staff for these decisions.
    Even though it will not bring live back to the people lost , it should be clarified. But also needs to be taken into account , that US still is loosing brave soldiers in Afganistan (about 20 a month!!), and it seems that evryone is in denial about that.

    I have serious problem with the explaination. There is plenty of great source material on how field agents are intensively trained to generate concise reports that communicate the confidence level of the information given. The CIA's job is to generate accurate information not determine policy. What we are being told is that the FBI requested that the public talking points were changed to either contracdict what was probably already known or to mislead supposedly to protect classified sources.

    The problem is that once you contradict what you suspect is the truth instead of saying "YOU DONT KNOW" that becomes a policy decision. The reason why the Repubs on the Intelligence Community are up in arms is they understand the process from field agent to analyist. The implication is that the FBI is driving policy which does not make sense. If the release of this information jeapordizd a criminal investigation the classified material stays classified and you say nothing. It does not matter if the public is clamoring for an explaination. Justifying a misleading statement for policy reasons implys someone within the political branch demanded it or the inteligence community broke protocol.

    As an asside multiple foreign news organizations were stating that the attack was terrorist based within a week. So I find the explaination of protecting classified sources ridiculous.

      This the typical straw man argument...I am a republican and I was completely against going into Iraq, there was absolutely no reason for it and I agree that Bush should be held accountable. But two wrongs do not make a right. Bottom line our consulate was attacked on Sovereign ground (US Territory), that is an act of war. I couldn't care less about who changed the talking points and who said what, what I care about is the fact that MULTIPLE times our Ambassador notified the US government of escalating violence in Benghazi and MULTIPLE times called for assistance. The British has the foresight to remove their ambassador from the region, we did not. There were several opportunities to go and rescue the ambassador and others in the compound yet everyone was told to stand down. That is the problem I have, not with who changed the talking points not with who said what but the fact that our embassy was under attack in a region that the government knew for months was unstable and we did nothing to help those 4 men.

The intel he had, from yes, the CIA again said that they had the weapons. In fact, weapons inspectors had a list of weapons that they DID have at one point, but hadn't been allowed back in IRAQ to verify their disposal.
        I see the liberals on here defending Obama and saying, see the CIA edited the report, but you don't blame the CIA and intel community for Bush's decisions to invade IRAQ based on that intel.

        First of all, it was a consulate, NOT an embassy. So you need to understand what you're talking about before you go criticizing. Second of all, there were ELEVEN attacks against consulates/embassies during the Bush Administration, some involving more than 4 lives lost and where were you criticizing the President then?     If you go back and look at the info prior to the Iraq war, the intel community was saying there WASN'T sufficient info of good enough quality to support WMD, too. There's some info that was modified slightly from the original talking points, eh?

      Do I agree with the GOP trying to pin this on the President? No. Embassies are a State Department issue. However, what concerns me is the intelligence talking points. There were too many hands in the pot and it all got messed up resulting in a poorly stated address to the people. What needs to be done is a complete revision in procedure. That is what this is truly about. Yes, the GOP is using this as a means to point fingers and lay blame, but the reality is that something needs to be done to prevent such mistakes from happening again.

      If you read the entire article, you would have seen where General Petreus explains that there were multiple streams of intelligence and some of that intel was pointing to this demonstration being related to the video which sparked the Egyptia protests. What the CIA did was send their talking points to other intelligence communities, such as DIA, where they added and/or changed information. The question that remains is which intelligence community added the remarks about the video. Though this seems like a witchhunt, what needs to be taken from this is that there were too many hands in the pot and everything got messed up. The overall goal of this inquiry is to prevent such mistakes from happening again.

This controversy is 100% trumped up by sore loser republicans, who as usual, would just as soon destroy the country, sabotage our own and obstruct everything and anything in Washington, just to feed their rabid hatred of President Obama. He had nothing to do with how this report was generated, nor did any of his staff. The report was filtered through intelligence per usual and they vetted it for facts and it looks like they got it right. We still don't know exactly who and why they did this or what particular group (if any) was responsible.

      There may have been nothing unusual about the way it was handled, but that doesn't mean that it shouldn't be revised. For instance, the FBI should not be involved in the anything the intelligence community makes as talking points. Also, the CIA shouldn't be sending it's take on intelligence to other intelligence communities for input, rather it should be the other way around. The CIA should have the final take on anything intelligence related. From there it should be given to the White House. There were too many hands in the pot and things got messed up. The procedures need to be fixed so that something like this doesn't happen again or, at least, is hadled better than it was.

    I remember that after the Oklahoma City bombing by Christian terrorists, newspapers were reporting that Islamic terrorists were responsible for the bombing. They reported furthermore that a car containing the criminals was on its way from Oklahoma City to El Paso, where they planned to escape into Mexico.

    Why would anyone lie about what happened in Benghazi? There is no political motivation to do so.

      There has been testimony that State, Defense, WH situation room etc. watched the attack in real time. There had been warnings of an imminent attack. Those at the mission, including Amb. Stevens on the day he died, were warning the mission could not sustain an attack. They did know what the situation was. They might not have known the exact group(s) responsible, but they knew the situation and they knew it had absolutely nothing to do with that silly video.
      It does seem so dumb for the WH to willfully mislead Americans but they did and it had nothing to do with classified information. The campaign did not want anything to get in the way of their meme, Osama is dead and al Qaeda is on the run. That is the lame political reason behind the push to have Americans think the attack was in response to the video.

        As a matter of fact, the mission DID have 24/7 video, that is how it was proved (before the Sunday shows) that there was no protest of any sort on 9/11/12. That and testimony of the survivors.
        The point isn't the name given to those who attacked the mission. Calling them extremists or terrorists would be fine. All terrorists are not al Qaeda and no one has a problem with WH not identifying the exact group 5 days after the attack.
        The point is that the WH DID know WITHOUT A DOUBT that there was NO demonstration of any kind at the Benghazi mission on 9/11/12 and yet for almost 2 weeks they claimed there was.

Only in the case of Benghazi by the time Rice went on 5 shows, they had seen the video from the mission before the attack occurred and talked to those at mission and knew for a fact that there was no demonstration, spontaneous or not, on 9/11/12. State, defense and WH all watched the attack in real time too.
        So, though there were many demonstrations in the ME/Africa on 9/11 that claimed to be about a video-there was none in Benghazi and all officials knew that for a fact. Any mention of the video in relation to Benghazi was only to mislead.

      If Obama had sent in 50 Marines to rescue those Americans, what would Conservatives now be saying if 42 of those Marines were killed and 8 were captured AND the ambassador was killed too?       If Obama had sent in 50 Marines and had rescued the ambassador and all Marines came home unharmed, Conservatives would now be saying, “Obama has opened up a third war and now we’ll be mired down in a war in Libya for a decade.

      If Obama, following the advice of his generals, decided – as he did – to determine what the situation on the ground was before committing more Americans to the situation, Conservatives would be saying what they are saying right now.

        Excellent post. I have said the same thing about sending in rescuers. We are not deployed in that country for starters. Deploying armed forces in a sovereign nation is very, very dangerous and could have precipitated all sorts of trouble. Secondly, we NEVER deploy our folks into a situation like that on the spur of the moment. Suppose there were 5,000 militia waiting to ambush our response team? Suppose there were a dozen guys waiting to shoot down helicopters if we sent them? These arm chair quarterbacks don't have the common sense to understand the real implications of the situation. There were just a few Americans in danger. We don't put 50 more in grave danger without knowing the situation and having contingency plans. You will NEVER see us send rescue teams into a situation like that on a moments notice, into a foreign country that is at war.

        Sore loser republicans. That's all it is.

        It is sad when you just write this off as a racist issue. When you have to imput race into a conversation you have no other possible explanation for the issue at hand. Whether you agree or not the real issue here is that four Americans are dead and there are many factors that contributed to it. That is the issue. The other issue is that a U.S. Ambassador in that region with that much lack of security did not want to attact attention which leads me to the other question of why was he out there in the first place. There are many questions which should be answered that will not be answered and this will go down and out like Fast and Furious. Another issue that has left many questions unanswered.
        As for the reason why Susan Rice went on those talk shows was very simple to me.. She ran interference for the administration.... If Obama lost she would be out of a job but if he won she would be sure to be the new Secy of State. Thats it plain and simple... which actually makes me feel better to know that she is not that stupid after all.

      No one died as a result of any intelligence, truthful or not. Your "lied and died" claim is pure manure, aimed at stirring controversy where there is none, never should have been any. These people died FIRST, before any report. Secondly, the more we hear, the more we can see that the report was correct. There still doesn't appear to be any verifiable link to Al Qaeda or any clear motive for the attack. The truth is, we have killed 500,000 people over there in the past decade or so. We are likely to be attacked by any number of people or organizations in retribution for family members, children, women, old people... you know, that is to be expected and it will continue as long as we are operating in that part of the world.

If the intelligence coming from Libya and in particular this Ambassador was that they needed more security and that they would not survive a direct attack then to a degree it is at fault for not listening and securing the Ambassador.
        Susan Rice who is a U.N. Ambassador was not the appropiate person to be going to the talk shows and answering questions. tjat should have been done by a state dept offical.
        Like I stated previously she was doing it to run interference so that she would get the Secy of State position... the sad thing is that four Americans are dead and someone dropped the ball... but like everything else in Washington this also will never be known..

      My dad had a high level security clearance. I learned the importance of not revealing information, the different reasons for that and I also know that years later, after hundreds of questions, I STILL do not know what he did, where or why.

      I love facts. I like evidence and searching for it. I don't use one source, I use many. Many were fed a steady diet of BS by those they trusted. The BS is their truth and the real truth? It created cognitive dissonance for many.

      The point is this, if there was conflicting information, they should have treated it as such, and not select the explination that suits them at the time.

You ignore the fact that Mrs. Lamb flat out said that Financing, Personel, and Assests were NOT an issue for security to Benghazi. You also ignore the facts that there are failsafes for security for embassy's and consulates which including gaining extra funding and personel from the overall military budget and the Marines. You also ignore the fact that the funding for embassys and consulates had increased well over 10 times the amount they received within the last decade. It was a bipartisan bill that passed on reduced funding, yet you can only find a way to blame republicans? Get real

We should have been able to protect our people or at least caused significant damage to those attacking. I understand the intel situation being confuded at first but the right thing to do was to say we aren't sure exactly how this transpired and wait and collect all info. There was enough info to make reasonable people understand it was not just a video demonstration and to go out and make it seem that it was undisputably a video as was done many days after was wrong. Administrations mess things up big time, it is our responsibility to call them out on it regardless of political affiliation.

      I'd like to start the conversation about the lack of adequate security too. I'd like the GOP to answer why they refused funding for embassy security. Then I'd ask the State Department to answer how they make the decisions about which embassies to fund well and which embassies to neglect.

      I agree, but it wasn't only the administration that changed anything and, according to them, they only changed the Consolate to the mission, which really isn't that big of a deal. The problem here is that you had the FBI and other intelligence communities making changes to the statement prior to the White House receiving it. There were too many hands in the pot and that is what you get when too many people get involved in something like this. Everything should have been coordinated through the CIA and then the final copy sent to the White House. Unfortunately, that didn't happen.

The Obama Administration gave the American people information that was from the intelligence community......The intelligence community made substantive, analytical changes before the talking points were sent to the White House......In other words, the video came about from what the intelligence community provided.......You cannot call out the Administration on information that they received from the intelligence community.....Furthermore, any common sense person knows that you have to proceed with caution with any kind of intelligence especially in the early stages.....The Administration handled it as best they could and my hope is that they bring to justice the terrorists who are responsible for this tragedy.

        Its funny you bring up Obamacare. Just today hospitals all over are announcing layoffs in the thousands.         Actually the US military got Bin Ladin, just because it happened on Obama's watch, doesn't make him the mastermind of killing Bin Ladin. Fact is, whomever was president, likely would have made the same decision. It's one I applaud Obama for making, but lets be realistic on how it came about.

        The Iraq war was ending anyway, on a timeline already set up by Bush. So how exactly does Obama get credit for that?

    I think you guys are missing the entire point in this. The problem is not changing the terms Al Qaeda to Extremists, no matter who changed it. The problem is between 2 days and 2 weeks after the incident, everyone in the administration was calling the attack solely a response to a youtube video, that mind you only roughly 300 people had seen prior to the actual attack. The fact remains, that even if the intelligence community didn't want to name names, or organizations, they did know that it was a terrorist attack, and not the result of a youtube video.
    If there was in fact conflicting intelligence, then why didn't the administration treat it as such??? Why didn't they come out and basically state that? Why not say "we believe it could be a result of a couple of issues, of which we are investigating" ???? Instead of being so definitive that it was a youtube video!!!
    And this guy remains jailed because of this. Obama could pardon the guy at any time an free him of an unjustified lock up.

      While I think what the White House did was senseless and tragic, the film-maker is NOT jailed because of this. This led to his parole officer finding out he was in violation of his parole. Since he had stolen a lot of money through fraud he was told that he could use NO alias and limited internet access. And none of this was in violation of any U.S. law as he was a convicted felon on parole. He knew the rules and broke them anyway. I agree that the White House was completely wrong in the way they handled this, but let's not start some silly crusade for a convicted felon who knowingly violated his parole rules. He has never been charged at all for the actual making of the film in anyway, shape or form.

Yes, there were some demonstrations going on at other embassies over that film, BUT repeated requests for additional security were denied in a very unstable region. I just don't understand that. I would have thought that the anniversary of 9/11 alone would have required increased security at any number of locations.

      Personally, I think it boils down to a screw-up. I think they realized afterwards that for whatever reason, adequate security had not been provided, terrorists then took advantage of that and planned a full-on attack. BUT, there is an election going on so some butt-covering started so the waters would be muddied enough to keep everyone in the dark as to what exactly happened. It is still going on with all of this focus on wording. I think things like this just might be why Hillary Clinton is stepping down.

    The really crazy thing about all this is that while Republicans try like hell to make a scandal of the talking points the truly important question is why was security so lax at the 'mission' and what can be done to prevent another tragic occurrence like this.     Here is my take on the whole issue. The types of incidents need to be fully investigated. The problem was that for purely political gain Mr. Romney made an issue of this the minute it happened. That meant that the Government had to make a statement before they had a chance to do any real investigating into what actually happened. Also, if the CIA and FBI are involed there are probably things we won't ever nor should we know.

    There are all sorts of conspiracy theories from Republicans about the timing of the release of information of the Petraeus affair. Did it have to do with Benghazi. Well, Eric Cantor knew about it. Do yo think if there was something there that could change the election he would have stayed quiet. I think it was the republicans who picked the time. They knew Obama was going to win so they wanted to take the spotlight off his winning. Sure did work.

This is a classic case of the Chicken or the Egg, which came first. If you really want to dig into why honorable people died you should be researching why the republican Congress did not give funds to beef up security for our consulates around the world.

    OMG! So republicans were aware of the initial report with the words al-queada and terrorism. Then, when Obama and Rice did not use those words, GOP assumed the administration doctored the report because of the election and began this massive scandal campaign. Well at least there is SOME bases for their madness. It seemed they all took a ride on the coo-coo express,

    Changes made came from CIA. Wonder why they did not resubmit the report to the congressional committee after it was altered? Wonder why no one spoke up over where changes were made? It appears the worm may turn on the GOP. All this angst over a tempest in a TEA party. Geesh!

I am a republican who loves conspiracy theories and can spin one with the best, but if you ask me to open my own wallet to place a bet I will put my money on ignorance and incompetence 99% of the time. However several disturbing facts remain in this mess. First there is a difference between relaying a sanitized talking point given to you by the intelligence community and embellishing it with falsehoods that were not included in those talking points such as it being a reaction to a six month old film. Second, to continue the lie after the truth was known despite the content of the initial "intelligence talking points". Third, and I would love to hear reaction to this; 911 was planned, funded and the perpetrators trained during the Clinton administration, and it occurred when the Clinton era intelligence community folks were still in place even though Bush had taken over 9 months earlier, yet we blame Bush for their intelligence failure; then we went to war in Iraq based on the same Clintinton era personnel's faulty intelligence that even democrats like Hillary and Ted Kennedy believed (after all it came from the folks they helped put in those Intel positions), and yet we still blame bush; SO I ASK: Why do we not hold Obama to the same standard of responsibility for the Intel failures when it was his (truly his and only his) people?
