Official: Changes to Benghazi talking points made by intel community

The intelligence community - not the White House, State Department or Justice Department - was responsible for the substantive changes made to the talking points distributed for government officials who spoke publicly about the attack on the U.S. mission in Benghazi, the spokesman for the director of national intelligence said Monday.

The unclassified talking points on Libya, developed several days after the the deadly attack on the U.S. mission in Benghazi, were not substantively changed by any agency outside of the intelligence community, according to the spokesman, Shawn Turner.

Republican criticism of the talking points intensified last Friday following a closed door hearing with former CIA Director David Petraeus.

Rep. Peter King, R-New York, told reporters after the hearing that the original talking parts drafted by the CIA had been changed and it was unclear who was responsible.

"The original talking points were much more specific about al Qaeda involvement and yet final ones just said indications of extremists," King said.

The September 11 attack resulted in the death of U.S. Ambassador Chris Stevens and three other Americans.

The unclassified talking points were first developed by the CIA at the request of the House Intelligence Committee, whose members wanted to know what they could say publicly about the Benghazi attack.

Benghazi talking points omitted link to al Qaeda

The initial version included information linking individuals involved in the attack to al Qaeda, according to a senior U.S. official familiar with the drafting of the talking points. But when the document was sent to the rest of the intelligence community for review, there was a decision to change "al Qaeda" to "extremists." The official said the change was made for legitimate intelligence and legal reasons, not for political purposes.

"First, the information about individuals linked to al Qaeda was derived from classified sources," the official said. "Second, when links were so tenuous - as they still are - it makes sense to be cautious before pointing fingers so you don't set off a chain of circular and self-reinforcing assumptions. Third, it is important to be careful not to prejudice a criminal investigation in its early stages."

Some Republican members of Congress suggested the change came from within the Obama administration - from the White House, the Justice Department, or another government agency.

Turner, the spokesman for National Intelligence Director James Clapper, said that was not the case.

"The intelligence community made substantive, analytical changes before the talking points were sent to government agency partners for their feedback," Turner said, referring to the White House, Justice Department, State Department, Pentagon and FBI. "There were no substantive changes made to the talking points after they left the intelligence community," he said.

The House Intelligence Committee was not satisfied with Turner's statement.

"The statement released this evening by the DNI's spokesman regarding how the Intelligence Community's talking points were changed gives a new explanation that differs significantly from information provided in testimony to the Committee last week," said committee spokeswoman Susan Phalen. "Chairman Rogers looks forward to discussing this new explanation with Director Clapper as soon as possible to understand how the DNI reached this conclusion and why leaders of the Intelligence Community testified late last week that they were unaware of who changed the talking points."

The White House on Friday said it made only one change, substituting the word "mission" for "consulate."

The FBI requested a change in language which originally stated the U.S. "knew" Islamic extremists participated in the attack. According to a U.S. intelligence official the wording was changed to "there are indications" Islamic extremists participated.

Obama administration continues explanations on Benghazi decision-making

The drumbeat of criticism began early on with Republicans criticizing the Obama administration for publicly saying the attack grew out of a spontaneous protest against an anti Muslim video on the web even though the Republicans claim the administration knew it was a planned terrorist attack.

The harshest criticism has focused on Susan Rice, the U.S. ambassador to the United Nations, who used the talking points as the basis for comments she made on Sunday talk shows five days after the attack. During her appearances, Rice said a small number of people came to the mission in reaction to demonstrations occurring in Cairo over the anti-Muslim film, but the Benghazi protest was hijacked by armed extremists. She never mentioned terrorists.

House Intelligence Committee Chairman Mike Rogers, R-Michigan, said this isn't about parsing words. "There was some policy decisions made based on the narrative that was not consistent with the intelligence that we had. That's my concern," Rogers said last Sunday on NBC's "Meet the Press."

Former CIA Director Petraeus told lawmakers last Friday there were multiple streams of intelligence, some that indicated Ansar al Sharia was behind the attack, according to an official with knowledge of the situation. But other intelligence indicated the violence at the Benghazi mission was inspired by protests in Egypt over the anti Muslim video.

Rep. Adam Schiff, D-California, told CNN on Monday that Petraeus explained why the talking points were changed.

"Gen. Petraeus made it clear that that change was made to protect classified sources of information, not to spin it, not to politicize it and it wasn't done at the direction of the white house. That really ought to be the end of it, but it isn't. So we have to continue to go around this merry go round, but at a certain point when all the facts point in a certain direction, we're going to have to accept them as they are and move on," Schiff said.

    Five days after the event and the administration sending a high ranking (Rice) representative to blow smoke on a Sunday morning news program. They knew it was mis-information and a deliberate attempt to mislead. It would have been better that Rice stay home (sick with the flu). Now they say it was just bad "talking points". Rice had to know better but went anyway. Cheap sale of your integrity to remain part of the "team" and hope to get backing for the next promotion. This should dis-qualify her for Sec. of State. No one will ever believe her again.

      When instructed to use the talking points, she did so. I seriously doubt that she, as an individual, knew beforehand that the information had been altered by the Intel folks. There is a reason our government does not disclose each and every bit of intelligence it receives. And there is a reason why sources are not "outed" such as what happened to Valerie Plame (sp?). Now THAT was an act of treason and all of the perps should have been shot.

I have no doubt in my mind that, while the POTUS may have known in advance that al Queda was involved, on advise from the intelligence community, he parroted the altered talking points, again, in order to preserve inteliigence sources, et al. That need will not diminish, regardless of who is in the WH. Is it a bald faced lie? No more so than, "I am not a crook."

    This one paragraph speaks volumns. My question to Director Clapper would be, "Were you lying then, or are you lying now?" When one lie doesn't work, let's try another one. In either case, it's still a lie and why lie to the House Intelligence Comittee. When UBL was killed, there was no hesitation on the part of the Obama Administration on releasing security details and sources involved with taking him down, to the extent that that Hollywood was allowed unprecedented access to National Security information to make sure they got all of the facts to make their movie.

    Obama was telling the world for close to 17 days that this attack was the result of a video. Regardless of who made changes, he knew he was lying. Once Obama and others were shown the video of the ambassador greeting his guest good night they knew no protest or demonstration was occurring in front of the embassy/consulate/mission. Two lies were told for weeks, the first being the demonstration that did not occur and the second was the demonstration escalated due to anger over the video.

      He did deceive, if Mrs Broadwell is accurate. There were two attacks in Bangazi and they were hours apart. The first was less well organized, though it did kill the Ambassador. The second was highly sophisticated and, as Petraeus' lover claims, succeeded in freeing two Libyans who were being held captive by the CIA. If she is correct, the goal of the attack may not have been terrorism at all. The term, "terrorism" is being thrown around far too loosely and it is imprecise to call armed attacks against us as "terrorism". This particular attack may have been designed to rescue fellow members of a militia whom we were interrogating, perhaps with enhanced methods.
      Those who attacked us in Bengazi may be our enemies, but securing the release of captives is their way of not leaving their fellow soldier behind.

      The Ambassador reported on what she was given by the intelligence community. The Ambassador had nothing to do with whatever decisions were made about Libya and bears no responsibility for any actions. Ambassadors don't . The decisions were made by the CIA and the Military. Now go ask the GOP why they REFUSED funding for security for Embassies and Consulates. The stated depatment said there was more security needed and the GOP refused. Think that had anything to do with those screams?

    Benghazi sould not be politicized. Four Americans were caught in the crossfire between terrorists and extremists. So what? Crap like that will hapen in Arab Spring. President Obama was right all along, and no doubt "we will find the ones responsible (for letting the four Americans watch the fight and get hot themselves) then bring them all to justice." Little wonder James Clapper and Susan Rice were confused. Mr. Clapper did not know if Congress was referring to the terorists or extremists, because there were two sets of talking points-one for each one. Then there are the talking points that incluse the Americans, and those that exclude them. Therefore, Susan Rice was very accurate in her presentation - depending on who she was talking about, and who you ask. As the Obama Admin - and rest of America - now knows, the Americans all died and very quick and painless death. Thank President Obama for "tender mercies" in the Far East, the Mideast and throughout America. As Democrat Schiff concluded, "When all the facts point in a certain direction, we're going to have to accept them as they are and move on."

If you mean that more mothers voted for him, then again, yes, you are correct.

    Forgive my lack of brain people, but I just don't understand why most of you are blaming and defending while you miss the real story. I read when the attack went down a cry for help was sent out. A Seal Team guy, from another location close by, got on the phone to his dad and told him there is big trouble and we are told to stand down. He and a fellow Seal took it on their own to run to the building under attack, to help them. They were killed and so were the ambassador and another guy. Clinton threw herself under the bus, I guess to save her boss at election time saying they wanted more security but I didn't think they needed it. Now the intelligence commuity is throwing themselves under the bus. For days and days Susan Rice and others claimed it was all over a movie. I'm sure what the intell cut out was for the public but they would not cut that out for the president of the USA. He and all involved with our security need to know what was happing. I feel if it was a terroist attack the American people should have been told that from the start unless someone is hiding something.

    Didn't the Libyan Government say the attackers were Al Quaida the day after the attack? Didn't they also say there were no protests at the Consolate? It's not like this was secret: the European and Arab knew the truth the day after. Our government had no reason to hide the information. Having our Ambassador directly contradict the Libyans and others for a week hardly seems smart both from a diplomatic and security perspective. I think Susan Rice should have given that some thought before parroting discredited propaganda, she didn't even acknowledge what other countries were saying.

    I think people are lumping together 2 separate events which were not even both on 9/11. On the evening of 9/11, there was the attack on the mission, and on the morning of 9/12, there was the attack on the CIA annex. They were not necessarily organized by the same groups with the same agenda. Much of the confusion is arising from the representation of events as 1 long attack.

Surely all Americans would want to know what really happened before, during, and following the Benghazi attack.         Yes, that's why the White House gave out all those methods and procedures when they wanted to take credit for Bin Laden. Also why they threw the Pakistanni doctor under the bus and he will spend the rest of his life in prison. They could have waited one or two weeks and mined the intel they gathered to contact others but instead they had to broadcast it the very next day eliminating any chance of catching other bad guys.

        But using the word Alqaeda was way too secret even though the average American assumed that. I don't see the Intel community talking about the master plan to use the video as a smoke screen so they sneak up on Al qaeda. The lie of the video was completely political, to denigrate our rights to free speech vs Islamic violence.

        The other part of all of this is the lack of security that encouraged and led to the deaths. The lack of timely and forceful support when it did occur.

      1) Nobody lied nor tried to cover up... things were happening in real time and it's what they had. 2) The Intelligence services didn't want to let the terrorists know that they knew it was Al Queda immediately because they were still tracking others and that would have put assets in danger.     1) It is interesting that as obvious ambassador Stevens was informed of the danger, he would not have gone to Benghazi is he considered that the protection was not adequate.

      Believe it or not, some people will do their jobs despite the danger. Stevens was a brave man, knew it was dangerous, knew he wasn't getting the proper security support from the state department and still did his job.

      I agree that the American people don't need all the details but why lie? Why don't they just say "Libya is unstable, there was a terrorist attack and we are looking for those responsible. When we find who is responsible we will give further details."
      Why all the garbage about the video? Why throw our right to free speech under the bus of Islamic violence on the world stage? Why justify killing people over words or videos from the other side of the world? Why was that not condemned but the video was?

    At a point in time way too early to know exactly what happened, right wingers want to attack the president because the UN Ambassador read a statement provided by the intel community, while cautioning everyone at the time that all the facts were not in. But it's OK 3000 lives were lost when intel pointed to people learning to take off but not land planes, and it was OK 4K American lives and hundreds of thousands of Iraqis lives were lost based on cooked intel that Iraq has WMD's? If the helicopter had not crashed forcing our hand because Pakistan planned to release it to their news agencies, we would not have had information that quickly.

      1) It is interesting that as obvious ambassador Stevens was informed of the danger, he would not have gone to Benghazi is he considered that the protection was not adequate.

    One of many theories is that the USA through CIA operatives beholden to a more empathetic relationship with Islamic Extremists, were arming them with weapons. The same weapons killing USA soldiers and intelligence officers in Afghanistan, Navy Seals and many more. Therefore, you have detainees in a safe house that were not supposed to be questioned but protected. Something went wrong...very wrong. To deny help to the Navy Seals and the Consulate staff was the ultimate action of neglect to our country. For those that say the House is responsible for not authorizing an increase in funding for consulate security, let me say that the decision not to help and stand by was not because of funding, it was because this administration is operating under secret agendas that the public is not allowed to know. While you have Hillary in Australia and going on her world tour, Obama on another world tour, there are his operatives who are actually doing major damage to arm the USA's enemies in the name of tolerance to Islam and their right to nuclear weapons, ex: Iran.
