Jill Kelley, honorary consul

In a 911 call, aspiring socialite Jill Kelley demands that police in Tampa, Florida, help remove people from her property, describing herself as an “honorary consul general.”

"I am an honorary consul general,” the 911 recording says. “… I have inviolability. They should not be on my property. I don't know if you want to get diplomatic, uh, protection involved as well. It's against the law to cross my property …"

Kelley, it turns out, is an “honorary consul” for the South Korean government, according to the South Korean Ministry of Foreign Affairs and Trade. The official South Korean news agency Yonhap reports that Kelley had "good connections and network and a willingness to develop Korea-U.S. relations, including the free trade agreement between the two nations."

South Korean officials tell CNN that “an honorary consul can generally play a role of promoting trade and economic cooperation between the two countries.”

South Korean Presidential Decree No. 23706 describes the duties as anything from “work(ing) to protect Korean national/resident living abroad” to “promoting interacting of trade, economy, art, science and education.”

The honorary post, however, has no official responsibilities, in spite of Kelley’s attempts to invoke “inviolability.” Yonhap cites a South Korean official as saying that “she will be relieved from the symbolic post if she is found to be problematic.”

Cho Tae-yong, a spokesman for the Ministry of Foreign Affairs and Trade, tells CNN: “Nothing is decided. We are currently observing the situation closely.”

Kelley also had “honorary consul” license plates on her car. The Florida Department of Highway Safety and Motor Vehicles tells CNN that she has the plates because she is an “honorary consulate.”

But the State Department and the Defense Department stress that Kelley has no official job with the U.S. government. She was strictly a volunteer.

Jennifer Clinton, president of the National Council for International Visitors, a nonprofit organization based in Washington, D.C., tells CNN: “From what I understand, she was a volunteer to our member organization in Tampa.”

“What the volunteers do typically is host some of the international visitors for dinner, or they’ll speak to them and provide information about the local community,” she said.

The council specializes in “citizen diplomacy,” which builds “person-to-person relationships ‘one handshake at a time.’ ” The council, in turn, helps implement international visitor programs for the State Department.

But such a “citizen diplomat” designation carries no legal or diplomatic privileges, even if Kelley tried to give that impression.

Kelley was also given the title of “honorary ambassador” by the U.S. Central Command, according to a defense official. The title is, “meaningless” and holds no power and is given for recognition of specific work, according the official.

The title is nothing more than a certificate given by CENTCOM’s Coalition Coordination Center, a group of military representatives from different countries which are working with the United States on terrorism issues. That group, led by a low-level U.S. military officer, recommended Kelley for the title.  It is unclear when she was given this title. As a honorary ambassador, Kelley would have duties such as organizing and facilitating unclassified briefings for community leaders to help them better understand the work of the U.S. Central Command and its allies, according to the official.

In a different role, Kelley also hosted many events off-base to honor members of the military and was hosting one when her name became public for her role in the Petraeus scandal, the official said.   At that event, Vice Admiral Robert Harward, CENTCOM’s Deputy Commander had stopped by briefly as a guest, according to the official.

    This reminds me of an memorable experience of mine. I took my kids to Disney World a few years ago. On a visit to the Magic Kingdom, supervised by Merlin the Magician, my son was able to pull the Sword from the Stone. He was made "Temporary Ruler of the Realm" and awarded a medal to hang from his neck as well as a Official Certificate to prove his status. His status at that time was probably comparable to that of Ms. Kelley's current status. They wouldn't issue us license plates though.

    Interesting that CNN failed to include more in depth investigative information about Dr. and Ms. Kelley. They are being sued by many creditors, are seriously in debt, started and closed a non-profit foundation to support adults with cancer, may have some financial mismanagement issues there... It certainly looks like this whole is tinder for a fat book deal. And, so ridiculous compared to actual issues and newsworthy events.

    Other articles talk about how she just lost her base access. How the heck did this Lebanese woman get cleared for access to military bases when she has zero actual connection to the military and does not work for them in any official capacity? If I were living on that base or my children were in child care on that base I would be LIVID. I don't care how much money her dumb husband makes or that she volunteers. No excuse for her to be on base unescorted.

    Why was this military base so loose and free to just have people coming to hang out there? Even if these people "passed" a background investigation, that shouldn't have meant that they were allowed to come to the base any time they wanted to and bring guests. I can pass a background check as well, but will bet anything that I would have NEVER been allowed the privileges this Kelley chick had. Has she ever served in the military? OR was she "servicing" the military. Damn shame how laxed the rules were on this particular military base. I really hope that these types of "Friends" of military bases programs are stopped!

    I think it is interesting the tone of this article. I don't have any reason to deny that she is some overprivlaged party planner, but this feels like a smear campaign. The article could have easily been framed differently. "Jill Kelley has a history of running events for veterans organizations and has been recognized by our government and the government of Korea for her efforts in promoting international cooperation and trade." Just something to think about.

      Ward – I don't think that there's anything untoward or amiss about the tone of the article. Kelley clearly attempted to "invoke" some sort of elite privilege during her 911 call to Tampa police....privilege she does not nor ever has possessed in any way, shape, or form. I think that that's newsworthy and nothing about this article's "tone" was even close to a "smear" of her. She has no special status that comes with special privileges...she's just like evey other schmuck in Tampa when they call the police for assistance...only this woman actually believes that she is "special" even though none of her alleged bonafides pan out.

    Where was that "citizen diplomacy" in dealing with the Petraeus' "family friends"?The way in which she dealt with the whole situation shows a serious lack of ability to build"person to person" relationships "one handshake at a time".Seems like the type that might even crash a function at the White House.Far too many of these kinds of brainless people that really contribute nothing-So much nonsense that the public is unaware of-I think the real scandal may be the money wasted and possible tax rewards for "hosting" these funtions-I would rather see an investigation into these useless "positions" and their perks that I'm sure are just the tip of the iceburg.That said,I think Petraeus showed poor judgement in a world of poor judgement.I personally would like to see Kelly regret she didn't show more diplomacy in dealing with her harassing emails.

    She calls 9-11 to solve her problems, and settle her Grievances
    She doesn't need to fight her own battles, she's got State, Local, and Federal government to provide her with Personalized Protection and mediation Services (Call it, a bodyguard, that she doesn't have to pay for). If people litter on her Lawn, she simply picks up the phone and calls 911.

    If someone Looks at her funny, she calls 911. If there is any way to get the FBI involved, she will not hesitate to do so. I heard she once called the FBI because they didn't put enough Salt on her Fries.

    You don't mess with this girl, she's pretty important...even MORE important than that Couple who repeatedly crashed White House parties without an Invitation.

    The Only problem with her, is she doesn't look in the Mirror while she's backing-up, as we have all seen. It doesn't matter, if anyone ever crashes into her car while she's backing up without looking, she simply calls the FBI, and they'll deal with it FOR her (She's That Important! )

      What is sad is to claim an immunity she does not have. In order to have diplomatic immunity, you have to be vetted by the Dept of State. No American citizen can claim diplomatic immunity in US soil, for there is no one (supposedly) above the law... What is weird is that the state of Florida issued a honorary consul plate (diplomatic plates are only issued by the Department of State, not the individual states). I can claim to be the honorary consul to Jupiter, that does not make me either a diplomat nor exempt from following the laws of the US...

    1) an Honorary Consul is NOT an official diplomatic position, hence the word "Honorary." 2) Diplomatic Immunity/Inviolability only applies to official representatives operating within their foreign host country ... Mrs. Kelley is not a Korean citizen, nor does she represent the Korean government in any official capacity. In fact, she's an American citizen living in the United States, therefore diplomatic immunity/inviolability does not apply. 3) Diplomatic immunity does not prevent criminal charges from being investigated, nor does it impede the freedom of the press. All diplomatic immunity does is allow official representatives operating within their official capacity in their assigned host country to not be arrested for any crimes – they can be, however, designated persona non grata by the host government, and kicked out of the country.
