Doubts surface over e-mail on claim of responsibility for Benghazi attack

The often fiercely political debate over who knew what - and when - about the September 11 assault on the U.S. Consulate in Benghazi has taken another turn with the disclosure of a series of e-mails sent from the State Department on the night of the attack.

But the most explosive of the e-mails - which were released late Tuesday - may have been inaccurate, a "spot report" on a rapidly evolving and highly confusing situation.

The disclosure of the e-mail has given new life to the already fevered debate over when the Obama administration learned that the attack was more than a protest that turned deadly but was the work of terrorists.

The e-mail carried the subject line: "Update 2: Ansar al Sharia Claims Responsibility For Benghazi Attack." The message said: "Embassy Tripoli reports the group has claimed responsibility on Facebook and Twitter and has called for an attack on Embassy Tripoli."

That message was sent to a wide range of federal offices, including the FBI, from the State Department at 6:07 p.m. ET on September 11 - seven minutes into September 12 in Libya. At that time, the attack on the consulate was ongoing, and the subsequent assault on the annex building, in which two more Americans would be killed, had not begun.

Sen. John McCain, R-Arizona, and two other Republicans in the Senate wrote Wednesday to Obama, saying: "These emails make clear that your Administration knew within two hours of the attack that it was a terrorist act and that Ansar al-Sharia, a Libyan militant group with links to Al-Qaeda, had claimed responsibility for it."

However, an examination of the known Facebook and Twitter accounts of Ansar al-Sharia in Benghazi reveals no such claim of responsibility. Aaron Zelin, a research fellow at the Washington Institute for Near East Policy, tracks dozens of jihadist websites and archives much of what they say. He told CNN he was unaware of any such claim having been posted on the official Facebook page or Twitter feed of Ansar al-Sharia in Benghazi.

Zelin, who said his RSS feed sends him any new statement from the group, provided CNN with a copy of that feed. It shows no Facebook update between September 8 and September 12, when a posting late that afternoon first referenced the attack. Zelin notes that the posting referred to a news conference the group had held earlier that day in Benghazi in which it denied any role in the assault on the consulate, while sympathizing with the attackers.

Accompanying a posting of the news conference on YouTube, a commentary says that the attack on the consulate was "a wave of rage for Allah and his Prophet, it came from the Muslim youths."

The posting continues: "Ansar al-Sharia brigade did not officially participate as a military body, nor received any orders directed from the brigade."

The group's Twitter feed tells the same story. The account, @anssarelshariea, bears the group's logo and a tweet on September 8 - and then nothing until four days later. And at no point is there a claim of involvement in or responsibility for the attack on the U.S. Consulate compound.

Perhaps the person who reported the claim of responsibility - and the threat against the consulate - was viewing another Ansar al-Sharia site, or one supportive of the group.

In the hours following such incidents, it is not unusual for "spot reports" from agencies and overseas posts to pour in to the State Department. They typically include intercepts, what's picked up on social media, witness accounts and what's being said by local officials. They often contain raw, unfiltered information that is then analyzed for clues, patterns and contradictions.

In the case of the Benghazi attack, there were plenty of contradictions. Such situations are frequently chaotic, with claim and counter-claim by witnesses unsure of what happened when, according to U.S. officials. Building a complete picture without access to first-hand-accounts and little visual evidence can be a major challenge to government experts working from thousands of miles away.

So too have been the attempts to pin down who represents Ansar al-Shariah and their movements on the night of the attack.

Wings of Ansar al-Sharia, which means "partisans" or "supporters of Islamic law," are based not only in Benghazi but in the Libyan town of Derna, east of Benghazi. The group's leaders in Derna are thought to include Abu Sufyan bin Qumu, a former Guantanamo Bay detainee.

A different Ansar al-Sharia is affiliated with al Qaeda in the Arabian Peninsula in Yemen, and budding franchises are said to exist in Tunisia, Morocco and Egypt.

As Zelin wrote last month in Foreign Policy, the groups "lack a unified command structure or even a bandleader like the central al Qaeda command....They are fighting in different lands using different means."

Wherever they may be, members of Ansar al-Shariah are united by a shared outlook, one that is implacably anti-Western and in favor of the imposition of Shariah law across the Muslim world.

The description on the Ansar al-Sharia (Benghazi) Twitter feed proclaims: "The goals of Ansar al-Sharia brigade is to implement the laws of Allah on the land, and reject the human implemented laws and earthly made constitutions. There will be nothing ruling in this country other than the laws of Allah."

Zelin said he believes that the rise of the groups heralds the end of the dominance of global jihad by a single hierarchical organization such as al Qaeda - and returns the state of jihad to the jumble that characterized it during the 1990s.

"One key difference, however, is that jihadi groups are now more ideologically homogenous," Zelin wrote in Foreign Policy.

"In the 1990s, jihadis thought locally and acted locally, while many now talk globally and act locally."

However, you've managed to "delay" the reporting and helped "downsize" the "complete" story. The Obama administration is pushing it until after the election, pushing it all under the rug and the left wing news reporters are happy to give Obama aid in doing so. Do your job, report the news, get off your personal Democratic agenda and let the Americans make their own informed opinions. By not reporting as you should, you are letting down those that were killed, the family and our country's security, Quit running out the clock and do your job–news reporting! Because they were not a priority, their many “cries for help” and support were ignored, turned down or buried by bureaucrats and in the end, four brave souls were sacrificed to the Administration’s failed policies and improperly placed priorities.

      Chis Stevens not only lost the fight for what he needed from Washington, he and three others paid the ultimate price for that loss with their lives. Shame on you Washington and shame on us if we don’t get to the bottom of this mess, right the ship, and set a new course.

      Putting things into perspective: While national issues like the debt, the deficit, income, wealth, taxes, employment, and health care are certainly important, most mistakes in these areas are not fatal. Errors in Strategic Foreign Policy, National Security, Rules of Engagement, our posture to the world, and the protection of our citizens everywhere are matters of life and death, and unfortunately in this case, they led to death in Benghazi.

      What we needed at that moment was not the oratory of a UN Secretary General, but straight talk from the leader of the free world. That leader was not in the house that day or in the weeks to come.

      And once in the 47 day since 9/11 has the President ever used the words “terrorism”, “terrorist”, Jihad, Jihadist, Extremist, Muslim or Islam to describe the tragedy that was Benghazi..

      And as a nation we were, and continue to be, left wondering whether the President really was clueless and out of touch with reality, or just not going to be straight with the American people before the election.

    As of this morning (11/01), Fox is still unfolding new information concerning this issue that many of us deem important (myself included). I really need to write off CNN and just follow Fox as I have come to the realization that I am really getting extremely filtered news on this site. Something as important as another 9/11 that appears to have been preventable is not something I think of as “old news” and swept under the rug so quickly AND without providing us Americans with direct answers to so many unanswered questions.

      You nailed it John, and most of the others posting below on this issue of bias media coverage of the hard truths about our current administration. Most of the news on this site is filtered and channeled to focus a favorable view on CNN's own political agenda. I will tell you all something that I have noticed since this attack happened that I think is pretty substantial, the feeling around my peers here in the military is "uneasy" about this whole situation. When the president asks SEAL team six to kill Bin Laden they did it without question. When a SEAL is in trouble and asks his administration for military assistance, they tell him to "Stand Down." You see I don't require further answers now because the situation as it sits speaks for itself. So in a way Dave is also right. What more do you want to know? All the answers are already in plain sight. And if you still don't get it I will spell it out for you right here. They dropped the ball and four americans are dead because of it.

        In preparing for press conferences, press briefings and televised national debates reaching 100+ million worldwide it is inconceivable that Obama and Biden didn’t ask their respective “handlers” and debate prep teams, “where am I vulnerable and what do I say.”

        When President Obama 1st heard about Benghazi on 911 his 1st response was “get them out of there” but "how can we spin this?" I'd bet the farm, and the wife, that David Axelrod had the answer within hours after the attack started.

        While Obama and Clinton, with Jay Carney parroting, have promised to find and prosecute those who carried out the attack, they have said absolutely nothing about holding responsible those in the administration who were complicit in those deaths.

        We need the House or an independent prosecutor to get to the truth and for those complicit to be publicly shamed and punished to the fullest extent of the law.

        Given all the broken promises, and the less than forthright way he has handled Benghazi, how can we trust anything the President says or promises in his campaign to get reelected?

      That's true. If you want ACCURATE, COMPLETE, THOROUGH news reporting, tune in to FOX news. The others want to "censure" what's reported to the American people in support of Obama. I'm an Independent voter and cast my vote based on "accurate" information (including FACT CHECKING) and based on my views concerning political issues. Fox has been the only news station that has supplied the facts and fact checking of the presidential candidates. Funny that Romney has proved to be by far more truthful than Obama. He may have sounded good in the last two debates, but if you'd checked the facts you'd find Obama should have a nose two feet long!!

Clinton took responsibility for this mess, President Obama stated he had responsibility for this mess, then says it has nothing to do with the election. Well that is for the electorate do decide and them alone. Taking responsibility means accepting consequences. You can not do former without the latter.

      In preparing for press conferences, press briefings and televised national debates reaching 100+ million worldwide it is inconceivable that Obama and Biden didn’t ask their respective “handlers” and debate prep teams, “where am I vulnerable and what do I say.”

      When President Obama 1st heard about Benghazi on 911 his 1st response was “get them out of there” but "how can we spin this?" I'd bet the farm, and the wife, that David Axelrod had the answer within hours after the attack started.

      While Obama and Clinton, with Jay Carney parroting, have promised to find and prosecute those who carried out the attack, they have said absolutely nothing about holding responsible those in the administration who were complicit in those deaths.

      We need the House or an independent prosecutor to get to the truth and for those complicit to be publicly shamed and punished to the fullest extent of the law.

      Given all the broken promises, and the less than forthright way he has handled Benghazi, how can we trust anything the President says or promises in his campaign to get reelected?

Any real information that can hurt this presidents chance of winning, will be blocked or sugar coated until then. If this president wins re-election, then the truth really doesn't matter, it's his last term anyway.
    Fast and Furious was beginning to threaten the campain. When Eric Holder was running out of stalling tactics, here comes the president to his rescue. Why ? What was Holder trying to keep Congress from seeing ?

      With all respect, I have yet to hear a SINGLE credible source named for any of the allegations that FOX News is making. I've heard "sources say" repeated about a dozen times in an hour, without once hearing one named; I've heard "sources on the ground in Benghazi" cited in print repeatedly, but again they remain totally anonymous.

      That simply doesn't get it, coming from a news outlet that has so obvious a political agenda.

      Why were all of these supposed sources totally quiet for over 6 weeks, and throughout Darrell Issa's highly public House Oversight Committee investigation? Why do we suddenly have a host of unnamed sources coming forward with unverified allegations, only a little more than a week before a historically important election?

      Personally, I have no desire whatsoever to see Rupert Murdoch's biased news outlet determine the outcome of a presidential election by, using highly questionable information from unnamed sources that may not even exist. We're apparently supposed to take the most critical elements of it entirely on faith, just because unnamed sources say so.

    5. The assignment and the challenge of spinning this correctly, and deflecting/misdirecting blame, went to Obama's Senior Campaign adviser, David Axelrod;

    A strategy that they thought would keep this ticking time bomb under cover and in check until after they won the election.

    The lies and cover-ups came next and we finally saw what transparency in an Obama Administration looks like. “The King with no clothes" comes to mind.

    I too find it astonishing that CNN as well as other main stream media outlets, (ABC, CBS, NBC), fail to provide the American public with national security and geopolitical issues. It is an election year, and the public deserves the truth. Whether a Democrat, Republican, or Independent, we want to know what is going on with our country. To cover up this debacle, shows just how UNPRESIDENTIAL Mr. Obama has become. Ones political suicide or not, President Obama should be speaking to us about his administrations failure to respond in Benghazi, and to speak the truth following what happened. Many proir Obama supporters have to also view this as some type of coverup to try to save his political bacon. It is time to rattle our sabers, don our bayonets, and ride our war horses into battle. Yes, our troops still use bayonets and troops under our Commander in Chief's watch rode horses in Afghanistan, (imagine that!). OUr economy is weak, America is viewed as weak to many radicals and nations alike, and we have had no proper direction/leadership form the Executive Branch. Please elect a President who will fix our economy and continue to support a large and overwhelming military. Mr. Obama, I believe you were a damn fine "Community Organizer". However, you did poorly as a Senator from Illinois, and continued to do poorly as President of the United States.     Lt. Col. Tony Schafer told Fox News that sources were telling him that the President was watching the attack on the U.S. consulate in Benghazi, Libya in real-time. Schafer told Fox that "only the President" could have ordered backup for the Americans who were under siege by terrorists so the President was most certainly informed of the situation as it was unfolding.     so according to this new report either this 3 things happened

    1. Obama gave an order to help and that order was disobeyed which is highly unlikely that the military brass would disobey a direct order
    2. Obama gave the order to stand down which shows he is a heatless coward
    3. He didn't do anything which is just as bad

    this is why CNN has not and will not investigate because they are afraid of the truth that either Obama gave the order to stand down or did nothing

      If the colonel's source is correct, then the question for me becomes not what the president told commanders, but how the president walked out of the situation room and told everyone else that this was a demostration due to an anti-Islam film.

      Look up the word "Pathological" in the dictionary. Is that the kind of person you want as a president?

      Shame on CNN for passing on this. Their usefulness as a news agency is rapidly detoriating because they, like our president, simply cannot be believed any more.

    Lt. Col. Tony Shaffer said tonight that his sources tell him that Obama was one of the people in the room watching the Benghazi attack go down and both he and Col. David Hunt agree it would have taken an order by the president to intervene. Further, Col. Hunt said that we were only 20 min away by jet and a couple of hours away by AC-130 gunships and special forces, and the decision not to intervene had to be political.

This blatant bias and lack of reporting important news is exactly why I stopped watching or paying attention to anything they present years ago. The highest levels of former military, diplomatic and political officers are outraged, disgusted and incredulous about reports that are emerging in the last few days about what the President and his cabinet knew about situation on the ground in Bengazhi, as events were developing. This is not about politics. This is about the competency and intent of our current Commander In Chief, and whether he merits re-election to that position. To say that these latest reports are too fluid to report on is absurd on its face. CNN, on a daily basis, reports on 'developing stories.'     Why... WHY hasn't the president come out and done a press conference? WHY? Even if he had no answers. WHY, if the administration had no information, did they send Susan Rice out to 5 Sunday morning shows to say it was the result of protests over a you tube video? I thought they didn't have enough information, but they came up with that one. Why did Obama mention the video at the U.N. 2 weeks later if he didn't know what was going on? It does not matter whether the attackers were "terrorist" or a group of Swiss children... 4 Americans are dead, and they received no help – they were denied help. Seriously CNN – a 4 year old could do better journalism than you.

As a mother of three active duty members, I am weeping myself to sleep since this scandal has unfolded on another news station. I keep thinking about what will happen to my loved ones if they are ambushed? Will the administration micromanage and bungle their commitment to not leave them in a similar situation?     It's almost funny that the Obama-haters demanding 'news' reporting on Benghazi ignore the news they get. This article, had you read it, disproves the Benghazigate smoking gun that the whole alleged Benghazi coverup is based on, There is a reason that FoxNews is the only one reporting stories on Benghazi 24/7, because that's what those are speculation and stories relying on unnamed sources. That's not news and no respectable journalist would publish that kind of transparently political propaganda. FoxNews will also drop coverage immediately after the election, regardless of who wins. I was a communication Specialist for the Army and could send a message via video conference directly to the commander and chief live from Nam. To those people get your head out of your A$$ and realize fact 1. The Situation Room had "EYES" on the Consulate from before the attacks started. Did Obama know?     The American people understand that attacks happen, especially in places like Libya. What we don't understand is why the President of the United States continues to pretend that he didn't know what he knew. What we don't understand is why the President of the United States spent two weeks lying not only to the American people, but directly to the parents of brave heroes during a funeral ceremony.

    And we don't understand why a reputable news source like CNN would be almost silent about all of this. No, it's worse. What the American people have seen is CNN covering and making excuses for an administration that is acting in a reprehensible manner.

I can't believe that CNN is so far behind the curve on this. It's like Watergate, with dead bodies.     I too only came to CNN's website to search for the word Benghazi. This was the most recent story–three days ago.
    I keep thinking about the American solders who we put in harm's way by posting them at Benghazi and refusing their requests for help months BEFORE they were under fire and then again refusing their requests for help when they were in peril taking mortar fire. How must they have felt?? After being under attack for six hours to finally realize–"hey, no one is coming to save us. No one has our back." That seems criminal to me and something that we, as a nation, resolved would not happen again after Vietnam. Why are you as a self-described news organization being complicit in this coverup? Four Americans were murdered because we didn't do anything to prevent it or to help when it happened. No wonder Hilary and Obama could not look those parents in the eye at the memorial service. I'm just wondering how well you guys are sleeping at night . . .

All of you, put yourself in the fathers shoes....the sorrow that he must be feeling and to find out he was LIED to, to his face. The integrity of The United States has been reduced to such a low that we may never recover, and any journalist and news organization that will not start REPORTING THE NEWS is as much at fault as those who made those comments to the father of the slain CIA operative.     I find it amazing that on one hand the administration does not put any weight on a facebook claim that a certain group took responsibility for the attack but then will use the same type of posting as some sort of evidence that the group did not do it. Does this administration have that much trust in a terrorist group to only believe their denials? The other problem I have is that if the administration does not believe that the groups posting were actual, why was a special forces group sent to Tripoli while the attack was on going in Benghazi? (there was a message posted online by this group to attack the embassy in Tripoli) So what are we to believe?

    Also, this story was posted on the 24th of October, by then everyone knew that there was never any protest, yet this story is still referencing it.
