Secretary of State Hillary Clinton is expected to notify Congress on Friday that she plans to take Iranian exile group Mujahedin-e-Khalq, or MEK, off a State Department terror list, three senior Obama administration officials told CNN.
Notification will be followed by formal removal in coming days from the list of Foreign Terrorist Organizations, which includes more than 50 groups like al Qaeda and Hezbollah. Clinton recently designated the Pakistani-based Haqqani network a foreign terrorist organization.
Such a listing attaches a certain stigma and allows the United States to legally go after financing and take other steps against individuals associated with these groups.
MEK was put on list in 1997 because of the killing of six Americans in Iran in the 1970s and an attempted attack against the Iranian mission to the United Nations in 1992.
However, the United States has since 2004 considered the group, living for more than 25 years at a refugee camp in Iraq, "noncombatants" and "protected persons" under the Geneva Conventions.
MEK's move from Camp Ashraf is nearing completion under the auspices of the United Nations Assistance Mission for Iraq. The members are relocating to a temporary site there before being re-settled in third countries.
The United States has been working with the U.N. High Commissioner of Refugees to re-settle the group.
Clinton is under a court order to decide by October 1 whether to remove MEK from the terror list. She has said several times that her decision would be guided, in part, by whether it moves peacefully.
"We don't love these people but the secretary's decision is merited based on the record of facts that we have," one U.S. official said. "This was not done casually and it's the right decision."
Officials acknowledge the decision was the subject of a contentious debate within the administration.
MEK is considered by many in the administration to be a bizarre cult-like organization, prompting concerns about its behavior. Officials say these concerns factored heavily in the debate.
"While they present themselves as a legitimate democratic group worthy of support, there is universal belief in the administration that they are a cult" one official said. "A de-listing is a sign of support or amnesia on our part as to what they have done and it does not mean we have suddenly changed our mind about their current behavior. We don't forget who they were and we don't think they are now who they claim to be, which is alternative to the current regime."
MEK denies that it supports terrorism and supporters rally daily in front of the State Department, demanding the United States remove it from the terrorism list.
Many members of Congress have pressured Clinton to do the same.
Moreover, MEK has paid well-known former U.S. politicians and former administration heavyweights to speak out on its behalf, including former Pennsylvania Gov. Ed Rendell, former U.S. Rep. Patrick Kennedy, former FBI Director Louis Freeh, and former National Security Advisor James Jones.
The last major convoy of 680 members of the MEK arrived on Sunday at the temporary relocation site at a former U.S. military base near Baghdad International Airport, the U.N. mission for Iraq said.
The State Department said at the time that the arrival marked "a significant milestone in efforts to achieve a sustainable humanitarian solution to this issue."
"The big test now is to start getting these people out of Iraq through the UNHCR and that is where we should return. Our ability to succeed on this is based on many factors, especially how the MEK behaves because countries will be determining whether they will take a large amount of refugees from this group," another official said.
"If they think the notion of de-listing means they can run wild, that isn't true. If they want to leave Iraq, they have to behave," the official said.
MEK leaders have been reluctant to complete the move from Camp Ashraf to Camp Hurriya, formerly an American facility known as Camp Liberty. They complained about conditions at the new camp, calling it more a prison than a home after the first convoy arrived in February.
Camp Ashraf was established in 1986 after former Iraqi leader Saddam Hussein invited members of MEK to relocate to Iraq in an effort to undermine the Iranian government, which was then at war with Iraq. Iran also considers the group to be a terrorist organization.

Additionally, it is also too big of a geographical units of the Federally Administered Tribal Areas (FATA) for Pakistani weak government to govern. In 2001 the Pakistani military entered the FATA for the first time in history, and returned home with heavy casualties. We Americans now need to focus on our own people and cannot afford to handout more financial and technological aid to Pakistan. We believe that this de-fragmentation of Pakistan along 13 FATA agencies (see the list below) will unleash boundless opportunities and uber economic demand that will be beneficial to US and our allies in extracting rare earth minerals along Afghan/Pak borders, and help pull ourselves out of current recessionary trends. Knowing presence of hard core islamic fundamentalists, war lords, drug cartels, and Russians and Chinese involvement, in the region, We pray for the events to unfold peacefully and in a harmonious manner for the poverty stricken people of Pakistan and its global future economic super power neighbors China and India. For the sake of long lasting peace and to break the cycle of violence in Pakistan, a potential solution for out of control militancy in Pakistan is to break down the Pakistan along the FATA agencies, like creation of Bangladesh in 1972:

Tragically, in India people are dying of hunger. Why are low caste poor Hindus prohibited from eating beef? People stop their cars, and sit for hours waiting for a cow to clear the roadway, thinking it to be sacred. In India cow meat is cheaper than other available meats. Instead of these Brahmins taking care of the low caste peoples of India, they are doing their best to save their "holy" cows instead. This is evil. The territory is almost exclusively inhabited by Pashtun tribes, who also live in the neighboring Khyber Pakhtunkhwa and Afghanistan and are Muslims by faith. Empowering subjugated minorities in Pakistani Agencies in FATA by splitting Pakistan into smaller 13 states, would trigger urban economic demand for western nations who have given so much financial and technology aid to Pakistan with no return to show for the investment. Firstly I don’t think taking them out of the terrorist organisation’s list, politically means much, as when their name was in the list, it didn’t mean much. Due to their opposition to Iran, they were free to do anything in the US as other legitimate groups are allowed to do; soliciting in the streets, lobbying the congress, paying reporters and members of the congress for favourite articles and declaration of support, ... you name a political activity and I will show you their doing. I wished they could be condemned because of their cultic activities, because of ruining life of thousands of their members and their supporters; because of being the main responsible for destruction of life of thousand if not tens of thousands of families and loss of life of tens of thousands of young Iranian. I wish they could be condemned because of brainwashing their almost three thousand present members. I wished there was a law against this new slavery; there was a law against brainwashing and I wished those who talk much about human rights could do something to save MeK’s members who are enslaved under the mind control of the group. However I think taking their name out of the list of terrorist group, though politically meaningless, still will help the group to brainwash its members more than before by claiming a victory and persuading them that now with the support of the US in case of war between the US and Iran, they will be a share holder in the war booty. Therefore it means more brainwashing of members and more enslavement of them, especially it is bad news for those who by moving from camp Ashraf could have a chance to see the reality and free themselves.

The US had unjustly labeled the group in the first place as a sign of good will toward the mullahs of Iran who conditioned the improvement of the relations with the US to banning of their sworn opponents, the MEK. Even now the state department does not hide its dissatisfaction with the decision, but is forced to do it by the order of the court. So it is not a political decision as the policy of the US is still remains the engagement with Iran. Having said that, it is much appreciated that finally Mrs. Clinton made the right decision. Yes there are lots of misinformation about the group, but it was the court who assessed the allegations and made an order in favor of the group.

This is the first step in a US plan to topple the Islamic regime and put the MEK in power in their place. None of us has a crystal ball to see the future. So I can't possiblly say that I know for a fact that they can't invade Iran (or Khuzestan). We can only talk about what is more LIKELY to happen.Maybe you are right, maybe Iran's case will be like Afghanistan or Iraq. But I would bet my money on the claim that any US-Iran war will be FAR MORE similar to the Israeli-Lebanese war of 2006 than to the Iraqi invasion of 2003.And this is where we disagree. Come on guys be logical. By taking this group off the terror list, U.S would then be able to set the groundwork that could help it down the road to topple Iranian regime through the use of this group if Russia and China continue to stand with Iran against any resolution authorizing military action. Just imagine how hipocritical it would be for U.S to be seen to be supplying a group widely known to be actively under the U.S terror list. It is outlandish to pretend that the MEK is not a terrorist organization. It has claimed responsibility many times for terrorist attacks in Iran, and of course it has killed Americans in the past. It also took part in the seizure of the American diplomatic hostages in 1980, before it broke with the new Iranian regime and went into exile. And there is no question that it is a cult of personality, a large, wealthy, and especially insidious cult of personality. The fact that it could hire the services of well-connected lobbyists like Rendell means nothing more than that it knows how to manipulate Washington. At a time that the US is trying to convince Iran that it can negotiate in good faith about its nuclear program, it seems especially unwise and tactless to be delisting a notorious terrorist group that has waged a bloody campaign inside Iran.

Obama's policies are a patchwork of apologizes and handouts. Recessions come and go, being weak on foreign policy only makes things worse. The only thing that can save people from the rescission is a college diploma. If you did not manage to get one or save up for one while there was an economic boom, then you only have yourself to blame. Don't think that reelecting a weak president because he promises all sorts of goodies is going to help.
