U.S. officials appear less certain of events ahead of Libya attack

U.S. officials appear less certain about what happened in Benghazi, Libya, just before the attack that killed Ambassador Christopher Stevens and three other Americans last week.

"We certainly acknowledge contradictory information about whether there was a protest prior to the attack," a U.S. official told CNN on Thursday. "We're continuing to collect information and evaluate exactly what the circumstances were prior to the attack."

U.S. officials have been saying they believe, based on the intelligence, that the attack grew out of a spontaneous protest over a trailer for an anti-Muslim film that was circulating on the Internet, and there is no indication it was a planned attack. It is a contention that critics like Republican Sen. John McCain have said is hard to believe true given the extensive attack and the amount of weaponry involved.


Susan Rice, the U.S. Ambassador to the United Nations, delivered the administration's assessment on a number of Sunday talk shows.

On CBS' "Face the Nation," Rice said, "Soon after that spontaneous protest began outside of our consulate in Benghazi, we believe that it looks like extremist elements, individuals, joined in that effort with heavy weapons of the sort that are, unfortunately, readily now available in Libya post- revolution. And that it spun from there into something much, much more violent."

But conflicting information about whether there really was a protest ahead of the attack calls into question whether the attack was planned.

National Counterterrorism Center Director Matthew Olsen told a Senate committee on Wednesday that he believed the attack fit the definition of a terrorist attack. Although he maintained the evidence so far indicated the attack was not planned, he was careful in describing just what officials knew about how it transpired and who was involved.

"The best information we have now, the facts we have now indicate this was an opportunistic attack on our embassy. The attack began and evolved and escalated over several hours," said Olsen. "It appears that individuals who were certainly well armed, seized on the opportunity that was presented as the events unfolded that evening into the morning hours of September 12th."

But both Olsen and White House Press Secretary Jay Carney added a new characterization to their account. Olsen said there was nothing specific indicating "significant advanced planning" and Carney on Thursday said there was no information to suggest "a significantly preplanned attack."

"It is, I think, self-evident that what happened in Benghazi was a terrorist attack," Carney added.

A U.S. intelligence official on Thursday also seemed more cautious.

"Simply put, while everything is still under investigation, the available information suggests the protests in Cairo inspired what the attackers decided to do later that night in Benghazi," the official said. "Right now, this points to a plan that was hatched opportunistically that day. Of course, if credible new information suggests otherwise, the investigation will pursue those leads."

The source also told CNN that "the available information suggests a group of people gathered sometime before ten o'clock that night outside of the consulate. The mixture of the people involved, and who took part in the attack, is certainly going to be part of the investigation."

CNN's Arwa Damon, who has been in Benghazi this week, reports that on the night of September 11, a group of armed individuals showed up outside the consulate around 9:30 and a firefight had broken out within 30 minutes.

On Thursday, Libya's Prime Minister Mustafa Abushagur told Damon that eight people who are believed to be involved in carrying out the attack are now detained in Libya.

But he also said the evidence so far shows the attack was planned. Approximately 30 to 50 people took part and it was clearly organized, said the prime minister, but he added there was no one specific group behind the attack.

        I know where you are coming from on the Grandpa stuff. In fact, I have tried extlacy that not with Grandpa, but with very close friends and family. We need for our children to be able to look up to the adults in their lives, and if they express unchecked bigotry, this is not possible. Children are extremely perceptive but also generally trusting.If we shrug off bigotry or racist comments because we know we cannot change the person who expresses them, then we are sending a message to our children as well. When discussing this with one close friend, I was told directly that I would need to ignore the racism or cease to be friends.I think we need to do this in reverse. Either cease the racism, or cease to be friends. Maybe that's going to far for some, but the middle ground stuff has not worked out for me.

      Meanwhile, Obama and Hillary spend all their time blaming the video, and how wrong and "disgusting" it was to insult Islam, while directing a relatively mild rebuke to the terrorists who killed our ambassador! He had a three day notice on this attack and did absolutely nothing because he is working on his campaign. Until this week he hadn't even met with his security council And until it hit the news hadn't met with his job council in over 250 days. Yeah he is really worried about jobs, and our security huh. Do some research or get engaged in looking instead of defending someone when you know nothing about the subject.....

    Well said! I use to be a registered Republican. Most of my church friends convinced me that GWB was a good Christian! Then I really started reading about the powers of the presidency and realized that Obama that as much as he be against certain moral conduct eg, abortion he alone cannot overturn Row vs Wade. No previous president has been able to.

    The president is attacked with so much hate. Ok fine, tell us about the policies you don't agree with. Don't attack his skin. His faith. Really? Give us some substance.

      Meanwhile there are still 23 million people looking for work, a record 46 million on food stamps, $16 trillion in national debt, $4 trillion in deficits, and household incomes have fallen $4,000. What does Obama plan to do about this, WE DON'T KNOW. Partying with celebs will make none of this or the terrorists just go away.

    CNN says they are "balanced" but you can really see how poor of a job they are doing with what is happening in the Middle East. They spent a great deal of time bashing Romney over his statements about what happened in Libya but they have not done any investigative reporting. There is an entire article in the Wall Street Journal today but still nothing from CNN regarding what happened in the Middle East. Like were was the security. That there was a previous attack in June. What happened to the British in Libya. Our lack of support for Mubarak and the Egyptian military. A complete understanding of what happened and what is continuing to happen in the Middle East. No wonder CNN has dropped below MSNBC and Fox. What a shame.

Just like the Rodney King cop beating video and the justice system's bad handling of the situation, people with harbored ill-feelings for society will use it as an excuse to act out violently and create gang mentality – Obama certainly knows this, but tried to spin this whole thing so that he would not offend the Muslim population in the U.S. – for votes...shame on him! Not only that, but he failed in his economic policies – it's time for him to join the ranks of the unemployed. He won't hurt financially – only his feelings and pride will hurt for awhile.     I would expect Obama to try to distract the public from the reality of the Libya situation; he is, after all, the "buck stops with someone else" President.

    If we are to believe him then:
    The attack is the filmakers fault.
    The lack of improvement in the unemployment rate is Bush's fault.
    The decreasing rate of growth seen the last quarters is the Republicans fault.
    Iran's steady progression to nuclear weapon is somebody's fault....but not his.
    He can't meet with the leader of one of our most important allies because David Letterman won't let him cancel.
    It is not his fault he increased the debt more that all other presidents combined...we are sure whose fault it is....but not his.
    Its is not his fault the stimulus didn't work, the republicans didn't let him spend enough money.
    It is not his fault he has missed close to 60% of his national security briefing.....he had to meet with Pimp with a Limp".

    What I find troubling is how CNN consistently pretends these things aren't important. It is clear that the adminstration was more interested in spinning the Libya situation to pretend it was this film. They have boldly and intentionally been lying to the public and CNN states that they have reassessed the situation.

    Wolf, John, Fareed.... I know idealogically you favor Obama, but have you no pride?

      Obama has NOT "increased the debt more than any other President in history." He has added to the debt, but in terms of the amount he has added, George W. Bush has him beat with almost twice as much, dollar-wise, and the hallowed Ronald Reagan has just about EVERYONE beat in terms of percentages, almost tripling the national debt during his eight years in office.

      Were you on these boards calling for Kerry's election in 2004 after Bush had spent a couple years fighting two wars entirely with borrowed money? Somehow I doubt it....

        Ahhh Jmacq ... as Mark Twain once said ... there are lies, damn lies, and statistics. Yes – in terms of percentage Reagan increased the national debt more than anyone. HOWEVER – during Reagans 8 years in office he increased the national debt by $1.7 trillion. Yes GW raised the debt by $4.9 trillion (85% increase) ... but that was in EIGHT years. Obama, in contrast, has raised the national debt $4.7 (45% increase) trillion in just 3 1/2 years!!!!! But as you can see ... Obama’s 45 percent rise is nearly equal in dollar terms to his Bush’s 85 percent increase but that's because he started at a higher base debt.

        When the partisan deceptions on each side are disregarded, the plain fact remains that the debt has increased, for many years, under both Democratic and Republican presidents. And it is currently increasing rapidly, reaching historically high levels, while partisans on both sides continue to do little about it.

    My 2 viems:

    We currently need the resources (i.e. oil) the area provides until we can find other sustainable means. Many Arabs, Muslims in particular, hate our occupation of the land. There will always be terrorism against us as we stay; but stay we must to control our interests, ensure these countries/sects do not advance their weaponry, and prevent attacks against our home.

    I care about those who suffer from the collateral of war, and those who are stifled under the oppresive regime of Islam. May God act mightily to save the elect there. As David prayed, I pray for His enemies to be crushed, and use our forces to do so. Not only does that area need democracy, it needs an end of the lie that is Islam.

So the White House is now saying the two former Navy SEALs killed in the attack were not working security for the State Department but were in Benghazi for a separate agency. And they were not initially at the consulate, but a separate facility, when the main building was attacked. This is very different from Rice saying there was "substantial security presence with our personnel. ... Tragically, two of the four Americans who were killed were there providing security. That was their function. And indeed, there were many other colleagues who were doing the same with them." A BLATANT LIE. How on earth isn't CNN slamming the president for this?

It is now 9/21 and the attack was 9/11 and CNN reports this (Fox first reported the truth long long ago). The Libyan president quickly came out saying it was a pre-planned Al Qaeda attack. We were warned of the terrorist attack 3 days before. It doesn't take 1/3 of a brain to figure it out.     Let's get this straight. Gov. Romney speaks what we were thinking, that the Cairo Embassy was wrong in tying the riots on a film and suggesting that film was responsible (a.k.a. an apology) so CNN tries to shape public opinion against him for a week claiming his remarks were insensitive, thus shifting blame away from the Obama administration who clearly authorized the Cairo statement. Now, the White House is changing its story and in fact claiming the attack was a planned terrorist attack and had nothing to do with this film but everything to do with 9/11. Will CNN carry out a sustained attack on Obama? Ha ha. A joke.

    By the way, why did CNN cut off the last part of the Erin Burnett's interview with Pamela Geller? Didn't CNN want the world to hear about terrorists. Geller really gave it to Burnett who peppered her with fabricated questions and attributions that were false and put Burnett in her place. So CNN censors stepped in to protect an asset. So much for truth and the first amendment.

    Used to be that news organizations like the BBC or Voice of America broadcast the facts. Now we have their descendents no longer stating facts but fabricating stories.

    After we helped Libya out last year with a no-fly zone, this is the "thanks" we get? They murder our ambassador and staff! Personally I think we should remove our troops from Afghanistan and not help Syria out either. Why bother! They don't appreciate our help. We don't need anymore Americans or Westerners getting killed. And I don't believe it was all because of a movie. It looks like a planned attack. The movie is causing riots, which is ridiculous as well. Killing people because of a movie! Again, these people are not worth bothering with to help. Maybe they will all just blow each other up!     There are several facts that are available elsewhere that haven't yet been reported.

    I'll just focus on one set of facts.

    There were at least twenty security guards at the consulate, besides the five that specifically guarded the Ambassador, in addition to the two Seals that were with him.

    Those twenty security guards successfully defended the lives of more than two dozen consulate staff who were on the premises when the consulate was attacked. They successfully evacuated consulate staff, first from the consulate to another location, and then from that location to the airport where they were taken to Tripoli.

    A militia brigade was called up in the middle of the night to come to the aid of the security staff at the consulate.

    It is disgraceful that rightwing GOP loudmouths and pundits are denigrating the efforts of our allies to defend our foreign service staff from a terrorist attack. The Ambassador obviously had something important to do before he could leave, and there is other largely unreported information about what specifically he was doing.

    32 Gaddafi supporters were arrested on Aug 17th 2012. They were involved in numerous attacks in Libya prior to the Sep 11th assault on the consulate, yet there seems to be an effort, led by Fox News, to suggest that the consulate attack was carried out by al-queda.

    The consulate had information about Gaddafi supporters and caches of heavy weaponry possessed by them, including shoulder-launched surface to air missiles.

    I'm sick and tired of hearing made-up stories by Fox News and GOP politiicians suggesting that President Obama was careless in providing security. The Libyan government has reported that the attackers had inside information about consulate security. An anti-muslim film made by GOP operatives in the USA and promoted to incite violence was the motive for the demonstration in Libya. Whoever organized the protest was obviously in contact with the promoters of the film. The attackers used the protest as a cover for their attack.

    The stories aboiut there being "no protest" contradicts the blogs of eyewitnesses in Libya, who reported about the protest and the attack in the days after the attack. Foreign journalists who were on the scene also wrote about it.
    Only now, a week later do we hear reports that there was no protest. That story comes from Fox News, which claims to have an "intelligence contact" on the ground who supposedly is more crtedible than eyewitnesse reporting right after the event.
    I would say that the GOP believes it has something to gain by repeating the false narratives. I would say it is too coincidental that Mitt Romney jumps into a criticism about the event before any other reporting or fact finding has been done. I suspect foul play by the GOP, indeed, even disloyal collusion with terrorists.

Based on firepower used and date selected it was obvious a planned terrorist attack. I am not sure why this administration chooses to lie and claim otherwise. In addition the ambassador himself said he was on an Al Qaeda hit list. We also hear reports the State dept had a policy that security guards were not to be armed. What good are security guards without firepower. You say they defended the consulate yet there are no killed or injured Libyan attackers. An independent investigation is needed to sort out this mess. Those responsible should be fired or resign.

Well, guess what the FBI investigators are still in Tripoli. They haven't even been to the Bengazi site where this violence took place but the Obama administration has now admitted the obvious that it was indeed a terriorist attack and they were not prepared for it. The two navy seals that were involved weren't even assigned to the security of the Ambassador. They were assigned to another organization on another mission. Al Q are drug war lords from Afghanistan that have been used by forces in our government to topple regimes. when they turn rogue they turn big time and they won't give the guns (big ones) back this time. and we are not quite sure what to do about it. unless of course our government told us the truth and we said, okay we forgive you now lets do what is right now and from now on but – that isn't very likely.

      Mark, very quietly and hopefully Under Mr Obama's chicago radar, people are mad and will show up in November to fix this huge mistake. I know folks brought into the Hope and change thing 4 years ago and I could understands as they were well spoken words and let's face it no one really looked into Mr Obama's record (really did not have one), and background to decide if the words matched what the man was and could do. Now four years later Mr Obama's words mean nothing, no now we are looking at the 4 years of actions and accomplishments/failure and the decision of whether he deserves a second term is very clear. NO!

      I'm very mad and also mad that CNN and other mainstream media won't report it. It's chilling to hear how he was tortured, raped, and dragged through the streets to show everyone what they "accomplished." And why won't the mainstream media tell the American people what our tax dollars are being spent on. CNN is no longer news. Not trustworthy at all. I cannot believe we are apologizing and effectively take responsibility for the anti-american violence by muslims.

      Since Obama is still saying the 4 Americans who were killed in Libya are due to the video (which we ALL know it was not), then isn't he saying to them the killings of our own people was the US's fault? My gosh, who on earth is running Washington and how on earth can he deceive the American people like this. This is crazy and the media won't call him out on it.

        My guess is you have never watched Fox or never watched it with an open eye. They present news as it comes in, they present both sides, and they present the facts. They don't insert spin and it's very clear right now that they are the most trusted source of news. The others are full of lies, manipulation, and Obamaganda. It's unfortunate that the others cannot even encourage Americans to make an informed decision because they are FULL of misinformation.

    I;m very encouraged to see that most people are not willing to stand for this, and are demanding the truth... I'm encouraged people are standing up the white house and the Obama admin for their back n forth comments, where one says one thing, and somebody else says something totally different... I'm encouraged people are actually paying attention..

    Regardless of who you vote for, who you support, or who you think should be President, I'm encouraged to see most of us think how this is being handled is complete BS.
