U.S. officials appear less certain of events ahead of Libya attack

By Suzanne Kelly and Pam Benson

U.S. officials appear less certain about what happened in Benghazi, Libya, just before the attack that killed Ambassador Christopher Stevens and three other Americans last week.

"We certainly acknowledge contradictory information about whether there was a protest prior to the attack," a U.S. official told CNN on Thursday. "We're continuing to collect information and evaluate exactly what the circumstances were prior to the attack."

U.S. officials have been saying they believe, based on the intelligence, that the attack grew out of a spontaneous protest over a trailer for an anti-Muslim film that was circulating on the Internet, and there is no indication it was a planned attack. It is a contention that critics like Republican Sen. John McCain have said is hard to believe true given the extensive attack and the amount of weaponry involved.

Susan Rice, the U.S. Ambassador to the United Nations, delivered the administration's assessment on a number of Sunday talk shows.

On CBS' "Face the Nation," Rice said, "Soon after that spontaneous protest began outside of our consulate in Benghazi, we believe that it looks like extremist elements, individuals, joined in that effort with heavy weapons of the sort that are, unfortunately, readily now available in Libya post- revolution. And that it spun from there into something much, much more violent."

But conflicting information about whether there really was a protest ahead of the attack calls into question whether the attack was planned.

National Counterterrorism Center Director Matthew Olsen told a Senate committee on Wednesday that he believed the attack fit the definition of a terrorist attack. Although he maintained the evidence so far indicated the attack was not planned, he was careful in describing just what officials knew about how it transpired and who was involved.

"The best information we have now, the facts we have now indicate this was an opportunistic attack on our embassy. The attack began and evolved and escalated over several hours," said Olsen. "It appears that individuals who were certainly well armed, seized on the opportunity that was presented as the events unfolded that evening into the morning hours of September 12th."

But both Olsen and White House Press Secretary Jay Carney added a new characterization to their account. Olsen said there was nothing specific indicating "significant advanced planning" and Carney on Thursday said there was no information to suggest "a significantly preplanned attack."

"It is, I think, self-evident that what happened in Benghazi was a terrorist attack," Carney added.

A U.S. intelligence official on Thursday also seemed more cautious.

"Simply put, while everything is still under investigation, the available information suggests the protests in Cairo inspired what the attackers decided to do later that night in Benghazi," the official said. "Right now, this points to a plan that was hatched opportunistically that day. Of course, if credible new information suggests otherwise, the investigation will pursue those leads."

The source also told CNN that "the available information suggests a group of people gathered sometime before ten o'clock that night outside of the consulate. The mixture of the people involved, and who took part in the attack, is certainly going to be part of the investigation."

CNN's Arwa Damon, who has been in Benghazi this week, reports that on the night of September 11, a group of armed individuals showed up outside the consulate around 9:30 and a firefight had broken out within 30 minutes.

On Thursday, Libya's Prime Minister Mustafa Abushagur told Damon that eight people who are believed to be involved in carrying out the attack are now detained in Libya.

But he also said the evidence so far shows the attack was planned. Approximately 30 to 50 people took part and it was clearly organized, said the prime minister, but he added there was no one specific group behind the attack.

They finally figured it out, did they? A day late and a dollar short as usual. Hillary Clinton is directly responsible for the security of all US diplomats, embassies and consulates. Total incompetence or carelessness?

This has been known to be a terrorist act with a former GITMO inmate who was released by Obama involved in the attack for a long time, but CNN hasn't been covering it. It seems like CNN, NYTimes, LATimes, SFGate... simply don't cover news that makes Obama look incompetent or Marxist (his true colors).

People don't you get it, we can't just into these countries with guns blazing. We are not looking for another war. The Government in these countries are to protect the different embassies. The Government of these countries are responsible for stopping there own people. We do not need to press the red button for yet another war. The Governments of these countries are not doing there job. It is not up to the US to stop these protesters. Don't you get it.

So you believe we should rollover for the Muslims? In other words, this is Obama's Jimmy Carter moment. Remember when the Iranians forced their way into the American embassy and took 52 Americans hostage for more than 400 days. Jimmy Carter turned out to be a one term president, then Reagan freed the hostages and when given just a bit of a reason, Reagan sank the Iranian navy in one day (Operation Praying Mantis). The last time anyone attacked Americans in Libya, Reagan bombed their president's house and nobody heard a word out of Libya again until somebody apologized. NEVER COW TO A MUSLIM – EVER.

Fine – we dont' go in guns ablazin (as you put it) ... how about we stop PAYING (in foreign "aid") these inept governments until they are able to properly secure and protect what is American soil within their country???

Oops...I guess it was terrorism after all. Those terrible Libyan government officials that only gave us 3 days warning that an attack was coming on September 11th didn't give us enough time to protect our people. Thank goodness we had that film of Mitt to distract everyone from this outrageous blunder!

TownC, Darrell, ScrappyIke, dscon and Adam, – Exactly & very well said! Our Campaigner-in-Chief would rather play games with semantics & people's lives than to drop a few more points in the polls by manning up & admitting that he & his administration really failed our Ambassadors. If we have 3 days notice of our Embassies being attacked on the anniversary of 9/11 and our Ambassadors are brutally murdered, is it really terrorism?

I suppose it "depends on what the meaning of the word 'IS' is." – Bill Clinton

Appear Less Certain? Are you kidding me? They know exactly what happened and don't want to say it. Never have I seen a White House lie until they are caught, and then change the subject, and get away with it. Many have tried, but unfortunately the media is covering for them this time. For every reporter that

CNN: Really? One little side note on this? You are still hyping a video and covering for the criminals who want to use it as cover. Nothing on the IG saying the White House wouldn't let their boy be interviewed? You guys really need to consider just endorsing the president outright.

1 – stop apologizing and talking about how terrible the film is, in fact don't mention it at all since it makes us look silly
2 – instead of running ads demonizing the film in Pakistan, which we are doing, take out ads saying we have free speech in our country and we defend it as much as any other right, so back off
3 – the terrorists in Libya come from a town to the east of Benghazi. That area should be removed from the face of the earth as a demonstration project

100% Correct. Free speech is one of OUR rights as Americans. I was not saying that our freedoms should be or would be adopted in other countries. I was commenting on someone saying that this President is not an apologizer. In my opinion he has done nothing BUT Apologize to the other side of the world. Better yet, hasn't apologized to Us with regard to much!
Our Freedoms mean that this or any administration should NEVER ask a US citizen or Company such as Google to remove something for fear it might offend someone. If those other countries ban or restrict news, information, or anything else they deem wrong, so be it. Not my country, not my business. That's their RIGHT. But it should NEVER be an excuse to take the lives of the innocent. It should NEVER excuse the call for Holy War.
And specifically to the comment about "tea baggers". It had nothing to do with them. I was not a supporter of a lot of GWB's policies, nor am I a supporter of this President's policies, but as I said. NONE of these actions are acceptable, and for this White House to have the UN Ambassador go on every Sunday talk show and say none of this was "per meditated" was an insult to the intelligence and common sense of THIS Nation and AMERICAN Citizens. Just dumb

CNN – please, please don't mention the name of the ex-gitmo detainee who masterminded this attack, as that would FALSELY imply that someone other than MITT ROMNEY is to blame, and that there was THOUGHT behind their bringing in weapons into LIBYA and making a coordinated attack upon the different gates of the compound at once, and also posting "ACCIDENTAL PROTESTING TOURISTS" at the EMBASSY SAFEHOUSE, to kill anybody who escaped the embassy.

Can't we just stick to paying for HILLARY and BARAK to make videos, and buying time on foreign TV, asking our good muslim brothers to be MAD AT THE EXTREMIST COPTIC CHRISTIAN FILM, instead of making it appear that "DEATH TO AMERICA" implies criticism of the US GOVERNMENT?

Please hang up the cowboy mentality! No one is saying it was NOT a terrorist attack, but the administration is wise not to assume something when facts are not in evidence. You have heard things about the attack, but none of us can say with certainty if any of it is true. That is why the president needs Americans (FBI) to investigate before making a definitive statement. Also, no group or person has publicly come out and said they are responsible. So lets show some intelligence and patience, and make sure we kill the right people, because you can rest assure that we are not trying to arrest them and give them a day in court. It is too costly and no one wants a drawn out situation.

Never an Anti-American Protest in Benghazi Only a Planned Attack (GOOGLE IT)

CBS reports this morning that witnesses are saying "that there was never an anti-American protest outside of the consulate [in Benghazi, Libya]. Instead, they say, it came under planned attack. That is in direct contradiction to the administration's account of the incident."

"What's clear," the CBS reporter concludes, "is that the public won't get a detailed account of what happened until after the election."

the polls are controlled by the left wing media who are biased toward Obama. they call 1000 people. Most of us who they call are not at home because we are too busy working. that means the people they call are the 47% who are home. Most of these people are dependent on Obama and the government for subsistence. When polled they will say they will vote for Obama. when the real poll occurs and votes are counted in November the silent majority who works, pays taxes, and plays by the rules will make their vote known in the voting booth. The results will surprise you. That's why the media polls today would lead you to believe Obama is leading. The only real poll will be in November. Vote for real change!

What a sham this administration is trying to save face for the election.... Obama is tired and in over his head..... it's time for Romney to give it a shot.... if he doesn't work then we can fire him in 4 years too, but it obviously clear that the Obama administration cannot get it done....on so many levels....

The day of the attack I was watching Aljazeera TV, they reported witnesses seeing 4 trucks with Al-Queda flages enter the compound. Never heard a word on US media stations. Anyone else hear this? We do need to get the hell out of the Middle East. Why would this government think they could fix a thousand year old religious battle with America's failed policies. Don't make any sence.

They are just a bunch of liars. They were warned and did nothing to save the lives of these men. While our president was getting his beauty sleep Ambassador Stevens was being raped and killed. Makes me sick. But where is our President doing the Letterman show and entertaining Beyonce and friends. Such a fine leader of our country. If this had happened under let's say Bush it would have been all over the news and they would be asking for his impeachment. But since it is Obama he gets a free pass. i am so sick of the liberal press.

The failure of Obama's approach should be apparent to all by this point. Time for a change.

stevedenver. You might want to get all the facts and check out all the statements released by this administration before you post.Guesss you did not read Susan Rice, the US ambassador's response. She works for Obama. She insisted it was not a terrorist attack. She said it was an unplanned event. She said it was just a demonstration that turned violent. Do people who demonstrate walk around with RPG's,mortars, and machine guns? Now the WH says it was a planned, terrorist attack. Anyone who viewed any of the news videos release on the eventcould see it was a terrorist event. How long will it be before this administration has any kind of response to this. Don't hold your breadth. No response will encourage the terrorists to conduct more bolder attacks because they know Obama is weak and incompetent when it comes to protecting US embassies abroad. Thye found our achilles heal and they will exploit it.

You are correct. The entire world knew from the day it happened and have been saying it since then.

A coordinated attack on our embasy on 9/11 after our diplomatic corp receiving word in Libya that 9/11 would be a perfect day to avenge our killing of the # 2 AQ thug in Libya and somehow, it is supposedly "responsible" to deny the obvious and KNOWN situation.

I'm no Rommney fan by any means but if this was Bush (whom I despised his policies), CNN and their ilk would have been howling from the get-go about Bush lying about a terrorist attack.

Exactly, any idiot out there knew this was a terrorist attack from the beginning. Sure, random protestors just happen to have RPGs that they're firing at high-profile US targets on 9/11? There are only two options here: (1) Obama was too dumb to recognize the obvious or was skipping out on his briefings or (2) Obama intentionally withheld judgement for political reasons until it became too obvious/embarrassing. As much as I dislike many of Obama's policies, I don't think number 1 is plausible. This just stinks!

Fourleaf, the problem is that the majority of the news media are not even challenging Obama on the attacks with the exception of Univision. Obama needs to learn from Neville Chamberlain. A policy of appeasement will never work. The more you capitulate like Chamberlain did with Germany and now Obama with the muslim world, the bad guys are going to win. All I see on these news medias are criticism on Romney, not the failings of our current president. The American deaths in Libya is on Obama. This is the first President where the mainstream news media is afraid of criticizing. He is empowering the radical muslims with his inaction.

Except of course, this is nothing but a tea bagger lie. Obama is not an appeaser, or an apologizer. he has NEVER apologized for America, or apologized to those attacking us.

Exactly the opposite: Obama refocused the priority of the ar on terror 9After Bush Jr cancelled Alec Station and claimed OBL wasnt a priority) and under Obama's leadership, 78 senior Al Qaida leaders have been killed or captured in 3 years, including Bin Laden himself. Compare that to 31 senior members of AQI killed or captures in SEVEN years under Bush jr.

Obama is the least 'appeasing' president we have had in years. But the tea baggers dont care about facts when they get in the way of pure hatemongering.

Even the leaders of Europe paid this guy no mind. This isn't tea party, and I certainly do not agree with people that far to the right.
But this is AMERICA! We HAVE the right to free speech!
These people in Libya were okay when they wanted our help for freedom. They wanted the Worlds help. Now some of them turn around and say we'll pick and choose our help.

Michael: Freedom of Speech applies to America. It does not apply to the world. We should not, ethically, defend something that enters into a country where there is no free speech, and claim we have a right to free speech there as well. It is very fair and ethical to remove anything offensive from the internet from those countries who do not practice free speech. Restricting something from the internet in another country does not affect our right to free speech here, does it?

Obama stated, in his own words, that he did not know precisely. However, he could give an estimate. He also stated, in his own words, that we don't have to worry about it short term ( debt ). The national debt, which is the total public debt outstanding, is 16 trillion dollars according to treasury direct. This information came from the U.S. Department of the Treasury, Bureau of the Public Debt ( TreasuryDirect ). Nobody knows the size of the debt or are we in denial?

I stood on the banks of the Hudson River11 years ago and saw friends and neighbors perished in the Twin Towers while others were forced to jump off the burning inferno. Where was GWB then? Some of you conservatives argue that Bill Clinton had warnings that al Qaeda was going to attack us and he did nothing about it. But if Bill Clinton had such information on an impeding attack, then what did GWB do with that information? GWB took office January 2000 and 9/11 happened 21 months later. That means GWB had almost two years to avert the attacks but he fell asleep on the job. Yet, you idiots re-elected him and the end result is the worst economic crisis since the Great Depression. Perhaps it is you conservatives who need to go, like to hell.

Bush didn't take office until Jan. 2001, please check you math. I'm very sorry you lost friends/loved ones on 9-11. I did as well. The biggest difference between Bush and Obama on both of these attacks is their responses. Bush immediately wrapped up his 'already in process children's visit' and held a press conference calling these terror attacks, vowed to hold responsible parties accountable. Obama knew what they were, tried to cover it up, blamed a disgusting movie (blaming everyone else for everything is a skill he has mastered well), and went to sit and laugh it up on Letterman.
Think about it. How would YOU feel if Bush did that? How do you think it makes the families of Stevens and his men that were killed defending them feel????

Obama is a spineless disgrace and an embarrassment.

Wow....your math is WAY off. W was elected in 2000, sworn in Jan him 8 months in office. Given the Dem's 2012 logic (that the economy is STILL Bush's fault a full 4 years later....).....then the failure in 2001 security can be nothing other than the carry over of Clinton's failed measures. Maybe if Bill was reading his security updates more – and getting less beeners in the oval office – his head would have been in a better place. When the Libyan government is more credible than the US government we are in big trouble. CNN not only regurgitates everything this administration says as fact, but suppresses the real facts as they become known.

What about the great pretender,OBAMA? If he can tell the difference between black and white, the least he could of done is to identify a protest from a terrorist attack. He is a liar and that,s include his entire administration.Good help us from that evil man.

As an American, I am most outraged by the lies coming from Obama, but I am also outraged that the media is in cahoots with the president to spread these lies to the American people. Since when did a US president not have to be honest, what a disgrace.

CNN should be outraged about Libya. But no, they will do one story on it at an odd time of the day when no one is watching. And present it lightly as they have done here. How about also covering the real reason we are already out of Afghanistan - the Afghans were killing American soldiers.

How about a story on what redistribution has done to other countries and will do to ours. Wouldn't that be a good issue to cover given that is Obama's goal for our country:

Sally, it's one thing for a President to blatantly lie, it's another for the so called "news outlets" to ignore it and perpetuate the propaganda. When Fox is the most trusted news in America, we are in trouble. CNN has the capability of being "the" middle of the road news organization in this country. It has the resources but refuses to do even take a step from the left.

This information about it being a terror strike has beeen out there since day one! CNN and the like wanted to uphold the Obama line, and now when Carney and Obama are saying two different things, CNN runs an obscure piece trying to make it cloudy. It has never been cloudy! From day one it was clear this was a military style attack and not random protestors!! Fox asked our Muslim Senator last week what he would do when it came out it was a terror strike and he refused to answer. They told him the Libyian government says it's a terror strike, the military people said it's a terror strike, why CNN decide to play it up as a protest in spite of all available info? Because they are no longer a credible news organization and our nation cares more about politics than our country.

No, I'm sorry. Fox is not a news network.

        Entertaining, sure. Not news.

Faux is not a news station. Faux is an underground KKK revival network conspiring to brainwash the masses and infiltrate our democracy.

      • sbrownie

Yes CNN is biased, it came out yesterday noon announcing the act of terrorism and CNN is posting this morning. If just post one sided news. At least Fox shows both side of story. So people who say Fox is not news are in day dream.

        September 21, 2012 at 8:08 am |
      • heather

Jeff, I completely agree with you. I'm an independent and have lost all trust in the reporting of CNN. There is a reason Fox has been voted the most trusted news - and that's very clear right now. It's hard to believe anyone can trust CNN or any of the others.

        September 21, 2012 at 8:10 am |
      • scott

why don't all of you who are saying Fox News is not news, go to the website and pull an article's link to a story that is not news (at least according to you...), and post the link here so we can all follow the story ourselves..then we'll all go and compare notes across the blogosphere and see if in fact the story is true or false.

right now the fox news webiste has a real clear poll for job approval for obama and congress..the poll results for yesterday had obama at +2.2%. Is that real or "faux?"

You make no sense. Seems like the control the government has over the media right now is a bit communist like. It was revealed that Obama’s Department of Justice has been actively in cahoots with the media to spin things to be favorable for the White House and unfavorable for opponents. There are a host of emails to prove it, yet nothing is done. CNN and other mainstream media won't report it. Suppression and control of the media by the govt is NEVER good – I don’t care who is in the White House.

You should get your brain out you of your pie hole. A lie is when GWB misled the UN, the world community and the American people about bogus WMDs as a pretext to invade Iraq and commit the worst war crimes of the modern era.

Re: "U.S. officials appear less certain about what happened in Benghazi..."

    Come off it!

Of course they know exactly what happened. Don't be so naive (or asleep)!

This was obviously done by some arm of Al Qaeda. As Al Qaeda is very clearly a CIA tool, evidenced by the operations throughout Al Qaeda's history, there is NO CHANCE WHATSOEVER that the White House didn't know about Stevens' death before it actually was allowed to happen.

The White House thinks the general public are morons. I pray they're wrong.

It what reality do you think Obama is doing a good job?????

        – economy is terrible
        – debt 6 trillion more in 3 1/2 years
        – Gas @ 4 dollars
        – jobless over 8 % for his entire term
        – Muslim world is in flames
        – al qaeda just killed our ambassador
        – record levels of people on food stamps
The list goes on and on and people are still so blind to the terrible job he has done. Just so sad.

Its taking our government intelligencia 2 weeks to start thinking this was a terrorist attack done on 9/11. I am the farthest from Scotland Yard as you can get and I figured it out in 2 minutes when I heard our Ambassador and some of his staff were killed on 9/11. Seems like our government didnt want to offend anybody in the middle east and blamed it on a movie, for which it went into a detail explanation about our free speech rights that the government is obligated to protect, even if it didnt want to.

Sort of, yeah. But in laity the administration tried everything they could to spin this about the movie and its beginning coming from the protests.

I mean, how would it look if a terrorist organization you "decimated" according to democratic talking points inside a country whose revolution you supported and hang as one of your defining foreign policy successes just killed your ambassador in an act of war?

No wonder the Obama administration lied. 4 more years is apparently more important than leadership.

What would have Mitt Romney done differently if he was president? Mitt Romney said "it wasn't worth moving heaven and earth to find Bin Laden." I'm afraid if Mitt Romney was president, we would have been nuked by Russia. Furthermore, how many marines would it have taken to prevent these terrorist from launching their rockets? A dozen, two dozens, a thousand? Have you notice that during the 7 year Iraqi war and the 11 year Afghan war, our bases have come under attack over a hundred times with enormous casualties despite our bases being comprised of tens of thousands of troops and being heavily fortified? Two dozen or more marines at the embassy wouldn't have averted this tragedy because the terrorist launched their rockets from a distance the same way they did at our bases in Iraq and Afghanistan. Likewise, in 1983, 291 U.S. marines were killed in Beirut when terrorists drove a truck loaded with explosives into our barracks. Did anyone criticize Reagan? You conservatives are just pathetic.

Memo to White House: Yes/No/Yes/No. Which is it? Get your act together. 1) Stop speculating. 2) Get the facts and figure out what happened. 3) Come back and tell us about it after you figure it out.

He changes his story and the polls also poll more Democrats to make the president look more popular to try to manipulate votes. All of it is rather unbelievable that a president of the US would do all of this and NOT be called out on it.
