In attack aftermath, disagreement over how it began

As the investigation into the deadly attack on the U.S. diplomatic post in Benghazi, Libya, continues, there is disagreement about whether the violence was a result of a mob gone awry, a planned terror attack or a combination of the two.

The White House said Friday there was no indication before the attack in Libya this week that something was in the works beforehand.

"We were not aware of any actionable intelligence indicating that an attack on the U.S. mission in Benghazi was planned or imminent," presidential spokesman Jay Carney said.

The comment came as a top Libyan official and some within Congress and other aspects of the U.S. government said there are signs now that the attack on the consulate that killed the ambassador and three other Americans was not a spontaneous outgrowth of a mob angered by an anti-Muslim film.

A U.S. official told CNN's Suzanne Kelly that American intelligence was sufficiently concerned about the attention the movie was receiving online to warn the embassy in Egypt in a bulletin a few days before protesters stormed that compound in Cairo on Tuesday, the same day the consulate in Libya was attacked by armed militants.

The warning did not specify a threat and the source did not say if that intelligence bulletin was sent to American diplomats in Libya.

Several American officials have told CNN this week there was no intelligence in advance that there was a plot in the making. Some officials have said it does not appear it was a fully planned ahead of time.

But a senior U.S. official told CNN's Barbara Starr on Friday that while the United States is not ready to draw a conclusion about whether the attack was spontaneous or planned, there is some evidence pointing to the notion there was a level of organization and planning behind it, given the extensive nature of the attack.

Moreover, a congressional source told CNN's Suzanne Kelly on Friday that there is disagreement within the intelligence community over whether this was planned. When pressed individually, some analysts have hedged, according to the source.

The Libyan government believes the Benghazi attack was planned and intended to inflict maximum damage, a top Libyan official told CNN's Arwa Damon.

Mohammed al-Megaryef, the president of Libya's ruling General National Congress, said the attacks were carried out by extremists with the intent of driving apart Libyans and Americans and sabotaging the relationship.

The information points more to the attack having started as a spontaneous protest that lasted for hours before metastasizing into a more organized attack, according to Rep. Dutch Ruppersberger, D-Maryland.

Ruppersberger and other members of the House Intelligence Committee were briefed Friday by Central Intelligence Agency Director David Petraeus.

"In the beginning, we feel that it was spontaneous – the protest – because it went on for two or three hours, which very [is] relevant because if it was something that was planned then they could have come and attacked right away," Ruppersberger said.

Ruppersberger spoke to reporters after the briefing and said he believes the attack was by an al-Qaeda related extremist group.

Senator John McCain, R-Arizona, told reporters that in his opinion the incident was a terrorist attack, in part because of the use of rocket propelled grenades.

McCain, who had just left a briefing by Defense Secretary Leon Panetta to members of the Senate Armed Services Committee, observed the weaponry is not what a normal protester would bring to demonstrate, according to CNN's Kate Bolduan and Ted Barrett.

"It's hard to know exactly what took place and how long it was planned. I don't have that information," McCain said. "The reporting is that 15 people, with beards, with weapons, such as RPGs [rocket-propelled grenades] - people don't go to demonstrate and carry RPGs and automatic weapons. I mean, the facts on its face indicate this was not a mob action by a group of protesters."

"It was a terrorist attack, organized and carried out by terrorists," McCain said.

Armed Services Chairman Carl Levin said there are indications the attack was planned in advance.

"I think there's evidence of that. There's been evidence of that," Levin, D-Michigan, said after the Panetta briefing. "I don't think we know whether they were connecting it to the protests but the attack looked like it was planned and premeditated, sure. But I don't think there was evidence that it was a coming."

The top Democrat on the House Armed Services Committee agreed that while it does look like this was an organized attack, there was no indication the attack was coming.

"This was not just a mob that got out of hand. Mobs don't come in and attack, guns blazing," Rep. Adam Smith, D-Washington, in an interview with CNN." I think that there is a growing consensus it was preplanned, but please understand that is entirely different thing from saying we had intelligence about it. The people who did it, and it is looking increasingly like it was preplanned, we didn't have intelligence of their planning operation."

State Department Under Secretary Patrick Kennedy has said that the attack appeared to be planned because it was so extensive and because of the "proliferation" of small and medium weapons at the scene, a congressional source said earlier. He was briefing congressional staffers earlier this week when he offered that theory.

The chairman of the House Intelligence Committee said earlier this week that it was a targeted attack.

"It is - it was clearly a coordinated attack, a well-coordinated attack, I might add, that was specifically planned to do and accomplish what you saw unfortunately unfold in Benghazi," said Rep. Mike Rogers, R-Michigan, in an interview on CNN's Situation Room.

But on Friday, Rogers' spokeswoman said that the congressman was making his own conclusion from what he had been told in briefings.

"The evidence that Congressman Rogers has seen does not definitively say one way or another whether the attack was planned or not," said Susan Phalen, the communications director for the intelligence panel. "But as a former FBI agent, this seems to make the most sense to him."

Given what officials know about al Qaeda in Libya, intelligence officials believe it is very unlikely that core al Qaeda was behind the attack, a U.S. intelligence official told CNN on condition of anonymity. But the official said the intelligence does not rule out that the attack was perpetrated by al Qaeda sympathizers, though officials are not ready to identify a specific group.

"In Libya there are many elements, including al-Qaeda. I think it's pretty clear that they would have had some involvement but again whether it was after the fact, whether there was a spontaneous demonstration that they tried to take advantage of, again all this is still very fluid," said the House Homeland Security Committee Chairman Peter King, R-New York.

There is a continuing question as to whether a message from al Qaeda's leader Ayman al-Zawahiri was influential in spurning the attack.

His specific call in a 9/11-anniversary video for Libyan Jihadists to attack Americans to avenge death of Abu Yahya al Libi was circulating at least 18 hours before the attack on the compound, according to terror analyst Ben Venzke of IntelCenter, leaving open the possibility that it played a role.

But Venzke told CNN terror analyst Paul Cruickshank that given the timing, it is hard to believe the message from Zawahiri instigated the attack in Libya.

"Based on more than a decade of threat analysis we have carried out, it would be unusual to have such a rapid correlation between a threat statement and an attack, but it is not outside the realm of possibility," Venzke said.

He said any statement of the kind made by Zawahiri would be taken seriously. However he said those providing threat assessments would not normally expect anything to happen within 24 hours.

He stressed Zawahiri's threat was only three lines in a forty something minute video tape. Given the language in the tape, analysts would tend not to have concluded an immediate attack was likely.

      By DESIRING a separation between the west and the children of Islam, you are denying these children opportunities and joy. These demonstrations make kind, generous people in the west think really horrible thoughts about the majority of Islam.     Richard Engel of NBC was helpful in pointing out that there were only about 2000 demonstrators in the Cairo incident yesterday. Most news outlets ignored that and left it up to the viewer an impression of a large bunch of people and thusly making it more significant than it really was.

    Mr. Romney's advisors have put out noise that these riots would not have happened under him as president which is absurd. He shows the same carelessness and lack of knowledge of foreign affairs as the previous Republican ex-President GW Bush. The man is too dangerous and loose mouthed to be president.

    We Americans have been seeking and propagating World Peace and Unity for all Mankind the family of God. This film is an outrage that seeks to set back all that we have accomplished here in the USA and abroad. The “makers of this film” are directly responsible for the loss of our four American soldiers and endangering the lives of our families who are working and reestablishing American relationships in Muslim countries.

    We are in the process of electing a President here in the USA. With hopes that we can move forward and progress for the betterment of our American people. We are struggling here in the US due our unstable economy and senseless wars we have been fighting. At the same time, most of the American people here in the US have been burnt out mentally due to the Islamaphobia propaganda.

    Let there be no mistake that we know who the culprits are. They are the same evil forces that conspired to Kill Jesus son of Mary. On the same note these are the very same people that defame Mary mother of Jesus and Hager mother of Ismail (peace be upon them both). As it is told to us these people are the enemy of God and they will never stop attacking the believers be you Muslim, Hebrew or Christian. As far as the movie is concerned which seeks to defame our beloved Holy Last Messenger Muhammad (peace and blessings be upon him) we want it banned from viewers worldwide.
    Hollywood started this Islamic hatred in their films during the early 80’s of depicting Muslims as bad people. It has been some years ago that they tried to do a movie defaming Jesus but the outcry of believers put an end to the movie. Over the years movies, media and now independent small movie makers are following in the footsteps of their big brothers trying to cause a clash of religions. As God fearing Americans and patriots of this country we will not stand by and let the enemies of mankind disrupt our mission of peace, love, freedom and equality that our forefathers fought so hard to establish in this country. Freedom and tolerance for all religions in this country is what we Americans believe in. These are the same principles and values that are being taken to other countries to establish democracy and tolerance for all.
    My deepest regards go to the families who lost their love ones and I hope and pray that we as one world community of believers be you, Muslim, Christian, Jews, Hindus etc.. Come together and put a stop to the killing of innocent people.
    P.S. And Yes ,there is a difference between freedom of speech and freedom of disrespect.

Another major factor is that there are a WHOLE LOT of young men with little money and virtually no room for social mobility. So instead of having the ability to determine their destiny from a variety of options, they have only a few options. I must sympathize with liberal views in this aspect. Socioeconomic despair is a major factor in psychology. These kids find it very hard to live with meaning when there is little meaning they can apply to their lives. One of its meaning is when people get angry, they forget there own peace and step over it. A picture says a thousand words.     I think it is horrible for protesters to kill innocent people . THe film itself is garbage full of lies and slander against The Most Noble Messenger peace be with him. We Muslims hold Christians as our brothers and we respect and love Jesus peace be with him as well. In act we follow his teachings more so then some others who wear the name Christian. this movie is inflamitory and made to cause just this kind of blood shed . Who is to say that this violence was even started by REAL Muslims? It should be removed from all media outlets right away.

        you are wrong. I've seen many holocaust deniers on several news outlets. I listen even to people I disagree with. Ex: Iranian Pres. Ahmadinejad (who was on C-Span, I believe) had an interesting point:

        In WWII Europeans killed many other Europeans, many were Jews. The Europeans and Americans decided to solve this European wrongdoing by making a new nation (Israel) in the Middle East. This obviously had some.. negative.. side effects.

        My funny thought, but what if a large population of GERMANY were displaced to make a new Jewish nation as reparation in 1946?

        Just a fun thought. I'm not anti-Semitic but like the Israeli college kids I talked to in New York, I very much disagree with the Israeli government on many issues.

It clearly notes that speech directed to inciting or likely to incite is not protected under freedom of speech. This video should not only be taken down but also denounced by the participants and actors of "freedom" or "freedom of speech" . We need not stand up separate as Muslim, Christian, or Jew. We need to stand and protect the rights of others as we would like our rights to be protected. For companies that make a living off of free speech i.e Google, Facebook, and YouTube, it should be in their best interest to protected it as well.

      The film did not cause violence, extremists caused violence. The problem is that extremists were given a tool with that film to foment violence. If more Muslims took responsibility to keep their extremist counterparts under control, these things would not happen. America is holding the film maker partially responsible, but the majority of the responsibility is on the Islamic community. You can not allow your people to burn flags, curse Jews and Christians, then expect everyone else to submit when they are being just as disrespectful.     Speaking as an American Muslim I am outraged at this disgusting attempt to defame the Holy Last Messenger of Islam (saws) that was posted on youtube.com. I am also are saddened by all of the violence that this horrific, insulting and blasphemous movie has sparked which should be removed on this alone.

    Any educated person can see and knows that this film was not based on factual information and history but was concocted falsely interlocking lies with the blessed Last Messenger and other Islamic heros. This film was clearly an attempt to cause disunity between Christians and Muslims and incite violence between people and nations.

    Muslims do not defame any of the Messengers of God nor any other religion. We should likewise be respected in the same way. We strongly demand that this blasphemous film be removed immediately from public viewing mediums.

I would put the blame also to some musllim Clerics inciting their people to get angry and even violent or cause death or harm to innocent people. The Clerics need to promote to them to be civil and a peaceful protest. Nothing good comes out from doing bad to what was already bad.

      The film maker is responsible for his own actions, the US in general is not responsible for his actions. Well, I've got news for them; WE are watching! First of all, the attack was on 9/11. Duh! And then there was the IAD that was thrown at the consolent on June 06, 2012. And on June 11, 2012 the British ambassador's motorcade was attacked with an RPG. Then there was the Tunisian embassy attacked and the Red Cross headquarters in Benghazi that was attacked with RPGs. All during this summer! If not "actionable" intelligence than at least get some proper defense! You know, like Marines perhaps? And why is it that CNN is not reporting any of this? Maybe because it makes Obama look not too involved? Too busy at fund raisers? Too busy campaigning to receive daily intelligence briefings?

    The Holy Last Messenger (PBUH) was sent to the world as a blessing and came with a universal message for all people. Whereas all the previous Prophets came to a particular group of people even Jesus son of Mary spoke of his (sas) coming. Even the Encyclopedia Britannica has named the Holy Last Messenger (PBUH) as the best man to come to this earth. And people all over the world are still embracing Islam. I am a convert to Islam and all of my family are Christian, which I love and respect very much and would never harm. Nor does Islam allow this. The Holy Quran gives explanation and honors Jesus son of Mary and His mother Mary. It is due to the ignorance of people and the enemies of mankind trying to defame otherwise. After reading the articles that were printed about the movie on You Tube, I am outraged and disgusted about all the false propaganda that has been levied against Islam and the Holy Last Messenger Muhammad (PBUH) which are lies and falsehood. It is amazing that we never hear of any Muslim speaking about any prophet that God has sent to mankind in a bad and horrible manner. And as an American citizen of the United States I am calling on all God fearing people to unite and make those responsible who have published this horrific movie to bring about discord and disunity and to destroy our way of life here in America.

    I am writing this to say that I am outraged that Muslims in the Middle East are killing innocent Americans over a film that an idiot made in his basement. I am however not surprised it has happened. Most muslims are not apologetic for their violent counterparts, they merely ignore them because they know that they are not the target of their wrath. Muslims can complain about the Mohammad film, but it never justifies murder. Many Muslims in the middle east know exactly who the extremists are in their community, but do nothing to stop them. Then when those extremists murder people, it is somehow the fault of the West's freedom of expression.

    so far there have been protests in Egypt, Libya,Yemen,Tunisia, and Sudan... If this is not a fundamentalist Islamic uprising against Western values, then I do not know what to call it. Cnn never reported Tunisia btw..

When I was a stupid 8 year old I once poked a stick into a hornet's nest just to see what came out, that is exactly what these movie makers have done.

      And anyone claiming freedom of speech doesn't even know the laws of the United States (Mitt Romney and other Republicans). Incitement to riot is NOT protected speech in this country, these people who poke the hornets know what the end results will be yet they continue to poke.         I understand what your saying, and I said the same thing not to long ago. Yes the makers of the film incited violence, but extremists are in control of their own actions. Your comparison is not comparable because these people are not insects. They are people that are behaving irrationally.

        I think you draw the line when you distinguish between something that is critical yet insightful with something that is intentionally insulting and degrading. Theo van Gogh criticized women in Islam, this film intentionally attacked Islam itself. Islam has is virtues, and shortcomings just like any other religion. Being critical of the religions shortcomings is not being unreasonable, slandering the religions entirely is.

        These people obviously do not know how to control themselves, so their leaders need to take control of the situation. They are obviously are against Western rights of self expression when that right is being exorcizes against their wishes. I do not doubt that they ignore it when their cohorts degrade Judaism and Christianity. They need to recognize that fairness means everyone can do it, not just Islam.

    As a Muslim I find the content of this movie to be highly offensive and flagrantly disrespectful to the character of Prophet Muhammad (peace is upon him) and the religion of Islam. The film is so blatantly over the top with falsehoods and defamatory content, that there can only be two reasons for its production; to incite violence and hatred, and to create animosity between Muslims and Christians.
    As an American I am proud to say I live in a country that upholds freedom of religion and basic fundamental rights, yet I am outraged that the law is not being upheld to maintain these. I am disturbed by the level of disharmony this movie has caused around the world. I see the promotion of this Islamophobic movie as an act of nothing less than terrorism which has led to further acts of terrorism. The fanatics who are responsible for its production and promotion deserve to be publicly condemned.
    And furthermore Google and YouTube should be condemned as well for not removing the movie and allowing the hate and violence to spread.

This movie goes beyond being blasphemous in its depiction of the Holy Last Messenger (peace be upon him) and his teaching of Al-Islam. Its intention is clearly to insight the riot and violence that it has and to cause great strains on the Muslim/Christian unity that is clearly to take place. This movie is based on nothing but lies and falsehood and has NO evidence of truth whatsoever. It is a travesty and an outrage and is full of nothing but ill intent!

    As Muslims we respect the great religions as taught by the Holy Last Messenger (peace be upon him) and do not make any effort or intention to defame or ridicule any of its prophets as they are loved prophets of Islam as well.

    It is my hope as a Muslim and American citizen that the rights of religious freedom and beliefs will be upheld and the outlets hosting the viewing of this horrendous film will be encouraged to remove it from their venues immediately!

      I think the movie IS a really badly made film, but Mohammed did do some things the modern world would find objectionable. Ex: Aisha, his wife, was six or seven years old when she was betrothed to Muhammad and nine when the marriage was consummated.

      This doesn't say the prophet was a 'pedophile' but it is historically accurate according to my closest Islamic friends (who shared the story over some delicious halal food).

      We should openly discuss all aspects of all religions, nothing held back, while RESPECTING the individuals we are talking with. All governments (even the US and Israel!), all religions and political movements should be openly discussed, and that includes criticism. It makes the world stronger. Think: The Arab Spring.

    It doesn't matter how the attack came about. Bottomline is there was LAX SECURITY at the embassy compound. Is this what's happening at all U.S. Embassies worldwide? Just four ex-navy SEALS as security details? I love and admire these guys but everybody think they have 9 LIVES? The U.S. is newcomer in Libya that makes even compelling about security.

    I applaud the courage of the Libyan people to go out on the street to protest the embassy attack. They want the world to know they condemn this act.         Violence in response to ANY YouTube video is inexcusable. Period. Worst case I can think of is a child being raped. Even THEN, you find the bad guy, and put him on trial. You do not attack innocent civilians who had nothing to do with the events in the video. This is what is happening around the world.

        And, honestly, I watched the whole video and it is one of the worst videos ever made. Just horrible production, writing, acting, overdubbing to include different words than the actors actually said, just bad. REALLY not worth watching, let alone this reaction. The rioting people are looking for a reason to be mad, and they had to look really hard to find it.

        And although I know this will raise ire, I believe it is important to OPENLY criticize any political party, government, or religion, while dong your best to respect the people in these organizations. Looking at the atrocities in Israel, the Catholic church, and yes, Islam, the way to stop it is not to wish it away, or be afraid of it, but to shine a bright light in its face and bring the law breakers to justice.

        again, if the muslim community came out in strong support of this person's *right* to criticize and then used *words* to condemn the video only, but made it clear that anyone should be allowed to openly criticize islam without fear of physical violence, I'd be impressed. Instead, what I have seen is the general Muslim response to call for the banning of the video, and a lot of blaming the video itself for the violence. This response proves that Muslims are inherently violent, and support violence when it comes to people being critical in any way of their holy book/prophet.

      You seem like a very decent man and I honestly have no wish to offend you. My concern is that this culture of violent reaction to very )very) tiny insults is going to hurt really large and important things. Frankly, the internet will get more inflammatory over time, and the cultures around the world will need to grow a thicker skin. At this point, people less RESPECT Islam, than FEAR it. And we you know people, when they fear something, tolerate it, work around it, but if it gets bad, they destroy it. I've traveled the world. Was married in an Islamic country, had lovely conversations with women in burkas, and know all the best Halal food places to eat with my Islamic friends. But even you need a thicker skin, my friend. And as a moderate, you need to help the extremists come to a better place, as I will try as well.

      Judging by the things you said it would seem to be a very bad idea to be an enemy of the United States. Try being a friend and bad things do not happen. You also left out the part about how America gives more money and people to humanitarian efforts than the entire rest of the world combined, lots of it even goes to our enemies. And what people from other countries fail to realize when they hear news of economic issues in the United States is that the poor here still have enough to be considered rich in much of the world. A bankrupt U.S. city still has more than most countries and the USA's national debt has very little to do with it's economic status compared to the rest of the world. Trillions in debt and we could still buy out any country in the world and several entire continents.

    These are supposed professionals and well educated US representatives at these embassies. Any normal citizen would have understood things could get bad quickly because of this film. In fact, many saw the anger coming. So, why didn't the embassy leaders give credible weight to the warning days before? These "leaders" have done this for 15 years now – either start reacting professionally, or do prison time at the demand of Americans for stupidity, endangerment, and negligence.

Iif we go back in time this is exactly what the Repubs wanted but since Obama helped make it happen it's all of a sudden bad policy and they wish the dictators were back. Odd how trillions of dollars and thousands of American lives is a fine bargain to get rid of a dictator in Iraq but four lives and some broken embassy windows creates a talk radio/Fox News fervor that last for weeks.

    Certainly, the facts here are still very much in question. Who knew what and when – if anything. Not unlike the questions asked about GWB's administration on whether it had credible intelligence of the 9/11 attacks – debatable – or whether Ronald Reagan had intelligence in advance of the Beirut terrorist attacks in 1983 that killed 241 Marines – and he most certainly did, from his own Defense Secretary, no less. With this consulate attack, additional facts and conclusions will eventually be known.

    Ayman al-Zawahiri released a video and then shortly afterwards what he asked for happened. After the attack, a flag representing Ayman al-Zawahiri organization, al-Qaeda, was raised at the location of the attack. Gee, I wonder if it had anything to do with it?
