What to call Egypt’s relationship with the U.S.

President Barack Obama offered a more cautious and nuanced take than in recent memory of the United States and Egyptian relationship following an assault on the American embassy in Cairo this week.

"I don't think that we consider them an ally, but we don't consider them an enemy," Obama said Wednesday in an interview with the Spanish language network Telemundo. "They are a new government that is trying to find its way," he said. "They were democratically elected."

Obama's comments were taken as a possible change in posture toward a country that has enjoyed billions of dollars in U.S. military and economic assistance since the signing of a peace treaty with Israel in 1979 – the linchpin of security in the volatile region.

"I think that we are going to have to see how they respond to this incident," Obama went on to say in the interview. "I think it's still a work in progress. But certainly in this situation, what we're going to expect is that they are responsive to our assistance that our embassy is protected, that our personnel are protected."

Mohammed Morsy, Egypt's recently elected president had been criticized by many U.S. officials for taking 24 hours to issue a tepid condemnation of the attack on the American embassy. The fact that protestors were able to breach the walls without much resistance from Egyptian forces raised eyebrows as well.

In his remarks at the White House on Wednesday about the death of four Americans in Benghazi, Libya, including Ambassador J. Christopher Stevens, Obama stressed the assistance of Libyan forces alongside their American counterparts in trying to put down the attack on the U.S. consulate.

"I think the president is basically right," Sen. John McCain (R-Arizona) said during an interview Thursday on CNN's 'Starting Point.' While McCain said he did not want to get into "word parsings," the United States "should make every effort to have a good relationship" with Egypt he said. "But we also have the right to demand certain things."

Speaking with reporters aboard Air Force One on Thursday, White House spokesman Jay Carney said Obama was not pursuing a new policy toward the most populous country in the Arab world.

"The president, in diplomatic and legal terms, was speaking correctly." Carney said. "We do not have an alliance treaty with Egypt. Ally is a legal term of art. As I said, we do not have a mutual defense treaty with Egypt, like we do, for example, with our NATO allies. But as the president has said, Egypt is a long-standing and close partner of the United States."

But it was only in April when Carney referred to Egypt as an "important ally" of the United States during a briefing with reporters at the White House.

And when pressed about Obama's comments on Thursday, State Department spokeswoman Victoria Nuland conceded the United States still referred to Egypt as a major non-NATO ally – a designation given to certain countries outside the Atlantic alliance that maintain a robust relationship with the U.S. military.

When asked whether Obama misspoke in his interview, Nuland declined to parse the president's words. "But as a matter of fact and practice, the word ally generally is used with a treaty ally which is a different matter than the fact that we have a very close and longstanding partnership with the government of Egypt and we are working together to support their democratic transition," Nuland said.

"I think it is a little shot across the bow," Daniel Kurtzer, a former U.S. ambassador to Egypt, said of Obama's comments in an interview with Security Clearance.

For Kurtzer, now a professor at Princeton University, Obama's comments were also a way of giving Morsy and his new government some "space to work through their own issues without crowding them. I think [Obama] is sensitive to the fact that Morsy has a lot of domestic issues to work through."

A member of the Muslim Brotherhood, Egypt's largest political group that was banned under the government of former President Hosni Mubarak, Morsy came to the presidency after a run-off vote in which nearly fifty percent of the country voted for the opposing candidate who was more reflective of the former regime.

With the more hardline and orthodox Salafists garnering 25 percent of the vote in the first round of parliamentary elections and the Egyptian military pushing to maintain the military alliance with the United States, Morsy has a disparate domestic constituency over which to govern.

But in addition to the peace treaty with Israel, the United States has a lot at stake in Egypt with a substantial strategic and intelligence relationship that has developed over the years. Questions and doubts over Morsy's response to the attack on the U.S. embassy are surely topics of discussion on Capitol Hill analysts say.

"Those doubts make it more difficult for the administration to justify U.S. aid to Egypt which has come under increased scrutiny in the last 18 months," Haim Malka, who is with the Center for Strategic and International Studies, told Security Clearance. "Should blatant anti-American violence escalate in Egypt, it will deepen the uncertainty among many U.S. policymakers about the reliability of the Muslim Brotherhood-led Egypt as a U.S. ally."

Rep. Mike Rogers (R-Michigan), Chairman of the House Intelligence Committee, told CNN's 'Starting Point' on Thursday there is still a "question mark" over whether Egypt would remain a friend of the United States, or chart a different path.

Rogers said some of the rhetoric and actions that have come out of Egypt recently are for domestic politics and consumption, but nonetheless are "very disturbing and will lead to some serious trouble if we don't get this turned around."

For Kurtzer, Obama's comments about the relationship with Egypt were also emblematic of a signal he was trying to send to Morsy.

"I think the president wants Morsy to understand he has got to do even better even as he is kind of finding his way in his own presidency, he's got to do better to satisfy his friends," Kurtzer said.

Obama called Morsy Wednesday evening according to a readout from the White House as part of ongoing efforts to strengthen bilateral ties between the two countries. In the call, the White House said Obama "underscored the importance of Egypt following through on its commitment to cooperate with the United States in securing U.S. diplomatic facilities and personnel."

    While we are focusing on relationships with allies, let us also focus on India.
    We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty remains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts.It has become too big to govern or create any value for western countries or even for its own population. India needs to be carved up into smaller independent states to be a viable economically and geo politically.

Why didn't he return to his homeland of EGYPT to make and release his video from his BIRTH COUNTRY?     Well if this does not show that Obama is a fork tongue individual then nothing will show it. You can't have one place be friendly and an enemy at the same time. But that is the Obama way, he tells the people that they are enemy but in the next sentence will say they are needed allies. NO THEY ARE NOT. They don't share any views that the United States was based on, at least not with the government that Obama aided in putting in place.     There's nothing wrong with what Obama said. It's true Egypt isn't an ally, if Egypt was attacked by Israel do you think the US would come to the aid of Egypt? The President is correct, and previous refernces to Egypt as an ally were simply a misuse of words as the Egypt is a very close partner, there is no issue here. Unlike Romney's jumping to conclusions before the embassy was attacked. Just like he blurted out that Russia is our main foe. He doesn't think before he speaks and that's both stoopid and dangerous for a President to do. If he ever becomes president imagine what he'd do if North Korea nuked L.A., he'd jump to a conlcusion that Russia or Iran did it and order a nuclear strike on them. We can't keep putting crazy people into office. The last one invaded Iraq after we were attacked by a militant group based in Afghanistan.

      1. Egypt is an official ally.
      2. The State Department knows this and acknowledges this.
      3. Egypt, as with any other ally, has privileges that non-allies do not receive.
      4. Egypt is considered our biggest ally outside of NATO.

      To say that Obama didn't say anything wrong is just plain foolish.

    What I find difficult to understand is why are the FoxCons here upset the our President said that which is obvious: we don't know if Egypt is an ally just yet. They're certainly not acting like one at the moment. But that doesn't mean they are our enemies. They are a new, DEMOCRATically elected government. So we need to see how they want to interact with us.

Also, Obama had always been portrayed as great and loving person. He made a great speech about his as his brother's keeper. BIG LIE. He have a half-brother who lives in a miserable condition in Kenya who needs his helping hand. But young brother did not get big brother's attention. Was that picked by mainstream media. What about Rep. Debbie Wasserman Schultz (DNC Chair) caught saying one thing on one network then say a different thing (to save her butt) to another network. BIG LIE that mainstream media will not pick on. What about DNC Chair Mayor Villaragosa (oh my dear mayor in L.A.) 2/3 vote fiasco. It was entertainingly funny. BIG LIE. Especially with countries like those in the Middle East and North Africa which have such different societal standards from ours.

        Actually Cedar u r dead wrong. According to the Non-Nato Ally designation of the United States State dept, which started in 1989, Egypt is designated as a US Ally. It is why we gave them money since then. Obama is dead wrong and his own State dept had to correct the record.     Hosni Mubarak is initially a respected leader, then a brutal dictator, Egypt was an ally, then not an ally, and currently I think Egypt is partial ally and so forth.

    The rules are simple, till the time America is a strong ally of Israel, the middle east is going to hate America, not matter what we do.
    The Arab spring is not a random event. It is a means to an end. The ultimate goal being joining forces for the destruction of Israel.
    That leaves the question, where does the US stand when such conditions arise. Seeing the current trend, the US is most likely to be standing on the side lines, and Israel will have to be standing all alone. Benjamin Netanyahu desperately seeks help from the west, and don't we see the position of the west?

    We now need to focus on India. The American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2 million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power.

    I continue to read with interest the thesis presented on CNN that "less is more" in a political context as applied to India. Although Mies Van Der Rohe adopted this in an architectural context, its economic and political connotations are indeed powerful. Empowering subjugated minorities in India by splitting it into smaller states would trigger uber economic demand for western nations who have given so much financial and technology aid to India with no return to show for the investment. I concur with this approach and with an economic background find the premise to be on solid footing. Central Asian States (CAS) are a case in point on this successful approach. We need to understand that India has an unmanageable large population mired in poverty and we are spinning our wheels trying to feed it. It is also too big of a geographical unit to govern. Again, we saw how a few teenage talibans were able to invade it with a few BB guns. And that says a lot... in a negative way not only for a large unmanageable country like India but also for USA which is trying to prop it up against China. Besides, Americans cannot afford to look like losers in the midst of a terror war which has lasted for over ten years now.

    Egypt has MNNA status. That means they ARE our ally. But, Obama forgot that – or didn't know it in the first place. And..that's ok?

        The Embassy in Libya had warnings. If u read their statement that was put out around noon onn Sept 11 u will see this was clearly stated they knew it was coming. The media really not doing its job of giving the facts and correct timelines. The Embassy was evacuated as a result.
        So now the real questions should be why was the Ambassador not evacuated? If the Embassy knew then the WH knew. If not then there is some major incompetence going here.
        The other question is IT IS SEPT 11TH, so why wasn't security beefed up in the 1st place?
        The Ambassador was missing for 8hrs then killed. Why did Obama go to bed that night of Sept 11th?
        The Embassies are being looted, desecrated, and burned, Obama goes to Vegas for a fundraiser why?
        Obama has time to go on Letterman, but no time to meet with Netenyahu. Why?
        Why won't the media ask these important questions. Simple put because they are in bed with Obama.

      Morsy wasn't elected he was bought with free food, promises and actual cash on hand. I was here and saw it first hand. Liberals here are in the process of getting together to run their candidates in the next Parlimentary elections. The Brotherhood was just better organized the first time around but that won't happen again. Most of the people who "voted" for Morsy were poor and illiterate but even they are having second thoughts as the Brotherhoodization of the country takes place under Morsy's rule. What you are seeing on TV now are unemployed and undereducated youth that may be paid by the Salafist movement to protest. Egypt is just getting their security apparatus together after 18 months of lax cotrol. Away from the cameras it's business as usual.     Certainly Mubarak and Suleiman, for all their faults, were allies of the United States, and Egypt under their rule was as well. The jury is still out on Morsi and this new government and new system they now have. Compare the comments of Libyan leadership following the recent tragedy with those of Morsi. Ask yourself who is carrying themselves as an ally of America ought to. It's not the Egyptians. Egypt is a dangerous flash point right now, a geopolitical quandary, the situation there is very fluid. At least in Libya we still have friends who owe us and will work with us. The fall of Mubarak leaves America with no influence in Egypt, it's a very dangerous situation there and will be for the coming decade.

        -When Obama spoke that Egypt was not our ally b/c the US State Dept had to correct him. According to the Non-NATO ALLY designation Egypt is designated as an ALLY to the USA. Obama is clueless misfire and had to "clarify" his statements again. (yep this man is incharge)
        -It is Sept 11th but the Embassies around did not have their security beefed up. Way to go their Obama!
        -The policeman in MA acted stupidly. Obama firing 1st then had to clarify with a beer summit
        -The Embassies knew of the attacks and evacuated, the Ambassador was missing and Obama goes to bed.
        -Our Embassies are looted, destroyed and burned to the ground. Obama goes to Vegas for a fundraiser.
        -We have riots everywhere. Obama is going on Letterman.
        Now that is CHANGE we can believe in.!

These countries prospered for centuries without American "help". They can certainly prosper again. However, they must prosper under their own culture and traditions.
