Iran’s expanding nuclear program: the pink tarp that spells trouble

The satellite image shows large pink tarpaulins pulled across two buildings. Close by, it appears that topsoil has been moved and a security fence taken down. The image, taken earlier this week and provided to CNN by DigitalGlobe, is of an Iranian military facility at Parchin, one widely suspected by Western diplomats as a secret part of the country’s nuclear program.

It’s one of several developments on Iran’s nuclear program that worry experts - others being: the failure of another round of talks between the International Atomic Energy Agency (IAEA) and Iranian officials; reports that Iran has increased the number of centrifuges enriching uranium; and a drumbeat of warnings from Israel that diplomacy and sanctions aren’t working.

Inspectors from the IAEA have been repeatedly denied access to Parchin, some 30 kilometers (19 miles) from Tehran, so exactly what is going on there is a matter of debate.

David Albright of the Institute for Science and International Security says of the latest images: "The purpose of covering the buildings could be to conceal further cleanup activity. … Depending on how effective of a seal the tarp provides, the goal could be continue sanitizing the inside and outside of the building that is suspected to contain particles indicative of nuclear weapons development work."

Many Western diplomats and nuclear experts believe the facility has been used to test high-explosive nuclear triggers, an essential step toward achieving a weapons capability. Iran denies that Parchin has any role in its nuclear program, which it insists is for peaceful purposes. But the satellite imagery suggests a lot of "cleaning up" has been done there.

A meeting in Vienna Friday between IAEA officials and an Iranian delegation, which in part was to discuss access to the Parchin site, ended without progress.

"The discussions today were intensive but important differences remain between Iran and the U.N. that prevented agreement," the agency’s chief inspector, Herman Nackaerts, said afterwards. Friday’s unsuccessful talks follow a similarly fruitless session in June, when Iran refused to allow questions about weaponization and procurement, according to sources familiar with the talks.

However, Iran openly acknowledges that it is increasing the number of centrifuges it has to enrich uranium. President Mahmoud Ahmadinejad boasted last month that 11,000 centrifuges were now operational, about 1,000 more than estimated by the IAEA in May.

Diplomats in Vienna say a new IAEA report due next week will confirm that additional centrifuges have been installed at the Fordow (near Qom) underground site – the most difficult facility to attack because it is deep inside a mountain. It’s not clear whether those additional centrifuges are all fully installed or operational. Details of the forthcoming IAEA findings were first reported by Reuters.

The combination of ongoing suspicion about Parchin and the further expansion of the centrifuge program is likely only to reinforce Israel’s lack of faith in diplomacy and an ever-growing raft of international sanctions as capable of reining in the Islamic Republic’s nuclear program. Israeli Prime Minister Benjamin Netanyahu said Friday that the new centrifuges were "proof that Iran is continuing accelerated progress towards achieving nuclear weapons and is totally ignoring international demands."

A senior U.S. official told CNN: "The numbers of centrifuges being installed and operating will add to Iran’s ability to produce more 20% low-enriched uranium. The fact that they will be operating at Qom is also problematic, given that it is an underground facility."

But the official added: "In the overall scale of Iran’s enrichment program, the numbers of new machines do not change significantly the amount of time Iran would need to break out."

"Iran has over 9,000 centrifuges installed and operating at Natanz and probably has added a few hundred at Qom."

David Albright – who has long followed Iran’s program - says the key is the amount of 20% enriched uranium being produced. It is far more than required for the Tehran research reactor, he says, and the increased rate of production suggests that by early next year, Iran will have enough uranium of 20% purity to begin enriching sufficient weapons-grade uranium (80 or 90%) for a nuclear device.

"We don’t know how fast Iran can break out," Albright told CNN – referring to the window it would need to produce enough highly enriched uranium (HEU) for a weapon. "But by early next year it may be just one month, and it used to be six months, so that is the most troubling development."

"We just don’t know their thinking. Maybe they would continue to accumulate 20% uranium," he said.

Albright said there was an emerging consensus that even if it did produce weapons-grade uranium, Iran would still need several months to make a crude nuclear device, and longer still to make a deliverable warhead.

"It may be they will try to follow the North Korean model - to test a crude device underground so as to cross the nuclear threshold," he said.

Both the United States and Israel have said that a nuclear-armed Iran would be unacceptable. And the Israelis believe that Iran has made progress towards a deliverable warhead.

Israel’s intentions remain the focus of fevered speculation, with some former Israeli officials suggesting that the security cabinet could green-light a strike against Iran’s nuclear facilities within months.

Senior ministers have done nothing to temper the speculation. Defense Minister Ehud Barak told a graduation ceremony at the National Security College last month: "I am well aware of the difficulties and complexities involved in stopping Iran from obtaining nuclear weapons, but it is abundantly clear to me that dealing with the (alternative) situation when it unfolds would be substantially more complex, more dangerous and more costly both to lives and resources."

Israel’s calculations are fundamentally different from those of the United States. Were it to strike Iran’s nuclear program, its air power would be stretched to the limit. With its planes overflying hundreds of miles of hostile territory and requiring midair refueling, Israel would be limited to a "one-shot campaign." Intelligence analysts believe that only the United States could sustain a campaign capable of terminal damage to the Iranian program.

Dov Zakheim, former under secretary of defense in the Bush administration, follows the evolving crisis closely.

"Israeli leaders know that the most they can do is shut down Iran’s nuclear program for two or three years at the outside," he says.

"The political leaders are being told the same things as Begin was told before Israel attacked (the Iraqi reactor at) Osirek in 1981 - but he still went ahead," Zakheim told CNN.

Zakheim, now senior adviser at the Center for Strategic and International Studies, says the "prevailing attitude in Israel is ‘Do what we need to do now, and let tomorrow take care of itself’ - even without direct U.S. support. But there’s no doubt that such an operation would stretch Israel’s military capability, given the range of targets and the need to suppress Iran’s defenses too."

Israeli ministers have made it clear that they can’t and won’t rely on others. Suggestions by President Shimon Peres that Israel could only strike Iran’s nuclear facilities with U.S. help were quickly shot down by others in the government.

"The U.S. understands that the state of Israel, and only the state of Israel, is responsible for its fate," Barak has said.

In the meantime, Israel’s persistent warnings that time is running out is a way of lobbying for more intensive international sanctions.

"The Israelis want to see these sanctions sustained and tightened, with loopholes closed. For example, India has been granted an exemption by the U.S. to allow it to continue buying Iranian oil for now, and it has begun to increase its purchases. The Israelis want such loopholes closed to increase pressure on Iran," Zakheim says.

"And once those loopholes are closed they are unlikely to be reopened."

He adds the Israelis "feel diplomacy is not sufficient, so they keep up the talk of military action to maximize leverage on Washington - to have the Americans worry that they might actually launch a strike."

In response to the latest developments, U.S. National Security spokesman Tommy Vietor said the United States did not see developments at the Fordow facility as changing its overall assessment.

"We continue to believe that there is time and space for our current approach of diplomacy paired with unrelenting pressure to achieve our shared objective - preventing Iran from acquiring a nuclear weapon," he said.

Zakheim says Israel’s decision-making process may include one other highly unpredictable factor: reaction from a much-changed Arab world.

"Israel has been lucky to live with real certainties over the past 25 years given the control of Arab states," he said, singling out former leaders Hosni Mubarak of Egypt, Hafez al-Assad of Syria and King Hussein of Jordan. "Now there are no such certainties," he says.

"The Israelis’ biggest concern is over the medium term. The Arab Spring has thrown a spanner into their calculations. It used to be that the Arab "street" didn’t matter; now all of a sudden it means a lot. Israel’s nightmare is that it might have to fight a war on two fronts in the north," he says.

      That is more of a philosophical issue. How about what the consequences to the rest of the world would be if Iran develops nuclear weapons? Iran has suggested that it would seek to 'wipe Israel off the map'. Iran also trains and equips terrorist organizations – suppose it supplies one of them with a nuclear device? Are you willing to allow these events to come to pass?

      Since Iran lies about its nuclear program now, why should they be trusted?

      Iran is a state-sponsor of terrorism and has vowed to destroy Israel if at all possible. They believe that it is a Muslim duty to drive the Jews into the sea. Permitting Iran to develop nuclear weapons would be an extremely reckless course of action for the international community to take.
      Additionally, the Nuclear Non-Proliferation Treaty which is legally binding on the United States requires us to combat the spread of nuclear weapons throughout the world as a matter of safety against them being used.

      The best course of action would be if Iran and some other Muslim country, but Arab one (Egypt maybe?) had developed nuclear weapons. Together with Israel's nuclear weapons that would make a MAD 2.0. Mutually Assured Destruction was a right doctrine that worked. If only one side has nuclear weapons, that creates a tension which ultimately cannot be contained. Israel is prone to overreaction, and it is simply unsuitable for only one and such country to have nuclear weapons in that region.

    All I can draw from these photos is that we really don't know what is going on there. That would not be a cause for concern were it not considered in the context of the enrichment facilities, and of course that missile program that makes little strategic sense with out either a nuclear, chemical, or biological payload. We don't trust them, and history has shown we should not, they have this weapon and nuclear enrichment program which only make sense in the context of nuclear weapons development. The question is whether we use force to remove the perceived threat or do we let time pass and see what happens? If we wait of course, we may find that we have no remaining options at all. What to do, what to do, I wonder. . . . I will hope for the best, but I would be a fool not to prepare for the worst.

      I understand it is an issue of trust. But why is it that no one ever talk about U.S to do away with their so many nuclear weapons. It is not a matter of trust from U.S govt., it is a matter of control. U.S govt. want to keep having influence in middle-east. Maybe if Isreal, U.S, North Korea, Pakistan, India, Russia, Britain, Germany, do away with theirs, Iran will have no reason to pursue one. We should be fair in our opinion.         The Russians are pragmatists, so M.A.D.D. had a chance of working in that case. The Iranian Government tends to be more absolutist on the religious stuff, so all bets would be off on the future of the planet. It might be foolish, or at least risky to build weapons to blow up U.S. troops in Iraq and risk war by doing so, but that didn't stop them until we called them on it. They did stop then, but they seemed perfectly willing to risk war to start with.

We have provided food, medicine,physical aid to the impoverished, forgiven debt. Funded the UN, and the security it takes for Hugo and Mahmoud to speak more freely than any one of their citizens in their OWN country. Iran considers building a nuclear weapon a 'coming of age' instead of addressing the frustrations and needs of their young citizenry. It is fitting that with the passing of Neil Armstrong this week that the world realizes many American achievements are singular and involve investing in our ethnically and culturally diverse people who are given the opportunity to succeed in any walk of life. One can only laugh at that when they have something better to show.

    It doesn't matter if the pink tarp is hiding something or not. It will get blasted along with a few hundred other targets. They could cover it with a "Hello Kitty" tarp. They will sensor it a thousand times and if there is even a speck of radiation (and even if there isn't) it will be vaporized in a battle plan.     The USA is practicing (and perfecting) multiple drone missile strikes against the Taliban in Pakistan. I recall they simultaneously connected 10 drones to attack at different high value targets and it was a very successful operation. This is what the Iranian leadership has in store for itself. Once the die is cast, their leadership will be targeted and a huge number of their seniors will get blasted into dust. Oh, and then they will come at them again a few hours later and a few hours later and on and on. Government leaders, scientists, military command posts, command and control sites, communications sites, power systems, etc. And not one American life in danger. There is nowhere to hide, it's a different world when a few thousand flying robots fight the war. They better think long and hard about it before it starts because once "it's on" it will be too late for them to "negotiate".

    I am not sure why they would even be covering this facility. To my understanding, they were trying to perfect the explosive trigger that compresses the plutonium pit into a critical configuration. This was done for the Fat Man bomb and is still used today. There should npot be anything radioactive about these tests.

    Also, enriching uranium can be used for a bomb – but they have to convert it from uranium to plutonium to get a really big explosionb out of it. No one has talked about this step so far – all they have done is enriched Uranium.

      While you are correct that Plutonium is the better choice, Uranium is perfectly useable for a nuclear device. It is what was used in Hiroshima. Don't get me wrong, without Plutonium you have a really hard time (if it's even possible) getting to the H-bomb, but for a basic A-bomb, Uranium is fine. If they enrich it up to ~80%, they can weaponise it and wipe out a small city, or at least take out the heart of a small city.

In just one instance they captured 15000 Egyptian POWs helping Saddam!!
    Their pilots were fighting Egyptian, French and Russian pilots who helped Saddam and still they managed to shoot down near 390 Iraqi aircraft and captured a French pilots, two Russian and 5 Egyptian pilots....
    What ever you see with Iranians even when they show their latest missile it's most probably the first generation they developed 15 years ago...they most probably already have nuclear bombs..they are counting days to have dumb Israelis attack them and use this as an opportunity and excuse to destroy Israel in less then 1 sec and get over this Jewish problem we've had in 60 years..after all it should be the Germans protecting and finding them Jews a place to live not U.S...we have enough problems at home!

Although Mies Van Der Rohe adopted this in an architectural context, its economic and political connotations are indeed powerful. Empowering subjugated minorities in India by splitting it into smaller states would trigger uber economic demand for western nations who have given so much financial and technology aid to India with no return to show for the investment. I concur with this approach and with an economic background find the premise to be on solid footing. Central Asian States (CAS) are a case in point on this successful approach. We need to understand that India has an unmanageable large population mired in poverty and we are spinning our wheels trying to feed it. It is also too big of a geographical unit to govern. Again, we saw how a few teenage talibans were able to invade it with a few BB guns. And that says a lot... in a negative way not only for a large unmanageable country like India but also for USA which is trying to prop it up against China. Besides, Americans cannot afford to look like losers in the midst of a terror war which has lasted for over ten years now.

    I want a stable and secure middle east that is peaceful just as much as anyone but the only way that will happen is if these dictators, terrorists, thugs, religious extreamists are out of the picture, and we (as in the entire world) need to do something now.

    So people need to put their history books away and quit looking back to 1500 years ago and look at what is going on today. If people would worry about today and quit looking back to ancient history we would be better off. All these people in our religious past isn't going to fix anything for us. We are in control of our own destiny here, today. You can look back on them as guidence but they will not keep us safe from a nuke or terrorist.

        Pakistan needs to get its extremist problem under control before it can gain any further legitimacy. Just because there are nuclear bombs there does not mean Pakistan is any more respectable. Look at North Korea....

    The denuclearization of South Asia particularly India is imperative.
    Quid pro quo transfer of nuclear technology by USA to third world countries such as India needs to be opposed on moral grounds. Billions of people live in that neighborhood and would be at risk from such catastrophes which I am sure the American people would not like to be a party to. We are all well aware that that region is prone to floods, earthquakes, tsunamis, massive power blackouts and of course terrorism placing such nuclear installations at tremendous risks. US Congress is urged to reconsider and cancel all the agreements for the transfer of such technologies due “Force Majeure”.

    Now, America is a failed country with huge debt. Its debt will be 24 trillion by 2015.
    Every other day a city in America is declaring bankruptcy. ha ha ha

      The US is alright, Back in 1953 that kind of thing was pretty commonplace, no'one likes what happened in Iraq, blaming 'America' won't help anyone. Were all lucky that the US doctrine wasn't aligned with the Soviet version, then we would all have suffered a worse fate. We need to help the US not blame and scapegoat it. The US for all it's faults has done some seriously wonderful things for the world.

      The vast majority of the people in the US are kind and smart normal people just like us. If only they knew that most of the people in the rest of the world knew that, perhaps they would be less afraid, and so eager to 'counter threats'.

      I wish America the best of luck and hope that their leadership see the great need we all have for world unification.

      In 1953 it were the Iranians (NOT America) who overthrew the former government and installed the ligitimate heir of Iranian monarchy. CIA, possibly, helped the organizers to do it but it DID NOT DO IT single-handedly. Still, do you REALLY think that it makes any sense for the Russians, for example, to start a war against Germany TODAY because Germany helped to overthrow the government in Russia and install the Bolshevik regime back in 1917? Do you REALLY believe that the Iranian people are so DUMB that they're incapable of correcting the results of a coup that happened 60 years ago?

        In 1953, the CIA and British intelligence orchestrated a coup d’etat that toppled the democratically elected government of Iran. The government of Mohammad Mossadegh.
        In 1951 Prime Minister Mossadegh roused Britain’s ire when he nationalized the oil industry. Mossadegh argued that Iran should begin profiting from its vast oil reserves which had been exclusively controlled by the Anglo-Iranian Oil Company. The company later became known as British Petroleum (BP).

        After considering military action, Britain opted for a coup d’état. President Harry Truman rejected the idea, but when Dwight Eisenhower took over the White House, he ordered the CIA to embark on one of its first covert operations against a foreign government.

        The coup was led by an agent named Kermit Roosevelt, the grandson of President Theodore Roosevelt. The CIA leaned on a young, insecure Shah to issue a decree dismissing Mossadegh as prime minister. Kermit Roosevelt had help from Norman Schwarzkopf’s father: Norman Schwarzkopf.

      First, America did not kill 1,000,000+ and displace 4x that number. That was mostly due to the Muslim-on-Muslim violence during the (poorly planned) occupation that followed the American invasion. My main point though, regardless of America's sometimes violent (or just plain short-sighted) history, America and the West in general, are still far better places to live, and contribute more to world stability and prosperity, than the oppressive theocrats running Iran.
