Clinton to Egypt - premature or the push Cairo needs?

On Saturday, Secretary of State Hillary Clinton arrives in Egypt, the first U.S. Cabinet official to meet with newly elected president Mohamed Morsy. In some ways, the timing couldn't be worse for Clinton's visit.

Her trip will kick off what is expected to be a steady stream of high-level officials to visit Cairo in coming months, including Defense Secretary Leon Panetta within the next few weeks and culminating with a possible meeting with President Obama on the sidelines of the United Nations General Assembly in September.

Egypt is in the throws of domestic political chaos and looking inward. The country's Islamist president is engaged in a tug of war with the Egyptian military. President Morsy doesn't have his own cabinet in place and there is no parliament. With no clarity or direction of what comes next or what the fundamental aspects of his government's own working relationship will be, how could he possibly be expected to articulate what the nature of the relationship with Washington might be now that he is president?

Clinton aides realize it is premature for substantive discussions on new initiatives or U.S. assistance. But they say the secretary of state wanted to visit Cairo early after Morsy's swearing-in to show the Obama administration wants to help the new government improve Egypt's fragile economy. If America is to have a better relationship with Egypt, she knows this is how the U.S. can contribute most. In Washington's view, democracy is supported by people in jobs with a growing sense of their future.

Aides say Clinton will be very much in listening mode about what Morsy's priorities are and what the United States can do to help. Having supported a democratic transition in Egypt, the United States is prepared to work with the Morsy government to help it succeed.

Clinton also will be encouraging Egyptians to keep moving forward on democratic reforms. This week in Asia, she sent a message to Egypt's leaders to talk to one another and settle their differences for the good of the people, saying both the president and the military needed to work together to avoid derailing Egypt's democratic transition.

During her visit, the secretary is also expected to raise the delicate issues of women's rights and equality for the country's Coptic Christians, who have faced persecution in the past. That doesn't mean finger wagging, however. Officials say Clinton will simply endorse statements the president has made on all of these issues, which the United States sees as positive. In effect, she will be trying to put President Morsy on the hook to implement the commitments he himself has made.

The peace treaty with Israel and the situation in the Sinai on the border between the two countries will also be high on the agenda. Both the United States and Israel have been concerned about recent cross-border attacks into Israel that have heightened tensions between both countries. An explosive mix of trafficking of weapons and people across the border from Sudan, coupled with a variety of terrorist groups moving increasingly freely in the area, has Israeli officials walking on eggshells.

Israel is worried one deadly terrorist attack across the border could force it to retaliate in Egyptian territory, jeopardizing the decades-long peace treaty between the two countries. Although U.S. and Israeli officials believe Egyptian military leaders know the stakes and are not interested in trouble on the border, they seem to be too preoccupied with the country's domestic problems to pay adequate attention to the Sinai.

Here Clinton must tread carefully, as Egypt is very sensitive about the Sinai issue, which it believes is a matter of its sovereignty. Clinton will urge Egyptian leaders to control the border, not just for its own good, but for the good of the region. Again, Clinton can point to statements by President Morsy about his commitment to peace and stability in the region to reinforce U.S. expectations.

From Egypt, Clinton will travel to Israel, where officials will be looking to see what, if any, messages the secretary will bring from Egypt's new leadership about how it views the future of its relationship with its neighbor.

While she will certainly share her impressions, aides say shuttle diplomacy is not on Clinton's agenda. First and foremost the United States must engage the new Egyptian government and establish its own relationship before it can return to the role of peacemaker that these two countries have relied upon it for in the past.

I see no difference between the mission statement of the Muslim Brotherhood and Al Qaeda. If you know a difference I urge to please tell me what it is?. You are now meeting with the the SAME people that KILLED 3000 innocent men and women on sept 11 2001. THe only difference is that they call themselves Muslim Brotherhood instead of Al Qaeda.     If Egypt abrogates the peace deal as the rabidly anti-Semite, anti-US Mr. Fareed Zakaria has indirectly suggested (by calling it a peace deal between Two Regimes and NOT Two Peoples, the US must demand that:

    a) Egypt handover the Sinai back to Israel

    b) Convert the 10's of billions in aid showered on the Egyptians as a reward into loans, and

    c) Support Israel in taking back the Gaza strip, and

    d) Warn other Arab nations of a return to status quo (Post 1967) e.g. return of the Golan Heights by Syria, and MOST IMPORTANTLY

    e) help isarel expel all the "so-called' Palestinians (from both within Israel and the so-called occupied territories) to Jordan where they actually belong.

        Ramy... Israel is a peaceful state. You will realize it if you'll recall that Israel NEVER started a war against anyone without being attacked first. As long as Egypt will not try to attack Israel Sinai will remain in their hands. If, however, the new Egyptian leadership will try to start another war against Israel as Egypt has done in 1948, 1967 and 1973 it will lose some lands and, possibly, not only lands.

    "Move forward on democracy?" By whose definition? One has only to read Morsy's post election speech to get the answer. "Democracy" as defined in the West becomes an oxymoron when spoken by the MB. The US would be delusional to expect anything remotely resembling democracy.     I wonder if faithful wife Clinton knows where her office might be in the State Department building in Washington. Surely there would be someone who could point her in the right direction, maybe even escort her. Then again, maybe she does not have one or need one. During her overseas travels it is a miracle she has not had to dodge any more bullets. Oops, I remember now that her spokesperson said she 'misspoke' about her bullet-dodging terrifying expeience, which inferred she did not lie.

    It is very premature, there is still a power struggle going on in Egypt and until the dust settles the US could be seen as interfering. The only thing this does is give legitimacy to Morsi, who already breached protocol by talking about an imprisoned terrorist in the US. The peace with Israel is predicated on Egyptian and Israeli interests, as long as the leaders are pragmatic and realistic, peace will be maintained. Israel doesn't want the Sinai and Egypt needs to control it's borders to maintain security.

    c) First presidential owe – To wage Jihad against Israel and as yet EXPLICITILY unstated....Jihad against America, and officially nullifying the Egypt-Israel peace treaty....which will follow very soon.

    And, most of these acts conform to what our "so-called" moderate CNN's Mr. Fareed Zakaria has been prophesizing albeit in his sugarcoated writings for naive Americans.

    Here are just a few examples of his statements:

    a) Egypt-Israel peace treaty was between TWO REGIMES and NOT Two Peoples!! (Suggesting that Egypt abrogate the treaty). Ref: “How Democracy Can Work in the Middle East” Fareed Zakaria Time Feb 3rd 2011

    b) “The Danger is from us (the US) and NOT from them (Al-Qaeda & Islamic radicals). Ref: Zakaria “Reflections on 9/11 and its Aftermath” CNN-GPS Sept 9th, 2011.

    c) US support for Mubarak made Al-Qaeda hate us!!!! (Ref: “Bahrain will pay heavy price for crackdown” CNN Feb 18th 2011

    d) The problems all over the ME was b'coz oil was over $105 a barrel (suggesting that the US & Europe had a role in stirring up trouble there). Ref: (Ref: “Could Middle East Tensions Boil Over” Zakaria CNN GPS Feb 24th 2012).
    In the above story.

    (d) Mr. Zakaria also takes the credit by being the VERY FIRST journalist of repute(?) to MISLEADINGLY claim that an US & Israeli attack on Iran will be seen as YET ANOTHER front of the US war on Islam, something NOT even radical Muslim countries have claimed. On the contrary, the Saudis have been urging US to attack Iran, by saying that we need to "chop the head of the snake".

    There are a zillion other instances where Mr. Zakaria has been CONSISTENTLY batting for the Muslim Brotherhood & other radicals.

    One can only imagine the danger to America if this man indeed is nominated as the next US Sec. of State in a second Obama administration as it is rumored to be!

      Amit, you're just a lair. All what you mention is wrong and I have the proof, everyone listen to Morsi's first address and his address in Cairo uni, he emphasized on keeping all treaties with all countries including Israel. He said that he is the president of all Egyptians the Christians and Muslims, he even said in one interviews that he will allow Christians to build churches as they wish and he, as a president, will not interfere or control that (like Mubarak did before), because law manages everything even building the mosques. If you can not understand the speech, just let me know and I'll translate to you.

    I see that Hilary Clinton has her two cents in these elections here in Egypt as everywhere else. The true goal here too is to make sure that the M.I.C. in Washington doesn't lose it's grip on Egypt. Egypt needs to take a more independent course and not take orders from the West as had been the case for the past 35 years!!!

    The USA needs a complete rethink of its position and role for itself and in the world. It should and cannot continue to think it can bring anything whatsoever (policing, liberty, democracy ,etc) to anyone. Those days are gone. Face up to it. It must adopt a pragmatic approach to maintaining its economic/trade and divert its money on strictly improving USA first. It must spend money educating its population and building its infrastructure and stop trying to help and or build nations where the people spit in our faces during and after the work. Stop spending money now in these filthy countries and concentrate on educating US citizens to reduce its own crime and overconsumption habits. Stop giving our money to hostile countries for oil; spend the money on USA R&D to become free of oil dependence. Stop being the sucker of the western world, blindly doing the dirty work of do-nothing countries like Canada, Switzerland, Monaco, Belgium, Qatar, etc. Do educate US citizens to not let the country be run by US corporations like Exxon, Chevron, Halliburton, Corporate farming Inc (fructose dependence building & hormone injecting greed mongers), etc. Stop stop stop. Think, think, think. Stop spending money now in these grimy countries and concentrate on educating US citizens to be able to vote for intelligent leadership in our own government. USA come to your senses; get smart; wise-up; you cannot save the world's governments but you can save, arm and protect yourself!

    I may not fully understand the consequence happened in this world,it is alittle bit complexed. but i tell what depicted in my mind. be very aware of those evil money-brokers , penetrating in every human brain. Eating up your young generation's future.
    The sad truth is that your american holds the world champion of the most criminal Nation. Half you taxes used up to control the violence and homicide. It is , i believe due to your way of doing. it maks your life no quality.
    so, i seriously believe the guy who can reduce your social violence and crimes , must be win the next presidential. because he encounters your backyard and gives you the most important thing that is a certain quality of life , an easy free and comfortable life, not that money and job opportunity can buy.
    so i believe,if we put it into long huamn history evolution, to overthrow a government violently may gives you a short-term winnership, but it left behind a violent consequence of education. No body gets benifits.
    so, what i think of Syria problem. if we just consider the poor living of Mr Assad , not just driving him mad and intenser, we give him some time to cooloff and think about. and be kind and nice to give him a chance to accuse and sue some of your faults, surely he may gently repay us sense and sensibility.

    you are not that mean, i guess.
    and you should listen to some of Mr Russia's sober advice too .to mantain the world balance.cause you are not perfect.
