U.S. base housing terror suspects to get $40 million upgrade

The U.S. Navy base at Guantanamo Bay, Cuba, will be getting an estimated $40 million communications upgrade, signaling it will continue its mission of holding top suspected terrorists and as a major humanitarian aid base in the region.

The base, also known as Gitmo, will upgrade its limited satellite communications system to an underwater fiber optic line that will stretch from the base to the coast of Florida, according to Pentagon spokesman Army Lt. Col. Todd Breasseale.

The United States has alerted the Cuban government that it intends on starting the project this summer with a survey ship operating off the eastern coast of the country evaluating the expected route, but actual work of installing the cable will being within a couple of years.

The outdated satellite communications system was overburdened with the military court hearing the cases of the top 9/11 plotters and other war-on-terrorism suspects, as well as the ongoing detention operations.

Upgrading to a fiber optic line allows much more bandwidth and a more secure line during bad weather that can hamper satellite communications, according to Breasseale.

While close to the United States, the base is still remote in southeastern Cuba, and is often in the path of severe weather. It generally houses about 6,000 troops and civilians.

"The project will bring the base online with communication technology equal to that of the Department of Defense footprint around the world," Breasseale said.

While the 45-square-mile base has become well known for holding terrorism suspects since early 2002, the base has been controlled by the United States for over 100 years, though its role has shrunk considerably over the decades.

But the United States also uses it as a major contingency base for humanitarian aid operations, most recently using it as a staging ground to bring relief into earthquake-stricken Haiti in 2010. In the 1990s the base was also used to house refugees from Haitian political unrest.

With large swaths of open land, the base is prepared to take on thousands who could be housed in tents, according to Breasseale.

"The need for humanitarian aid is not going away, and this base is needed for that," Breasseale said.

      Yea yea that's a grandiose idea, lets close gitmo right now. Problem is theres a fundamental problem with that. Nearly 50 people there are deemed "unsuitable for transportation in any form". There are a number of people we want to release but no country will let them step foot on their soil. They won't walk free on American soil, but when no other country wants them what do you do? Dump them in the international area of an airport and never let them cross customs? Some of these people helped wound and kill your family members, but we fight for their rights? If they wanted our rights, they could have attempted to become US citizens. House them in prisons on US soil where other prisoners will want to kill them for the notoriety. The primary problem is everyone wants to run their friggin mouth without really rationalizing what could come of it. It would be a violation of the rights of a US citizen, THESE ARE NOT YOUR NEIGHBORS, they are prisoners of war, even if it means for the rest of their life. There's all kinds of ways to give your life for a cause, these guys managed just that. We could have shot the idiots and made everything easier and cheaper. They seem to enjoy shooting each other enough that I really don't think it matters. It's all propaganda, let them rot in their cells. If you want to let them out, put them against the wall.

        Wow i'm amazed at the pure ignorance people can use to come up with some kind of reasoning for doing unjust things.
        You realize the majority of issues you list, are the direct result of locking these people away on shacky grounds in the first place? Their branding as "terrorists" that in many cases had been based on nothing more then just "knowing somebody who knows somebody"? Or your sheer naivety in believing that everybody there is there for a reason beyond doubt.

        And because of their unjust treatment and the complicated situation all this created in the frist place, the best solution is to just keep acting like everything that happened had just been fine and should continue to go that way.

        Don't get me wrong here, i'm well aware that many of these inmates by now probably have a pretty big grudge against the US and (depending on their level of education, a general anti-weste tendency) and as such could pose a threat. But it's just narrowsighted to shrug away that many only started to develope these tendencies after being locked away and treated the way thay have been treated.

        If the goal is really to spread and teach the ideas of democracy and freedom then the least that should happen is acknowledging that errors have been made and innocent people have been treated unjust. Pretending otherwise and continuing this disgracefull facade will only serve as great examples for teaching even more anti-western/US/democratic sentiments all around the world.

        Actually they are not prisoners of war under the geneva convention. There are very specific definitions of what a prisoner of war is and the people being detained fit none of them. They are exactly what they have been called. unlawful enemy combatants. But by US law, if they are not to be treated as prisoners of war and subjected to military courts then they must be dealt with in federal courts. If we don't want to try them in a court of any kind then we need to release them. Saying no country will take them is BS. No country we have approached will take them but these are not our citizens and can be returned to their country of citizenship.

    For a startrer when BHO became president he has a majority in BOTH houses of congress. If the Democrats wanted it closed they had the votes. Truth be is that none of the Democrats or Republicans wanted these guys in our backyards. And once they set foot in the US the lawyers would flood the courts with habeas corpus writs to free them for lack of evidence of committing a crime in the US. Also having spent 5 years at GTMO before the detainees arrived I can assure you that it has many other purposes than housing a bunch of guys who want to kill us. With the closure of Rossevet Roads in Puerto Rico it is the Navy's only deep water port in the Carribean.

    Let's use Guantanamo as a transitional housing place for illegal aliens from Mexico to stay prior to reintegrating them back into Mexican society. Make certain that there are plenty of musical instruments, play mariachi music from the speakers, and serve tortas and burritos in the lunch hall. If we are going to have this facility there, why not make the best use of it that we can. Think of the cultural exchanges that would be ongoing!

        Let's see, yes the US does border a bit of water but how many of our deep water ports can boast that 6 miles off shore they are in 13,000 feet of water. Great for conducting anti-submarine exercises. Also there are no chapters of Green Peace or PETA, or Save the Whales to protest these operations. The base at Roosevelt Roads PR was closed because of the many protests. Also the area off shore doesn't have the commercial traffic that US deept water ports have. At GTMO an hours steaming gives enough depth for ASW exercises, the US has a considerable, relatively shallow continental shelf. Also some may begrudge this, but GTMO sits at the entrance to the Windward Passage one of the major drug routes from South and Central America to the US. So besides holding a bunch of baddies, GTMO has many other uses. It is well worth the $5000 in gold which is payable to the Cuban governement each year for the yearly lease payment.

        HC01 once you are 12 nautical miles off shore you are into international waters. PETA nor Green Peace or any other agency be protesting out there. Once you're that far out, 13,000 depth is not an issue. If you wanted to be in the gulf, you could do that in international water, or even off any coast of Hawaii. It is clear this has nothing to do with the navy, it has to do with the millions of dollars about to be spent on GITMO.

        Greenpeace regularly protests whaling in the Pacific. And yes once you are 12 mile out you are in international waters. The Gulf is impractical for most Navy training because of the oil rigs and the heavy shipping traffic. And while the waters off Hawaii are used for training the Pacific fleet, the training for the Atlantic fleet has a nice warm water port at GTMO. As for spending $40 mil to improve the conditions for these terrorist that is wrong. Give them a bare cell, a bucket for personal use, no soccer field and play Christian and Jewish music over the loudspeakers.

      Its easy to make promises on the campaign trail to voters, especially when you have very little actual Government experience (*cough cough*) But once he actually got into office, he probably saw just how vital the base and its operations were, and that he didn't really have much of a choice but to leave it open.

It was my belief at the time that the best course for the U.S. would be to close the Gitmo detention facility but I now know this is not the case because ____________ (and give us good reasons)."

        Ordered it closed. It was an Executive Order that required no legislative approval from the GOP. He just didn't follow through.

        Instead he started pointing our drones at American citizens with no due process of law. That's about a thousand times worse than anything happening at Gitmo. Any thoughts about that one?
