Director of National Intelligence James Clapper wants more government employees to be subject to an enhanced lie detector test as a deterrent to leaking classified information, an intelligence source told CNN Thursday.
RECOMMENDED: "Avalanche of leaks"
As he briefs top intelligence lawmakers who are outraged over a series of recent leaks of classified information, Clapper wants to widen the numbers of people across government agencies who would be required to take the “Counterintelligence Polygraph,” the source said.
The move would be aimed at government employees who hold top-secret clearance, including employees at the 16 intelligence agencies he oversees, but also at other departments, such as State and Defense, which have employees with access to similar information, according to the intelligence source. But the scope of Clapper's efforts would not include White House officials who also are privy to classified information.As of now, not everyone with that clearance level is required to take this specific polygraph, which, the source said, would have questions added to it, including whether the employee has passed information to journalists or other unauthorized recipients, for example.
Clapper is pushing for a number of bold changes to government procedures in order to detect and stop leaks, according to the source, which would also include looking at circumstances under which clearances might be revoked or suspended, and reviewing a number of other administrative policies.
Sen. Dianne Feinstein, D-California, who chairs the Senate Intelligence Committee, is calling for new provisions to be added to the intelligence authorization bill, including requiring congressional notification of authorized leaks of information, and finding more severe ways to crack down on those who are not cleared to disclose information but do it anyway.
Feinstein was joined by counterparts on the House Committee on Intelligence in saying that a recent string of leaks are dangerous to the U.S. intelligence community and sometimes endanger lives.
Included among those instances were: disclosures about an ongoing operation deep inside al Qaeda as they developed a bomb to potentially be used against the United States; reports of drones carrying out targeted killings; and leaked information about the Stuxnet virus, which rendered centrifuges at an Iranian nuclear enrichment facility inoperable.
Sen. Saxby Chambliss, R-Georgia, the ranking member on the Senate Intelligence Committee, said after meeting with Clapper that there is "no more important issue than this issue."
Sen. John McCain, R-Arizona, has blamed the White House of intentionally leaking classified information to burnish President Barack Obama's national security image five months before the presidential election.
National Security Council spokesman Tommy Vietor said Thursday that those allegations "have no basis in fact." Feinstein and Senate Foreign Affairs Committee Chairman John Kerry, D-Massachusetts, said they do not believe recent leaks came from the top ranks of the White House.

Since Clapper brought this lie detector thing up let's apply it in this order. Start with the infamous Fast and Furious and put Obummer and then Holder to the test. Then broaden the topic to WH leaks and again test Obummer and Holder first. If they pass, then it can be broaden to other government employees.
Anyone who has taken polys will tell you how crude the device is. In the 80's Reagan wanted to expand the use of polygraphs (including polygraphing his cabinet) due to leaks in that era. His Sec. State at that time, George Shultz refused and told Ronnie that he would resign if he was asked to taken one.
Polygraphs are not accurate but are used as a 'coercive interrogation device'. They do elicit various confessions during screening because polygraph sessions can drag on for 3-4 hours at a time (full scope poly) and your focus can waver.
The main issue with the polygraph however is that it is very blunt. It does measure overall physiological responses decently but it is not accurate at pinpointing issues for a particular question.
John Pollard, Aldrich Ames, Richard Hassen all passed polys. They are used a lot at the IC's because it is cheaper to weed out potential employees before initiating expensive Background Investigations but polys do not do a good job accurate separting wheat from chaff. They throw the baby out with the bathwater. A crude instrument that provides a false sense of security to agencies who do not want to spend the extra/actually investigate all case files/employees.

The President is held to the same rules of protecting classified information as the rest of us that hold access are. It's perhaps arguable that he can release whatever he wants, but that doesn't make it declassified, just leaked.
Congress and the White House are two of the biggest leakers of classified information going, followed closely be a largely irresponsible press that prints everything it ca get its hands on without a moment's consideration for potential damage to the U.S.
Another VERY serious problem is over-classification; some agencies would classify the menu at the local carry out if they could get away with it. When everything is classified, nothing is protected.

I had a security clearance for over 40 years when I worked in the defense industry. If I had spilled the beans as often as these political hacks have, I would still be in San Quentin. I knew the importance of keeping my mouth shut and it is obvious these dimwits do not!

So the Director of National Intelligence wants to waterboard its own employees. They may not say that now, but that's where it eventually goes.
They will go for relatively employees, with diverse backgrounds. CI & CO will subsequently, create a "witch hunt" to find something anything to discredit this person. They will find something. Because everyone makes mistakes and it all depends how behavior is interpreted. Most likely they will find some minor issue. It will be something others are allowed to get away with every day. However, in the case of the targeted individual they will argue: See we told you: "these people should not work for us." Because once targeted the office doing the investigations feel they need to prove themselves. Its all about the ego at this point and not about being fair to the employee.
The „system" will spend enormous amounts of energy and resources on these individuals, not giving up, because it has to be proven that: "they were right all along. Meanwhile the leaking will go on. End of the story the target employee´s reputation will be ruined (because none of their personal information is really personal and for years to come the employee will have to face the music), the government will have spend our tax dollars barking up the wrong tree and THE LEAKING CONTINUES.
At least the intolerant extreme right wing will have succeeded in running out another employee, "who should not be there anyway."

Demand that more people have a polygraph before they can work for the government. And since you can't get most jobs without first having the polygraph, that makes those who DO have a polygraph more expensive (eg. government employees).
Polys present more problems than they solve.
The poly comes down to the reader, and this person will always be pressured to come up with a quota (goal is mroe accurate) of how many positives they will get.
Polys act as a deterrent for epople to do their jobs. For example, after Ames was found, the CIA went on a poly spree, and their initial poly spree showed some ridiculous number like 40% of all operatives were spying against the US. This poly spree created paranoia throughout the agency because now people were too scared for their jobs to communicate to others, thus leading to intelligence breakdowns. It is this intel breakdown that led to the 9/11 attacks as by then, the CIA has been so gutted and filled with fear, no one wanted to share any info because they were scared of being accused as a spy.
A poly is not accurate, and it relies on the reader who can have bias in their interpretation. The FBI fought to keep it in their hiring, yet fought against its use in the court system, because they know how inaccurate it is, but since they have so many applicants, they do not care that over 50% of them fail the poly.
The thing about the poly is you cannot prove a negative. So for example, it shows you lied about doing drugs in the past; how can you prove you did not? It is impossible to prove something you did not do, like trying to prove Santa does not exist, it is a fallacy.
I heard they gave John Boehner a similar test a while back and ask him if he put the welfare of the America people over the profits of Big Business. He said "Yes". They still haven't found the needle from the polygraph machine, although rumor has it that it was spotted by the Hubble Telescope passing Jupiter.

It's my understanding that a "lie detector" test is inadmissible in a court of law, because there are so many chances that the results may be wrong. So, if that's true, then why do so many prosecutors/defenders continue to use it to determine someone's guilt (or innocence)? Am I missing something?

Under current laws anyone passing/leaking classified information is punishable of at least 10 years in jail and 250K fine. So why is it law makers can leak classified info and not get in trouble but anyone else goes to jail?

Al, I think you need some help in understanding human nature and the reality of man-made religion.

Anyone who knows anything about them recognizes that lie detector test results are a joke. At best they frighten ignorant people into "confessing." Beating them is easier than lying to your mother. What it does is put a big question mark on anyone who is threatened with such a test. Refuse and you are assumed to be guilty. Take one and the simple fact that your are "freaked out" by the "show" surrounding such a test can make you look guilty. Nothing is answered. The real "criminal" – if that is what they are – is generally able to beat the test without difficulty.
This is a joke. But one that will certainly damage people who are innocent – and no one seems to care.
I see polygraphers at work in my job. I was skeptical at first but see that they do have it down to a pretty good science. Especially in screening you for something you feel guilty about like stealing. However they are only as good as the operator. Cut corners and you get a bad result.

Lie Detector tests are passed by the guilty and the innocent are failed. This is why the tests are NOT allowed as evidence in court, nor are legally binding, except in the clinically paranoid CIA, FBI, DEA, NSA – notice a pattern here? It's likely you have NEVER taken a polygraph exam, or been educated about its strengths and weaknesses.
For your education, in the U.S. Government, the polygraph is NEVER used as the sole basis of making a decision about a person's honesty, integrity, or character. It is one tool, among many, to assist in the decision-making process.

It depends on the agency. At some IC agencies, multiple 'inconclusive' polys are enough to drop a COE without any further investigations. The poly is a blunt tool and not a precision scalpel. The SOR usually used in that case is "deception on poly" which is impossible to refute.
Expanding polys is a lazy and poor solution; administrators love making this recommendation because it makes them feel/sound like they are doing something when in reality it does not solve much.
GIving a narcicistic, pathalogical liar a polygraph will only confirm that they are a narcisitic, pathalogical liar.
Even the prez should be required to take a lie detector test, they no doubt have access to classified information so they should be no different.
There's no need to polygraph the President or other elected officials. Regardless of the results, the polygrapher can't undo the results of the election.
Imagine if any particular party in power were to use polygraph results to target the opposition. They could swap out all of the opposition party that was just elected for their own candidates. The U.S. would quickly become a one-party country (ie. Communists).
