NATO's post-Afghanistan future unclear

As 60 world leaders descend upon Chicago for the NATO summit, the future of NATO's mission in Afghanistan will be center stage - but NATO's members also will be confronted with a bigger issue of whether the organization can remain relevant.
The challenges going forward are much different and far more complicated than the ones that faced the founders of the North Atlantic Treaty Organization 60 years ago. Then, the premise was simple: an attack in Europe or North America against any member is an attack against all. The Soviet Union was the common enemy that created a shared sense of purpose among NATO allies.
Today, NATO's battlefield knows few bounds, with threats ranging from terrorism and nuclear proliferation to cyberattacks, piracy and disruption of energy supplies.
Since the collapse of the Soviet Union, the alliance has operated mostly away from Europe's backyard.
Missions in Afghanistan and over Libya have reflected a shift from a European defense organization to a global security organization that confronts threats before they reach NATO's border. NATO has also undertaken counterterrorism operations in the Mediterranean Sea, supported African Union peacekeeping missions, conducted anti-piracy operations near the Horn of Africa and assisted with humanitarian relief in Pakistan.

This new global engagement has not always been popular with member-state citizenry, many of whom who saw the missions in Afghanistan and Libya as wars of choice rather than of necessity, ones that cost nations in blood and treasure and put unwanted strains on national budgets during a global financial crisis.
The decade-long NATO involvement in Afghanistan has produced what some have described as collective fatigue among European allies and questions about whether NATO should be involved in conflicts outside of Europe's backyard.
Europe's collective fatigue with NATO's globetrotting has often left the United States shouldering most of the burden, which is considered one of NATO's greatest shortcomings. The United States now covers 75% of NATO defense budgets, while the majority of allies don't even allocate NATO's benchmark 2% of gross domestic product to defense.
Sharp reductions in European defense budgets have only increased dependence on the United States.
Former U.S. Defense Secretary Robert Gates left office with a parting shot to NATO by saying that it's unequal burden sharing could erode the alliance. Bemoaning Europe's lack of political will and slashing of its defense budgets, Gates said Congress was tired of footing the bill and warned of a "dim if not dismal future" for the trans-Atlantic alliance if Europe does not step up.
In Afghanistan, several NATO members did not permit their soldiers to fight, focusing instead on development work in quieter areas of the country. And in the recent operation in Libya, only eight members of the alliance took part. The U.S. decision to "lead from behind" in Libya forced members to use their military assets. Yet American aircraft and surveillance were still needed to sustain several of the missions, exposing troubling shortcomings in Europe's defense capabilities and reliance on US military support.
Anders Fogh Rasmussen, NATO's secretary general, has challenged members to embark on "smart defense," essentially pooling assets with the goal of developing and sharing better key military capabilities. While the United States seems ready to meet the challenge, the commitment of NATO's European members, embroiled in the euro crisis, is unclear.
Although NATO was founded with a pledge to unite a Europe whole and free, plans for enlargement have not been a priority. In a time of austerity, the alliance has sought to reshape itself by strengthening partnership with other states. NATO currently is engaged in partnerships with more than 50 countries in various regional configurations.
Efforts to work closer with Russia, however, have faltered. NATO and the Kremlin agreed to seek ways to cooperate on missile defense but have failed to reach a deal. Moscow wants a legally binding treaty that the missile defense system will not be used to counter Russia's deterrent, but Washington says while the system is not aimed at Russia, it cannot agree to any formal limits on the system.
NATO's reputation for years to come will rise and fall on the future stability of Afghanistan.
The alliance pledged to withdraw its combat forces by 2014. Before then it must train Afghan security forces to maintaining stability in that country. But even after 2014, the alliance's role in Afghanistan will not end and NATO has ensured ensure continued international support even after its troops leave. .
Still, once the mission in Afghanistan is over, NATO will be without a major operation for the first time in 20 years. Some argue that NATO should get back to its basic mission of protecting the homeland security of its allies
"Maybe we need to work closer to home and focus on threats to security in the trans-Atlantic arena in a more diverse way - cyber, energy, terrorism and infrastructure protection," says Kurt Volker, a former U.S. ambassador to NATO and now a fellow at the John Hopkins School of Advanced International Studies. "That might generate more public support than sending more troops to a place like Afghanistan."
In an Atlantic Council report on NATO entitled "Anchoring the Alliance," former U.S. ambassador to NATO Nicholas Burns argues that even that even though Europe must show more commitment to NATO's joint security, the United States can't "hand off" responsibilities to NATO.
"The U.S. is the essential member of NATO," Burns wrote. "It cannot 'lead from behind.' American leadership should leverage greater European and Canadian contributions but they are not substitutes for American involvement, purpose and power."
Europe has been the core of U.S. security interests since World War II. Before the 2010 NATO summit in Lisbon,Portugal, President Barack Obama cited Europe as Washington's reliable partner of choice in dealing with international security problems, saying the United States doesn't have any partners in any other parts of the world that shares "such close alignment of values, interests, capabilities and goals." Obama is sure to reaffirm this commitment when he hosts NATO leaders in Chicago.
Yet earlier this year the president also made clear the U.S. is shifting its defense policy toward advancing strategic interests in Asia and the Pacific as a "top priority" in an effort to counter China's growing military might.
This suggests a shrinking common purpose between Europe and the United States, which leaves pointed questions about the future solvency of NATO as a trans-Atlantic security organization.

Withdrawing US troops and their families from Europe will force them to spend money stateside. There is no USSR threat looking to crush europe. Europe can handle themselves. Russian, Chinese, and Indian alliance is the next threat that could easily interfere with our trade routes. The BRIC countries are already growing in strength and support which could leave us in the cold.

There are 80,000 U.S. troops in Europe. That is really small number and smaller than the size of a small city in the United States (even if you account Family/Contractors). So explain the marginal benefit of bringing troops back to the states comparative to keeping them in Europe. I would argue it is important to project combat power across the globe – so we can reach out and touch somebody if needed. Military operations over the last 2 decades have increased in SW Asia, Africa, and the Middle East were stagged/launched from Europe and its helpful to keep our Russian adversaries on its toes even after the Cold War. Think of how expensive it would be to ship personnel, equipment, and vehicles across the Atlantic to fight a war/conflict without having some sort of US military presence already there. Use some commonsense.

Since most of the Western European nations have already been through the colonising process and have seen that the cost outweighs the benefits they generally have learned the lessons of history while the U.S. ignores them. Like any force ..it is built with premise of self defense...but it quickly transforms to aggression, the language/wording combination from the dictionary to make that transition is only limited by one's imagination...bottomline is that Libya was not bombing Europe or North America when NATO attacked it....Even though I personally found some deserving satisfaction against what happened to Gaddafi...

The original purpose of NATO was to shield the national pride of Western European nations from the reality that the US was protecting them from the Soviet Union, something they were too weak to do for themselves. Now that the Soviet Union no longer exists and Russia is not as much of a threat, the organization should be disbanded.
look it all depends on how the world leaders want to approach the worlds up coming problems. nato and un are here to police to world and keep peace. so they are both needed. true they both and changed from what they were originally intended but the world changed for the bettter because of who they were (nato and un) and what they did, i give them props for that. however the dangers approaching humanity now are not just terrorists or leaders of small countries trying to get more power or money. its much more complicated than that, you see the world population is growing so fast and so high its quickly getting to the point to where unless there are some very serious changes in infrastructure around the world and technologies developed, humanity itself will be fighting for food and space to grow. right now aside from the upper 10% of power holders (not governments but companies and ppl running them) trying to make more money . prices are goin up because there are more ppl to supply, and our abilities to supply those ppl is hitting its max. so soon to come it wont matter if there is nato and un we will have no choice but to (a) go to war and (a1)take over these countries that dont make good enough us of the land and develop them so they can (a2)fight till the world popualtion is back down to a more sustainable level. (b)make the top 10%either give up thier power or money or life to develop these countries and make them more productable with thier land. or (c) make a world law that only lets our population get to high to prevent these things from happening, either way we have to do something cause the population growth rate is getting outta hand. we cant just look at things and plan for 100 or 200 years from now we have to plan beyond that. or mother nature or our own doctors will creat some horrible disease – virus that effectively wipes our most if not all of us....... just saying
NATO needs to be in place to be able to oppose any nation that becomes strong enough to be a bully on the European continent. If it's Russia, or if it shifts to Germany, there needs to be a strong group held together by treaty to keep them in check.
You seriously think Germany is going to try starting another devestating war in Europe? Try looking at the german army for one, they're a tenth of the U.S army for and it's mandated in the German constitution that it can only be used for defense. The German people (except for the radical nut jobs which all countries have anyway) don't want to fight any more major wars. Unless they are attacked or a NATO country is attacked they won't be launching an offensive war. Russia...I don't trust them as far as I can throw them.

NATO don't wish to be a tool of American foreign policy anymore and it won's survive. Every war we fought in the Middle East, including that in Afghanistan in which we dragged NATO, had to do with our irrational support for Israel policy. And that goes for the terrorist war as well. All would be settled if the US, the sole nation in the world to oppose this, would require Israel to live within the boundaries set by the United Nations in 1948 and return the Palestinian territories it stole from that time on. The four wars during which Arab nations tried to destroy Israel were fought within the cold ear context with the USSR pulling the strings. Those days are gone as much as Nazism is gone. European nations have tried to persuade the US for years to abandon its position but every attempt at doing so has been opposed by the all powerful Jewish lobby, supported by FOX and the evangelical parties whose mind is still fighting the Crusade wars. Iran is right in not bending to the US as long as we do not adopt a just and balanced approach in the Middle East. Israel is now trying to get us to fight yet another war against that country and if the Romney is elected, that's exactly what will happen. Islamic terrorism, Arab nation antagonism (Arabs nations and people were very friendly to the US until the early 70's), wars and loss of American credibility all have to do with the greatest conspiracy of all time in US history. Russia, China, Arabic nations, and Israel want NATO dismantled. No member state wants it dismantled so it will remain as is, and pretty much no non-member state wants it to stay, those listed above are the main opponents for various (and some different in Israel's case) reasons.
Well I would like to start off by stating that Iraq and Afghanistan were wars started by Osama/Bush/Taliban and not by Obama and blaming him is like blaming you all for atrocities commited by european settlers whenever they started colonizing the world. Secondly I would like to state that the U.N. is the place where all member nations are supposed to go to resolve disputes instead of going to war. If it was that then tell me why there is a communist country less than fifty miles away from U.S. soil? Human rights? The Castro's still kill their citizens. NATO is still necessary and people mentioned Georgia being invaded as a what if. It happened!!!!! Russia is still in control of Georgia and they never removed troops. WE LET IT GO!!! That was NATO. By the way that was done by the then prime minister Putin. Not President Medvedev. Now Putin is president again look for chechnya to go up in flames and other Soviet sattelites to come back to mother Russia. Don't get me started on China.
I say do away with it, its worthless. And do away with the Hague to. If countries have disagreements let em fight it out. We need to thin out the worlds population anyway, or we will be fighting anyway in the future over reasources.
NATO does needs to be dissolved, because it does not provide enough representation from the G20 countries. Or fair representation from all regional leaders from each continent. G20 should take over the responsibilities of NATO so there is equal representation towards costs and fairness in decision making.
NATO is no longer relevant, because right now, the only truly non-parasitical countries in the organization are the US, UK, France, Germany, Turkey and Poland.
The other European states are so quick to run to the US for security for what they perceive as a threat from Russia, but yet they are totally unwilling to commit to NATO's objectives and baseline rules, like the defense spending percentages.
Disband NATO, it's a useless organization and if need so, re-form another defense treaty organization – this time with stricter rules on membership. No more Baltic states which need NATO's air forces to patrol their airspace "temporarily" until the Baltic states could purchase combat aircraft.
Right now, ten years after the "temporary" Baltic Air Policing act was enacted, the Baltic states have YET to even purchase a single combat aircraft to defend their OWN airspace [forget about contributing to NATO missions].

NATO was formed to prevent the Soviet Union from conquering Europe. Look around, do you see the Soviet Union? It crumbled in 1991. Suddenly NATO no longer had a mission. 9/11 came along and it had something to do. Now that the Afghan was being exited by NATO, what does NATO do? The main function of NATO at the present time is to keep the Europeans in some type of military alliance and prevent another WW I and WW II. The Russians look at NATO and wonder who is the enemy of NATO? They hear Republican Romney saying that Russia is "Russia is the geopolitical foe". Talk like that makes it reasonable for Russia to fear that the US and NATO is their enemy.
Russia and the Soviet Union are very different countries. Russia is not an enemy of the US. Having Republican politicians calling Russian a "foe" is the way to create an enemy where none exists. The US and Russia have differences but none of them approach to being a reason to cause a war. The political differences with the Soviet Union was so great that warfare almost happened several times.

NATO exists as a deterrent power and it's pure existence prevents wars, it doesn't have to get involved in wars to prove its value, wars not taking place shows its value. Think clearly.
There's another thing: Germany is by far the strongest ecomy in Europe, and without the strong support of Germany for acting in other parts of the world, NATO will always remain ineffective. Germany has almost 5000 troops in Afghanistan, though they're not in the fight. Basically, after two lost wars, you will never get Germans to fight anywhere again, barring in self-defense. And they take the position of, 'Who's going to attack us?' Even Russia won't...
The US is using NATO as an extension of its own foreign policy. This is not the purpose of NATO and I should imagine its only a matter of time before member states realise their soldiers are dieing for policies that enrich US interests and refuse to simply support and pay for such policy. Who can blame them? NATO is for defence not for offence.

NATO lost leadership when Obama chose to abdicate the U.S.'s Leadership role. It's not that the U.S. should always be the Leader of NATO, but the U.S. should assure a healthy transition to another that can effectively lead. Let's face it guys, NATO is absolute bullocks. There's allot of talk about Afghanistan on this board but somehow no one has mentioned the fact that after an entire decade of fighting, none of our geo-strategic goals of increased global security have been met! Not one! I hate to say it but Afghanistan was a failure for NATO. What we have now in Afghanistan is no less violence then there was in 2001, probably more if anything, an unpopular and corrupt Karzai government that's going to fold the second we leave, and Afghan security forces that kill American and European soldiers whenever they want. At the end of the day, Europe needs NATO intact way more than the US. The article put it well when it said that in the coming decades, our military focus will begin to shift toward the pacific. What then for Europe? Their biggest military power (in my opinion) is Britain and you could fit their entire army into a soccer stadium so I say screw Europe, let them realize how dangerous these defense cuts really are in the long term, and let them go at it alone. All they do is bitch and moan at us anyway and when we finally force them to use their military assets in places like Libya, they have inadequate supplies, not enough ships or aircraft, a poor command structure, you name it! It easy to cut defense spending people but when you need the military literally nothing else will do!!!

At the end of the Vietnam War, we left our friends to fend for themselves at sea and at the hands of our enemies.
At the end of the Afghan war with Russia we abandoned our Afghan and Pakistan allies. (Then the Taliban and Al Qaeda moved in.)
At the end of the first Gulf war we left our Friends to be brutalized by Saddam.
At the end of the second Gulf war we are leaving our Friends to be persecuted by an Iran friendly government.
Now, at the end of this Afghan war, we are leaving the women of Afghanistan to be brutalized again.
At least with Korea we are still standing with our friends. But it's unfinished business.

MikeB, one thing I would point out is that in most cases you mentioned, the "ally" in question lost the will and or ability to fight their own battles. The Afghan Mujahaddin were an exception, since they were never really "allies" in the first place, and a good percentage of them were what would in fact become Taliban leadership later. If our NATO allies are unwilling to even invest the minimal money agreed to in the treaty to defense, it's hard to justify our continuing commitment.

As long as the Soviet Union (excuse me–Russia) and Communist China daily exhibit behaviors that sound like threats against the West (sounds like I started the Cold War all over again), The US and Western Europe need some semblance of a deterent force. Historically look back on the League of Nations and the lack of support it had. Hitler was not frightened of them; they packed no power. But NATO has demonstrated it has some power (Bosnia). Remember both Russia and China have large well-equipped well-trained armies and I don't think either would be afraid to use them.

NATO permits the US President to take actions and claim that the action is being taken by a "coalition", or, by the US "and its allies". It permits European countries, who refuse to field military forces capable of defending them, to speak as if they are military powers. The whole of NATO, without the US, could not, and would not, deter a third world country. The only joke funnier than NATO is the UN.

The Chinese and Russians need US as much as we need them. To think that one of the three would attack the other is fantasy. I say that we need to collaborate with the Russians and Chinese beginning with space exploration. Talk about opening up new markets, Holy Wah! I have spent a lot of time in China and can tell you that the Chinese people are well intentioned and love Americans! I have not been to Russia (hopefully someday) but have heard good things about the Russian people from friends who have been there.

As a soldier who has fought under NATO command in Afghanistan and a scholar of military history, I believe that NATO is the Key Stone in the global security of the world. What other nation or group of nations would take up the burned of global security? China? I hope not. Now NATO is not flawless and most of the European nations do not pull their own weight compared to the US and there is always politics involved with everything they do but the ideals, values and principles that NATO and other western nations stand for, is a good role model for the rest of the world. From a military point of view I believe NATO should expand to include other western nations around the globe (i.e. Australian, Taiwan, Japan, South Korean and Singapore) and become the most dominated, western, democratic military power in the world…forever. This would have security, social and economic benefits for the world and might damper the ambitions of raising nations if they choose not join the alliance. I can see a great future for NATO if only the western, democratic nations of the world solve the global financial problem.

Every US service member in Afghanistan is under NATO, i.e. ISAF (international security assistant force) but take their day to day orders from US officers.

And on a broader note: if NATO expands to include Taiwan, Korea, and Japan, would it still be NATO? Those nations do not border the North Atlantic. And do we really want to enter into a binding NATO-type defense treaty with Taiwan? Would you really want all-out war with the PRC if they chose to use force against Taiwan? And do we want that sort of treaty with Japan, which so dramatically limits is military to a modest self-defense force?

It seems that AlanS and Tyler have missed something. The US has been in other treaties and as far as i know they are still part of those treaties. They are SEATO the South East Asian Treaty Organization includes S. Korea, and I believe a few more countries. Additionally there is ANZO the Australian New Zealand and the US. This is why Australia, Japan, New Zealand have contributed to some form or fashion to the War on terror.
SEATO!? Which world do you live in? Though thais and koreans contributed troops in vietnam under SEATO, UK flat out refused to do so. There is also the fact that US put sanctions on Pakistan, instead of air lifting supplies when they were fighting a war with India in 1971 (an insurgency supported by india). SEATO was very relevant as India had signed a friendship and peace treaty with USSR, so any pretense of non-alignment was gone. SEATO and CENTO aka baghdad pact are long gone (saddam withdrew first and the final nail in the coffin was the removal of shah in 1979).

Having been deployed to Iraq I can tell you first-hand that we often went out to schools to give out supplies, and you never seem to hear the stories of military members helping the civilians even though it occurs every day. Rather than dismantling NATO, I would make it so powerful a force, that the perennial aggressor nations fear before they attack the weaker nations! No more Paper Tigers! the new International Force must be apolitical. No UN veto can overrule such force, as happened in Syria! Such force is vital in today's world! It must command all kinds of special forces and missile defenses. It must have the best arms available. It must have representatives, open or covert in all nations!
NATO would be a great idea if it didn't hide behind the might of the US and stood as it's OWN organization with equal contributions from all countries. As it is, we ARE NATO, and we provide not only the funding but the troops for most NATO conflicts. To be honest, we need to stop playing world police for a few years and get our stuff straight; only until we have a solid economy can we point our fingers at others and say, "get in line." NATO should remain as a deterence from unwanted conflict, since no single nation would even dare take on a multinational alliance by themselves anyways. However, I think NATO needs to clarify their mission statement to the world and even rewrite it to make it more up to date in the post "War on Terror" world if they wish to continue their alliance. Some may argue that without NATO's existence, we'll be living in a world where there's no enforcement on peace and would only spring up more conflict because there's no force that can really stop the violence that can become an international issue.
@Ad-Hoc... Agreed. First, every NATO member should commit to x% of GDP being given to NATO for the budget so no one country is carrying the bulk of the burden of costs. Then, NATO should be used as a deterrent to non-NATO countries attacking any NATO-member country. And, finally, NATO should be the avenue/means of cooperation amongst member-nations for sharing intelligence, etc.
But using it (as we have in recent years) as the World Police Force led by, and financed by, the U.S. is ridiculous. It was not why NATO was formed and isn't how NATO should be used.
