After weeks of military analysts examining the latest North Korean rocket before and after its failed launch, the focus now has turned to a truck.
It's not just any truck. It's known as a "transporter, erector, launcher," TEL for short, and is designed to move a long-range missile into place, stand it upright and launch it from just about anywhere in North Korea. The truck was spotted in a military parade in Pyongyang last weekend with what experts say is a new long-range rocket on board.
The United Nations is investigating if the TEL came from China in violation of U.N. resolutions, a U.S. official tells CNN. The U.N. Security Council committee that monitors implementation of the sanctions on North Korea is investigating, the official said. The investigation was first reported by Jane's Defense Weekly.
Asked about the TEL during a hearing Thursday of the House Armed Services committee, Secretary of Defense Leon Panetta said, "I'm sure there's been some help coming from China. I don't know, you know, the exact extent of that."
Anthony Cordesman of the Center for Strategic and International Studies agrees. "There is no question that there is a long history in the past of Chinese and North Korea cooperation on missile technology."
But he cautioned that "until you can absolutely confirm that the system was made in China and is a violation of the missile technology regime, that does not mean that because something came out of China it's a violation of any of China's agreements."
Charles Vick, a missile analyst for GlobalSecurity.org, points out the truck may not have been made in China. "It may be an offshoot derivation that the Koreans built themselves, but basically it's the same design," he said.
Or China may have sold the truck to North Korea in the years before the sanctions were in place. "That is not clear, how it arrived there, but it's a commercially available tractor truck," Vick said.
As for the rocket/missile the truck was carrying. Few experts are willing to say what was seen in the parade was real, "I think you create parade missiles for public display that don't have all the external equipment that's on them versus the real flight vehicles."
Vick is convinced that the rocket, if there's a real version, would be an adaptation of old Soviet technology, not a new version of it's Taepodong-2. "This is a new design, a much more compact design."
Cordesman said there is much we don't know about the rocket. "There are times when none of us really know since we can't look inside the skin," he said. "None of us have the faintest idea. First we don't know if it's real, (and) if it is real you need to talk about reliability or the guidance system."
On that point even Panetta, who used to be CIA director, agrees: "I have to tell you we need, frankly, to get better intelligence as to exactly what those capabilities are, exactly, you know, what's real and what's not real here, in order to determine exactly what that threat represents."
But North Korea's recent failed launch demonstrated that it has made little progress in developing long-range missiles, according to the director of the U.S. Missile Defense Agency.
Lt. Gen. Patrick O'Reilly told a congressional committee earlier this week, "Our experience has been you need a lot of testing and flight testing in order to validate and have reliance in the capability. They do not, and it's been evident every time they test. And their progress has not been made apparent in this latest flight test."

I say so because in his address during the bicentennial celebration, he said "if anyone has an effective plan for the reunification of the Koreas," then they're welcome to present it! I read someone's post where the comment was interpreted as being defiant but I interpreted as an encouraging sign that the young leader would reconsider the reunification of the Koreas if the world was to play a part! And I don't think for a moment he meant a communist Korea but a democratic Korea! Again, this kid is not old school and he was educated abroad so we shoudl not take him for granted and if we do the right thing, well who knows!

Let's face it, I personally believe the Obama administration has to do more than past US presidents to improve relations with NK but his administration's response to the recent missile launch seem to imply that we are continuing to head in same failed and ineffective path! For example, Secretary of Defense Leon Panetta responded to the launch by saying "we agreed to provide some food aid in return for their ending "SOME" of their uranium enrichment and missle development, and they do what has been already termed by the rest of the world as a provacative action." So my question to Mr. Panetta is what is the meaning of "SOME" when you said we agreed to provide them with food aid in return for their ending "SOME" of their uranium enrichment and missile development? Did the food aid agreement specify what SOME means or was the word SOME actually mentioned in the food aid agreement? And if so, then its perhaps the way you phrase it was misleading and the cause of NK misterpretating the conditions of UN Security Council Resolution1874! And if you say NK was allowed to launch only SOME of its missile testing, then how is this missle launch a violation of international law? No Mr. Panetta, your explaination is in itself provacative and misleading!
As I understood, UN Security Council resolution 1874 calls for NK to hault all uranium enrichment and all missile testing! So again, what was in the canceled food aid agreement to NK? If the food aid agreement said that NK is allowed to test SOME ballistic missiles, then how do you interpret UN Resolution 1874? Mr. Panetta I believe your agreement was inconclusive and also misleading and it fell short of its stated goals! With due respect Mr. Panetta, why not go back to the drawing board and do your home work and then resume talks with NK! You owe the young leader at least this if he is to follow a different path to his predecessors!
We made it very clear leading up to the lauch that we considered it a violation of the food agreement. So if there is the ambiguity that you assume there was, not having read the agreement (as I myself have not done), then that ambiguity was resolved when we said we considered the launch a violation of the agreement. North Korea proceeded with the launch. That was their choice after they knew what we would do i.e. end the agreement. There was consistent, unambigous condemnation of this launch from reginal powers, the US and the UN. Trying to claim North Korea didn't understand what carrying out the luanch would mean is simply wrong. They could have delayed or cancelled the launch. They amde their choice. Why should they be excused from that?
At the same time, should we deny other countries the ability to advance in a technological way? Are we still trying to play cops of the world or something?

Well, you made a very good point but I still believe we jumped to conclusion prematurely without allowing time for concrete dialogue with a young leader who just might well be willing to workd with us! As I said before, condemnation is one thing but to cut off all channels of diplomacy so soon and isolate NK for perhaps another decade is not going to accomplish anything especially when it young leader may well be willing to work with us! After all, he has been in charge for only four (4) months and he's not old school, he's from a different generation and he spend some time abroad!
Even if it did come from China what is the US going to do? Seriously, they would just write a small letter and that would be that. Bob: The point is not so much who is "allowed". This is not a debate about global ethics, so much as a practical matter of national security. The United States of course is less concerned about nuclear weapons in countries that are extremely unlikely to use them against the U.S. - Britain, France, Israel, India - than in countries that pose a real threat to American interests - Iran and North Korea. It would be odd it if were otherwise. So of course the U.S. tries to discourage hostile and unpredictable regimes from developing nuclear weapons and intercontinental delivery systems. North Korea and Iran both fit into the category of "hostile and unpredictable regimes."

I would have more faith in India's ability to control it's nuclear arsenal then North Korea. North Korea also happens to be allied with China and Russia while India happens to be allied with the west. Until China put North Korea in its place we'll have this arm race between the west and the east.
Iran signed the NPT. They don't get to develop nuclear weapons by their own choice. India did not, so they get to if they choose to, which they have. Simple as that. There is no hyprocrisy. Iran has a duty to live up to it's obligations under the NPT.

Secondly, any large scale invasion, by either air or sea, would take many hours to many days respectively, and would be easily spotted and dealt with by our military forces.

You're incorrect! I don't think for one minute that NK planned a failed launch to mislead the world into believing it is weak while it has a more successful missle program! You see, in order for a missle program to be successful, you have to conduct a series of launches and subsequently make adjustments until it was perfect! In the history of NK, it hasn't had a series of ballistic missle launches and when it does carryout a launch, its every two or three years and it never involve long range missiles! And that is why I believe all this hold condemnation and cutting off aid and diplomatic talks is an overreaction that is counterproductive to us improving relations with the young leader!

Then the west calls this launch a provocation and violation of international law! Then it retaliates by cutting off the recently agreed food aid to NK and postpones talks simultaneously! Then we imposed the most stringent sanctions on Iran to pressure it to stop uranium enrichment and relinquish its nuclear program and threatens to go to war with Iran! But two days ago, India test-launched a long range ballistic missile designed to carry a 1.5 megaton nuclear bomb and its actions are welcomed by the west with open arms and India is praised and congratulated by the west! But what I find outrageous is that the west also boasts openly and publicly how such a missile could impact MAJOR CITIES in China as if such a threat is childs play we should welcome and applaud!
