America is working to remove al-Assad's regime in Syria through diplomatic pressure, Secretary of Defense Leon Panetta said Wednesday, but he warned against U.S. military intervention.
"For us to act unilaterally would be a mistake," Panetta said in his opening statement to the Senate Armed Services Committee hearing on Syria. He noted there is no consensus among nations for intervention.
Panetta said military options are being considered, but he asked the senators to “recognize the limitation of military force, especially U.S. boots on the ground."
Sen. John McCain, the highest-ranking Republican on the Armed Services Committee continued his impassioned crusade to get the U.S. military to use force to help the opposition fighters trying to overthrow Syrian dictator Bashar al-Assad. McCain said Wednesday that intervening and pushing out al-Assad would be "a geopolitical success of the first order."
"The United States has a clear national security interest in stopping the slaughter in Syria and forcing Assad to leave power. The end of the Assad regime could sever Hezbollah's lifeline to Iran, eliminate a longstanding threat to Israel, bolster Lebanon's sovereignty and independence, and remove a committed state sponsor of terrorism that has engaged in the proliferation of weapons of mass destruction," McCain said.
"How many additional civilian lives would have to be lost in order to convince you that the military measures of this kind that we are proposing are necessary," McCain asked Panetta. "How many more have to die? Ten thousand more? Twenty thousand more? How many more?"
Panetta responded that the United States is working to build an international consensus for action.
"What doesn't make sense it is to take unilateral action at this point," he said with equal emotion. "Before I recommend that we put our sons and daughters in uniform in harm's way, I have got to make very sure that we know what the mission is. I've got to make very sure we know whether we can achieve that mission, at what price and whether it will make matters better or worse."
The increase in pressure on the Pentagon to use force in Syria began Monday when McCain, a former Navy fighter pilot, called for the Department of Defense to begin air strikes in Syria.
Wednesday, for the first time, Defense Department leaders spelled out what military options the United States might use should diplomatic and economic pressure fail to end al-Assad's crackdown.
Those options, said Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, "include humanitarian relief, (a) no-fly zone, maritime interdiction,(a) humanitarian corridor and limited aerial strikes, for example."
Dempsey revealed that the White House has asked the military to provide the president with a military plan.
"The president of the United States through the National Security Staff has asked us to begin ... the estimate of the situation," Dempsey said. That estimate, he explained, will include looking at potential missions, the capabilities of the enemy, and U.S. military assets that are available.
The military has discussed those options with the president and his national security staff, Panetta said.
Dempsey said he is confident the United States could carry out military missions in Syria.
"We're extraordinarily capable. And we can do just about anything we're asked to do," he said. But he made clear that Syria will not be a repeat of the recent operations in Libya.
"They have approximately five times more sophisticated air defense systems than existed in Libya covering one-fifth of the terrain," he said. "All of their defenses are arrayed on their western border, which is their population center. So five times the air defense of Libya, covering one-fifth of the terrain."
Dempsey and Panetta raised the concern that U.S. military action could make matters inside Syria and the entire region worse.
"There is every possibility of a civil war, and a direct outside intervention in these conditions not only would not prevent that, but could make it worse," Panetta said.
One problem is Syria's substantial chemical and biological weapons stockpile. Dempsey said the stockpile is on a magnitude of "a hundred times more than we experienced in Libya."
But Panetta returned again to the issue of international support for use of force in Syria.
"There is no simple solution here," he said. "The reasons for the differences between our approach with Libya and the current approach to Syria are clear.
Although there has been widespread support in the Security Council and the Arab League for military intervention in Libya, no such consensus currently exists with regards to Syria. For us to act unilaterally would be a mistake."
That issue got Panetta in a tight spot when he was being questioned by Sen. Jeff Sessions, R-Alabama.
"We spend our time," Sessions said, "worrying about the U.N., the Arab League, NATO, and too little time, in my opinion, worrying about the elected representatives of the United States. As you go forward, will you consult with the United States Congress?"
Panetta replied, "You know, again, our goal would be to seek international permission. And we would come to the Congress and inform you and determine how best to approach this."
Sessions latched on to Panetta's use of the word "permission," saying, "Well, I'm troubled by that. I think that it does weaken the ability of the United States to lead."
He went on to say, "I do think, ultimately, you need the legal authority from the United States of America, not from any other extra-territorial group that might assemble."
Sen. Carl Levin, the chairman of the committee, tried to help out Panetta: "If you're seeking international coalition, having that kind of international legal basis will help. I think that's what you're trying to say."
"That's what I am trying to say," Panetta responded.
McCain has made an issue of those who urge caution in Syria because the United States might end up helping opposition groups who are not friendly to the America.
"I reject the argument that we, quote, 'don't know who they are,'" he said. "We spend a lot of money on defense and we spend a lot of money on intelligence.
We should know who these people are. And it would be easy enough to find out."
But Dempsey said it is not that simple, noting there are "approximately 100 groups that we have identified as part of the opposition."
"We are not suggesting that part of al Qaeda that has made its way to Syria, has aligned itself or is in bed with the opposition," the general said. "But they are there to exploit it. And that is a factor that we have to consider."
McCain is always calling for America to bomb some country or another, or sell weapons......he is one of the arcitects of the NDAA.......McCain is a NAZI!!!

Theres a price to be paid our for doing nothing as well, if syria doesnt change it still has a destabilising effect on lebenon, strengthens iran and weakens israel. Also if the rebels are able to create a civil war without the west it will turn into stalemate and could potentially become a failed state, and that region does not need a failed state, especially close to israel.
It might also be worth tying syria to the iranian nuclear talks, e.g. we wont move against your ally asad but your gonna have to start making progess on the nuclear talks. Iran's, infact all arab military planning against israel has been on a multi-front basis, with syria a key part of that strategy, the loss of equilbrium here as well as the current build up of pressure could make iran believe they have no choice but build the bomb inorder to maintain some level of parity with israel, the west might get something for keeping the conventional check alive.
Also a weakened Syria dramatically increases the role of turkey in the middle east we better make sure thats something we wont.

Russia and China have no significant incentive to see any regime change in Syria which does significant business with both countries. Does Russia or China care if Israel exists? Looks like Panetta has the right approach to me and some in Congress still don't get it. The USA is not the military for the world, our guys deserve a break, and 2 wars and big buckaroos spent on them is enough. Time for the US to step back and let the rest of the world act. I feel for the people of Syria, but Turkey, Saudi Arabia, Egypt and other have the ability to step in and help the people there, especially since Iran is propping up Assad. They should be providing weapons and logistical support.
Another way to look at it is to offer our military services to solve this problem for a price. Saudi Arabia and others can retain us to take care of business that does not cost us a dime. That certainly worked when the Saudis and Kuwait essentially underwrote our costs in the first Gulf War.
I have a totally different opinion on whether or not Iran should have nuclear weapons. Absolutely yes. They can not launch them very far and any damage the do will be localized. Perfect. No one is seriously concerned that Iran, if they had nukes, would launch them at others because they are acutely aware that if they did, their country would vanish within an hour. As for Syria, the US is not the only country that benefits from regime change. As such, why should we, again, shoulder the lion's share of the cost to take them out? With the US currently spending 4 BILLION more PER DAY than it gets in revenue, how are we going to pay the cost to wade into another war? Show me the money first as to where it will come from to pay the cost and then I might be more receptive to another war and no chance before that.

Your lack of undertanding of the military situation is staggering. A full scale war with Iran would be a one sided trouncing. It would play directly to America's greatest capability, conventional force on force warfare. A gronud occupation of Iran would be extremely problematic, but this is irrelevant, because in the proposed situation, a ground occupation would be unneeded.
In a conventional war against Iran, the US would only need to cause enough damage to the Iranian military structure to force their government to accept a treaty. Iranian rockets might be able to reach out an touch some Mid East bases but they would have to get past advanced US missle defense systems and would have to get the mideast countries which host those bases to accept Iranian strikes against targets within their borders.
Iran's air assets do not pose any significant challenge to the US aerial arsenal. Between the F-22, US ballistic missiles, and advanced stealth missile submarines, the US can hit targets in Iran continuously without any realistic ability for Iran to defend against it.
The number of ground troops is irrelevant, since A. the US would be aiming to destroy the Iranian military capability, not occupy the country, and B. Iranian ground forces would be severely lmited after the loss of their air, armor and naval equipment.

I think the correct course of action is to ignore Syria.....at least until the Arab league comes begging to the US to help and offers to pay for any and all expenses. Hell they got hundreds of billions, why should we spend when we should not and they not when they should?
The US Administration is correct in being cautious. With over 100 so-called rebel groups and a whole lot of salafist infiltrators funded by the GCC, Al Qaeda infiltrators & scouts, opportunistic Syrian exiles all on the ground it's a potent mix. Many of those would love to get hold of some heavy weaponry from Syrian military depots and in the case of Al Qaeda, biological and chemical weapons from secure storage. Those storagefacilities become available to any of the rebels once the Syrian military is removed from an area.

Why is John Mccain so passionate about Syria's crackdown, and the call for U.S. sons and daughters to be sent to ANOTHER foreign war, but yet fails to call the same attention to other human rights cases that could use intervention? I don't hear him calling for boots on the ground in Uganda where the LRA is running amok, or Somalia, where there are countless atrocities being committed. At least if he called on us to intervene in all of the above, I would at least respect him for his consistency, if not his opinion. Hezzbollah will just move into Lebanon or Iraq, and I'm not sure either is preferable. We just can't keep playing cop all over the world whenever a bad guy does something outrageous. I think John McCain is an admirable man and a fine senator, but his comments of the last couple of months make me wonder if it's better to NOT have an ex-fighter pilot as President. Fighter pilots are by nature aggressive, very quick to respond, and extremely bold. All wonderful qualities, but Presidents should be more contemplative. Seems to me Rumsfeld was a fighter pilot, too, before he became SecDef. Of course, so was George H.W. Bush, but in a different age, when planes moved slower and pilots had more time to think before acting.

While I do not support military intervention in Syria, because I don't feel any plans presented to date are feasible or pass cost benefit analysis; I have to point out some things.
1. If its a matter of foreign aide in support of US beneficial goals, so be it. As alluded to earlier, the US only won its freedom with the aide of other countries who decided that a US win in the Revolution would be strategically advantageous to them.
2. If its a matter of humanitarianism, be objective about it. Don't sit around talking about how we need to send aide packages and food/medical support to them two months from now like that makes us good people. As has already been expressed by residents of Rwanda, Kosovo, Somalia, Darfur and on and on, a true concern for the plight of those people doesn't mean sending bandaides after the fact. Real humanitarianism means not standing by and watching genocide happen while we have the resources to protect the victims.
(however, in this case, I DO NOT feel we are in the position to make a positive impact without inviting other unacceptable consequences for ourselves and general stability there. Hence why I am against military intervention in this case.)

How can we learn anything from the past 10 years. Two totaly different, almost oposite administration. Agfganistan was a war of retribution, Irak a war of revenge with false pretense, and immense cost due to economic manipulation through use of mercenaries and sub contractors, which increased all cost dramaticaly.
We are pilling out from those 2 wars, whch had absolutely nothing to do with being the worlds baby sitter.
At the oposite of the spectrum, the lybian crisis. A strong coalition, a backstage role directing *special effects* and ensuring a smooth victory for the rebels, and saving half a billion lives in the process. As a bonus this war cost less than the daily cost of Iraqi *stage maintenance*.
So what did we learn, that this allowed the arb spring to move forward, if not always smothly. And the change spread to Syria. Now should we let them down... absolutely not.
But as in Lybia we should avoid direct involvment and take a backstage role. Turkey and the arab league already have a front row seat, and are verry active in countering Iran.
If Assad fall, Iran will revolt. 100% garanteed. It will be like a giant flood.
The question is should we use surprise weapons. verry fast very strong morale breaking weapons that would trash Assad forces, break his army morale, cause massive defections, and rally the oposition.
As an added bonus, such a precise strike could verry well cause chaos in Iran, forcing them to recall their special troups from Syria.
Now what could be so fast and so dramatic and so hyper. Well, I almost said it. I almost said too much. Hope someone at the Pentagon read this, think hard, and use their creativity to create the ***perfect dawn*** operation. Just like Gandalf riding at first light with the Rohirim, this could send the hordes of darkness fleing
The below terrible lessons have been learned (hopefully):
1. Never go to war unless the American public is for it too and is willing to pay the terrible price it entails. This means added taxes, the draft, etc. Had those been proposed at the start, Iraq would never have been invaded by us.
2. Learn from the Israelites. In Iran's case, if they have to, they will give no warning; they will bomb/destroy designated targets and then get out. If there is collateral damage, then that just happens. On the other hand, we would do what they would do except that we would stay and try to rebuild what we destroyed; try to win hearts and minds and stay many years. Plus, we would do it on the cuff and only the poor saps in the military would be involved. We would use stop/loss to prevent enlistments from ending.
A few logical errors there. First, a draft would have nothing to do with it, as even now in the Aftermath of the wars in Iraq and Afghanistan, the services are meeting their recruiting goals and less than 1% of the US population serves or has served in the military. No need for a draft.
Secondly, the problems of the Iraq invasion had nothing to do with the decision to invade. First, understand the Iraq war as it truly happened. Two phases. The invasion and the reconstruction. The invasion went almost exactly to plan and was a military and strategic success. The set goals (toppling of the current government, liberation of oppressed socio ethnic groups, ouster of Saddam and Co) were all achieved on schedule.
The problem was the lack of planning and mismanagement of the reconstruction. Fact: in the beginning phases, the reconstruction was off to a swimming start. We even had the support of the populace. Unfortunately, reconstruction initiatives that were succeeded on the ground by local military leaders were ordered stopped in favor of a disastrous top down plan from Cheney, Rumsfeld and others who screwed the pooch. Example, the dumb ass idea to kick out ALL the Baathists, which effectively created the Sunni insurgency while crippling the New Iraqi Army.
So, it was not the decision that failed, it was lack of contingency planning and poor second stage execution at the direction of unqualified bureaucrats over qualified ground level leaders.
To analogize, if you decide to take your car in for service and the repair process gets all dicked up and ruins your car. Its not decision to get repairs thats too blame, its mishandling of the procedure.

I agree. It is China and Russia who are responsible for the rising death toll in Syria. World intervention should be the only way these things are handled from now on. It vastly reduces the costs to the US and the amount of our soldiers that need to be on the ground. It also can't be said we are only doing it for oil if we are in agreement with the rest of the UN, so it helps our reputation as well.
