A difference of opinion on Iran threat

As national security teams in Washington and Jerusalem busily prepare for the meeting between U.S. President Barack Obama and Israeli Prime Minister Benjamin Netanyahu, the pages of newspapers in Israel and the U.S. are full of analysis, reporting and predictions about what exactly the two will discuss.

Iran and its nuclear program, of course, are expected to top the agenda. All eyes will be on the post-meeting statement that the two leaders are expected to issue as well as the respective speeches each will deliver before the annual Washington gathering of the American Israel Public Affairs Committee, the pro-Israel lobbying group better known as AIPAC.

Israel and the United States believe Iran is working to develop a nuclear weapon program while the government in Tehran maintains its program is peaceful.

It's unlikely either leader will offer any definitive or public answers to some of the burning questions surrounding American and Israeli intentions on Iran, but every utterance will be closely scrutinized for clues to some of the following unknowns:

  • Is there any agreement on exactly how much longer sanctions on Iran should be left in place before a military option is pursued?
  • What are the American and Israeli red lines that will trigger military action and is there agreement on them?
  • Would Israel really attack Iran without prior notice to the United States?
  • Can Israel expect military support from the United States in the event of a surprise attack on Iran?

These are just a few of the complex issues the two leaders, not known for their warm and fuzzy relationship, will have to address.
Publicly, they will be looking to present a unified and public front against what each side sees as the dangers of Iran's nuclear program. They will do their best to downplay differences despite a flurry of recent reports that Israel wants to hear stronger language from the White House on Iran that makes military force a clear option should sanctions fail.

The meeting between Obama and Netanyahu will follow a months-long dialogue between the two countries that Israeli Deputy Prime Minister Dan Meridor has described as both an "intimate" and "intensive" conversation "about the purpose of stopping Iran from going nuclear."

As part of that conversation, Israel has received a veritable who's who of American military, intelligence and diplomatic officials coming to Jerusalem to offer reassuring words about the American commitment to the Jewish state.

Last week alone saw a visit by both the White house national security adviser, Thomas Donilon, and National Intelligence Director James Clapper. In January, Joint Chiefs Chairman Gen. Martin Dempsey came calling.

But friendly and frank meetings aside, the two countries see the threat from Iran differently. As one former Israeli government official explained it, the United States regards the possibility of an Iranian nuclear weapon as a threat to American interests whereas Israel see it as a possible threat to its existence.

Reading the clock is another area where Israel and the United States appear to diverge. The Israeli government has been pushing for quick and decisive action against Iran while Washington has been suggesting a more deliberative path.

Recently, the Dempsey told CNN's Fareed Zakaria that "it's not prudent at this point to decide to attack Iran." But when asked about that comment this week at a Senate hearing, Dempsey said he was misunderstood.

"I didn't counsel Israel not to attack ... we had a conversation with them about time, the issue of time," he told the Senate hearing without further elaboration.

It's these differences in perspective that may be hard for the two countries to bridge.

"I need to remind myself that America is a sovereign country" Meridor said recently in a briefing with journalists. "Everybody has his own, every country has his own decision making process and everybody can takes its own decision"

And for Israelis, a decision to unilaterally attack Iran is not one that enjoys widespread support.

A new survey conducted by pollster Shibley Telhami and the Dahaf Institute in Israel indicates that only 19% of Israelis support a military strike against Iran's nuclear facilities without the assistance of the United States. With American help, that number jumped to 42% while 34% of Israelis believed their country should not attack Iran regardless.

The poll also found that 39% of Israelis believe even if their country does attack Iran without White House consent, America will still rally to help Israel diplomatically with another 27% saying the U.S. would help militarily.

But the Obama administration is not saying what it would do in such a scenario, choosing not to delve in such speculation.

"I do not expect that I or anyone else will engage in speculation about how we might react should something or the other happen in the future with regards to Iran's program," White House spokesman Jay Carney said on Wednesday. "I think you'll hear from us a very consistent message, and I fully expect that the president's conversations with Prime Minister Netanyahu will continue to be as detailed and candid as they always have been."

Even a nuclear armed Iran is NOT going to use their handful of crude weapons on Israel – the result would be a smoking radioactive wasteland all across Iran and a guaranteed unified military follow-up from the rest of the world. Let the sanctions run their course – let Iran do what it will in the meantime.

Your "what if" scenerio does not work out and never has, nowhere has this ever happened, and to be honest, to repeat what many historians and others have said, Iran is not one to engage in suicidal behavior much less hand off a nuke to some random terrorist, what most do not realize is that terrorists undermine rule, they undermine power and law, and make it appear as if a leader is not in control of his own country, there is no way these fruit loops will get one of these in the near future, its going to be a long time before that happens, mark my words on that. It's hype, its fear, its media, and its a whole lot of tough talking.

        How can you make the "not for defense claim"? But no matter – would you have us pursue immediate war on the Korean Peninsula too (since it's really a similar situation to a nuclear armed Iran). Containment worked against Soviet Russia (their rhetoric was plenty hot back in the day) – it will work against Iran.

    I am a Jewish American and have always been a strong supporter of Israel. I am deeply troubled by the prospect of yet another war in the middle east. The question is "When will this end?" The Palestinian conflict has no end in sight. Frankly, it seems more hopeless than ever. Now, Israel will bomb every other country that acquires nuclear weapons? Iran is certainly the primary cancer of the region but I hope that war can be avoided. I am sick of wars. Most Americans are.

    Obama should not change his stance but insist that Iran allow truly impartial inspectors and more transparency. Obama would only lose a small portion of the American Jewish vote for turning away from Israel. I'm Jewish by blood and can tell you that I do NOT support Israeli actions against Iran without irrefutable proof. You have to remember that Israel has a large military industrial complex and they are prone to unwarranted aggression for many reasons...one of which is they are surrounded by unfiendly Arabs and second is remnant fears of the Holocaust. But Israel will not flourish by means of aggression. They need to channel that energy into building constructive relationships with their neighbors.

    There is not way Israel is going without us, no way.
    On the other hand we are not going to any war so Netanyahu should trust the foreign policy chief (Obama) if he wants to resolve the situation, the world has changed, an attack may not be the solution to this problem at all, sometimes you need to use your brain to get some results. The economy is getting out of the toilet very slowly but in foreign policy Obama has a 10!!

      The question is how would US foreign policy resemble if it weren't for Netenyahuh pressure , AIPAC and Israeli influence from the Congress and Senate,, and can Obama achieve an "American" foreign policy, exempt from foreign pressure into getting the US into a war that could unravel in to World War.

    Iran needs a deterrent to the 200 nuclear warheads that Israel already possesses. Either the Middle East becomes a nuclear-free zone, or the other nations have the same military rights. The US cannot continue to fight someone elses battles, and must call out human rights abuses, occupations, propaganda and irredentism whenever thet occur. Otherwise, we encourage our allies to behave with impunity.

      Here's the question that each person must ask: If you're an Iranian, how would you feel being denied this right? It's silly to think the "chosen" ones can build their stash of nuclear weapons without any fan fare but once Iran attempts the same thing we're made to belief it'd lead to the end of the world. If so, let it. This is a complete farce!

Not many may know this but Israel was NEVER called Israel before 1948. It was called Palestine, where Palestinians called their home. Since the occupation of Isael, the whole region fell apart. They'll killing our troops in the name of Israel.

    It's sad to see how one sided some people are. Before judging someone or in this case an entire religion/region, do some research and make your own conclusions.       What do the IAEA inspectors need to "inspect"? To verify that they have nuclear weapons? I'm pretty sure that is already understood. In addition, Israel has not employed their nuclear weapons...why is that? Because they're "offensive" or "defensive" in nature? Obviously they are a defensive deterrent (look up the principal of nuclear deterrence) or to be used in retaliation if they begin to lose a conventional war or if struck first by another nation (the exact principles the U.S. employed with the U.S.S.R). This whole confrontation w/ Israel is being ratcheted up by Iran with the same idea when Saddam Hussein lobbed SCUD missiles into Israel in Gulf War I...to gain sympathy and divert Arab concerns about Iran attemping become the dominate power in the Persian Gulf into this idea that they "need" this type of weapon because big bad Israel is on the verge of "wiping Iran off the map"...let me clue you in, if Israel has any intention of doing this (and they can at present), WHY THE HELL HAS ISRAEL WAITED to pull their nuclear "trigger" on Iran...I'll leave it up to you to answer that question.

      In addition, Iran, and all the rest of the Middle Eastern countries don't give a CRAP about what's happening to the Palestinians...no Middle Eastern country has lifted a finger to help the Palestinians "get their act together" and actively engage Israel in a productive way to help. The Palestinians are "used" by other Middle Eastern countries to enflame their poplulation along ethnic lines calling the Palestinians their "brothers" anytime there is unrest in their own country and divert their "attention"...not much better than Israel's ethnic cleansing policies. Standing by and not giving your "brother" a pole and teaching him how to fish to survive is almost as bad as the thief taking the pole out of the brother's hands and keeping it for himself.

        There is a real good reason why they have not used there nukes.

        Anybody who uses nukes Israel included would be abandoned and shunned by the world, even the states would find it difficult to support them and Europe would outright cut them loose. Not to mention they would find themselves at war with almost every Muslim country in the world and probably some non Muslim countries as well. Not to mention the amount of terrorist attacks in Israel would sky-rocket. Furthermore if they do find themselves at war with ever Muslim country they would lose (I am counting Turkey as a Muslim country and they have a military that can match Israel's single handily), thus Israel would be forced to use even more nukes and that wont work well for them because that would mean they would have to nuke there own backyard which in turn means they would have to deal with the radiation.

        So in short Israel using a nuclear weapon would be akin to Israel committing suicide.

        I was being in a way sarcastic at this "Mippi" to make him see that Iran's excuse for aquiring nukes because Israel has threatened them with annhilation and legitimately feared Israel would use them as a "first strike" weapon is a non-creditable position and a lie.

        Israel has nukes as deterrent against an attack from countries that have demonstrated the willingness to do so in the past...Iran is using them to dominate the Persian Gulf, Saudi Arabia and other Gulf States.

    so after all these years of iranian threats the result will be israel's resolve or israel facing a possible nuke strike from the boarder to the north west or south west or north or a missiles attack from iran. so what option does israel have?
    the mossad chief said that at any given time israel has 20,000 missiles pointed at it, so how would you aproach this ?

    Israel has ICBM nukes and has threatened Iran's very existence. Of course Iran wants nukes. Iran needs a nuclear deterrent. Resolution lies not with further threatening or attacking Iran, but with immediate and severe UN sanctions disrupting Israel's exercise of its deranged fixations on dominance and invulnerability.

    Privately Obama will put cold water on his counterpart's head. Publicly both will sternly warn Iran 'all options are on the table' / 'no options are off the table'. But there is a growing awareness among the people of the world that this entire 'Iran attack issue' is THE WORLD'S BIGGEST BLUFF IN CONTEMPORARY HISTORY. It is well known US is trying its best to stop Israel from taking its own decision of attacking Iran. But just in case Israel jumps the gun and actually attacks Iran, fearing things could suddenly go out of control (even allies are likely to desert any attack) in the Middle East, the US is likely to take a sudden pre-emptive action to quickly disable Israel and prevent any major fallout, even as on the ground they are part and parcel today, strategizing with Israel. Meanwhile China and Russia are very closely monitoring the situation and will also be quick to take steps to protect Iran if really this bluff turns out to be true. There will be a stalemate on Iran and will be a very tense situation, with major world powers against each other. Tanker traffic across Hormuz will reduce to a trickle as insurance companies will stop cover on ME ships. Oil price will spike, could be 200 to 300$. Meanwhile, Russia will jack up its natural gas export price to Europe by three times, arm twisting the west to back off. There will be some sort of treaty signed by world powers whereby Iran will be protected and Israel will be forced not to issue any further threats. Surely the Jews lobby in the US will be disappointed.
