FIRST ON CNN: U.S. law enforcement bulletin on al Qaeda merger

By Carol Cratty

The merger of the Al-Shabaab terrorist group with al Qaeda could "diminish support" for Al-Shabaab within the American Somali community, but it does raise concerns it could further radicalize those sympathetic to al-Shabaab's cause, according to law enforcement officials.

An intelligence bulletin, which was obtained by CNN, was issued by the FBI and Department of Homeland Security on Tuesday. It says the Somali community in the United States "likely will perceive increasing influence from an outside terrorist organization in Somalia as an impediment to stability there."

The document says the merger could "undermine" efforts by Al-Shabaab supporters in the U.S. stating some have "previously claimed ignorance of al-Shabaab's designation as a foreign terrorist organization in court proceedings or otherwise indicated that they supported al-Shabaab primarily for nationalistic reasons.

"Law enforcement officials do say the merger could "increase al Shabaab's appeal to homegrown violent extremists –including some ethnic Somalis - particularly those who are consumers of [al Qaeda] propaganda."

The bulletin, which is sent to state and local law enforcement partners, notes messages appeared on Internet media forums last week in which an Al-Shabaab leader pledged loyalty to al Qaeda. That was followed by a video from al Qaeda leader Ayman al-Zawahiri welcoming the group.

The two terrorist groups had less formal links before the announcements.

U.S. officials said there is no indication the merger announcement is related to any possible plotting against the United States. However, the bulletin says the merger "could rally some already radicalized individuals to travel to Somalia to join al-Shabaab or, over the longer term, to adopt al-Qa'ida's focus on anti-Western plotting."In the document, federal officials urge state and local law enforcement to be on the watch for any suspicious activity.

Now that Al-Qaeda is basically yesterday's news, they are merging with the only real player on the map. The little fish in the big pond is muscling its way into becoming the big fish in a little pond. Sounds like AQ is throwing in the white flag and using whatever credibility it still has to butt into someone else's fight and hope to remain relevant.

I got news for ya all, The cia created al-quada. In arabic it means "the base" as in the database that the cia kept/keeps on islamic agents. During the war against russia the cia funded, trained, and armed them 100%. They are a cia group and the government has kept them close for decaides. All of the "evidance" that the cia does not control them is false circumstantial, or both.

Actually Al Quada was created as the new enemy. The Soviet Union fell apart, Russia was not a viable treat and China would not bite on the bait. The Industrial-Military complex needed an enemy so the American Public can be scared into forking over all the tax money for arms and the big pay for generals. Who are we going to fight if an enemy doesn;t show up. That would screw up the program. Yes Reagan put Bin Laden into "business" against the Soviets that created the conditions in Afghanistan. We also should note that lots of Saudi oil money (American money) used to build up the enenmy that killed lots of Americans.

also, before bush= largest national surplus in national history. After bush (if you include the wars he kept off the financial books) the largest deficet in history. And then all of the racest redneck republicans blame obama for putting bushs dirty wars on the books and racking up our (publicly known) debt. But ask yourself, where s the proof. Also it is funny that every single nation in europe still owes the US for saveing there collective butts from ww2, which we could have ended without any boot in europe (can you say nuke nuke nuke them all. But we didnt, we saved europe from extinction and they never paied there tab.

Surplus?? Your high. It was a projected surplus just as Obama figures we'll save billions from winding down the wars in Iraq and Afghanistan. How are we going to save the money, we borrowd it and need it repaid.

The war in Iraq costed $212 billions. It could not have changed much to a debt of over $90 trillions. Also most of this money has been either soldier salaries which were spent by their families in the US or contracts with US high tech companies.

        February 15, 2012 at 11:34 pm |
      • 2 + 212 billion = 90 trillion

The nice thing about this site is that you can state any figures as if they were facts.

(as the brothers put it george was gangsta) first of all when he got into office he took care of where he came from, the oil companies made ridiculous pofits during the whole time he was in office. he let the american public know if you arent proactive in politics the public as a whole the elected officials will fuck shit up for their own greedy reasons. it is a fact after bush the people became more vocal on politics thanxs bush.

First of all, maybe you should learn how to use the english language and grammar before you espouse the foolishness you just stated. Secondly, there isn't a politician in office who doesn't take care of those who assisted them in getting elected. Third, too this day from the first time President Bush was elected that the essentially stole with the blessing of the U.S. Supreme Court, he was an idiot, albeit a fairly talented one. Lastly no matter how distasteful I believe Bush was I respect him as our former president. I also wouldn't second guess President Obama's resolve on dealing with the terrorist threat within or outside of the U.S. There is a whole list of individual's who are no longer walking this Earth because of the decision's he's made and the talented and well trained military and intelligence personnel that are taking the fight to them and not allowing it to come to our shores.
