Does Iran's nuclear announcement spell defiance or desire to talk?

Iran's announcement Wednesday about the status of its nuclear program may say more about the defiance of the regime in the face of escalating sanctions than signaling any significant nuclear advances.

Before Wednesday, the question foremost on people's minds was whether the announcement would signal Iran was moving closer toward getting a nuclear weapon, crossing a red line which could force Israel to take a preemptive military strike.

That question got a lot of eye-rolling post-announcement.

"Israel was expecting a major announcement," said Fred Fleitz, managing editor of the intelligence forecasting service Lignet.com and a former nonproliferation official under President George W. Bush. "This is it? Israel is not going to be worried about this. But it does suggest they aren't willing to change and it's certainly not going to encourage anyone to negotiate with them."

But negotiations could be the name of the game. Just as Iranian President Mahmoud Ahmadinejad was placing fuel rods into Tehran's research reactor to great fanfare, the regime was sending a letter to European Union foreign policy chief Catherine Ashton about resuming nuclear talks with world powers. Coincidence? Unlikely.

Ahmadinejad's show may have merely been staged for public consumption, designed to wrap the regime in a nuclear flag and rally them in the face of crippling sanctions. Iran's nuclear program is still an issue of national pride and one rare point of consensus among Iran's fractured regime, which Ahmadinejad could use to his advantage in next month's parliamentary elections.

Or it could, as some experts believe, be meant to suggest that Iran is willing to negotiate with the West about its nuclear program.

Tough sanctions on the regime have begun to trickle down to the Iranian people, and the suffering is sure to intensify once curbs against Iranian oil exports take effect in June. By responding to an invitation for talks from so-called P5 Plus 1 (the United States, Britain, France, Russia, China and Germany) on the same day it declares nuclear advances, Tehran may be saying it expects to come to the table from a position of strength.

But that might be wishful thinking on the regime's part. The announcement fell flat in Washington, with State Department spokeswoman Victoria Nuland declared it "not terribly impressive."

Simply put, the nuclear revelations didn't live up to the hype. Tehran's claims that it had inserted its domestically produced fuel rods in its nuclear reactor and that it had a "new generation" of centrifuges at its Natanz facility capable of more rapidly enriching uranium were neither alarming nor surprising, experts say.

Iran had already announced last month it had produced the fuel rods for its Tehran Research Reactor, which is used to make medical isotopes. The reactor, which was running out of fuel, was the subject of a proposed deal between Tehran and the P5 plus 1 powers in which a Western country would provide fuel for the reactor in exchange for Iran giving up a majority of its low-enriched uranium stockpile. Even with the fuel rods, the reactor is not considered to be a significant proliferation risk because it uses a small amount of fuel, making it too difficult and time-consuming to provide weapons-grade uranium.

It's unclear whether Iran even has the technical expertise to produce quality fuel rods capable of operating the research reactor or - more important - its Bushehr reactor, which is far more powerful and has the capability to produce weapons-grade uranium. Currently, Russia makes the fuel rods for Bushehr.

What's more, U.S. officials and nonproliferation experts alike have challenged Iran's claims about the capacity and sophistication of its centrifuges. The 9,000 centrifuges spinning at its Natanz plant since 2009 have given Iran's nuclear experts all sorts of trouble. They haven't worked well or produced great amounts of uranium, but they've eaten up precious raw materials that Tehran is finding in increasingly short supply due to ever stronger sanctions. It's unclear whether the new advanced ones they rolled out Wednesday are operable yet or even capable of working.

"None of this is a big technical accomplishment," says David Albright, a leading nuclear expert with the Washington-based Institute for Science and International Security (ISIS).

Tehran, Albright suggests, chose its accomplishments carefully. That Ahmadinejad did not mention the enrichment at the Fordow nuclear enrichment facility, which is built deep into a mountain near the city of Qom and is considered a major flashpoint for Israel, could actually suggest a willingness to be engage in negotiations.

"They could have announced that they plan to install 1,000 advanced centrifuges at Fordow or further increase production of 20 percent enriched uranium," Albright said, referring to Iran's advanced state of enrichment, which has caused international concern. "The fact they didn't is a positive."

But he notes even Iran's modest accomplishments constitute slow progress that the international community can't ignore.

"Iran continues to make progress on its nuclear program" Albright warns. "So the problem of dealing with Iran hasn't been eased by today."

I belong with the "jews" i dont have to believe in that religion in order to have my undevoted loyalty and respect to that group of people. This debate is about what government can be reasonably trusted with nuclear weapons; and something about the Iranian government's open declarations of hostility against most of the world and written agenda of global fundamentalist revolution make people apprehensive about its qualifications.     I think United states SHOULDNT be concerned about nuclear war. Regardless of whether iran develops capabability or not they are not dumb enough to engage in nuclear war. Nuclear talks by iran is a distraction. They are luring the world especially the United States at least from what it seems like.

    Situation 1

    They are developing nuclear weapons so that they can blackmail other countries (Im not sure which ones speciffically) so that these countries will support Irans attempt to enilate Jews in the middle east and ultimately the jewish state . This will only happen IF they develop full capability

    Situation 2

    Iran claims to develop nuclear weapons but doesnt in an attempt to get Israel or the US attacking iran giving iran more power in the fact that it will persuade many Iranians to fight for the country of iran. Also, it will create uproar in middleast if israel attacks first. Iran wants israel to attack first so that other countries will join irans effort.

    Military and geographical standpoint prediction as follows: Iran will gain strength and support in middle east especially if israel acts FIRST. Syria will back Irans effort. with all the corruption in syria its possible that syria could work together with iran in a military effort to effect Israel. The combination of many terrorist organizations and anti israel countries in middle east will likely lead to a middleeastern non nuclear full scale war on Israel. I have no idea how the major power nations will react but even the United States as close as it is with israel wont sacrafice its own country for israel especially if United states well being is at state. The only country that will keep Israel from coming off the map is United States. I know Britain would like to but theyre not strong enough. And lets be realistic Russia and china are not going to get involved unless US goes first. I hope a proisrael candidate rises to office in this year. If the united states doesnt take action in this issue Israel will fight till it can fight no longer. They always have. and they always will. I hope this is will all work out. But the truth is it wont. Something will impact israel significantaly very soon. As you can see i have placed my ideas and i know they are considered to be a stretch but thats what i believe and i am thankful that i live in a country that lets me do that.

    I don't think it's wrong for a country to have nuclear science research. What I do think is wrong, is the stupid rhetoric that goes on between nations, when they make baseless and useless threats to other nations, and most Middle Eastern countries do this. As long as Iran doesn't pursue war with anyone, they should be allowed to continue their work. There is nothing wrong with nuclear research, it's safe, as long as you know what you're doing.

    The United States has no authority to police the world or to act as an international court. If the sovereign nation of Iran wishes to pursue nuclear energy, that is their decision. If they choose to pursue a weapons program, then negotiations will obviously ensue. The thing to remember is that constructive talks involve more than one party. If the USA is unwilling to engage in discourse, it cannot expect Iran to make appeals to a wall. In terms of the U.N., this puppet institution should simply dissolve. It fails to perform its function.....On another note, it is important to realize that Iran has expressed no desire to construct nuclear weapons nor to acquire them. They are allied with Russia. Furthermore, all this war mongering, all this international competition....it's all quite pathetic and resembling of the economic competition that occurs under capitalism. Put simply, it is not sustainable, it's volatile and destructive. I've read a lot of the comments on this page and frankly I am embarrassed. There are far too many rationally ignorant people in the world.

        Iran has nothing to gain from attacking Israel with nuclear weapons. "Iran" has never made claims of wanting to blow Israel off the map. There was a statement that Iran made which stated that Israel should allow for universal democracy within its own country, giving suffrage to all, including Palestinians...This would "blow Israel off the map" so to speak if actual democracy was allowed there. Statements about "blowing Israel off the map" have been grossly exaggerated and taken out of context.

    The Middle East Islamic nations continue to be governed and populated by backwards little people. It always brings a chuckle to watch the citizens be rounded up by the governments to burn flags, and chant death to this country or that. There always alot of tough talk by the Middle East countries, but of course they always get stomped on in any battle. The thing is the US military is always held back from unleashing hell on these backwards countries, but when they start getting bombed, those countries love to invite the foreign media in and start squealing loud 'woa is us'. Final Score: Iran loses a frigate, a few gunboats and a few oil platforms and one frigate damaged while the US lost a Helicopter in a noncombat related crash. Just thought I'd throw that out there.

    It's pretty obvious that Iran is simply following North Korea's nuclear weapons negotiating strategy. What is not obvious is whether the effectiveness of that strategy will be diminished by the fact that an Iran with atom bombs is potentially more disruptive to the geopolitical status quo than a North Korea with atom bombs. Another difference is that North Korea is an a part of the world that is, apart from North Korea, politically stable. The same is not true for Iran, which borders Syria, Afghanistan and Iraq.

    Iran's leadership knows full well that if there were to be a nuclear war with Israel or the U.S. Iran would be decimated. The Israeli-U.S.-E.U. agendas are about much more than any nuclear intentions Iran might have – for Obama and Sarkozy, they may have much to do with their re-electon campaigns and inciting people to vote for them by depicting Iran as a monster which could imperil theri national security which can only be defeated by decided presidential leadership.. Also, for nearly a century there has been the matter of controlling Iran's oil reserves. For Israel and its foreign policy surrogate Washington, D.C. and the U.S. as a whole, the agenda has to do with regional supremacy.

    As the article indicates, sanctions being imposed upon Iran likely are causing suffereing for the general public. It is Iraq all over again, where sanctions greatly increased infant mortality and lowered the average age at death considerably. Western politics again involve the end justiifes the means, regardless of the consequences for human beings who are situated in the path of Western/Israeli ambitions and agendas.

        One thing Americans are very good at is very quickly destroying standing armies, navies, air forces, and infrastructure. All you have to do is consider the decades long war between Iran and Iraq (effectively a draw) and compare that to the several weeks it took for the U.S. Forces to crush the same Iraqi forces that Iran could barely dent after several futile years of pitched battle. It's the post nation building and intra-tribal insurgent quagmire that we're not so good at and frankly shouldn't engage to begin with. But crippling the Iranian regime and decimating their forces is a simple as shooting fish in a barrel.

        We did topple the Iraqi regime like it was nothing, i believe that is what the lad was referring to. Afterwards an insurgency formed, one that was supported by jihadists throughout the middle East... that's what we were doing there, eliminating that threat so the Iraqi people could install a Government, that takes time and it isn't always a given that it's going to succeed. We did what we could and allowed them to form a Government, it's up to Iraqis where to go now... In the case of Iran... we'd probably just wipe out the Iranian army.... destroy the Nuclear plants... and probably not even step foot in the country... instead probably just wipe it out from 30,000 feet.

    I think this announcement was a cover for what they were planning on announcing. Turns of events in syria, Irans giving out large amounts of cash and calling out their gihadist to attack israel (and getting caught red handed) left them in a poor situation to deal with what would have happened if their experiment had been successful , and if they had made the announcement that was planned. Due to pressure and ridicule over making the announcement late and instead denial of an attack they said they would make the day before the actual announcement was replaced with things of little to no value to head off a reaction we all know is inevitable. Iran works hard to bolster image and this made them look like tools. Clearly their strategy is changing and adapting to world opinion and how close they baby step to , and over, the red line.

    Sometimes I wonder the possibility of Chinese role over Iranian nuclear research (hitherto ignored by mainstream media) as the Chinese have a record of both gross violation nuclear Non-Proliferation Treaty (NPT) and Missile Technology Control Regime (MTCR) guidelines.

    Do remember the revelations made public by Washington Post on basis of notes made by disgraced Pakistani scientist A.Q. Khan that China provided Pakistan with a "do-it-yourself" kit and weapons grade uranium for making two nuclear bombs in 1982.

        You honestly believe that don't you? The do have the right to peaceful nuclear energy, such as isotopes for treating cancer. That is a given. However, since those research reactors use such a low amount of uranium as fuel, why do you suggest that they are enriching to 20%? In case you haven't done your homework, 20% is the fine red line. It's the most that anyone could ever need for peaceful purposes. If they pass that level, they are definitely working toward building a weapon. This is a very bad thing when the country in question has an active hate toward another country and will do anything to "wipe them off the map." Iran has proven in the past that they support and finance terrorist groups such as Hamas and Hezbollah. Do you honestly think that if they do build a weapon they will not use it?         Clinton: It shows your level of ignorance very well. First of all, Afghanistan was not a country until the late 19th century (1round 1900) it was ruled partly by Iran and partly by Britain. To make its territory secure Iran has done and will do what ever measure it takes. Iran never invaded Iraq (it was Iraqis who invade and Iran defend itself.) Iran fought terrorist groups inside its country which is not counted as a war. UAE is a new country just formed during 70s , those islands were a part of Iran before that country actually be existed.
        Iran has never invaded Turkey, again it was a defensive war against Ottoman Turks who killed thousands of people in Iranian Caucasian region. Proxy war is not a war at all, and in fact it is a defensive strategy to make enemy involved in their own boarders.

        Turkish-persian war of 1821 was a result of Turk (Ottoman) support of Azerbaijani rebels in Persia.

        The latter two Afghan incursions were due to British meddling in the region and Britain actually declared war on them in 1856.

        Anything that happened between 1953 and 1979 were with the blessing of the USA since the CIA coup to overthrow the elected government and install the Shah (this was about OIL, after all!)

        Some part of Afghanistan was historically a part of Iran so at the time that you are referring it was Iran territory. We lost those areas under Britain pressure (To be exact they invaded Iran's Bushehr port and forced Iran- which was very weak- to give those area to Britain later those area become a country named Afghanistan. As you see, It was Britan that make all problems that existed in the region today.)

        We were the first to use it to show our resolve to the Japanese. If they had not seen the enormous power of these bombs, we would have needed to invade the Japanese mainland at the cost os many times the lives lost to the bombs and possibly adding years more to WWII. If we had not used those bombs, the rest of the world would never have known their potential and adopted the assured mutual destruction doctrines.

        Besides, using the atom bombs in Japan paled in comparison to the fire bombing of Tokyo. Many times more civilians were killed in those attacks. It is just the fact that we could cause so much destruction with one bomb rather than a squadron of bombers.

        If you were born/grew up in a country where you had countries half way across the world telling you how to govern your own people and telling you how you should act...wouldn't you fight back? From a political stand point it makes sense why Iran is doing this. They come from a completely different part of the world, practice a different religion, and have other ways/ideas of living a 'fulfilled' life other than building a multimillion/billion corporation and building profit.

        We broke free when we were being bullied but condemn others when they try and do the same. And again, although not entirely the US fault, if Mossadegh instills the democratic government, we most likely are not having this conversation and are not enemies with Iran.

        Targeting civilians to manipulate their governments is terrorism. Unless of course you're on the winning side. I, too, for many years believed the canard about "saving 500,000 American lives". In retrospect, this was nothing more than a PR pitch. By August 1945, the Japanese were completely beaten, blockaded, starving......and desperate to surrender. All they wanted was to keep their Emperor (which was eventually granted), Truman insisted on unconditional surrender – a despotic demand considering the fate which had befallen Germany (and their allies) which capitulated to similar demands after WW1. As such, it shouldn't have come as a surprise that the Japanese rejected "unconditional surrender". Furthermore, a 1946 US Strategic Bombing survey indicated that the Hiroshima and Nagasaki nukings were not decisive in ending the war. Most of the military and political brass agreed. (Ike, MacArthur, Adm. Leahy, Herbert Hoover – and many others.) In a 1963 interview with Newsweek, Eisenhower stated: "The Japanese were ready to surrender, and it wasn't necessary to hit them with that awful thing."
        As for the Nazis; Germany was already defeated, and it was revealed that their nuclear program was no where near that of The Manhattan Project (and it's 180,000 participants). As such the few Nazi scientists who were working to develop the bomb were quite surprised when the bombs were dropped – they doubted it would even be possible. (I have no doubt, though, that if they HAD developed it first – they would've used it without hesitation.)
        If anything, it did show the rest of the world the awful power which could be achieved with a solitary bomb, which I would like to believe has served as a deterrent from future use.

    Iran's offer to go back to the negotiating table is just a delay tactic to buy more time to complete development of their nuclear capability and to delay a possible military strike against their nuclear facilities. My belief is they fully intend on developing and deploying nculear weapons to be able to wipe Israel off the face of the earth as they have previously promised. These are dangerous times. The West (Neville Chamberlin) tried to appease Hitler to maintain peace in the 1930's, and we know where that ended up.

      I am not typically answer these kind of stupid comments (that actually show you don't have any logic and so try to belittle other people.) but since I have tried both methods let me give you some opinion:
      As a matter of fact, the old Iranian way is by far more nature friendly and less wasteful. Each time you go to bath you destroy a lot of trees. Moreover, many of these papers that you are using are a product of China and are produced in very unclean condition (just do a search on the net) and finally, if after doing the job, you wash your hands with soap there would be no problem and in fact you can clean your anus area far better by water than by paper.

        Actually it makes more sense to use the water in cleaning one's butt than in flushing the waste. We need to get away from flush toilets as there is not enough water. Now India is requiring one flush toilet per house – this is unsustainable – that water should go for drinking and household hygiene. People are working to get around these problems, but just wiping butts with paper is less clean than water, and as pointed out, the use of paper makes a double waste. The French bidet get over to problem drying the butt after water in a cold climate.

      CHERNOYBLs reactors were half assed, also i do belive that plant was only operating for a year or so before the mess up. the plant was also a factory converted to a reacter " s " wich means they were slacking on the structure of the reactors such as back up systems for safety. wich they should have learned from k-19 accident { russian sub ) or even other mishaps

        Russia's design had a lot of problems, they were running a test and made mistakes...human error..that was what happened at Three Mile Island Too...human error...but Russian design did not have a Containment dome over their reactor vessel at CHERNOYBL...

        true ,the reactor fuel was a test fuel, if you watch the youtube video of the helo going over the reactor you can see the iodine 131 and 137 . rumor has it that the oxygen around the reactor turned into radioactive radon gas and hydrogen that was spuing out with a open core, that video gives me chills just watching it because i know all about radioactive materials the first time i saw it was in a class on safety of hazardess materials, then i went on to chemistry thats the kind of crap that iran would go through x100, i dont wish that on anybody . the middle east would be a no go zone for anybody

Like many others who want to "defend" their faith or feel the need to engage in a discussion to help "defend" others what you're really doing is pushing your beliefs, forcefully I might add, on others. This is what religion has always done. It is the way it expands itself. It is the reason so many atrocities are committed in its name.         first off it's spelled racist... second, I didn't harm a single woman or child in Iraq, quite the opposite, i spent the majority of my time in Iraq protecting women and children from Armed thugs that cut off people's heads because they didn't agree with their political point of view. I have nothing against the people of Iraq, I in fact saved a number of Iraqi's and provided medical aid to many of them.
        You have no idea who i am, or what i've done, don't try and judge me like you have a clue. Were you in Iraq? do you have a clue what happened there? Do you even know why there was so much violence in that country? It was because once Saddam was gone, Armed Thugs from all over the Middle East poured into Iraq, many from Syria and Iran and decided to try and turn Iraq into a jihadist warzone... right in these poor people's backyard... And the only reason it stopped was because Brave Iraqi's finally said enough was enough and stood up to those foreign fighters and took back control of their country. I have a ton of respect for them. I cared a lot for the people i met there... Seriously don't go judging me, and God can Judge me indeed for what i did for those women and children. I came to their aid and saved some of their lives.

    1. It's ok for the US and Israel to have nukes but not others? Thats BS. 2. It hasn't been established that Iran is building nukes and it has never claimed to. Nuclear plants would boost the Iranian economy and acheivements, which is what Israel doesn't want. And if they did want nukes and got them, they'd be a deterrent to attacks by Israel. Iran isn't dumb enough to use them in a first strike. The fact is Israel has nukes and there needs to be a balancing factor. If Israel doesn't want nukes in the region then get rid of yours. The real reason here is Israel wants to maintain superiority so it can do whatever it wants when it wants, including any fight for resources in the future, i.e. water. Nuclear material, without making nukes, can also be used in conventional weapons like depleted uranium tank shells, bombs, and missiles which can penetrate armor. The US has it and Israel doesn't anyone else to have it.

        I disagree with the last part of your post. It's not that we are describing them as ready "to race at Daytona." More likely, that they are ready to cause a huge CRASH at Daytona. Their goal isn't to win, it's for us to LOSE.

      Iran volounterily joined Non Proliferation Tretee. If they desire nuclear wepons all they have to di is STEP OUT and be happy. Membership is not compulsory. As Jewes are concideret I sincerely susspect their nuclear arsenal: Istael has only ONE nuclear powerstation as one and only source of electricity for whole country.     So Iran has worked so hard at enrichment and now has 3 to 5% enriched of U-235 pulled from natural Iranian Uranium which is normally 99.3 % U-238...but to make a weapon they need 90%plus of U-235....and they need 15-20 kg of 90% U-238 for one weapon...they have just made their first rod of 3 to 5% U-235, how many rods have they made, and just how many do they need to get the reactor even running...They still have a ways to go...

        Well the intelligence people of several counties would have a better idea...but just because they have a few rods made of 3 to 5% enriched U-235 is does not mean they are close to making the 15 to 20 kg of 90% enriched U-235...yes this reactor will create some weapons grade material as it operates..but again it needs to processed to extract the weapons grade material...

      The article also mentions a facility near Israel in Fordow that is capable of creating 20% enriched uranium, so their technology is jumping from 3-5% to 15-20%. At that rate, the next leap puts them at 60-70% enriched... that 90% threshold is getting closer and closer... but, lucky for you, there's plenty of sand out here for you to bury your head in.

        Iran has not attacked anyone outside of their own borders since the 1980s when they had to defend themselves against an Iraqi invasion of the Khoozestan province. There are many leaders in many countries that constantly threaten other countries (doesnt mean its right, and doesnt mean they're going to do it). A LOT of countries hate Israel in that region (for their own reasons) and vice versa. Just because Ahmedinejad stupidly threatens Israel, doesnt mean he's going to attack it or even has the capability or the power to. There is absolutely no evidence that they're building a bomb. They have not said it, the IAEA inspectors have not and the US and Israeli intelligence have not said it. They speculate that they might "want" to. That is not reason enough for sanctions not is it reason enough to really react in any way whatsoever.

Saddam didn't bow to Western pressure, he even egged it on, to show to the other Arab powers that Iraq was not weak. Same thing is happening in Iran.     The only reason anyone should worry about another country building a nuclear bomb, which keep in mind Iran is still within the confines of IAEA's NPT, is if they want to have a regional monopoly. So, here we have Israeli elements within US who are writing to ALL national, regional, and local newspapers scaring the you know what out of many folks telling them that if Iran develops the nuke bomb, gas prices will sky rocket. This is a self preservation issue that little Israeli aparatchiks have been trained to scare others into believing. I say look at the historic aggression of different countries in the Middle East region. And, for better or for worse, the one country that has never been an aggressor... boys and girls, any guesses? Yup, Iran! Israel go home. Leave us alone. Stop scaring us. Fight your own wars.

    Why are countries spending sooo much money on making weapons? Why can't people use the funds for that horrible idea which will eventually only lead to violence to help their citizens out instead? Health care, education, cleaning the environment, charity that helps find cures for cancer and diseases, charity that helps save wildlife in danger, charities that help the hungry and homeless and those affected by natural disasters, economy, etc....these are the issues the entire world really needs to focus on, NOT ways to hurt one another.

        It is surprising about all these stereo type comments. There are just as many nut case religious pious people here and we had slavery for 100 years after creating a Democratic society and not till the 100 years after that did we actually correct it. We are the only country to have used the bomb on a civilian city. We could have picked something much smaller to make a point.
        Now some other facts; Iran already has the nuke and had it for years. They acquired it from the soviet meltdown bought I beleive 5 or 6 and China bought the others. That was 20 years ago its not much to reverse engineer.
        They are not stupid people as for a country so sanctioned for 40 years they have progressed. So when a country backs a dictator the people eventually rise up, is it any surprise they would hate the dictators backer? We could have appologised but no continue that we did no wrong.
