As the regime of Syrian President Bashar al-Assad continues its relentless assault on the city of Homs, the United States says it is still too soon to determine how a humanitarian aid package could be effectively delivered to those who need it.
"We're not prepared to speak about what the delivery options might be," State Department spokeswoman Victoria Nuland said Wednesday at a daily briefing with reporters. "We have quite a bit of work to do with other governments, so I'm not going to speculate."
After a Russian and Chinese veto of a United Nations resolution aimed at stabilizing the situation in Syria, the United States is working to create a mechanism, possibly outside the U.N. Security Council, that could best serve besieged areas of Syria.
One such option would be a "Friends of Syria" contact group of U.S. allies and partners who support a free and democratic Syria, Nuland said. The group would support the Arab League plan on Syria that served as the basis for the failed U.N. resolution.
A meeting "may be held in the near future," White House spokesman Jay Carney said at a White House briefing on Wednesday. For now, the United States is pursuing a "political solution" while considering humanitarian assistance.
While the United States is not ruling out providing humanitarian aid unilaterally, "we're working with our partners," Carney said.
But before any discussion begins on what kind of aid may be extended, the United States is consulting with individual countries about what such a group could do, who would join, who would be eligible for aid, and even where the group would meet.
"We on the U.S. side have already been looking at what we can do to prepare ourselves on both the financial and legal side(s) so that we're ready to provide humanitarian aid, such as food and medicine," Nuland said. "But we're going to have to work with our international partners, we're going to have to work with neighboring states to identify coordinators on the ground who could assist in receiving this aid and in distributing it."
Sen. John McCain of Arizona said more needs to be considered. McCain has been vocal in calling for the Syrian rebels to be given more arms. In an interview to air Thursday on CNN's "John King, USA," the Republican senator said "peaceful means" have been exhausted, and other options need to be considered.
"We could do things by providing them with intelligence information, with satellite information, with information on the movements of the Syrian armed forces," McCain insisted in the interview, adding that the United States and allies could provide medical help as well as work with Turkey to provide refuge for fleeing Syrians.
Some longtime Syria watchers say that so long as the Assad regime continues its attacks, getting humanitarian aid to those who need it most will be difficult.
Delivering aid is "virtually impossible without the consent of the Syrian government or a formidable armed military from outside coming in to safeguard any convoys of the like," Ted Kattouf, a former U.S. ambassador to Syria, told CNN.
Assad is "going to try and do everything in his power to bring the fighting to an end through sheer force, and so, no, I don't see any humanitarian aid getting in at this point," Kattouf said.
And with Syria's more heterogeneous and mixed population centers, establishing a safe haven, like the city of Benghazi during the Libyan uprising, is extremely difficult.
While there have been instances in the past where humanitarian assistance was sent into hostile areas by land, sea or air, nothing appears to be imminent.
"Frankly, we are not at the stage of ventilating options," Nuland said while being careful not to define the mission of any group before its creation.
The group would also look at how its members could tighten sanctions against the Assad regime to their fullest extent, Nuland said.
Turkey, which has been harsh in its criticism of the Assad regime, has offered to host a meeting of a Syrian contact group if it is formed. That is likely to be part of a larger discussion on Syria next week when the Turkish foreign minister meets with Secretary of State Hillary Clinton in Washington.

I can't be smart, I'm not rich, I'm marginally employed after being fired from a firm I was at for 20 yrs (with others), so they could hire friends, and friends of friends who were out of work. According to the worth system in the US, that if you are smart, you are rich and wil do anything to get ahead, I'm an idiot, yet, I can think of how to get US aid to Syria in a way that will ensure the syrians will know who gave it to them, will make someone who SHOULD be cultivated as an ally look good, etc., etc.. You're stuck in the cold war era politics. China and Russia are both very civilized nations that have rational reasons for choosing the moves they have chosen. You may say that the only reason they chose to veto security resolutions on the security council is for person reasons, but those are most likely the reason we won't help Arab Spring nations. We only help countries that have direct benefit for us. For example, countries like Libya and Egypt are both countries of very close interest to us. Egypt is essentially the main country for the Muslim Brotherhood, plus Egypt is very oil rich and is a good leverage country for the United States. Libya? Another very strong oil state. There are countries like Bahrain that are receiving zero aid because we don't see a benefit. There are people protesting in front of an embassy in Bahrain and what do we do? Give them doughnuts. It's absurd. Our policy is rooted in the same sort of logic that Russia and China have invested in, but we don't see it that way because we're stuck in a very strong nationalistic mindset that causes us to ignore international rational. Syria is a very complex situation where no solution so far has worked. The UN shouldn't handle this.... the United States needs to lead international aid to the nation so we can cut off all air to the Assad regime.

Something I just don't understand. The Syrian Army is about 400.000 men. When they bomb the cities don't they kill some of their relatives, immediate family members?. When the Egyptian revolution started the Army stayed out of because they said that almost every family in Egypt have someone they know in the military. How about the Syrian Army?. It just doesn't make any sense for me that they will bomb places where some of their relatives lives unless all Army personel move their families in their military barracks. Assad might be a ruthless dictator but that goes to all the military?. Some of them did defect but the bombing and snipers still killing people. I believe there is a trace of Iranians doing the killing because I can't believe the Army is doing all the indiscriminatory killing. Something just don't look right to me, besides all the killing.

Here is a potential answer to your legitimate query as to why the Syrian army is engaged in seemingly indiscriminate killing, from the Wiki:
"The majority of the soldiers in the Syrian armed forces are Alawites, like President Bashar al-Assad. Alawites make up 12 percent of the Syrian population but are estimated to make up 70 percent of the career soldiers in the Syrian army.[8][9] Of the 200,000 or so career soldiers in the Syrian army, 140,000 are Alawites"
So its very possible that they dont have family in the areas being assaulted.
You need to read up a bit on the demographics of Syria. While it is a majority Sunni country, the government and the military are largely Shia (hence their love of Iran, another Shia state). The current Syrian leadership and the senior military commanders belong to the Alawi and consider themselves Shia, although some Shia and most Sunni don't consider Alawi to even Islamic. While there are Sunni, Shia, and Alawi, as well as members of other religious groups in most larger Syrian cities, they tend to live in their own neighborhoods which tend to be either for or against the current rulers.
This is getting out of hand, but I can't see Russia letting it go much longer since they are the only ones left to keep Syria from being invaded.

My husband was born and Raised in Syria. Been in this country 10 years. I am American, born and raised in Philly. I can tell you, from a man who has family in Latakia, a city on the Meditteranean. It is not just isolated to Homs or Daraa. There are casualties ALL OVER SYRIA. The worst just happens to be in the city of Homs. He gets social media updates everyday. It very well may be our ties to Israel that we take a step back. And we SHOULD NOT go in like we did in Iraq. But for God sakes people, there are innocent people being killed over basic freedoms that we as Americans faught for just a few hundred years ago ourselves. Let's have a bit more compassion for our fellow man. That's all !!

Nobody armed the Americans when we revolted against the British. The huge difference was the revolution included a majority of our population. There were very few Americans who were not on the side of America, in this case I fear the majority is the Syrian government and they have every right to keep their nation sovereign should a revolution arise. The British tried to stop our revolution and now we have America, let's let this play out and see what Syria turns into, my guess is it stays Syria but you could be right, the majority may not rule over there.

This is not a popular revolt in Syria, it is only one city with strong European ties, were NATO, Israel and CIA have manipulated a fake revolt to get Assad to react, most residents in Homs are innocent Syrians and caught in the crossfire between a small Western Intelligence supplied group and the Syrian Military. The purpose to to ceate a manufactured human crisis to get NATO to remove Syrian as a ally of Iran and Russia, with world outcry. Americans are being bamboozeld into another war to protect Israel. Arming the Libyans did nothing, it is common knowledge that air strikes, missile strikes and covert special ops played the majority of the role in the take down in Libya, besides for the few photo ops it garnished to spread throughout the media. In fact the capturing of Gaddafi was due to a covert special forces operation who caught him and gave him to the rebels. Kind of like a purchased hunting experience that if you saw a news story about you would bash...
Find, and track Assad, and his generals. Reach a consensus with most civilized nations and jointly deliver an ultimatum to quit the killing in 24 hrs or else. If the killing does not stop, perhaps it is time to give the stealth drones a real test.and take him, and his top advisers out.

Hey George, the Governent is killing a small, albiet large rebel group in one city, and a government is suppose to put down an armed rebeliion with force. So you are being hypocritical. This is a no win situation, unfair to their general population as it stands, but unfair to americans in general (due to the economy) if we get involved.

Assad may have started it all with his sensless violence, but we are taking full advantage of a humanitarian crisis, as usual. Of course we are supplying the rebels or trying our damn best to do it. Russia is also jockeying for a piece of post-assad Syria.

Get them first of all to manage to build proepr stable house on their own individual land, than get them into education, than ones the children are grown up, send them abroad to earn more money, than they can come back home and spend all that money on their parents, and fix up their villages with better planting systems and shops etc,avoid mac donalds and fast food chains in general

first off, where are you going to be in switzerland? seocnd, how much do you plan on spending for travelling? if you already have an idea where you want to go, then go to ryanair.com and buy tix, because their airfare is the cheapest you'll find, and buying asap could seriously cut down on expenses. but otherwise, if you would like to go skydiving, paragliding and all that good stuff, go to interlacken (i think i spelled that right). it's awesome. geneva is also a good place to check out. munich is not that far away and in the heart of bavaria. lots of sights to see there. great food and beer. but those are just off the top of my head right now. vienna is not that far away either, and it's beautiful in every sense of the word anyhoo. send me a word and i have lots more stories about where you can go.
