FIRST ON CNN: U.S. military beginning review of Syria options

By Barbara Starr

Although the U.S. focus remains on exerting diplomatic and economic pressure on Syria, the Pentagon and the U.S. Central Command have begun a preliminary internal review of U.S. military capabilities, CNN has learned.

The options are being prepared in the event President Barack Obama were to call for them. Two senior administration officials who spoke about the review to CNN emphasized that U.S. policy for now remains the use of non-military options.

The focus on diplomatic options was underscored by the U.S. ambassador to the United Nations in an interview with CNN on Tuesday.

"Before we start talking about military options, we very much want to ensure that we have exhausted all the political, economic and diplomatic means at our disposal," Ambassador Susan Rice said on CNN's “Situation Room with Wolf Blitzer.”

The president has also said that the U.S. is working on non-military options first.

"I think it is very important for us to try to resolve this without recourse to outside military intervention, and I think that's possible," Obama said in an interview with NBC News that aired during the Super Bowl on Sunday.

But the military is beginning to look at what can be done.  One of the senior U.S. officials called the effort a “scoping exercise” to see what capabilities are available given other U.S. military commitments in the region.

Both officials pointed out that this type of planning exercise is typical for the Pentagon, which would not want to be in the position of not having options for the president, if and when they are asked for.

It would be Gen. James Mattis, head of U.S. Central Command, who would provide details on what U.S. military assets are available, what missions they could perform if asked, and what risks U.S. forces might face.

“The Pentagon is closely monitoring developments in Syria.  It wouldn’t be doing its job if it didn’t put some ideas on the table,” one of the senior U.S. officials told CNN. “But absolutely no decisions have been made on military support for Syria.”

The two officials were not willing to be identified because they were not authorized to talk to the media.

Typically those types of options are held by the Pentagon as very preliminary plans and not even forwarded to the White House unless asked for. If asked, plans are then fleshed out with specific units to support them.

In this type of analysis being done, the military would typically look at all options ranging from humanitarian relief, to support for opposition groups, as well as outright military strikes, although that is an unlikely option, both officials said.

“This remains a campaign to apply economic and diplomatic pressure,” the first official said.

The military’s work to analyze potential military options for Syria has been quietly going on for several weeks, two administration officials confirm to CNN. The bulk of the analysis is being done by staff of General Mattis, who would be the senior commander if the President were to order any action.

Mattis’ analysis is being shared with General Martin Dempsey, chairman of the Joint Chiefs of Staff, who would then present options to the White House, if it came to that.

“We don’t want to be in the position of suddenly dusting off some five year old plan,” one official said.  The official emphasized the work is extremely preliminary but said the military would look at a full range of contingencies.

Arizona Sen. John McCain, the top Republican on the Armed Services committee, told reporters Tuesday that the U.S. should consider "all options including arming the opposition."

But U.S. officials said that adding weapons into the volatile and violent situation is not a viable option.

"We never take anything off the table. The president does (or) doesn't. However, as the president himself made absolutely clear and as the secretary has continued to say, we don't think more arms into Syria is the answer," said State Department spokeswoman Victoria Nuland.

Chicken, might I suggest that it IS Muslims killing "your children" but then, killing innocents is what your type is really, really good at, isn't it?
Perhaps your hatred would be better directed at the cowards of the Syrian Army that shoots tank rounds into apartment buildings PURPOSELY to kill and maim children. Islamic children. But that really doesn't fit into your rhetoric, does it?

Years of crying and howling from the liberals over Iraq and Afghanistan. Code Pink, hippies everywhere, people demanding that Bush be arrested for "crimes against humanity" etc, etc, etc......

    Where are they now? Silence.

We should not get involved in Syria simply because Syria does not involve US. We are not the World Police. I know what they're doing stinks, but ti's not our problem. Enough of this nonsense. If we topple Syria's regime then it will be replaced with an even more insane, violent Islamist group that will make the overall situation in the region WORSE, not better.

There will always be bad guys doing bad things to innocent people. We cannot stop it. We have bankrupted ourselves trying. Enough is enough.

I am impressed with these comments.... I think America is finally waking up... Now if CNN could only follow. Syria is a CIA MOSSAD, and NATO Intelligence destabilization effort. The double standards are soo obvious its sickening. Bahrain Yemen Somalia, SAUDI ARABIA <- wrost of them all... But no, these dictators are ok because because they can be manipulated to the benifit of the West.... The leaders who choose to be have their country politically independent (Libya, Syria, Iraq), will be destroyed and raped with no benefit to its population. World Peace Please America!!

It's "destabilized" because the people have had enough of violent dictatorship.

You DO understand, do you not, that Syria is led by a Ba'athist regime that is a direct descendent of the Nazi Party? Literally. They are actual Nazis.

I don't think we should mess with the situation simply because it's none of our business, and we'll only make it worse. But your conspiracy theories are absurd. The last thing the CIA and Moussad want to see is a radical Islamist regime in Syria. They'd very much like to see the Ba'athists regain control and keep a lid on things. You can be sure that there are some hard feelings in Washington right now. The CIA is very much against Obama's love for Islamist revolutions.

This mess has its roots way back in the Jimmy Carter Administration, he showed the Arab world how weak we were in dealing with this type of problem. Reagan ran when they killed our soldiers in Lebannon, and Bush should had never sent our troops in Iraq and Afgan. I would had sent all 130 of our B-52 and that would had been the end of it. Yes, I know I am radical in my thinking. The Arab world hate us, there will never be peace with them until we are like them or they kill us. This is peace to them, convert or die. It is that simple. They believe every word in the koran (holy book). Bush lied like a snake to call Islam a faith of peace. I solderes are dying for nothing, our wealth being being spent for nothing.

Number one: it isn't our business what happens in Syria. Number two: it is almost certain that this violence is being promoted and funded by the "good 'ol US." Number three: we are !@#$ing broke!

None of those things matter in the least to the mad men and "women" that are calling the shots but they should matter to Americans. These people are torching the globe in your name and mine. They really need to be stopped before they start WW3, which is probably really their ultimate goal.

When they start sending out the drones to take out the voices of dissent here at home which they can legally do now (there is a big difference in legal and lawful) will Russia or China come to our aid?

Yes it is very similar to the situation in "Wag the Dog." There was an article yesterday about a plane being searched in Lebanon that contained huge amounts of weapons, cash, credit cards and passports that originated from the US and Brazil (you can do a search on it and easily find the story). Additionally, last night my wife and I were watching Channel One from Russia and they reported that both Russia and China are observing a very different situation in Syria from the one being reported on American TV. Yes some of you might find it hard to believe but the news agencies in Russia are generally more trustworthy than almost anything you will see here as far as so-called mainstream media. The US has devolved into something foreign to most Americans whether they realize it or not.

We have no business or strategic interest in interfering in a civil war in Syria. We should mind our own business and prepare for the obliteration of Iran. Iran is our only enemy in the Middle East that we need to destroy before they get a nuclear weapon. And that's because Iran has repeatedly threatened to strike the US and worse has been killing our soldiers in Iraq and Afghanistan for years. Syria is of no interest. Nor are Nigeria, Somalia, Libya, Yemen etc... Let the Muslims kill each other and the world will be a safer place.

Drew - just tell me why the US is involving itself in Syria's affairs. It's no threat to us (which was the reasoning at least for going to Iraq). It's amazing the tendency, contrary to popular thought, how much liberals like to intervene in others business. Truman-Korea, Kennedy/Johnson-Vietnam, Clinton–Bosnia? and Obama–Libya. But as I write, it strikes me that libs like to interfere in others' business. On domestic issues, social security-Roosevelt, Medicare–Johnson and now Obama–ObamaCare.

Oh calm down people...no way we woukd put troops on the ground in Syria besides a few spec ops teams to train up the FSA...at most you are looking at some cruise missles...perhaps some aircraft from Turkey...anything in Syria would be the Turks show...in which case some better pray for Assad...the Turks will mess you up if you piss them off...

No big deal. It's their job to have a contingency plan on the shelf in preparation for most any sort of situation. We probably still have one for the invasion of Canada that we dust off from time to time.

There would be much larger complaints if the need for one of these ever arose and it turned out that we didn't have one.

Nothing in Syria is worth the life os ONE SINGLE AMERICAN.

Iran is developing a nuke. That's worth dropping some bombs on (not invading .. if bombs don't work, the bombs weren't big enough.. we have some REALLY BIG BOMBS.... . But Syria? That's THEIR problem, NOT OURS.

Well, here goes the Military Industrial Complex yet again. So now we are gearing up for Syria AND Iran. Did any of you military whizzes think about the VERY MAJOR THREAT at the Mexican border and Hezbollah, the drug cartels and WMD's? What would you do if something happens here in the USA while again our worn-out warriors are in another sandtrap? The American people will take things into their own hands at that point. Hell hath no fury when you have riled an American.

Thank God for that brave soldier who stood up to them. Obama is a fool who will destroy our nation BEFORE he leaves office because he knows his days are numbered and time is short. Haven't you noticed how things are accelerating?

You should have written, "fewer", not, "less". "Less" is to be used with indivisible subjects like water. Ex: "I drink less water than I used to." "Fewer" is to be used with discrete items or quanta. Ex: "I drink fewer bottles of water than I used to."

If 70,000 people rioted here in the US and threw rocks and firebombs, do you honestly think that nobody would get hurt or killed by the police? What's coming from Syria right now smells like propaganda to me, and until we have actual eyewitness reports from our people on the ground, we should stay well away. We do not need another Libya, where we spent a billion dolllars to replace a dictator with people who torture diplomats to death.

I'm not insensitive to those in the region who are struggling. We silly do not have the money or the capability to mitigate in every situation that unfolds in the Mid East. Also, these countries typically do not like us. They use us for our money and to wage wars in their behalf and then they throw us under the bus. Just look at Iraq, Libya, Egypt. When will we learn?

ok so here is the deal, Yes syrians never liked us in the USA, but this is because of how they were raised and planted in their head, they never knew us well. It is time for us to show them who we are and stand by them. this will change our image in the world.
We do not necessarily need to go with our military, but we can go and give them some air support, arm the rebels, have the middle east pick up and support financially and get other countries in europe aid with support physically or militrary.

Lybia did not like the USA in the past, after the support we gave them, they have been forever greatful.

In addition, America should take care of its problems at home first of which there are many. Expanding your empire through the doctrine of human rights protection will only bankrupt your country, but enrich the elites and military industrial complex.

Remember Iraq? Both it and the USA were better off before the invasion, stop repeating your mistakes and put the American people first... after all that is who you are sworn to serve.

We stood by in WW11 for six million Jews to be extinguished we did nothing in Rwanda the list is long. A message from Syria to the world, anti-aircraft missiles are fired every few minutes targeting homes neighborhoods, five straight days of shelling by Ass-ad thugs, complete families have been killed, homes and buildings are brought down, no food, no medicine, no electricity, no gas, the phones land lines have been cut off, the cellular phone service has been cut off.

Children are crying everywhere, women are screaming in their homes, the whole city is surrounded by heavy tanks, pullets raining constantly without stop, if anybody goes outside their homes they will be killed instantly, they are waiting in their homes to be massacred.

Every few hours the shelling would pause and the Ass-ad thugs would go door to door slaughtering families in their homes killing infants, babies, then their parents, stealing all their belongings, and then the shelling would resume.

I am not pleading for help; my message to you is this: Syrians are not dying, its humanity.

The only people Assad is having killed are those who were funded by US-intermediaries to start civil unrest in Syria!!! The reason they are doing it is to weaken your country for when they decide to invade Iran. This is all bs, and we really need to stop letting our companies get away with killing other people for their national resources!!

If you had, you'd know that this is just more build-up for attacking another country that hasn't done anything to us or our allies (Iran), and that we started it because we want to steal Iran's oil too! Here's what I personally despise. The military of America is comprised of our sons and daughters; and yet the elite non-military (the special interests of America) are the only deciders when it comes to putting our men and women in harm's way as if they are mere disposable machines; and then to make matters even worse the elite educated classes in America then have themselves a field day verbally abusing the coerced work of the military: it is all very abusive – so I encourage the military young to disband and flee and allow the vampire elites and the educated to fight their own battles with their own blood and die or live for their own falsehoods.

Wow, you're an idiot. First of all, congress has quite a few veterans in it. Not as many as it used to, but a number of them. Second, the military offers an option to many disadvantaged kids that don't have a lot of options – we'll feed you, clothe you, house you, give you a job and train you. In exchange for that, you might have to do the job of a soldier, and that could mean risking your life. You can't have one without the other. I'd like to see more done for the injured and damaged soldiers coming back from war, but save us your bleeding heart liberal spewage about how "the man" takes advantage of you. You must live in a state booming with economic activity. The vast majority of our fighting force is recruited from areas like the one I live in. We have had 10+% unemployment for the last 6 years, making the military one of the largest employers of our young. Now that the rest of the economy is going in the tank, unless you know a higher up at a local company, your chances of getting hired are virtually nil. When no one will hire you, want to tell me what other choice we have than signing up to the military? Given that very very few of our officials in Washington actually have children or even grand children forced to sign up to the military, they personally risk very little, while those of us in the heart land are forced to risk everything in order to make a few of the richest people on the planet even richer. And if you think there is anything "right" or "just" about it, they have molded your brain to the point where you would kill your neighbor's kid without a second thought!

You obviously pay no attention to real world events. We are only out for Syria for one thing. We cannot attack Iran without cause. Obama is too big a pussy to take account for anything so either A) we have to have another 9/11 attack here (ie false flag just like the last one), so we can blame it on Iran, B) start up rebellion inside other arab nations in order to justify us being there and hope that Iran comes in so we can attack them. or C) pre-emptively attack Iran with their nuclear program as a justification, or D leave them alone to deal with their inner-bs without our intervention. We can't do A because the American people have figured out for the most part that 9/11 was a justification for stealing Iraq's oil. We can't do C because it will start WORLD WAR 3! So we are trying B, but everyone we have been paying has started ending up dead or arrested (see Egypt for details). This will fade away as soon as serious talks begin with Iran, but no progress will be made for our extortionist oil stealers....I mean "dealers". It will be for the best to just leave them alone. We cannot afford another war, and our capacity to participate in another World War, does not exist anymore.

  75. Bob

I guess it is true that people have a short memory. In almost every single occasion in history when the US has turned its back to people in need, we have had to pay more in blood in treasure than we would spent in intervening.

The US turned its back on Europe at the beginning of the World Wars and look what happened. The US turned its back on Vietnam when it asked for help in gaining independence from France and it soured relations into Vietnam War. The US turned its back on Afghanistan during it's strife after they beat back the Soviets and the Taliban took over. The US turned its back on Iraq after the action in Kuwait and we had to go back in to find WMD that weren't there. Intel would have been more reliable with stronger support in the region.

If you have interests in a region and we do have one in the Middle East, you better control it, or at least help your friends control it. The future is too important to let it play out. Look at Japan, we stuck with them, and now we have a foothold and presence in Asia to curb Chinese and NK ambitions.

What good is saving our country if our country is the kind of place that would allow genocide to thrive? What are we saving? I for one am an American and that means I am one of the good guys. We can't save people from genocide and if we don't try that doesn't make us less of a human being. The truth is genocide is happening all over the world as we speak and Syria at the moment is a hot spot that is polarized. If we become a nation that is stratified into having to react to every hot spot then we become a tool for the rest of the irresponsible world that has the power collectively but sits by and does nothing. It's time for us to work on being the nation we once were first before we shoulder any more wars

Let the Arab countries intervene. Why should the US do everything? and then when they help out they get criticized for lending a hand.

remember right after 911, when they were chanting in their streets with lots of happiness wish us to have more days like 911. in all those arab countries they were happy about that tragic event. and some here have the nerve to claim for humanity.

Nah, I doubt the U.S. will intervene. The U.S. doesn't have any significant oil investments over there that we could lose. Also they like to burn American flags. Now is the time it has come back to haunt them. Well, we could help those little guys for a sympathy bonus but right now we really can't afford to lose any money over this so basically we have to ask ourselves the question... will we help them just because they are people but lose money ourselves or do we want to keep our tax money to be wasted on something else and let them die?

I would help my neighbor, because my neighbor has never burned my flag or cheered as radical terrorists blew up buildings containing innocent civilians. Your comparison is invalid. You might want to put a bandage on that bleeding heart before it kills you.
