Egypt warned U.S. aid at risk

Members of Congress have told top Obama administration officials, as well as the head of Egypt's Supreme Council of the Armed Forces, that Egypt's investigation of and raids on U.S. democracy support groups working in that country could mean the end of U.S. aid to Egypt.
In a Feb. 2 letter to Secretary of State Hillary Clinton and Secretary of Defense Leon Panetta, 41 members of Congress urged the administration to withhold further aid to Egypt until the country's leadership lets the offices of those organizations reopen and returns seized property.
The United States sends more than $1.3 billion each year in military aid to Egypt, according to the U.S. State Department. And, since 1975, the U.S. Agency for International Development has provided more than $28 billion in economic and development assistance to Egypt.
Egypt's military leadership has launched an investigation into the U.S.-based International Republican Institute, the National Democratic Institute and Freedom House, seizing the groups' property and preventing some of their staff members from leaving the country.
"The absence of a quick and satisfactory resolution to this issue will make it increasingly difficult for congressional supporters of a strong U.S.-Egypt bilateral relationship to defend current levels of assistance to Egypt, especially in this climate of budget cuts in Washington," the letter warns.
The lawmakers note that FY 2012 Consolidated Appropriations Act requires that, to receive U.S. aid, the Egyptian government must "support the transition to civilian government, including holding free and fair elections; implementing policies to protect freedom of expression, association and religion; and due process of law."
"The U.S. should withhold certification until these fundamental human rights are protected, which regrettably seems impossible under the present circumstances," the letter states.
State Department officials met Thursday and Friday in Washington with a delegation of senior members of the Egyptian military on a previously scheduled visit and discussed the issue of the American democracy-support groups.
At the State Department briefing Friday, Deputy Spokesman Mark Toner declined to call the discussion a "warning," but added: "It's consistent with what we've been saying, which is that we are seeking every avenue... from the president on down to our regular consultations, to press the points that we want to see the travel restrictions lifted and we want to see the NGO (nongovernmental organizations) issue more broadly addressed."
The incident has strained what has long been a strong relationship between the U.S. and Egyptian militaries. A U.S. defense official told CNN there has been some frustration among U.S. officials that the military-to-military relationship has not been able to affect these issues more.
The U.S. and Egyptian military relationship has been strong not only because of the billions of dollars in aid but because many Egyptian officers have trained in the United States.
"We've let the Egyptians know where we stand," the official said.
Secretary of Defense Leon Panetta told reporters on Tuesday that he had recently spoken by telephone with Field Marshal Mohamed Tantawi and "conveyed to him the concerns that we have with regards to the treatment of these individuals and the whole NGO issue."
Panetta continued, "He indicated his concern, that he'll do everything he can to try to help on this issue. He obviously has to deal now with the parliament. He has to deal with what is an independent judiciary ... I said, welcome to democracy, because I have the same responsibility to deal with the Congress, and they're concerned about this issue."
He expressed hope that the situation could be resolved soon.
An official said the United States needs to continue giving military aid to the Egyptians because, no matter what kind of government emerges from the election, Egypt's military will still be a pillar of the country and the entire region. The United States needs to maintain its relationship with that military, the official said.

Our Bitch? nice. Look, I don't want any money going to a military or police that treat's Egypt's people so badly. NGO's tried to register according to their rules, and did everything to be compliant. They purposely allowed them to be in Egypt, but under Hosni, Egypts Dictator – he wouldn't allow them to do it by registering – that way he had the upper hand if he wanted to.
But, you know – I hate giving money to people who on one hand, want democracy – and excel, but on the other hand, criticize those small organizations that help them do it. NGO's are in other counties as well. You think Egypt is so special that it is the only one that has NGO's?? Unless of course, you want to be like Iran. I hope Egypt does well, but saying you hate Israel, or a population does, then cries when Israel finds other gas sources and transportation other then Suez canal is kind of dumb. US Aid to Egypt and Israel are cornerstones of the Camp David Accord that stabilized that region and protected Israel. What a disaster it would be to dismantle this – especially when the Arab Spring has brought so much chaos and volatility to the region.
We actually give Israel approximately $2300 per person, when all the hidden aid is counted in. I dislike Israeli policies because they are holding an entire people captive – imagine if we had left the French occupied by the Germans all this time since WWII? They avoid making peace, and provoke conflict to keep the aid coming, and the militants in power in Israel. They dictate our foreign policy through buying our politicians. They are a superpower in the region through an arms race that we empower, because we sell sensitive equipment to Saudis when we sell same to Israel, and we pay off the Egyptian military a portion of whatever we allocate to Israel so that they don't attack Israel. In the meantime Israel continues to abuse the Palestinian population, and fund and support illegal settlers, after just ignoring our requests not to, and thus making us a world laughing stock. How did we get blackmailed into such a position. As Gen. Petraeus said, the blind support of certain of our politicians for Israel is going to limit our options in the future, and get us into trouble. What would happen to Israel if we cut back our support is that it would have to do a reality check, and start using diplomacy and commercial ties to make friends with its neighbors, and get its population to start looking at living with Palestinians. In addition, it would have to start upgrading the Palestinian standard of living, and use their talents to help develop the country. There are already Israelis and Palestinians who work together, instead of criminalising these groups, the government should strengthen them, and learn from them. It can be done. Extremists and militants in both societies can gradually be marginalised. The other Arab states will no longer have the excuse of the Palestinian malnutrition and abuse by Israel, and will have to deal with the demands of their own populations, wich need not be a threat to Israel. If Israel continues to become a fanatical religious state, with full citizenship for Jews only, then they are leading the way into sectarian warfare in the region. The US needs to stay out of this.

This reply is to Chris Austin – there is malice among Christians and Jews towards any Muslims too. I have been criticised, ostracised, abused and threatened with death for friendships with Christian and Muslim Arabs. Apparently I am not supposed to even talk to them, nevermind socialise. Muslims and Jews use each other as bogeyman to keep their minions in order. This will continue, but the discourse is getting messier with the Arab Spring. The Egyptian army is likely to allow the Islamists to have power because they will co-exist against the forces of "chaos" – those for an open society. The Islamists might have to curb their platform (Salafis never will) - we shall see. But if the Palestinian issue was resolved and new configuration of diplomacy and trade, I think that it would show that Israel is interested in being a part of the near east, not its master, and it could undercut the argument of western colonization, which of course Israel at present is. Muslim society is not monolithic. The big issue is often economic – getting jobs and housing and healthcare, and the Islamists do it too well. Change will not happen overnight, but with political will things can change and give more options for the future. Moderate Muslims find it hard to deliver while Israel is still ruling malnourished and helpless Palestinian entity. If Israel were to market itself as wanting to work with moderate Muslims, it would give the latter a boost and they can promote Islam as more peaceful and welcoming that the Wahhabis. It is not clear cut, I know, and of course the macho types that rule Israel would not go for it, but they way it is headed now is for catastrophe, and maybe including us.
It's a pillar of our foreign policy to arm, train and give aid to the enemy until we are actually at war with them. Aid to all Muslim countries must continue....
AS Democrat as I am, I seriously think foreign aid is a good place to cut in these times of belt-tightening. Avoid cuts to our own programs by pulling back funds to other countries- we need to care for our own first.

I began hearing many things during Viet Nam which was for me, up to that point in my young life unthinkable carnage running our morale down tremendously. As more unfolded supporting the stories, I digested what I could as I could. I had concerns, deep concerns. And no misgivings about where the ungodly commands for blood-letting were trickling down from here in the states. There wasn't room nor time for fear then or now. Shock yes, fear, no. The only difference tween then & today is the increased excelleration; the net tightening. If they cut off aid to Egypt, they should cut off aid to Israel as well. That would be technically abiding by the Camp David deal of equal aid. Personally, I think that would be a wonderful idea. Deposit the saved money into the Social Security account.

Israel was placed there to create a center of conflict with two purposes: to force up oil prices to support US $ as the international trade currency and generate business for American defense contractors. As for developing alternative energy, it would be an counter-productive to "drill baby drill" to reduce cost and increase demand for oil when the investment in alternative energy will only happen to any significant degree when oil/gas prices go up significantly. That is Economics 1A. Terminate or significantly reduce tax breaks for oil exploration and offset such with more tax breaks for alternative energy to stimulate essential investment. Duh.

We don't have homeless shelters overflowing with families. I'm glad things are so perfect here in the US that we can fund another country's military.

1st, the AID is part of the camp David agreement through which Egypt maintains Peace with Israel in return for the 1.3 billion aid and is not conditional upon any other conduct. 2nd, this aid goes to the US Arms industry anyway and is not cash flowing into Egypt, 3rd) We do NOT need this AID to start with. Finally, would the USA or Europe agree to have Saudi Arabia or any other Country throw millions of Dollars at internal organization to cause havoc or interfere with the way their governments conduct their business?
