US open to talking with Iran

A diplomatic solution with Iran is still possible, Secretary of Defense Leon Panetta said Wednesday.

"We have always expressed a willingness to try do that," Panetta said at a Pentagon briefing. Panetta was responding to a report from Iran that said President Barack Obama had proposed direct talks in a letter passed to Iranian leadership.

Panetta refused to comment about specific communications but said diplomacy is always an option to pursue.

The U.S. recently sent a letter to Iran warning about blocking the Strait of Hormuz, among other communications, CNN reported earlier this week.  The United States has suggested to Iran that the two sides establish a channel of direct communication to ensure miscalculations don't escalate.

The choice to talk is Iran's, said State Department Spokeswoman Victoria Nuland.

"If you, Iran, are prepared to engage seriously and come clean about your nuclear program and demonstrate to the world that you have no military intent," the US is open to engagement, Nuland said.

While diplomacy is an option, Panetta noted that, given threats made by Iran, the US is also willing to respond militarily.

Two U.S. officials told CNN's Elise Labott the letter the Obama administration sent to Iran did not ask for negotiations, it suggested establishing a direct channel of communications to ensure no miscalculations escalate the situation.

The letter, the officials said, reiterated the administration's stance that blocking the Strait of Hormuz would be a "red line" for America. The sources would not say who wrote the letter or to whom it was directly addressed.

Iran's semi-official news agency Fars cited an Iranian lawmaker, Ali Motahari, as quoting from the U.S. letter and saying, "The first part of the letter contains threats and the second part contains an offer for dialogue."

Motahari told Fars that the U.S. letter said closing the Strait of Hormuz would be a "red line" for the United States. Motahari added, "In the letter, Obama has announced readiness for negotiation and the resolution of mutual disagreements," according to Fars.

Officials at the White House, State Department and Pentagon would not comment on the content of the letter at various press conferences on Wednesday. But various officials, including Panetta, noted the administration is open to talking with Iran provided the Iranians disclose the extent of their nuclear program.

White House spokesman Jay Carney said at Wednesday's White House briefing that "there is a path here towards renewed talks and a path here for Iran to pursue if it so chooses, that would allow it to get right with the international community."

But Carney added, "Iran has shown no inclination thus far to make that choice, to make that decision."

The top Republican in the House, Chairman John Boehner, R-OH, criticized any administration effort to talk with Iran, saying on Wednesday it makes America "look weak."

The U.S. is not changing its military posture in the region in response to recent threats from Iran to close the Strait of Hormuz, a key transition point for oil, Panetta said.  He noted that the current US presence of Navy and other military in the region is sufficient, though alternatives are always under consideration for different contingencies.

"We obviously always continue to make preparations to be prepared for any contingency, but we are not making any special steps at this point in order to deal with the situation. Why? Because, frankly, we are fully prepared to deal with that situation now," Panetta said.

Panetta's comments come as Israel's defense minister appeared to push back on the notion that Israel was ready to strike against Iran.

Israel’s Defense Minister Ehud Barak said Wednesday that an Israeli decision on whether to strike Iran’s nuclear program was “very far off”.

Speaking to Israeli Army Radio, Barak would not offer a concrete estimate as to when he believes Iran may develop a nuclear weapon.

The U.S. and Israel recently put off a joint exercise that appeared to be aimed at sending a message to Iran.  Asked at the Pentagon, Panetta said it was to better prepare for the exercise.

      First I probably know more about Islam and it's real history than you do...I am speaking the honest truth, not what some Sheik or Mullah has told you. So you can bring it on if you would like. I also probably know more about the true history of the silk road and its impact across the Middle East and Asian regions...

      As to the fight against Islam since Isa's time....Isa in Islam was a prophet. It is understood he was Jewish and that he carried the message of god. It wasn't until Muhammad came along that the "final and true" religion was revealed. So to say there was fighting against Islam in Isa's day is plain wrong. In fact the religion of Islam didn't actually exist yet in any form. Remember Christians, Jews, and Muslims are considered people of the book since all 3 in Islam are considered the messages from God/Allah. But if you want I would be happy to educate you more on how Muhammad actually came up with Islam.

I have also read several buddist works, Taoist works, and many other religions of the world. I don't truely follow any one religion because when you actually do study them you see the same stories with the same lessons...so I personally don't think any are right or wrong. If you would like to discuss religion I would be happy to, instead of you making comments about how I don't understand without evidence of how I don't understand....

    Iran has the right to have military weapons and use them to defend the state against aggressors in much the same was as France, Britain, Germany, usa, Russia, Israel does.       Kelly, I am glad you are proud of your country, but so am I of mine. Canada simply does not have the power or clout to make any difference in the world politic. Because of that, it is very hard to be scrutinized. This is also true of parents. We have responsibilities that often times our kids do not agree with. At times they think we are "mean"and don't understand. Most of the time we due understand and the kid is too young to do so. The U.S. is the super power and with it comes great responsibility. We are damned if we "do" and damned if we "don't". We cannot win, yet we do what we think is best. Do we make mistakes? Sure. Do you ever make mistakes? Yes, a nations mistakes are of much greater consequences, yet the very fact that we have to face these challenges puts the U.S. in often difficult positions. Canada simply does not have to deal with these issues. Not being critical, but it simply is much, MUCH easier to play "arm chair quarterback". The U.S. has done more good for the world than Canada, hands down. Much more for the world than any country in history. Simply a fact. Many disagree, but few do anything themselves. What do you think would happen if the U.S. stepped down and let Canada deal with the Middle East issue? Now, play grow up, not college kid utopian idealist. Remember what happened when Europe wanted to take the lead in negotiating a settlement with Iran over the nuclear issue; Iran stalled, built up their program and brushed Europe to the side. In other words, Europe failed miserably. So, what again can Canada do? Give me some real ideas Einsten, or should I say Lord Chamberlain!

        Some more facts for Kelly. The Canadian Navy is not the second largest in the world and it contributed two naval ships off of Libya along with a couple of patrol boats. And that wasn't a war that the USA dragged Canada in, it's because Canada honored it's U.N. committment to help after voting on Libya. While I'm grateful for Canada's help (or are we helping Canada?) don't let Canadian pride change the facts.

    The US get its casus belli, and start bombing not just around the strait. Plus it can bomb all Nuclear sites.

Iran, at best, might interrupt shipping for a minimal amount of time, at which point, Iran's Navy would be liquidated, as well as Iranian missle launch sites within range of the strait. Implementing an enforced maintenance of a reasonable degree of safety to shipping would effectively result in a no fly zone over Iranian territory within that area.

Do struggling Americans have that much time to wait for economic relief? Furthermore, when asked if an independent economist had reviewed their stimulus plan, the GOP's answer was no. But don't be so pessimistic because the GOP's plan also cited that with access to Canadian oil and additional energy proposals, they could have generated an additional one million jobs by 2018. By 2018? The GOP must be joking right? I just wonder what Sen. Paul and the GOP have been sniffing on lately.

    And talking about fiscal responsibility, google Research Project "Cost of War" by Brown Universit's Watson Institute for International Studies! The final cost of the illegitimate Iraqi war is tabulated at 3 trillion dollars and the cost of both the Iraqi and Afghan wars are projected to have exceeded 4.4 trillion dollars and by the end of the Afghan war, the final combined cost is projected at approximately 6 trillion dollars. Fiscal responsibility? No, its more like wasteful spending!

    Still trust the GOP and believe they're best suited for running our country? Better think twicw before you get swept away by their propaganda!

    Ideology aside - the U.S. negotiating with the "Axis of Evil" or Iran with the "Great Satan" would be tough sells to their respective domestic audiences.

    The problem here is that it is difficult to see what each side has to offer the other....

    What Iran wants: a dominant position in the region and a redefinition of how oil revenues are allocated and distributed. Well...that would make the United States dependent on Iran.

    What the U.S. wants: an Iran that does not build a sphere of influence, but instead remains within its borders. Also, an Iran w/o a nuclear weapon. Both would cost Iran a historic opportunity to assert its longstanding claims.

    Bottom Line: neither side is in a position to enter into any sort of accommodations

      in 1968 iran was given a small nuclear reactor by the united states under the atoms for peace initiative. as was the norm back in that day the reactor was fueled with weapons grade uranium. Before our countries had a falling out we supplied iran with a second core for the reactor. All told iran has been sitting on about 8 kgs of weapons grade urnanium that would be very easy to isolate from the spent fuel. This is enough to build a primitive fat man type implosion bomb. read this again so there is no misunderstanding – iran has been sitting on the key to building a nuke for nearly half a century – and yet no attacks. what exactly is it you think they are waiting on?

        Now, I don't like Iranian leadership, but the US has been arming radical groups for a long time, and is funding Israel, which as a state has killed an absolutely overwhelming number of innocent civilians when compared to the attacks they are in retaliation against. If both Iran and the US are unwilling to commit to diplomacy because of these things, then when can we ever hope for a resolution aside from war? We're not perfect ourselves, so just swallow a bit of that pride and show some real courage.

If you watched the mianstream media and CNN this past year, you saw, although not publicised too much, the FCAT that Saddam told the tribunal that the REAL reason HE DID evade the inspectors was to make it look like he still had WMD! He wasn't afraid of the U.S because, well, we are too patient and we let him stay in power last time, he was afraid of Iran and wanted the story to play to Iran ears. Sorry, this was not FOX but people like Wolf Blitzer (look it up, it's true). So, we did have reason to believe in what is know known to be deception. OK, we can justify Iraq now. Afghanistan? (/11, I need not say more. Tell me one place on earth that the U.S invaded out of anger and held the land? Japan? Look at it today. Germany? Leading nation in Europe. Oh yes! Phillippines!       Oh boy. Another history buff. No, Bush finished a war that was started by Iraq whn IT invaded Kuwait. We kicked them out, they agreed to cease fire terms, they broke the rules, we waited YEARS for compliance and THEN we kicked their tushes. Now, Iraq is free to elect it's leaders, Saddam and his psycotic sons are gone and change occurs. It is always messy, but leads to real change. The Arab spring was partially due to this sea of chnage and peoples are chosing their futures. Again, there will always be a difficult period when change occurs, yet finally people will have the possibility of freedom which you, my dear friend, have. Bush did not attack Iran because we were so engaged in Iraq and Afghanistan. We did, after all, acquiesce to Europes call for depolmacy. Europe failed miserably. No we have forces out of Iraq and the possibility of dealing with Iran. By the way, both CNN and the major networks reported this past fall that Saddam did indeed try to fool the inspectors into believing they had WMD. It was not because he was afraid of the U.S., it was because he was afraid of Iran. Sorry, but this is what the mainstream press, NOT FOX, reported. When someone, who was known to have WMD, continues to behave suspiciously and avoids you, it is completely legitimate to assume he is still hiding something. History, IS provong that Bush was justified in FINALLY attacking Iraq. Oh, by the way, no the U.S. military did not cause 9/11 as I am sure you also believe.

As a Soldier currently deployed origionally to pull the last of the troops out, and now as the "Contingency" plan for Iran, I can say that we don't need another war. My last tour in 2005-2007 was 22 months of hell in Iraq, this tour marked the last time I had to see the dirty streets of Iraq, and worry about an EFP killing me or my battle buddies while we protect a society that wants us dead. The last thing I need is to be extended another year so I can go fight another futal war, lose more friends, and maybe never see my family again. I know what I signed up for, and I will accept any mission that is given to me, but it makes me sick that all you civilians think you know what its like to be shot at, blown up, or kill another person. After 7 years and 3 combat tours, I look and feel like I am 35 (I"m 27), I am tired of fighting, and tired of being away from my family. You people have no grasp on the harsh reality we face on the ground. War isn't easy, and next time you write something, think about the people who are actually here, fighting so you can sit on your couch and bitch about all the worlds problems.

Imagine, if you will, the U.S. going to the UN and declaring that Iran should be wiped off the map and that the Iranian people are pigs. What would the world reaction be? Were there any protests in nations around the world. No, because the world expects that of Iran. So, we basically understand that their leadership is "nuts". We are now faced with a nation that is a net exporter of electricity and of course oil. Iran says it wants nuclear energy for peaceful purposes. Why? It doesn't take a rocket scientist or even a greater at Walmart to figure this one out. Yet, we get people here who state that the West just wants another war in the Middle East or against Muslims. Wow! You can go to the U.N. rant on about foulish things, threaten other nations and then the U.S gets bashed. Hmmmmmm...... ever since the hostage crisis, yes they did hold our embassy staff hostage for 444 days, Iran has been a rogue nation. The very idea of them having ANYTHING to do with nuclear technology is a no-no. It's like giving an arsonist a can of gasoline to play with. Wake up people, it is time to deal with Iran once and for all BEFORE thay get a weapon. Once they have one, the game is over. No, I dont think they will launch a nuke, I hope, but they definately will export more terrorism and throw their weight around the Middle East without fear of "regime change". Are we that naive to let that happen? Oh that's right, the West also thought Hitler's build up would not be anything to seriously worry about- that Hitler would not do anything stupid with it. A few million lives lost and they were wrong. There are always trade offs in life. Nothing is easy. We either let Iran have a nuke and everyone of you reading this will pay through the wahoozy for oil, or we stop this rogue regime, further change in the Middle East and assure energy supply. yes, it is about oil because of you, me and everyone else. The big oil companies like higher prices, so it IS NOT them. The average consumer pays more, the economy suffers, people loose jobs and everything feels the effect. it is the real world people. This is reality, not Utopia. The time to confrot Iran with a final offer is now and if they dont take it, remove the threat and bomb the heck out of them.

      Well, you're wrong one two accounts: 1) Iran wouldn't need to attach a nuclear bomb to a missle to threaten us, they would merely need to sell it to a group of terrorists willing to use it. 2) Iran poses a threat to the flow of oil out of the middle east because they can disrupt shipping through the Straight of Hormuz.

      Besides, the Bush Doctrine states we should not wait for an enemy to attack us before we act (I just threw that in because I'm sure it would p!ss you off).

        1) That is still suicidal for Iran. If such a device were detonated, the radioactive material can be quickly traced backed to the facility it was produced, and then we would quickly be able to destroy whatever nation supplied the device.
        2) First, if they cut the supply of oil, we can cut their supply of gasoline, so this would also be a stupid move. Lets say they did that though, the cost of a war with Iran would most likely far exceed the rise in oil prices from a smaller source of oil. The economics of it dont make sense. In the medium term, the Saudis would probably find it beneficial to boost pipeline capacity into the Red Sea.

    Iran has negotiated with Western powers over their nuclear program (can you say E-3?), making promises, and then pulling back on them. This enabled Iran more time to develop their nuclear program. This is their strategy. Promise to talk, listen to proposals, pledge to follow them, and then at the last second pull out of the agreement. Nothing is accomplished b/c Iran only uses these negotiations to stall for time.

    Now why would Panetta, a man I respect, ever think that sit-down talks with Iran would actually accomplish something? Look how well talks went with North Korea. It's folly to think Iran wants to resolve tensions with the US.

"Come clean about your nuclear program and demonstrate you don't have military intent." Well, how exactly do they do that? They can let all the inspectors in the world into their country to see the centrifuges but everyone has already made up their minds about whether or not the Ayatollah wants a bomb. And if you are convinced they are working toward a functional atomic weapon or already have one, and demand to see the evidence, what if they don't show it to us because it doesn't exist?     Although we cannot trust Iran, we could be underestimating them by saying they won't come to the negotiating table. But I don't think tough sanctions would work if we imposed them and just sit back and wait for Iran to respond. We must act like the adult in the room, work and work Iran diplomatically until they eventually give in. Furthermore, I don't think we have to humiliate them while trying to come to a resolution. After sanctions, the best option would be to demonstrate to Iran that we are still willing to come to a peaceful accord. I believe the bullying days of GWB are over. And that approach doesn't work anyway.

Still waiting for big, bad, scary Iran to assassinate people on foreign soil, to send drones into villages, killing and maiming many in the hopes of hitting their 'target', to occupy and subjugate and brutalize the citizens of sovereign states for 10 years. As for their developing nuclear capability, Ahmadinutjob's empty rhetoric is nothing more than false bravado. His masters aren't insane – they're fully cognizant that launching such an attack would constitute suicide. I would worry more about countries that already possess the bomb; North Korea, Pakistan and India. I would worry more about an American political party which does more to fan the flames of war in the name of the 'peace' than anything.

      US has diplomatic relations with Saudi Arabia, Jordan, Egypt, and Pakistan to name a few fanatic countries. Iran is not a fanatic country and if we had good relations with them, we would not hear so many negative news and you would think they are cool!

They automatically feed on the stratigic negative news and assume Iran is fanatic stemming from the hostage crises of the late 70's, yet I bet 99% of them don't even realize the fact that the hostages were taken after the US refused to return the billions of dollars that the late shah (a western appointed dicatator) had transfered out of Iran before fleeing.

But now it is and you're befuddled on how to deal with it. Their leaders aren't Westerners like you and me. They think very differently.

Kwait, Bahrain, Qatar, Israel, United Arab Emirates where created later after WWII. There is a community of 25000 jews living in Tehran alone, all of whom have refused Israel's offer of $10,000 per person to relocate to Israel. Do you speak persian or are you aruging things based on what you've heard and read without considering who owns/supports the publishers that are feeding such content to the masses?

      The belief that diplomacy is the answer to all international problems is naive at best. Diplomacy has been tried with Iran (E-3 negotiations from the last decade) and have failed spectacularly. If Iran was a sensible country ruled by practical leaders, then diplomacy is fine. But Iran is not a sensible country. It's a ruthless, terror state hell-bent on acquiring nukes (and using them), dominating the Middle East, and obliterating Israel. Try negotiating with that.

      BTW, how did that diplomacy/appeasement thing turn out with Nazi Germany & Fascist Italy in Munich in 1938? Peace in our time, eh?
