Pakistani-American relations back to the bottom

Just days after a top American commander in Afghanistan said the situation on the border with Pakistan was improving, the U.S. once again finds itself back in the nadir of relations with the Pakistanis.

The killing of 24 Pakistani soldiers at two military outposts, hit by NATO helicopters near the border area, has pulled the rug out from underneath American efforts to calm a relationship that had been rocked by Pakistani anger at America. (Read the latest on Saturday's incident HERE).

After American special forces snuck into Pakistan to kill Osama bin Laden, an American intelligence contractor killed two Pakistanis, and American officials accused the government of harboring and helping the Haqqani terror network, much work had been done to revive this critical counterterrorism effort though the two countries were barely on solid ground again before Saturday's incident.

A recent Pentagon report to Congress said the ability of insurgents to hide across the border in Pakistan is the greatest threat to success in Afghanistan. The report pointed directly at Pakistani authorities for aiding the strength of insurgents on that side of the border.

The 2012 presidential campaign has also brought forth much heated rhetoric by Republican candidates vying to be seen as standing up to the Pakistanis in a way the Obama administration has not. Former Speaker of the House Newt Gingrich and Texas Governor Rick Perry have called for a zeroing out of foreign aid to the country.

"We were told, a perfectly natural Washington assumption that our killing bin Laden in Pakistan drove U.S.-Pakistan relations to a new low. To which my answer is, well, it should have because we should be furious," said Gingrich at this week's CNN national security debate. "you tell the Pakistanis, help us or get out of the way, but don't complain if we kill people you're not willing to go after on your territory where you have been protecting them."

In the past few weeks, the U.S. was dragged into a Pakistani government scandal when it was reported that President Asif Ali Zardari asked the U.S. government in May to help him hold on to power because he feared a military coup. A Pakistani businessman claimed he'd been asked to pass the message on to U.S. Admiral Mike Mullen, then Washington's top military official. In the end, the ambassador from Pakistan, Husain Haqqani, stepped down and a new ambassador was appointed just a few days ago. The new ambassador, Sherry Rehman, has yet to come to Washington.

But there were signs the two sides were mending fences.

The American commander of international forces was just in Pakistan to meet with Chief of Army Staff, General Ashfaq Parvez Kayani. The two discussed "measures concerning coordination, communication and procedures between Pakistan Army, ISAF and Afghan Army, aimed at enhancing border control on both sides.

Also this week, the commander for U.S. and NATO troops in eastern Afghanistan, Major Gen. Daniel Allyn, told reporters at the Pentagon that the Pakistanis had been cooperating in trying to stem Haqqani attacks that emanated from the Pakistani side of the border and were aimed at U.S., NATO and Afghan troops. Allyn described it as a "positive step forward" and said the Pakistanis had even been adjusting positions at the request of the NATO forces. The result was attacks "tapered somewhat in the past several weeks" to just "three to four cross-border firing incidents a week."

"Now, whether or not there's more to the explanation than that's where the enemy is choosing to shoot from, I can't answer that. I do know the positive sign from our perspective is the responsiveness with which the [the Pakistani military] border force have coordinated actions against the firing," Allyn said.

U.S., NATO, Afghan and Pakistani troops had been conducting communications excercises, said Allyn, to help coordinate border security. Another was scheduled for November.

Clearly, this incident has jeopardized that good will. Pakistan quickly and angrily, in messages from multiple officials, have condemned the killings, calling it "unprovoked." The country shut down two critical border crossings used to bring supplies to NATO troops. Pakistan is also ordering U.S. military personel out of Shamsi Airbase within two weeks. Shamsi had at one point been used to launch CIA drone strikes within Pakistan.  In June, after the bin Laden raid, Pakistan ordered all U.S. personnel to leave Shamsi and said drone operations had ceased.  At the time, a U.S. official told CNN that American counterterrorism operations in Pakistan continued and a source familiary with the drone operations said Shamsi was "still open for business."

Promises of investigations were quickly proffered by Gen. Allen and the U.S. ambassador in Pakistan, Cameron Munter. But Washington was quiet with little to say on-the-record or even on background, as the U.S. looks to figure out how what happened and how to placate the Pakistanis.

    We lost our chance for nation buildiing 10 yrs ago when we routed the billions to defense contractors instead of hiring locals to do their own work, instead of buying food crops at inflated prices to wean the people off growing drugs used to finance terror, instead of building up a moderate milddle class that would vote for stability, and not the terrorist, warlord or militant cleric that would give them enough money and food to live on, for their total loyalty.
    Stop aid to Pakistan, Increase aid to India (in exchange for a cost of living cap to outsourcing for American companies, ha, ha, like our go'vt would think of pissing off the 1% and corporations cutting into their cheap labor sources), still, I'd rather give money to India than Pakistan.

        Pakistanis killing themselves does not mean anyone else can join in freely killing more Pakistanis. It is their country, and they can do whatever they want. Others should only intervene to save lives (if they care to), else just not get involved.

        It is no more different than saying, "Hey there are a thousand burglaries in LA every month. So I should be allowed to rob one too."

        True, if we leave they'll continue killing themselves. The question then is what are our boys and girls doing there wasting their formative years. I am not talking about the military officers, but the foot soldiers. If you look at certain documentaries, all the foot soldiers do is spends days and days behind some sand bag waiting for a terrorist.

      @ Patriot, the US would have won the war years ago if Pakistan was not allowing Taliban to cross back into its disputed tribal area along its boarder with Afghanistan. The Pakistani army has in the past provided cover fire for insurgents crossing back into Pakistan with NATO troops in persuit. The last time we killed some Pakistan soldiers on the boarder they claimed they shot warning shots at the helicopter to let them know they were there. How dumb is that? Patriot you would probably fit right in with the Pakistani soldiers and thier Taliban brothers. Also whoever wrote this article you should probably know the difference between Special Forces and Special Operations. Special Forces did not kill Osama, Special Operations Navy Seals did. There are only one Special Forces and that is the US Army Special Forces ( Green Berets).

    Well countries in NATO would have included Pak army in their Force if NATO really thought they could make such mistakes again. But I doubt if NATO did this by accident. Whatever let us see the Game of Western forces what they are after this time.

    Gen. Ahmad, head of Pakistan's intelligence agency, the ISI, which would not exist save for the CIA, was in Washington DC the week prior to 9/11. Prior to that Ahmad had wired $100,000 to the alleged lead hijacker Atta.

    Ahmad arrived on Sept. 4th and stayed until the 14th. During that time he had secret meetings with top military, WH, and government officials.

    This was never mentioned in the 9/11 Commission Report.

    The above is indisputable fact. The implications are earth-shattering.

    I think it is time for us (Americans) to bring all our troops and all our foreign aid back to America. It is time for us to quit being played by the military industrial complex; the big oil companies; the Israel lobby and the big banks. Those so called "American Interests" that we go to war for are our real enemies – not the Afghans, and not the Pakistanis.

    I know first hand about the futility of war against those who never attacked us. I am a former U.S. Marine captain and Vietnam veteran. As Ron Paul says, it is time for us (Americans) to mind our own business.

      How about we also stop being the defense mechanisms for the rest of the globe? Many countries don't even have armies because they know the Americans will always step in when they have troubles. This needs to change. But, at the same time, it is irrepsonsible to reduce our military functionality while we have countries like Iran, China and Russia ramping up. Obama seems to want to leave us vulnerable. Unless he's stupid (like afox), he wants America to be attacked and be defenseless. Lovely....gotta embrace those liberals!

    Given what seems to be happening, the answer might be somewhat obvious. While Pakistan does provide better and cheaper access to Afghanistan, it's not worth the difference. Cut off all aid, close the border from the Afghanistan side, and simply let them keep their own terrorists at home. They want to play in the middle of the street, they get run over. Back a few years ago the Philippines demanded that we close our bases and leave. We did. We continued on pretty much unchanged and their economy nearly folded when the aid dried up.

    It's depressing how many posters here obviously paid no attention during high school geography class. The highlights: Pakistan has 10 times the population of Afghanistan, an advanced military, and industrial/military complex that's not in the stone age like Afghanistan, and terrain just as challenging as Afghanistan. How have we done in our war with the small one for 10 years? Pakistan is basically 3 Iraqs, put together. Who wants to spend $150B and the next 3 years trying to subjugate Pakistan(who will receive military support from Afghanistan and Iran. 50,000 US combat deaths would be a conservative number. Any takers are welcome to waltz themselves and their teenage kids down to the enlistment offices before the draft notices show up.

    Don't know who the idiot is who gave the green light for this strike, but our war in Afghanistan is now OVER. We cannot continue our war effort without the supplies flowing through Pakistan PERIOD.

        The war in Europe was different many in the US were on Hitlers side and it was only because Britain agreed to pay a huge amount of money that the US entered the war on the British side. The US made huge amounts of money out of pillaging Germany and even kidnapped German scientists(operation paperclip) who were used to design the missiles jet planes and most of the technological advances that the US enjoyed after WWII.

        War is a business, I know that politicians convince the gullible that wars are about some noble cause but they never are, it is always about money and power.

        Name any war and if you do enough research you will find greed is the motivator.

    The Pakistinian government and people by all means, do earn the right to be upset and angry at us for these casualties and therefore, we should allow them to express their anger first of all. Secondly, the reason why these casualties keep occuring is simply because GWB and these very same Republicans in congress deliberately and recklessly abandoned and subsequently prolonged the Afghan war to start their illegitimate Iraqi war. And the reality is that if this hadn't been done, the Afghan war would most likely have been ended at least five years ago and these senseless casualties whether on the US and NATO side or on Pakistan side would have been avoided. And what is also unfortunate here is that just like the GOP has blamed President Obama for the economic crisis they have created at home, they are now blaming him for our withdrawal from Iraq and for the ongoing problems we are having in Afghanistan. I just pray to God that President Obama ends this conflict early and bring our troops home because there's absolutely nothing to be accomplished in Afghanistan whatsoever.

        government, about pulling out U.S. troops.
        Legal and binding.
        The only way troops could stay was if the Iraqi government asked us to stay.
        They did ask us, but without giving our troops immunity from prosecution,

        Nick, you need to do some research and quit thinking with your big American ego. Us foreign aid to Pakistan was around $2. Billion. That is both economic and military aid.

        Pakistan has a GDP of over 200 billion a year.

        GDP means Gross Domestic Product. That means that is how much stuff they make is actually worth.

        Pakistan is a complex country. Much more complicated than your simple mind can comprehend.

    There must be a force within US which has all the way been trying to destroy a friendly relationship which goes back to the days of Soviets invading Afghanistan. Firing at two different army posts at the same time can not be an excident ofcourse. It has to be a planned mission. Developements are not good for USA, the region and Pakistan.

        Tell this to your leadership and elite: Next time they want their medical check up/treatment they should not rush to the US but instead go to the African country for medical services. Moreover, you should NOT be begging the US for aid and medical serices when you have the next flood or famine or earhtquake. Enlist the humanitarian and medical aid services from the African country you so admire.
