Next war could be a click away

DARPA, the agency that really did invent the Internet, is now looking at ways the Web might be used to fight the next war.

DARPA stands for Defense Advanced Research Projects Agency, a Pentagon office that researches everything from cutting-edge cybersecurity to hypersonic airplanes.

The agency's director, Regina Dugan, told a gathering of cybersecurity experts Monday that "DARPA will focus an increasing portion of our cyber research on the investigation of offensive capabilities to address military specific needs."

In the past, the main focus of DARPA and other DoD cybersecurity offices has been defensive, protecting the Pentagon's worldwide network of computers from hackers and "malware" - invasive software designed with malicious intent.

Now DARPA is looking at how to reach out and attack, through cyberspace, the entities trying to break into and disrupt DoD computers.

"To this end, in the coming years, DARPA will focus an increasing portion of our cyber research on the investigation of offensive capabilities to address military specific needs," Dugan said. How much of a "portion?" Dugan says that in the next five years, the Pentagon, which is in the midst of massive budget cuts, will increase DARPA's cyber-research budget by half a billion dollars.

Exactly how the Pentagon will use the Internet to attack adversaries is still unclear. Dugan didn't say and didn't take questions during the event Monday at a hotel near the Pentagon.

Pentagon spokesman Capt. John Kirby wouldn't elaborate on what the Pentagon might do. "Frankly it would be inappropriate for us to get into the details of specifically what we we're looking at," Kirby said.

He did say that the options are wide open, since unlike the Geneva Convention that governs conventional wars, no similar agreements exist for cyberwar. "This is frankly a realm in which there are no international norms and no regulating policies internationally and it's one we are trying to get our hands around," Kirby said.

Cybersecurity goes well beyond well-known threats to privacy and the release of personal information.

"Malicious cyberattacks are not merely an existential threat to our bits and bytes, they are a real threat to an increasingly large number of systems that we interact with daily, for the power grid, to our financial systems, to our automobiles and our military systems," Dugan said.

And that can happen in an instant. "A connected, motivated group can now accomplish tasks otherwise thought impossible, at speeds and scales that we are only beginning to understand," said Dugan.

How fast? Dugan used a non-malicious event to show how fast the cyber-world can move.

"During the 5.9 magnitude earthquake that hit the East Coast on August 23 ... there were almost 40,000 tweets within minutes and tweets from DC reached New York City ahead of the seismic wave itself."

This research into possible Pentagon avenues of attack via cyberspace does not mean DARPA can let down its guard in terms of defending against cyberattacks.

But the man in charge of stopping those attacks believes "cloud computing" represents a significant tool in protecting not only the Pentagon's networks, but also its budget.

"It's easier to secure the cloud and there's more than we can do with it," said Gen. Keith Alexander the commander of U.S. Army Cyber Command."I personally believe that taking a step towards the cloud is the right thing. It's cheaper - we can come up with virtual networks, virtual routers, virtual databases, better encryption systems."

How much cheaper? In recent years, Alexander said switching to cloud computing has saved the DoD more than $100 Million in software licenses alone.

      Every branch of our military has been involved to some extent for many years – we have a high-tech military. Include agencies such as the NSA, CIA, FBI, etc. – we don't need a separate branch of military we already have it covered.

        Those agencies do more than just focus on cyber attacks. Granted, they do take measures against them, but depending on how in-depth they are, it would make sense to devote more than just a small branch to securing our cyber infrastructure and planning cyber ops.

    I wish it were as simple as pushing a button but it isnt. We have months and sometimes years of training followed by boring routines punctuated by abrupt horror. These conflicts are not fun. I didnt enjoy riding around these areas with my unit and I certainly didnt enjoy killing anyone on a rational level anyway. Unfortunately we were sent in to do a job which has its own dangers and yes we sometimes had to kill people. Unfortunately wityh so many operations some innocent civilians died and I feel sorry for them. But there were many times we were under attack and had to respond with lethal force. We have our rules of engagement and I guess they have theirs. For those stupid enough to challenge us the odds were that more of them are going to die than us. Bottom line though – this is not about pushing a button. This is a matter of a full mobilization of men and material to deal with our adversaries. If they are smart they would just obey us wheil we are here and we wouldnt have to fight them.

You both need to learn , how to get out of the situation without winning. Win comes with price of innocent people and hatred. Give up and let go, will calm the enemy down. If we cant get our fill of enough violence from football, ice hockey, or Ultimate fight Championships, we just turn on the tube as whole cities are blown up in the name of homeland security. How do You expect these soldiers to think with the perverse training combined with the complete lack of regard for human life as they witness unspeakable death and carnage visited upon communities in these countries. Also, how do You expect surviving family members of "collateral damage" to feel about these wanton and indescriminate acts of violence.

        I can tell you already this guy isn't in the Military. He's just a fat loser with no life and figures he'll go online and decieve some people on the internet. I am a former US army soldier and i served in Iraq... i can tell you if someone actually was like this he'd be arrested and do jail time in a military prison. For pretty much anything he talked about doing here... if he killed a civilian on purpose he'd go to jail for murder... if he had sex with a civilian he'd lose all rank and go to jail for disobeying a direct order which forbids having sex especially with a citizen of the host country... As a soldier, we were all trained to kill but also trained to follow rules of engagement... i can tell everyone else in here with pretty strong conviction... this guy isn't a soldier.... rather he's likely either anti-American trying to convince American's that their soldiers are evil... or he's just a fat loser sitting behind a computer screen that plays too much call of duty and has never touched a girl in his life, nor seen combat... Trust me people... In combat zones, US soldier's are more appropriate abroad than they are at home... there's no drinking, people are under constant supervision... and believe me.. nothing this idiot said is indicative of how true soldiers carry themselves or operate especially in a foreign country.

Sure, we never hear about this but it is true! The Soviets fought Hitler back to his bunker. Sure, we supplied them with a limited amount of aid. But what made them win was the lines behind the front lines armed and shooting any Soviet soldier who dared to retreat! After the war, Stalin went totally insane and killed millions of his own people. This is victory?

        Must to the disagreement by Montgomery, Eisenhower left Berlin to the Soviets on purpose. The western allies received intelligence that Hitler would use the mountains of Bavaria as his last stand. Eisenhower decided that it was more worthwhile to take Bavaria. Realizing that the information was faulty, Montgomery led the sprint charge to cut the Soviet's advances. The western allies were able to drive the wedge between the Soviets and the Germans in Hanover and Denmark by mere hours, stopping any further Soviet advances into West Europe.

      As a U.S. military veteran who has worked cybersecurity and intelligence for the government, I can tell you my fellow soldiers, airmen, marines, sailors are thankful for the critical intelligence we provided "from the comfort of a chair". Every person in the military serves their function to the team as a whole.

    The U.S. needs new leadership. Change from within. It is time to wall off Israel with troops and make sure they stay within their borders and force them to comply with their own rules. The U.S. and it allies have become a nation of preemptive war to avoid war. This is not sustainable, the U.S. is alienating major powers on this planet and before long the U.S. will be standing alone. Not to mention all the problems the U.S. has in its own backyard. There are many more positive and innovative missions that the U.S. could embark upon that would improve foreign relations. Let countries like Iran live up to their statements that they are pursuing peaceful energy technologies. If they don't then they will fall on their face and it will be their own undoing.
    If you lived in a country that was attacked because of what another country believed you may do would that not make you want to then attack the aggressor? War may be big business but it is not a sustainable model for global relations.

    The thing about all this that empires are forged through war and war is necessarily cruel. What is life all about anyway. It certainly has to be about vanquishing Your enemies. I was in the marines too and when I went to boot camp, I was no different than the rest. But two and half years in Iraq and with some of my buddies blown to bits by IEDs I found that I really enjoy blowing up bodies of these vermin with the mounted 50 cal. There is no feeling like it in the world so now I love the violence of it. It is better than sex. I understand the feelings of some here that would condemn us, but You havent walked in our shoes. After You have been in a few fire fights, You will either love it or hate it. I personally love it humiliating the enemy and am proud of my service in ruthlessly killing a lot of ugly arab monkees. Plus we are protecting the freedoms of our fellow Americans.

      Only one American President and NO other president or world leader has ever had the BALLS to use nuclear weapons. What a shame. So much time, money and effort for decades and untold years/decades of science research and invention/innovation wasted on technology that will never be used because our "leaders" are too scared. So many wars that have started could have been quickly stifled (like Japan in 1945) if leaders actually used the nukes we have around the world. Iraq/Afghanistan, Vietnam, Persian Gulf War I, could have been/should have been 30-day wars.
