Pentagon says Pakistan safe havens place Afghanistan mission at risk

The Taliban is weakened but the ability of insurgents to hide across the border in Pakistan is the greatest threat to success in Afghanistan, according to the latest Pentagon evaluation of the war, released this week.

"The insurgency's safe havens in Pakistan, as well as the limited capacity of the Afghan government, remain the biggest risks to the process of turning security gains into a durable, stable Afghanistan," according to the "Report on Progress Towards Security and Stability in Afghanistan," a congressionally mandated evaluation of the war's progress that is provided twice a year.

The report comes at a time when American support for the 10-year war is at an all-time low. According to a CNN/ORC International Poll released Friday, only 34% of the public say they support the war in Afghanistan, one point less than the previous low of 35%, with 63% opposed to the conflict.

The report points directly at Pakistani authorities for aiding the strength of insurgents on that side of the border.

"Pakistan's selective counterinsurgency operations, passive acceptance – and in some case, provision – of insurgent safe havens, and unwillingness to interdict materiel such as IED components, continue to undermine security in Afghanistan and threaten ISAF's (International Security Assistance Force) campaign," the report says.

On Thursday, the deputy U.S. military commander in Afghanistan raised one example of how the Pakistani military is complicit in insurgent attacks.

"We have seen indications where fires have originated from positions that were in close proximity to some Pakistan outposts," Lt. Gen. Curtis Scaparrotti told Pentagon reporters. "You'll see what just appears to us to be a collaboration or was a collaboration or, at a minimum, looking the other way when insurgents conducted rocket or mortar fire in what we believe to be visual sight of their posts."

The report looks back over the six-month period ending September 30 and was delivered to Congress on Thursday afternoon. Eight of these so-called 1230 reports - known for the part of the legislation which requires regular assessment of security and stability - have been issued.

At a Friday afternoon briefing at the Pentagon, officials from the Defense Department and State Department emphasized that the report showed progress, as well as a focus on challenges ahead.

"We are succeeding, the President's strategy is succeeding, the sacrifices of the American troops in Afghanistan are being rewarded, the efforts are being rewarded with success," said a senior defense official, who can't be identified by name under the ground rules of the briefing.

In response to a question about falling public support demonstrated by the CNN poll, officials pointed to what they said were "widespread misperceptions" about the war, with a too-frequent focus on high-profile attacks while ignoring behind-the-scenes success such as improvement in the Afghanistan security forces.

"We want people to be able to draw their own conclusions from the report," the senor defense official said. "Certainly my personal message is that we are having much more success than people realize."

The latest assessment cites sustained progress and improvement in security as well as advances by local forces in seven parts of the country, including the capital, covering 25% of the population.

But by a variety of measurements - including overall violence, public feelings of insecurity and a lack of faith in officials - the report paints a picture of a mission far from complete.

"Although the security situation continues to improve, the Afghan government must continue to make progress toward key governance and development initiatives for security gains to become sustainable," the report says.

The time period covered in the document includes high-profile attacks including the September attacks on the U.S. Embassy and NATO headquarters in Kabul, fresh demonstration of what the report labels as "insurgent determination" to target the capital region.

"Nevertheless, these attacks were operational failures," the report says. "And the ANSF (Afghan National Security Forces) responded quickly and efficiently, demonstrating their growing capacity and ability to assume security lead in the transitioning areas."

Some of the strongest language is focused on the safe havens in Pakistan, with the report labeling them the insurgency's greatest enabler. They have become more important as American and coalition forces have cleared insurgents' hotbeds inside Afghanistan.

The report says that the successful U.S. raid by Navy SEALS on the Osama bin Laden compound in May, and recent indirect fire by the Pakistan military across the border, have led to a further deterioration of Afghanistan-Pakistan cooperation.

The report notes that major attacks were carried out by the Pakistan-based Haqqani network, deemed a terrorist organization by the United States.

"Addressing insurgents emanating from Pakistan is critical to the success of ISAF's campaign and Afghanistan's future," the report says. "ISAF will continue to assist Pakistan in denying Taliban and Haqqani safe haven from which they can plan and conduct attacks."

At the end of September, the United States had almost 98,000 military personnel in Afghanistan, and international partners had 46,400. But the Afghan public continues to worry about their security.

"Since April 2011, overall Afghan perceptions of security worsened slightly," the report says. "This is likely due to the increase in combat operations due to the summer fighting season as well as the Afghan population's perception of decreased freedom of movement due to insurgent-emplaced IEDs, the number one cause of civilian casualties in Afghanistan."

The report reminds American taxpayers that even after the U.S. military withdraws by 2015, there will be substantial bills to pay for Afghanistan security forces. So far the United States has provided the largest share of costs for police and other forces, while the international community also has contributed. "Nonetheless, the United States will likely continue to provide the preponderance of funding the ANSF for the foreseeable future," the report said.

Corruption continues to be a central concern, both for the U.S. and Afghanistan residents.

"During the reporting period, the Afghan government made only limited progress in building the human and institutional capacity for sustainable government," according to this latest study. "Despite continued U.S. and coalition support, the Afghan government continues to lack the resolve to address many corruption issues."

And despite insistence by the Afghanistan government that local firms take on jobs now performed by outside security firms, the Defense Department report suggests that it will be impossible to meet a March 2012 timetable because of a variety of training and logistics failures.

    A lot of the comments here target the people of Pakistan. I'm Indian but I don't think this is right. As with any nation, the Paki populace consists of good and bad. The real problem is their government and the ISI. Us Indians have seen the evils of both entities and have prevailed in the past. However, it's best to stay out of Pakistan and allow it to crumble from within. It's my hope that the people of Pakistan elect a government that works for them and not the terrorists. As for us Indians, well we're not doing half bad. As for America, well they're not doing enough to help their economy right now.

    Normally, americans hate to dig out micro details by themselves. They blindly trust the media Moguls like CNN, FOX, and other major news outlets. At least, on its face value, these mega news players are mostly outright and professional in national maters inside the american borders. When it comes to international level, the news standard is heavily directed and well instructed. We have seen the practical scenarios of Iraq, and Lybia. When media gorus were painting macho/mascular pictures of these, in reality, paper lions – they were just towing the official policy/propaganda lines. So, the american public is practically out of touch. These people have more than enough in their plates to swallow. Lets view the ground realities in South Asia. The nation of Pakistan is fed, most of the times by its military rulers or should I say its actual rulers – and that too on american dollars – with fake and hollow notion of having might of a mighty monster and guts of a speedy tiger. And potency of being so called "NUCLEAR" state. Its rivelary with India is induced in its people's daily life. Pakistan is nowhere near to India in any aspect of nationhood. India is vast and blessed with, or so to say, secularism. That gives Inida a resounding edge over Pakistan, to comingle with rest of the world. India has played its cards well and is catching greedy eyes of capitalism all around the world. In India, major international money players are being rewarded everyday. In return, India wants a tit for tat status with China. China has used Pakistan's presence on India's borders as India-specific containing factor. We find ourselves in the middle of two mega enemies, India and China, and a bad boy Pakistan. This bad boy is good for nothing but capable of spoiling the whole game plan in Afghanistan. At this point, we as americans, are victims of unreal goals set forth in 2001. We killed the most wanted and death deserving (OBL) person after too many wrongful killings. Sadly enough, these include 10,000 or so american lives. The true target of this whole exercise was never worh of that much bloodshed. A few surgical strikes, at a close range, originating from the surface of Indian Ocean would have been wise enough to do the job of clearing the vacinity from false prophecies. Well, it is too late now. A lot of water has gone under the bridge. What America should do now? We are big and bright. We must not get hurt from rug rates of Pakistan and Afghanistan with or without selfish uniforms. The main culpret has been dealt with. OBL has been killed and his remains are being recycled somewhere deep under roaring oceans. Let us call it a much desired "VICTORY". Pakistan is a regional Player. She should deal with the snakes in its backyard. If these snakes are programed to intimdate India, then so be it. India has better nerves and mature enough to deal with these snakes. We should not bleed to provide India with footprints in Afghanistan. India is smart enough to keep Pakistan under check. Last but not the least point is that ISI will never allow Indian guns to be at its back and front. ISI's crystal clear goal is to not allow Indian boots in its backyard. Why should we bleed in the moutains of Afghanistan growing nothing but opium. Let us bring the whole exercise of fixing the nation of Afghanistan back to "drug contral".

The tribal mentality and/or fanatical religious fiction in a country with extremely low education levels ain't gonna change at anything close to a reasonable cost within anything close to a reasonable amount of time. Having any significant presence there for decades is absurd. It is way past time to hack defense spending which is completely out of hand at over 800 BILLION annually. That is over 3 times more than all non-staunch allies worldwide combined. Our annual military expenditures as a percent of GDP needs to be more in line with other G7 countries which would be about half of what it is now. Now matter how you slice it, we spend way too much no matter what Panetta or anyone affiliated with the DOD may say.

    It's fine to reward Pakistan for not overtly being a problem. The power structure there would love to be in total control, but, lack the will, and know very well the insane terrorists in these areas would just target each with endless human bombs until they were dead. However, the money should be focused and based on goals. Tribal loyalties can be broken when the tribe is no longer dependent on the tribal leader for food, money, safely. Co – opt that, and the tribes become individuals all out for the most they can get on their own. Our money should go to educating childern in non – religous facilities, assuming they aren't bombed, as they probably will be. So, insist the Pakistani gov't use 1/2 of our money to buy food and goods produced by INDIVIDUALS in tribal areas, through go'vt centers, which if bombed, the tribal members being killed and prevented from getting the best prices for their goods will know who to hate, terrorists. Of course the other 1/2 would need to go to pay offs for the "friendly" go'vt and military. That's how it works there, very above board, unlike here, where corporations and the rich hide behind campaign contributions, special interest groups, etc. to pay off elected officials. If you don't make getting rid of terrorists, or tribal war lords a PLUS for the people in the tribes, then, you'll get no where, which is what is happening.

    The Pentagon criticism of apparent ISI support for the Taliban is well justified. The real problem in securing Pakistan's cooperation is that they perceive Pakistani interests as differing from ours. Pakistanis dislike Hamid Karzai, seen as too close to India. Fear of India is the hot button that excites Pakistani paranoia. That concern helps bind the country to Taliban groups like the Haqqani network. Such support reflects many popular attitudes in Pakistan. We’ve already suspended 42% of our military aid. Cutting more probably wouldn’t help. Suggesting that if Pakistan continues to work against our interests, we’ll be forced to consider a strategic alliance with India containing the Pakistani militarily might. That has to be Pakistan’s nightmare. We need to be willing to act on that threat. If we are, that may well motivate Pakistan to rethink whether supporting the Taliban serves their interests. There is no easy answer and even that strategy can provoke undesirable consequences. Still, it merits strong consideration.

Now also they are saying all these insurgency is not getting grown in Pakistan. That is another lie. All those officials are big lairs.     Pak has placed an order with China for few billion dollars worth of submarines and military air crafts. (referring to international news) Now this money comes from US in one way or other. Either it is a direct US money that we give it to Pak or they use US money for their local stuff and the money they save from the local budget becoz of our funding now goes to China.
    1) We are sending our tax payer money – already some of it is used to come against us – in terms of that money going to their ISI – and ISI supports hakkani, taliban and other radical group to wage war / attack against us.
    2) Now the same money also used to strengthen Chinese economy by way of buying these war heads.

    So we are sending our tax payer money to Pak, that it uses to turn against us in terms of terrorism and also to weaken us economically. How about this! Wake up yo all

    The solution is VERY simple.
    1) Disable all Pak nukes
    2) Collaborate with Indian intelligence for a planned strategic attack
    3) Invade Pakistan
    4) Perform Cleanup and merge Pak boundaries back with India.

    This is the only sure way.

      Why would India want any piece of Pakistan (Its a liability)? I suggest Israel and Pakistan trade places. Both need better neighbors. UN should pay all relocation costs – better financial deal than EU's bailout of Greece). Without Pakistan around, Afghanistan can prosper. If that happens, India should offer Kashmiris an independent nation status – Peace to All, and a Piece to All. I really believe redrawing the borders this way makes sense.
