Pakistan not going after Haqqani network

The Pakistani Army has decided not to take action against the Haqqani network for the time being despite a fresh wave of intense pressure from Washington for a military offensive against the Pakistani-based militant group, two military officials told CNN on Monday.
The decision was made by senior Pakistani generals on Sunday in an impromptu meeting called by Pakistan's army chief Gen. Ashfaq Kayani, the officials said.
The military has decided not to target the Haqqani network because the army is stretched too thin with several other operations against militants in northwest Pakistan, one of the officials said. "We are not in a position to undertake an operation at this point," he said.
The officials asked not to be named because they are not authorized to speak to the media.
The meeting by Pakistan's top general comes days after the chairman of the U.S. Joint Chiefs of Staff, Adm. Mike Mullen, accused Pakistan's top intelligence agency of supporting the Haqqani network and its attacks against U.S. targets in Afghanistan, including this month's attack on the U.S. Embassy in Kabul.
Mullen's statement has further ratcheted up tensions between Islamabad and Washington and sparked a bitter war of words.
"The allegation of Pakistan's involvement in the attack on the U.S. Embassy in Kabul is just a conspiracy against us," one of the officials said.
The official accused Washington of using Pakistan as a "scapegoat" for its failed policy in Afghanistan.
Cameron Munter, the U.S. ambassador to Pakistan, met with Pakistani Foreign Secretary Salman Bashir on Monday, according to the U.S. embassy.
The two discussed a broad range of regional issues and the current challenges in the U.S.-Pakistan relationship, said embassy spokesman Mark Stroh.
Stroh did not say whether Munter and Bashir discussed the pressure from Washington regarding the Haqqani network.
The meeting followed a weekend visit to Pakistan by U.S. Gen. James Mattis, the commander of U.S. Centcom. Mattis met with Kayani as well as Gen. Khalid Wynne, the chief of staff of the Pakistan armed forces.
"Gen. Mattis meets and talks routinely with both generals to discuss U.S.-Pakistan military activities, the coalition campaign in Afghanistan and broader regional issues," said a statement from the U.S. embassy.
"The generals had candid discussions about the current challenges in the U.S.-Pakistan relationship," the statement said. "However, Gen. Mattis also emphasized the vital role the Pakistan military plays in international security efforts to protect the Pakistani and Afghan people and the need for persistent engagement among the militaries of the U.S., Pakistan and other states in the region."
The Pakistani military said in a statement that Wynne, during the meeting, "expressed his concern about the negative statements emanating from the United States. He stressed addressing the irritants in the relationship, which are a result of an extremely complex situation."
In a statement Friday, the White House demanded that Pakistan break its links with the Haqqani network despite Pakistan's insistence that it does not support the group.
Pakistani Prime Minister Yousef Raza Gilani has instructed Foreign Minister Hina Rabbani Khar to forcefully project Pakistan's point of view when she addresses the U.N. General Assembly on Tuesday, according to a statement from Gilani's office.

1. WHAT IS AMERICA’s STRATEGIC AGENDA IN PAKISTAN?
It just does not make sense the way US Government, Congress and European minions are dealing with the Pakistan people. Is this the way American’s treat their friends and allies….stabbing them in the back? Destabilizing the country? Kicking them in the face in the media? Repeatedly expect them to win wars for USA at their expense? Nickel and diming them? Certainly, these are not values that American citizens relate to or are proud of.
Furthermore, forgetting the financial aspects, Pakistani’s have lost over 35,000 civilians and over
5000 army and security personnel in this war on terror!!! Are these sacrifices less important than the lives lost of the Americans and our NATO allies? Something is amiss in this whole equation.
Additionally, where is the Marshall plan for the region following the Soviet debacle in Afghanistan? Why has not the US Congress talked about war reparations? In other words, what is the American agenda in South Asia? Are the US Government and Congress squaring away with the American people? It certainly does not seem so from its actions.
In a nutshell, as reported by the media and pundits in US, it does not appear that fighting the few hundred terrorists in Afghanistan by a US /NATO military force of hundreds of thousands seems to be the sole objective….. as common sense would also dictate. So……. which of the following is the real agenda?
• Countering China’s emergence as a world power that somehow eluded the American policy makers who have finally woken up? Trying to be geographically near them? Setting up military bases in Afghanistan in order to do so?
• Doing the muscle work for India so as to clean up the region and manage Pakistan in order to tap into the Indian markets as a payback to rejuvenate the American economy (doesn’t this remind one of the British East India Company syndrome?). Is that why we would like Pakistan to take care of elements that are hostile to India but do not want to help Pakistan address the Kashmir issue with India? Boy what a slap on the face did the Indians bestow Americans by disqualifying Boeing et al in bidding from the supply of military planes and turning instead to the European suppliers!!!
• Promoting USA’s mercenary role globally to Indian, friendly Arabs and Israelis in return for their spying for us in the region against their neighbors, supplying oil and the hope for future markets?
• As a debtor nation, trying to find some leverage to deal with China as a creditor nation?
• Trying to neutralize Pakistan’s role as a Chinese ally vis a vis India at the latter’s beckoning?
I believe the US Government and Congress should make the American people aware of the real goals behinds its forays in South Asia. They are not morons. I also believe that the US Government and Congress should deal with Pakistanis with enhanced understanding and on an even keeled basis providing them more financial, economic, military and political support rather than trying to pull the rug from under them. After all, they are living in a bad neighborhood. Dealing with them squarely would be more beneficial for American interests, immediate, short and long term.

If the US seriously believes Pakistan can wipe out terrorism from even one affected district in Pakistan, it is mistaken. It simply does not have the capability. The govt has no control over the military. The military is at loggerheads with some of the militant groups. The US, I suspect is trying to get the PAkistani military to take out as much of the crap as they can before they go in and clean the rest out themselves. Peace and negotiation is the way, but negotiation fails due to terrorist attacks. Stop the terror attacks, disarm and destroy the nukes under international guidance and try to build your infrastructures so that people can move out of poverty.

The civilized world believes that Pakistan is a terrorist state.
I don't think this situation will escalate out of control like some on both sides are wanting. Both countries need each other. The US knows well that without Pakistan, there can be no peace in Afghanistan. On the other hand, Pakistan needs the US in terms of economic, military, and humanitarian aid. I also think that the US will eventually back off from pressuring the Pakistani side to abandon it's links with the militants, as these links guarantee Pakistan's forefront role in managing Afghanistan's internal politics. A lot of this sabre rattling is probably due to the fact that the US is getting ready to leave Afghanistan, and they want a little role as possible for Pakistan to play inside of Afghanistan, probably due to Karzai's pressure, in addition to a lot of pressure coming from India. However, if the US takes any kind of military action inside Pakistan, I think it will have a very devastating effect, as Pakistan will retaliate in a non conventional way, and China will become the gate keeper of South Asia, not good for the US.
I agree with Navaid. The situation will probably cool down because the Saudis will probably get involved. Also, I don't think the US would ever tolerate China closing in on Pakistan, as this will guarantee China's dominance in South Asia, and make it difficult for the US strategically. This is not a good situation for either the US or India.
