US targeting Haqqani network in Pakistan

The Central Intelligence Agency and the U.S. military have stepped up unilateral strikes against the Haqqani network over the past year, a senior U.S. official has confirmed to CNN.
The news follows public comments by top U.S. officials this week voicing frustration with Pakistan's lack of action against the terror network.
The senior official said the CIA and the U.S. military agreed last year to increase targeting of the Haqqani terrorist network inside Pakistan after Haqqani-backed insurgents stepped up their attacks across the border inside Afghanistan against U.S. troops and Afghan targets.
The Pentagon asked the CIA to step in last year and as a result, at one point in 2010, 20% of armed CIA drone attacks in Pakistan were aimed at Haqqani targets, the official said.
"A deliberate decision was made to start ramping up targeting the Haqqanis in 2010," he said. CIA drone attacks are specifically aimed at al Qaeda and their "militant allies," which has long allowed for groups like the Haqqanis and the Pakistani Taliban to be targeted.
The official declined to be identified because of the sensitive nature of the information. He pointed out that the drone operations amount to unilateral U.S. action against the Haqqanis inside Pakistan, even as U.S. military forces have increasingly targeted Haqqanis inside Afghanistan.
But how successful either operations have been remains a question in light of the Haqqanis' continuing ability to stage high-profile attacks.
On Tuesday, Defense Secretary Leon Panetta stepped up the effort to get the Pakistani government to crack down on Haqqani network, saying, "Our biggest concern right now is to put as much pressure as possible on the Pakistanis to exercise control from their side of the border. We've continued to state that this cannot happen. We cannot have the Haqqanis coming across the border attacking our forces, attacking (Afghans), and then disappearing back into a safe haven. That is not tolerable and we have urged them to take steps."
Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, also stepped up the pressure in recent days. In a meeting with his Pakistani counterpart this past weekend, he told Gen. Ashfaq Kayani that the Islamabad government should stop sheltering the Haqqanis. Mullen and others have said the United States believes elements of the Pakistani intelligence service are supporting Haqqani attacks.
Mullen was equally blunt on Tuesday when he publicly called on Pakistan to do more to rein in the Haqqani network.
"The Haqqani piece of this has got to be reversed, period," he said in a speech in Washington. He added that the ISI, the Pakistan intelligence service, has to stop what he called its long practice of funding extremist groups.
"The ISI has been doing this, supporting proxies, for an extended period of time. It is a strategy in the country and I think that strategic approach has to shift in the future," Mullen said.
The official said Panetta is not signaling that U.S. troops will move against the Haqqanis inside Pakistan. "No decision has been made on that, but all options are on the table always," he said.
CIA Director David Petraeus met with his Pakistani counterpart, Gen. Ahmed Shuja Pasha, on Tuesday in Washington and, among other things, discussed the Haqqani network.
The United States has been trying to mend the relationship with Pakistan that fell apart after the U.S. conducted a raid inside the country that killed Osama bin Laden without informing the Pakistani government. A few months earlier an American intelligence contractor was jailed for shooting two Pakistanis. That incident led to the United States removing military trainers and intelligence officials, at the request of the Pakistanis.
The senior U.S. official said the United States and Pakistan have reached an agreement allowing a small number of U.S. troops back into Pakistan.
After the raid killing bin Laden, much of that effort had been halted. But now up to 150 U.S. forces will be allowed into Pakistan at any one time to work on various military support and training operations.
That is about half the contingent allowed under previous agreements. But only 10 special forces troops at a time will be allowed into Pakistan to conduct what the United States sees as high-priority training with the Pakistan Frontier Corps units.
The official said the Pakistan's clearly see any U.S. military troops in the border region as highly "sensitive"

These guys have been fighting us for 10 years. Bin Laden's death was a great effort to put their morale down. But not enough to destroy the insurgency. If we take out the network in North Wazirstan, we take down not only the leaders of the network, but also hundreds of Al-Qeada militants including their new 'boss'. You know who I'm talking about. We would also be taking weapon caches, valuable data left behind by the militiants, and of course their money. We take these groups down, the Taliban in Afghanistan will realize that the end for them is already near. We've got to keep our heads up. We can't just sit behind a computer and argue back and forth on pointless stupidity on one's race, country, or religion for that matter. Anyway's that's my opinion. Thank you very much.

The fact of the matter is America is in no position diplomatically or economically to hold Pakistan's feet to the fire. American foreign policy was marooned in the sands of Iraq after failing to prove to the International Community (IC) that Saddam had Weapons of Mass Destruction (WMD), or had direct or indirect ties to Osama Bin Laden (OBL) and Al- Qaida. WHAT IS AMERICA’s STRATEGIC AGENDA IN PAKISTAN?
It just does not make sense the way US Government, Congress and European minions are dealing with the Pakistan people. Is this the way American’s treat their friends and allies….stabbing them in the back? Destabilizing the country? Kicking them in the face in the media? Repeatedly expect them to win wars for USA at their expense? Nickel and diming them? Certainly, these are not values that American citizens relate to or are proud of.
Furthermore, forgetting the financial aspects, Pakistani’s have lost over 35,000 civilians and over
5000 army and security personnel in this war on terror!!! Are these sacrifices less important than the lives lost of the Americans and our NATO allies? Something is amiss in this whole equation.
Additionally, where is the Marshall plan for the region following the Soviet debacle in Afghanistan? Why has not the US Congress talked about war reparations? In other words, what is the American agenda in South Asia? Are the US Government and Congress squaring away with the American people? It certainly does not seem so from its actions.
In a nutshell, as reported by the media and pundits in US, it does not appear that fighting the few hundred terrorists in Afghanistan by a US /NATO military force of hundreds of thousands seems to be the sole objective….. as common sense would also dictate. So……. which of the following is the real agenda?
• Countering China’s emergence as a world power that somehow eluded the American policy makers who have finally woken up? Trying to be geographically near them? Setting up military bases in Afghanistan in order to do so?
• Doing the muscle work for India so as to clean up the region and manage Pakistan in order to tap into the Indian markets as a payback to rejuvenate the American economy (doesn’t this remind one of the British East India Company syndrome?). Is that why we would like Pakistan to take care of elements that are hostile to India but do not want to help Pakistan address the Kashmir issue with India? Boy what a slap on the face did the Indians bestow Americans by disqualifying Boeing et al in bidding from the supply of military planes and turning instead to the European suppliers!!!
• Promoting USA’s mercenary role globally to Indian, friendly Arabs and Israelis in return for their spying for us in the region against their neighbors, supplying oil and the hope for future markets?
• As a debtor nation, trying to find some leverage to deal with China as a creditor nation?
• Trying to neutralize Pakistan’s role as a Chinese ally vis a vis India at the latter’s beckoning?
I believe the US Government and Congress should make the American people aware of the real goals behinds its forays in South Asia. They are not morons. I also believe that the US Government and Congress should deal with Pakistanis with enhanced understanding and on an even keeled basis providing them more financial, economic, military and political support rather than trying to pull the rug from under them. After all, they are living in a bad neighborhood. Dealing with them squarely would be more beneficial for American interests, immediate, short and long term.

Pakistan is working with the long term strategy of military capabilities that can be leveraged to become the most powerful Islamic nation with the resulting status among the nations of the worlds, which can then be used as staging environment for further propagation of Islamic ideologies and population. Among USA, China and Pakistan, it is Pakistan that is closest to their objectives, being the only nuclear Islamic fundamentalist nation acting as big brother who can take on USA militarily (through proxy now) as demonstrated in Afghanistan. Pakistan for years (even before war on terror has started) have been perfecting this strategy by managing to deceive and gain huge amount of money and resources from USA and China and pilfering sensitive technology from them and using it as well as sharing it with other radical Islamic nations.
Now with war or Terror, USA is learning the hard truth. And if Pakistan survive for a few more years, China will also learn that if China opposes spread of Islamic ideologies towards north and North east of Pakistan, there will be no hesitation from Pakistan to use its might and deceit to organize proxy and ideological warfare in chines society.
The west was concerned with the idea of a rogue organization with destructive mentality coming across nuclear weapons, but was actively building a far more powerful rogue nation with enough nuclear stockpile to destroy the world at the same time with their tax payers money... USA knows it now... China will learn it later.. and Saudi is a bit shaky now that their ideological sponsorship seems to be out in the open...

Starting another war with nuclear armed pakistan is not an option with US now, already into debt crises, on the gates of deep recession with nil employment data. My thought... Your goal of taking alqeada by its head is achieved.. I would rate the Afghan war limited sucess... if you stay longer and lose more army personnel then you are ending in failure..
1. No US/NATO troops should be present in pakistan afghan region
2. engage pakistan for better livihood and education of its masses..
3. Provide cheep vaccine.. whatever good u r doing pls advertise it in pak media mainstream..
4. Give pak military/ ISI credits for disengaging with terror..
Other than this i see no option is there for US.

Hi, m impressed by your positive thinking. After years of war, world including Pakistan must think where this thing ends and must identify and address the root causes of terrorism. US and other developed countries must end supporting corrupt governments across the world, and their proxy wars in countries like Somalia and other African countries. If US wants to put pressure on developing countries, it must be to enhance education in these countries that will in a long run will deliver good results.
You almost had me until you mentioned proxy wars in Africa. You're also ignoring the tremendous good that the US has been to Africa in the post-colonial era, with both government programs and civilian charities responsible for delivering critically needed food, medicine, mosquito nets and (yes) education to the people of Africa. It's easy to think of America, or Pakistan, or any country as being inherently good or evil, but that's always incorrect, the result of dark fantasies within your own mind. The truth of any country is bound to be more complex, just as the truth of any human soul is more complex. We all have good and evil, selflessness and selfishness buried within our hearts, and that's reflected in the governments we allow to rule over us.
