US targeting Haqqani network in Pakistan

The Central Intelligence Agency and the U.S. military have stepped up unilateral strikes against the Haqqani network over the past year, a senior U.S. official has confirmed to CNN.
The news follows public comments by top U.S. officials this week voicing frustration with Pakistan's lack of action against the terror network.
The senior official said the CIA and the U.S. military agreed last year to increase targeting of the Haqqani terrorist network inside Pakistan after Haqqani-backed insurgents stepped up their attacks across the border inside Afghanistan against U.S. troops and Afghan targets.
The Pentagon asked the CIA to step in last year and as a result, at one point in 2010, 20% of armed CIA drone attacks in Pakistan were aimed at Haqqani targets, the official said.
"A deliberate decision was made to start ramping up targeting the Haqqanis in 2010," he said. CIA drone attacks are specifically aimed at al Qaeda and their "militant allies," which has long allowed for groups like the Haqqanis and the Pakistani Taliban to be targeted.
The official declined to be identified because of the sensitive nature of the information. He pointed out that the drone operations amount to unilateral U.S. action against the Haqqanis inside Pakistan, even as U.S. military forces have increasingly targeted Haqqanis inside Afghanistan.
But how successful either operations have been remains a question in light of the Haqqanis' continuing ability to stage high-profile attacks.
On Tuesday, Defense Secretary Leon Panetta stepped up the effort to get the Pakistani government to crack down on Haqqani network, saying, "Our biggest concern right now is to put as much pressure as possible on the Pakistanis to exercise control from their side of the border. We've continued to state that this cannot happen. We cannot have the Haqqanis coming across the border attacking our forces, attacking (Afghans), and then disappearing back into a safe haven. That is not tolerable and we have urged them to take steps."
Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, also stepped up the pressure in recent days. In a meeting with his Pakistani counterpart this past weekend, he told Gen. Ashfaq Kayani that the Islamabad government should stop sheltering the Haqqanis. Mullen and others have said the United States believes elements of the Pakistani intelligence service are supporting Haqqani attacks.
Mullen was equally blunt on Tuesday when he publicly called on Pakistan to do more to rein in the Haqqani network.
"The Haqqani piece of this has got to be reversed, period," he said in a speech in Washington. He added that the ISI, the Pakistan intelligence service, has to stop what he called its long practice of funding extremist groups.
"The ISI has been doing this, supporting proxies, for an extended period of time. It is a strategy in the country and I think that strategic approach has to shift in the future," Mullen said.
The official said Panetta is not signaling that U.S. troops will move against the Haqqanis inside Pakistan. "No decision has been made on that, but all options are on the table always," he said.
CIA Director David Petraeus met with his Pakistani counterpart, Gen. Ahmed Shuja Pasha, on Tuesday in Washington and, among other things, discussed the Haqqani network.
The United States has been trying to mend the relationship with Pakistan that fell apart after the U.S. conducted a raid inside the country that killed Osama bin Laden without informing the Pakistani government. A few months earlier an American intelligence contractor was jailed for shooting two Pakistanis. That incident led to the United States removing military trainers and intelligence officials, at the request of the Pakistanis.
The senior U.S. official said the United States and Pakistan have reached an agreement allowing a small number of U.S. troops back into Pakistan.
After the raid killing bin Laden, much of that effort had been halted. But now up to 150 U.S. forces will be allowed into Pakistan at any one time to work on various military support and training operations.
That is about half the contingent allowed under previous agreements. But only 10 special forces troops at a time will be allowed into Pakistan to conduct what the United States sees as high-priority training with the Pakistan Frontier Corps units.
The official said the Pakistan's clearly see any U.S. military troops in the border region as highly "sensitive"

The recent Japanese Earthquake and the devastation of its Nuclear Installations have opened the eyes of the Americans with respect to the safety of the population and the alarming inability of the Japanese scientists to foresee and contain the damage. Our prayers are with them.
The recent decision of US Government to export Nuclear Technology to third world countries needs to be revisited and reconsidered particularly India and UAE. The Japanese, as technically sophisticated as their scientists and technicians are, were unable to contain the damage. The effects on the population were tremendous not to mention the economic, social, political implications to follow for years to come. If such related accidents were to happen in India (as an example) ,where the workforce is light years behind Japanese sophistication, the negative implications would be thousand fold as more than 3 Billion people reside in the neighborhood!! It would be a disaster to say the least. Besides being in earthquake, tsunami, flood zones, these regions are in the epicenter of terrorism and war zones.
Notwithstanding that the US government has recently decided to align itself with countries such as UAE and India to repay them for doing our dirty and cleanup work in that region, economic and political reasons……..the Americans strongly oppose the transfer of Nuclear Technology to all such nations for preceding reasons. The Japanese experience has been an eye opener and the take away is that US Congress and government needs to reopen all nuclear export discussions and agreements and rescind assistance on all such programs that threaten humanity at large. The Haqqani gang and LeT, both are un-official Divisions in the Pakistan Army, each about 15000 soldiers dressed in civilian clothes. They get their salaries from ISI and their families get pension from ISI, if they get killed in operations. Thus they are direct employees of the Pakistan Army. Both the Army Divisions are under tight control of ISI, and they can not carry out any operation unless ISI orders them to do so.

For the record, India lost the 1948 and 1965 war running to the UN and USSR to cease the Pakistani assault. India won the 1971 war. The 1999 Siachen battle was won by India but is not considered a war, just a local skirmish.

The people US is fighting are Pakthuns by ethnicity. Pakthuns never wished to be part of Pakistan. People should read history. In 1947 referdum (India vs Pakistan) inspite of The boycott of the Ghaffar Khan's party & Indian Congress the referdum went in Pakistan favor only marginally 50.1% that despite 100% of Pakthuns being Muslim. At that time Ghaffar Khan commented to the Indians "U SOLD the Pakthuns TO THE WOLVES(Pakis)". In hindsight how true that statement was, Pakistan accepted american aid and brainwashed these uneducated Pakthun refugess to be terrorists all in the name of Islam. It will take a long time for the Pakthuns to recover from this. This problem would have never happened had the leader of the Pakthuns Ghaffar Khan not boycotted the referdum. Pakthunistan would have been part of a secular India and been very stable and part of a economically growing India. Tragically it will end up as a failed state

Bottom line- the only territory the U.S has taken in war is that needed to bury it's dead. If you want to look at territory taken and held/colonization look at European history then you have a lot to complain about. Gad! I get so tired of people who write, as Anthony4576 did, that the US should withdraw from Afghanistan because the only reason the US is in the Middle East is oil. First, Afghanistan has no oil. Second, we are in Afghanistan because in 2001 Islamic forces based there attacked the US and killed 2,500 of our people. Third, ever since the later days of the Bush administration we have been withdrawing from Iraq, and under Mr. Obama we are continuing to do so. Fourth, prior to 9/11/2011 the US was the main influence maintaining an embargo of Iraq, preventing the sale of Iraqi oil. Not a policy one would expect if the primary US interest in the Middle East were oil.
Of course oil is ONE reason why we are interested in the Middle East. Of course. To that extent Anthony 4576 is correct. But to say it is the only reason is ... naive.
Perhaps the US should withdraw without delay from Afghanistan. Perhaps not. But it is not a simple question, and especially with regard to Afghanistan (as opposed to Iraq, Libya, Saudi Arabia, etc.), oil is not the primary concern.

I am not sure what exactly is wrong with Pakistan or it's people. From the posts here and in many other forums, all one comes across is some form of utter denial that there is something very wrong with the way Pakistanis think, act, and view the world.
All they seem to be doing is blame everyone, hate everyone, hate all other religions, cheat everyone, and are hell-bent on spreading Islamic terror throughout the world. Their hatred has gotten so acute, that they often hate themselves, and go on daily bouts of bombing and killing their own kind.
The US government should seriously consider stopping all aid to this hell hole. There is absolutely little hope for this god forsaken country. We are really wasting our time even thinking about Pakistan.

Marinedad, please don't generalize your statement to all Pakistanis. Make a visit to Pakistan and you will realize that most people are loving, kind people. It's because of poverty and lack of education, terrorists try to train future terrorist there. They promise these young kids and families hopes of food, clothing, shelter (basic needs people are desperate to get). Then they become brainwashed into thinking that they have to fight and kill for Islam, which is completely untrue. Just like here, recruiters for the military try to recruit people in poor neighborhoods. They promise these young men and women hopes of free education, traveling the world, and stable careers. How many rich people do you think join the military? Not many, and that's because they have other opportunities. Well these young recruits get brainwashed into thinking Muslims and some countries are "evil" so that they can put aside their humanity and kill..I mean fight wars. What it comes down to is that all wars need to stop and everyone's basic needs should be met. If we can help provide food, clothing, shelter, and even education to people who are poor, then you won't have terrorists and you won't have so much hatred.

Several things. In the US joining the military is a choice. We don't have a draft. Many kids, joined the military (like in our own family) right after 9/11. That was clearly out of their love for the American spirit of freedom and democracy. We are by no means poor nor rich, and am not sure what makes you think only the poor are recruited. Pat Tillman was a millionaire when he joined the military. Moreover, joining the US military is one of the best things. The military does not pay a great deal to the recruits. Most join for the love of country.
There is no hatred for Pakistanis or Pakistan. If you have lived long enough in this country, you will have realized, that most Americans are some of the most trusting people one can come across. Unlike many other countries, they instantly believe what is told them.

The fact is the the People of USA and the People of Pakistan want to have a good and prosperous life. The so called religious and political leaders from both sides are the evil guys. The kid of poor gets killed always whether its a recruit in US army or a poor guy trying to make ends meet working in Pakistani army or people in poor neighborhoods. All are exploited and the rich and powerful prosper.
Pakistn is the wholesale dealer of terrorism. It hurts them, still they do it. What they do is for money; they are not whole hearted allies in the war on terror. Just wondering why CNN is not reporting Adm. Mike Mullen's assertions of ISI involvement in the Kabul USA embassy and Inter-Continental Hotel attacks? Pakistani military and intelligence agency directly supporting terrorist networks in attacks against the USA. BBC, NY Times reporting this, why the CNN blackout on this? Also, why nothing on the Wall Street protesters? (If they were tea partiers ALL the media would be all over it.)

David....the border between Pakistan and Afghanistan is a hundred times more tricky, treacherous and difficult to patrol than the border between the US and Mexico. Despite that, drugs flow freely (some say like water) from Mexico, and guns flow freely from the US through the US-Mexico border, not only fuelling the drug war there, but also contributing to the killing of Mexican and US citizens and law enforcers.
There is no easy way to patrol the US-Paki border. If there was, first the Russians (in 10 years) and now the US (last 10 years) would have done it a long time ago.
