US targeting Haqqani network in Pakistan

By Pentagon Correspondent Barbara Starr

The Central Intelligence Agency and the U.S. military have stepped up unilateral strikes against the Haqqani network over the past year, a senior U.S. official has confirmed to CNN.

The news follows public comments by top U.S. officials this week voicing frustration with Pakistan's lack of action against the terror network.

The senior official said the CIA and the U.S. military agreed last year to increase targeting of the Haqqani terrorist network inside Pakistan after Haqqani-backed insurgents stepped up their attacks across the border inside Afghanistan against U.S. troops and Afghan targets.

The Pentagon asked the CIA to step in last year and as a result, at one point in 2010, 20% of armed CIA drone attacks in Pakistan were aimed at Haqqani targets, the official said.

"A deliberate decision was made to start ramping up targeting the Haqqanis in 2010," he said. CIA drone attacks are specifically aimed at al Qaeda and their "militant allies," which has long allowed for groups like the Haqqanis and the Pakistani Taliban to be targeted.

The official declined to be identified because of the sensitive nature of the information. He pointed out that the drone operations amount to unilateral U.S. action against the Haqqanis inside Pakistan, even as U.S. military forces have increasingly targeted Haqqanis inside Afghanistan.

But how successful either operations have been remains a question in light of the Haqqanis' continuing ability to stage high-profile attacks.

On Tuesday, Defense Secretary Leon Panetta stepped up the effort to get the Pakistani government to crack down on Haqqani network, saying, "Our biggest concern right now is to put as much pressure as possible on the Pakistanis to exercise control from their side of the border. We've continued to state that this cannot happen. We cannot have the Haqqanis coming across the border attacking our forces, attacking (Afghans), and then disappearing back into a safe haven. That is not tolerable and we have urged them to take steps."

Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, also stepped up the pressure in recent days. In a meeting with his Pakistani counterpart this past weekend, he told Gen. Ashfaq Kayani that the Islamabad government should stop sheltering the Haqqanis. Mullen and others have said the United States believes elements of the Pakistani intelligence service are supporting Haqqani attacks.

Mullen was equally blunt on Tuesday when he publicly called on Pakistan to do more to rein in the Haqqani network.

"The Haqqani piece of this has got to be reversed, period," he said in a speech in Washington. He added that the ISI, the Pakistan intelligence service, has to stop what he called its long practice of funding extremist groups.

"The ISI has been doing this, supporting proxies, for an extended period of time. It is a strategy in the country and I think that strategic approach has to shift in the future," Mullen said.

The official said Panetta is not signaling that U.S. troops will move against the Haqqanis inside Pakistan. "No decision has been made on that, but all options are on the table always," he said.

CIA Director David Petraeus met with his Pakistani counterpart, Gen. Ahmed Shuja Pasha, on Tuesday in Washington and, among other things, discussed the Haqqani network.

The United States has been trying to mend the relationship with Pakistan that fell apart after the U.S. conducted a raid inside the country that killed Osama bin Laden without informing the Pakistani government. A few months earlier an American intelligence contractor was jailed for shooting two Pakistanis. That incident led to the United States removing military trainers and intelligence officials, at the request of the Pakistanis.

The senior U.S. official said the United States and Pakistan have reached an agreement allowing a small number of U.S. troops back into Pakistan.

After the raid killing bin Laden, much of that effort had been halted. But now up to 150 U.S. forces will be allowed into Pakistan at any one time to work on various military support and training operations.

That is about half the contingent allowed under previous agreements. But only 10 special forces troops at a time will be allowed into Pakistan to conduct what the United States sees as high-priority training with the Pakistan Frontier Corps units.

The official said the Pakistan's clearly see any U.S. military troops in the border region as highly "sensitive"

It's really kind of depressing to think we've been spending the last 10+ years mostly fighting a proxy war against another nuclear-armed nation.

To all my brothers sisters and friends, please do not offend any body by using the dirty words.By doing this we are not serving the noble cause for peace but rather adding fuel to the fire. You can only extinguish fire with the water not with the fire.we living in a free world does not mean that we are free to break any bodies heart .we may have the differences of opinions with any body but please be nice respectful and reasonable in selection of words.May Allah the Almighty bless us all with wisdom and far sightedness and May peace prevail on earth Amin.

the tone of this american's answer shows you his and his fellow americans' attitude-he talks as if he was born superior,as if he cannot be accountable for whatever he says or for whatever his country does.this shows that fighting him and him alikes is the only way.all muslim countries have to cut all ties with america(and israel, which is the same) and do whatever is necessary to liberate all muslim lands and close doors to christians forever.

All these mullahs are hypocrats. They talk about oneness of islam and these pakistanis who have been indoctrinated to believe in this oneness would be the first line of defects if they are asked to marry a black muslim girl. They will, no matter what how strong and poous they feel about their religion, not mix with darker and black skinned muslims because obviously their religion cannot change their basic standards of attraction within them. This is the same reason why arabs don't want them. You guys know this fact you mullahs that you are the highest consumers of fairness creams.

    Dear Americans,
Please don't bring your frustration into Pakistan. You are about to loose everything in Afghanistan !! US citizens should realise their politicians regarding their poor results as far as war in Afghanistan and in Iraq is concerned. US citizens should remind their politicians regarding their employment rate!!
US will never gonna win Afghan war and that's for sure....Let Afghan and people of Afghanistan live their lives..
USA, kindly stop interference into other matters or remember what had happened to Soviet Union !!

On Yahoo news there is an article about Linsey Graham and another Senator that are calling for war with Pakistan. And just what program are the Republicans going to take the money from to pay for another war or because it's what the GOP want , they don't need to worry about paying for it. I think the whole Republican Party has gone insane, they are so beside themselves that the American people elected a black President that they have come completely unglued. Attack a country that has nuclear weapons? Even Bush only attacked who he knew were unprepared to fight back and Pakistan is certainly not in that catagory!!!!
GOP mixed with the tea baggies have become so unAmerican that they are refusing to help our own suffering from disasters or Americans out of work. Greed is all they live for.

Yes .. The root of all terrorist activities is in only one country on earth and that is PAKISTAN.. America is like a blind man with a gun shooting everything that moves .. Iraq, Afganistan, Libya, Palestine, Iran , N. Korea are all baby stuff.. the real enemy Pakistan is the parasite sitting on the American shoulder and poisoning, killing it and eating into american tax payers valuable dollars too ... Pest control at a high level needed to nuke Pakistan and put an end to all terrorism..Till now what fools Americans are turning out to be ...

Pakistan has a history of 64 years, It has no culture and tradition that it can call its own. It is currently at the point of breaking down to pieces with internal problems of its own. Pakistanis are ashamed of their own "nationality". Pakistanis in USA try to hide their nationalism by declaring themselves as Indians. People the world over consider Pakistan as the epicenter of terrorism. All 9/11 terrorists and their planners have roots in Pakistan.

Sorry my friend I beg to differ with you that India is a terrorist country. India has a history and tradition of over 5000 years and has influenced the world over by its tradition and culture. Indian economy is in rapid progression and is the third largest in the world (beating Japan). India will continue to last but Pakistan will be a short blip in the history of human kind!

why is it so easy to believe the one man saying pakistanis are terrorists and reject the many ppl saying we are not. come on have sympathy for the thousands of ppl killed in pakistan everyday. somebody will definitely be supporting them.
its important to know that more pakistani forces personel have died than the americans in afghanistan .

If US and European intelligence agencies try looking things differently, they will found out that it is china which is creating problem in all part of the world. Chinese made Russians busy in Chechanya, US in Afghanistan and korea together. China will never want US to leave Afghanistan and it is using pakistan to keep US in Afghanistan so that Americans chokes up economically. They are using the same tactics with North Korea where they are keeping Japan, south korea and US engaged and keep on spending money indefinitely. In India, Chinese are real force behind pakistan's proxy was against us. It is known fact that how badly chinese wants Sikkim. It is chinese interest with naxals and all of neighbour countries which is causing problem for us. Wake up, west to chinese plans. Chinese will suck your money by engaging you here and there in different part of the world. Can't you see that when you busy in fighting an invisible enemy, chinese are stepping purchase of valuable resources like coal, copper, oil etc. around the world. What use of such advance intelligence network when you cannot crack Chinese game plan. Non-sense....

Pakistan has a history of supporting terrorism for their own self-interests. Take a look at the Taliban (created by Pakistan to fight soviets and further supported by Pakistan after the USSR invasions to have a check on India). Look at Kashmir and the various groups that Pakistan started and are responsible for the 2008 Mumbai attacks, parliament attacks, etc. Now we have proof they're supporting terrorists against Americans. Perhaps they're sad about losing their brother, Bin Laden. Either way, Pakistan should know that the world will not tolerate this. As us Indians have done 4 times in the past, we're perfectly capable of destroying you and so is America. My message is simple, stop the support of terrorism and stop the support of your idiotic and corrupt government/ISI.

      ...or downright stupid.

American created Paki terrorists in Pakistan and Pakis citizens form the foot soldiers. How come that's possible without the complicity of Pakistan?

Fact remains that pak nurtured terrorism to with malicious ideas. Saudi Arabia and other countries poured money which your generals gleefully pocketed and sent their kids to the US to study. Now that you are exposed, you want to cry hoarse and play the victim card.

Pakis kill innocent citizens of the world and Pakis kill other Pakis. Hatred is imprinted in your genetic structure and you want to seize Europe once again.

The recent Japanese Earthquake and the devastation of its Nuclear Installations have opened the eyes of the Americans with respect to the safety of the population and the alarming inability of the Japanese scientists to foresee and contain the damage. Our prayers are with them.

The recent decision of US Government to export Nuclear Technology to third world countries needs to be revisited and reconsidered particularly India and UAE. The Japanese, as technically sophisticated as their scientists and technicians are, were unable to contain the damage. The effects on the population were tremendous not to mention the economic, social, political implications to follow for years to come. If such related accidents were to happen in India (as an example) ,where the workforce is light years behind Japanese sophistication, the negative implications would be thousand fold as more than 3 Billion people reside in the neighborhood!! It would be a disaster to say the least. Besides being in earthquake, tsunami, flood zones, these regions are in the epicenter of terrorism and war zones.

Notwithstanding that the US government has recently decided to align itself with countries such as UAE and India to repay them for doing our dirty and cleanup work in that region, economic and political reasons……..the Americans strongly oppose the transfer of Nuclear Technology to all such nations for preceding reasons. The Japanese experience has been an eye opener and the take away is that US Congress and government needs to reopen all nuclear export discussions and agreements and rescind assistance on all such programs that threaten humanity at large. We cannot and must not in good conscience support such moribund policies and we expect our politicians to stay ahead of the moral curve in such matters.

In the UK, young 2nd generation British citizens of Pakistani origin attacked London buses, and in the US a Pakistan living and working in the US nearly succeeded in attacking Time Square.

Talk about some gratitude from these Pakistanis. The English case says it all. Those Pakistani origin kids were born and brought up in England. Their parents were there, they were given the the best of what Britain offers to all it's citizens. Yet, these ungrateful Pakistanis thought it best to attack and kill in the country that feeds them.

The Pakistani government, and the ISI have always been playing a shell game, and now the US has proof. It has caught the Haquani gang and will get rid of it. And Pakistan need not worry, the US does not need Pakistan's 'help' for this or anything else.

The Haqqani gang and LeT, both are un-official Divisions in the Pakistan Army, each about 15000 soldiers dressed in civilian clothes. They get their salaries from ISI and their families get pension from ISI, if they get killed in operations. Thus they are direct employees of the Pakistan Army. Both the Army Divisions are under tight control of ISI, and they can not carry out any operation unless ISI orders them to do so.

Sirajuddin uncle (?) is ISI funded so Haqqni's existence is Pakistan-sanctioned – Pakistan needs to consider where its future lies, with anti democratic death squads or a democractic peace for its citizens.

America just can't survive in Afghanistan for even a few days without Pakistan. Pakistan will stop US supplies through land route to choke Americans. America is in fact unhappy over the new block growing fast, Iran-Pakistan and China. Look at these American supporters calling America a super power, they have been defeated by Taliban and they can't start a new war with Pakistan. Iran as an attack base is out of question, India knowing what price it may pay will also not allow. No route to Kabul, so Americans are stranded, they will get out of S Asia for ever. Look at the state of these American shootias who cant fight with Haqqani instead the are insisting Pakistan to fight their war. Not only Hina but all officials have warned America, except their planted figures. I don't think America is in a position to start a nuclear war in the region, particularly after its humiliation in Kabul. American case is exactly like the USSR of 1989. Feel sorry for them and their supporters. We pakies Chinese will knock the hell out of Americans.

Americans already have access to Afganistan from the Northern side. They do not need Pakistan to bring in supplies.

Just a small clarification. These trucks belong to Pakistani transporters and driven by Pakistani drivers who are working as contractors and AQ (Not Pakistanis) is blowing them up. Stop the false propaganda. Its like I say, Americans abducted Joyce Dugard.

oo really just ask any informative person who must it cost america to trade from northern region and from pakistan in the time when they was almost on default you expect that they can take this new economic pressure and for your information 70% of their supply is from Pakistan and 30% is from other routes. Get a life dude.

Now you claim the Chinese will help you, but they can't risk losing America. Most of their big corporations are FROM America. If they lose the appeal of the Americans, they'll suffer heavily. Also, Pakistan is in no position to wage more war. Take a look in the mirror, you're unstable, your men are dying, and you're losing. The world is becoming aware of the terrorism your government has supported in Kashmir, India, and Afghanistan. There's a reason why the Afghans really dislike Pakistan. So please, save us the propaganda and heroic tales, we all know Pakistan and its soldiers are worthless. Another thing, try and win something for once, us Indians beat you in 4 wars buddy.

The people US is fighting are Pakthuns by ethnicity. Pakthuns never wished to be part of Pakistan. People should read history. In 1947 referdum (India vs Pakistan) inspite of The boycott of the Ghaffar Khan's party & Indian Congress the referdum went in Pakistan favor only marginally 50.1% that despite 100% of Pakthuns being Muslim. At that time Ghaffar Khan commented to the Indians "U SOLD the Pakthuns TO THE WOLVES(Pakis)". In hindsight how true that statement was, Pakistan accepted american aid and brainwashed these uneducated Pakthun refugess to be terrorists all in the name of Islam. It will take a long time for the Pakthuns to recover from this. This problem would have never happened had the leader of the Pakthuns Ghaffar Khan not boycotted the referdum. Pakthunistan would have been part of a secular India and been very stable and part of a economically growing India. Tragically it will end up as a failed state

  35. Stop Targeting

You want to get the haqqanis? Do like you did with bin laden. Stop targeting pashtun dominated area, the terrorists are supported by ISI and pakistani government, not the pashtun minority. Bin laden was believed to be hiding in peshawar or FATA-area. Yet he was found in Abottabad, a urban punjabi dominated area. I know that a lot of you believe that us pashtuns are all jihadis, NOT TRUE. The most popular pashtun party in KPK area is a SECULAR party. target ISI and mullahs, not innocent poor pashtuns. I know a lot of you will comment negativly ..but just remember, bin laden was said to be with the pashtuns, he wasn't! His driver spoke pashto..but was ARAB.

You obviously don't know crap about Pakhtoons nor you know about history. Afghanistan was the only country that stood up against the creation of Pakistan in the U.N. NWFP was created by a majority of Pakthoon vote and trible elders consent...... Stop blaming your problems on others. We all know that Afganistan is based on Pakthtoons , Uzbeks , Tajikis ethnicity and all three has a history of not getting along since years. Afghanistan has exported nothing but terrorism, drugs , arms to Pakistan. The worst mistake Pakistan made was when it allowed millions of Afghans to enter Pakistan as refugees.

Meanwhie, in Pakistan, two men are walking along, and one says to the other, "How do you tell a war-monger Republican from a peace-loving Democrat?" Upon which his friend says, "Who cares, they're still Americans."

My point of this is: When you try to show how smart and witty you are, all you are proving is your insensetivity, arrogance, and validating the anti-American beliefs that the rest of the world has for Americans.

The fact of the matter is that the kind of rule which Pakistan likes is Shariya which is anything except for a peaceful one. This is what makes the rest of the countries uncomfortable.Add to that the nuclear strength of Pakistan,we have things to be worried about.
Its wrong to say U.S is against our religion and the biggest proof of that is -all the Pakistanis who leave their country hav U.S as their first preference to settle. And why do these Paksitanis leave their country–mostly because of people like Haqqanis. So,in a way Pakistanis support their murderers and expect the rest of the worls to do so.
But that is not going to happen. All things evil have to end and the time is here.May god provide strength to U.S to be successful.U.S needs to be smarter this time in chosing its friends and watch out the decision it makes. If not for the U.S aid,Pakistan would never have had nuclear bombs.

All America wants is to kill as many bad guys as possible until our Congress wusses out and calls all the soldiers back home. The only problem I have is that the decision makers didn't learn a damn thing about war after WW2. Fact is: if you are going to commit young men and women to die then the only rule in war is there ARE NO rules. To hell with winning the hearts and minds. To hell with flushing the enemy from within their ranks. The only affective strategy is to waste all that stand in the way or your goal. If you are going to send your people in to die and tax the hell out of the citizens to fund it...THEN DO IT RIGHT AND BE DONE WITH IT. Cold hard facts.

Dear Mr Navab – the origins of Pakistan itself rest on genocide perterated by the bloodthirsty and butherous Persians, Mongols and Afghans who started bloodshed in the erstwhile peaceful Indian subcontinent. The constant plundering and follow on migration of your forefathers created the basis of what now is Pakistan (and Afghanistan) in the 1100 AD period. Now that all these years of "training" is in the blood of the local population, with no where to go excecpt themselves or US/India – the results are for all to say. India published a (yes public) intelligence report in 2000 explaining how Pakistan ISI and Al Queda were plotting against the west and foretelling attacks in the US. If we had listed to India we might have stopped 9-11.
After 9-11 then President G.W. Bush said "You are either with us or against us." Unfortunately, he either did not understand Pakistan because he had bad intelligence, or he really underestimated their religious bias, their treachery, and their hatred of the USA.

What a mindless remark. the U.S. has done more for world peace than any other nation in history. Lets look at the facts: Iraq- it invaded a sovereign nation Kuwait. the U.S and world demanded Iraq get out- they didn't the U.S responded with Allies. Iraq not invaded but asked to make agreement to disarm and retreat. iraq then goes on to continually shoot at U.S and coalition planes. After YEARS of patience, the U.S finally responds. Afghanistan- really do I even need to go there? One statement 9/11. Vietnam- it was a French problem yet the communists were attcking the South Vietnamese. The U.S came to their aid. We didn't invade. If the U.S. wanted to invade and conquer that war would have ended quickly and the U,S, occupy. That wasn't the goal. Because of political constraints at home, we left. No Vietnamese territory taken. Bosnia- we aided the MUSLIMS! Yet, Islamic nut heads hate America. Somalia- went there to try to stabilize and aid them. Bottom line- the only territory the U.S has taken in war is that needed to bury it's dead. If you want to look at territory taken and held/colonization look at European history then you have a lot to complain about. So, until you can actually make a fair assessment please keep your mouth shut and stop spreading unjustified statements that simply play into the hands of frustrated youths and failed countries. I'm sorry the U.S is so successful, yes even today, compared to 90% of the world and people from all over the world chose to come here and not other countries by and large. The is a very clear reason- it's called FREEDOM and WE WILL FIGHT ANYONE TO PRESERVE IT!!!

What we (America) need to do is the following....

Pull our troops out of Afghanistan/Iraq, and anywhere else in the Middle East and bring them home. All we are doing is inciting hate against us poking our noses around in their business, and creating more terrorists against us that are killing our civilians/troops, etc due to it. WE created them. Not to mention it would save us BILLIONS if not eventually (If not already) trillions that could be better served funding our ragged health care and dismal economy.

Let's face it. The only reason America (Our politicians anyways) have any interest in the Middle East is their oil, NOT their people...which is just the front they give. Money and greed of money. Most politicians are oil tycoons after all. Coincidental? I think not. We need to worry about OUR problems here at home, like poverty, starvation, health care, security, the economy, illegal immigration, drug trafficking, our overcrowded prison systems, AMERICAN JOBS STAYING HERE IN AMERICA, the homeless , our dismal education system....need I go on why we need to do this all?

Well yes, I agree that I'd love to have 10 minutes with just one personally responsible for that cowardly act. But hate against them all due to it is ignorance.

All I am saying is we did what we went there to do. We seriously damaged the Taliban and Al it's time to get out. Let THEM decide their system of government and security. The longer we stay, the more they look at it as occupation and having other motives for being there through both speculation and assumptions, as well as through influence fueled by these fanatical extremists and just swelling their numbers to continue attack on our troops and on innocent people here at home.

Gad! I get so tired of people who write, as Anthony4576 did, that the US should withdraw from Afghanistan because the only reason the US is in the Middle East is oil. First, Afghanistan has no oil. Second, we are in Afghanistan because in 2001 Islamic forces based there attacked the US and killed 2,500 of our people. Third, ever since the later days of the Bush administration we have been withdrawing from Iraq, and under Mr. Obama we are continuing to do so. Fourth, prior to 9/11/2011 the US was the main influence maintaining an embargo of Iraq, preventing the sale of Iraqi oil. Not a policy one would expect if the primary US interest in the Middle East were oil.

Of course oil is ONE reason why we are interested in the Middle East. Of course. To that extent Anthony 4576 is correct. But to say it is the only reason is ... naive.

Perhaps the US should withdraw without delay from Afghanistan. Perhaps not. But it is not a simple question, and especially with regard to Afghanistan (as opposed to Iraq, Libya, Saudi Arabia, etc.), oil is not the primary concern.

Maybe you should read what I wrote a bit better and comprehend. Yes, I said pull them out of Afghanistan...but I also mentioned about hurting the Taliban badly...which is why we were there, amongst other terror cells. I mentioned the oil for the Middle East portion of my post.

And no @&*$ it isn't the only reason. I did an East Pac cruise in the U.S. Navy in 2000. Sorry I didn't mention all of it in a much longer post to satisfy you. I am aware we have been pulling out of Iraq...not quick enough IMO, I am aware we were attacked on 9/11...I was called to emergency General quarters on that day because I was in Photography school at Fort Meade during the attacks and they were worried NSA was going to be a target. Therefor, I am aware why we were in Afghanistan and Iraq.

Two words first Anthony- SHUT UP!!! Do a little reading before making such immature and knee jerk remarks. Ever wonder why most protests/riots involve youths? Because they believe so many lies put forward and have an unrealistic outlook on the world. H
