Dead, captured and wanted

[Update September 30, 2011] With the reports of the death of American-born Muslim cleric Anwar al-Awlaki, take a look back at some of the dead, captured and remaining most wanted terrorists from the last 10 years.

[Original post] Ten years after the devastating attacks on America, Defense Secretary Leon Panetta recently said the U.S is "within reach of strategically defeating al-Qaeda."   His comments came following the successful joint U.S. intelligence and military operation in May that led to the death of number one terrorist Osama Bin Laden, and the intensified effort over the past several years to wipe out senior al Qaeda operatives through drone missile strikes.  "I do believe that if we continue this effort that we can really cripple al-Qaeda as a threat to this country," maintained Panetta.

Although there have been some impressive gains in wiping out the terrorist leadership through both capture and killing, there are still a significant number of names on the most wanted list.

CNN spoke with a number of intelligence agencies to come up with a list of the dirty dozens: the 12 most significant terrorists who are now dead, have been captured and those who are still being hunted.  The lists are obviously subjective–there are many more candidates–but these are some of the top combatants in the war on terror.


1. Osama Bin Laden:

Founder and leader of al Qaeda, responsible for the 9/11 attacks against the US as well as numerous other mass casualty attacks.  He was killed by US Navy Seals during a raid on his compound in Abbottabad,Pakistan in May 2011


2. Muhammad Atef

Founding member and military chief of al Qaeda.  He was killed by a US airstrike during early fighting in Afghanistan in November 2001


3. Abu Musab al-Zarqawi

A militant jihadist who opposed US presence in the Middle East and had a profound hatred for Israel.  He formed his own terrorist group, Tawhid wal-Jihad.  In 2004, he pledged alliance to al Qaeda and changed the name of his group to al Qaeda in Iraq.  He was responsible for hundreds of attacks in Iraq.   US bombs killed Zarqawi in Iraq in June 2006.

4. Abu Layth al-Libi

Senior al Qaeda military commander who planned attacks against US and coalition forces in Afghanistan including a 2007 bombing of the Bagram Air Base during a visit by then Vice President Richard Cheney. He was killed in a drone attack in Pakistan in March 2008

5. Atiyah Abd al-Rahman

Until his recent death, he was the number 2 to al Qaeda leader Ayman al-Zawahiri and was a key facilitator with al Qaeda affiliates. Materials seized in the Bin Laden compound showed Rahman was in frequent contact with Bin Laden.  He was killed by a drone strike in Pakistan in August 2011


6. Abu Hamza Rabia

Third ranking member of al Qaeda who replaced Muhammad Atef after his death. He served as an operational planner for attacks against the US and was killed by a drone strike in Pakistan in November 2005

7. Abu Ayyub al Masri

Replaced Abu Musab al-Zarqawi as leader of al Qaeda in Iraq (AQI) and the insurgency in Iraq. He was killed in a joint US/Iraq operation in April 2010

8. Sayeed al-Masri (also known as Abu Shaykh Mustafa Abu al-Yazid)

Number 3 in al Qaeda hierarchy, commander of operations in Afghanistan and Pakistan, and chief financial officer. He was   killed in drone strike in Pakistan in May 2010

9.  Mohammad Hasan Khalil al-Hakim

Senior operational manager, deputy chief of external operations, head of propaganda for al Qaeda. He was killed by a drone strike in Pakistan in October 2008

10. Abu Khabab al-Masri  (also known as Midhat Mursi)

Al Qaeda's chief bomb maker and chemical weapons expert.  He was killed in a drone attack in Pakistan in July 2008

11.  Abu Obeidah al Masri

Senior al Qaeda operative who was implicated in the 2006 Trans-Atlantic plot to bomb commercial airliners after take off from London. He died of natural causes in December 2007

12. Anwar al-Awlaki

[UPDATE September 30, 2011:Officials report al-Awlaki has been killed]

Yemeni American, Muslim cleric who advocated violent jihad against the United States. He was connected to two of the 9/11 hijackers as well as the accused Ft. Hood shooter Maj. Nidal Milik Hasan and suspected underwear bomber Umar Farouk AbdulMutallab. He was considered an operational leader of al Qaeda in the Arabian Peninsula (AQAP) in Yemen. A CIA drone strike killed Awlaki in September 2011.


Third ranking member of al Qaeda, operational planner and mastermind of the 9/11 attacks. He was captured in Pakistan in March 2003, and is held at Guantanamo Bay (GITMO), Cuba


2. Abu Faraj al-Libi

Replaced KSM after his capture, directed operations against US and coalition forces in Afghanistan, planned 2003 assassination attempt against then Pakistani President Pervez Musharref.  He was captured in May 2005 and is held at GITMO

3. Ramzi Bin al-Shibh

Involved in planning of 9/11 attacks, associated with some of the 9/11 hijackers, believed to have been targeted to be the 20th hijacker but was unable to get into the US.  He was captured in September 2002 and is held at GITMO


4. Abu Zubaydah

Initially believed to be a high ranking al Qaeda leader, but the US later concluded he held a much lesser position. He was captured in Pakistan in March 2002 and is held at GITMO.


5. Umar Patek

Connected to the 2002 Bali nightclub bombing which killed more than 200 people including 7 Americans.  He was captured by Pakistani forces in January 2011 and sent to Indonesia


6. Younis al-Mauretani

A key planner for al Qaeda who is believed to have had direct contact with Osama Bin Laden and was involved in planning attacks in Europe.  He was captured by Pakistani forces in September 2011 and is held by the Pakistanis.

7. Hambali  (also Riduan Isamuddin)

Operations Chief for the terrorist group Jemaah Islamiya (JI), often described as Bin Laden's leader in Southeast Asia, believed to be connected to a number of deadly bombing attacks in Indonsia.  He was captured in a joint US/Thai operation in Thailand in August 2003 and is held at GITMO

8. al Rahim al Nashiri

Head of al Qaeda operations in the Persian Gulf,  believed to be the mastermind of the bombing of the USS Cole in 2000 which killed 17 US sailors.  He was captured in November 2002 and is held at GITMO

9. Ali al Aziz Ali

Khalid Sheikh Mohammed's nephew and chief deputy who helped train some of the 9/11 hijackers. He was captured in April 2003 and is held at GITMO

10. Walid bin Attash

Former Bin Laden body guard, assisted 9/11 hijackers, helped with preparations for the 1998 bombings of the US Embassies in East Africa and the 2000 attack on the USS Cole.  He was captured in April 2003 and is held at GITMO

11. Mustafa Ahman al Hawsawi

Worked with Khalid Sheikh Mohammed on numerous al Qaeda plots including providing assistance to 9/11 hijackers. He was captured with KSM in March 2003 in Pakistan and is held in GITMO

12. Abdul Ghani Baradar

A founder of Afghan Taliban, deputy to leader Mullah Omar, directed the insurgency against US and coalition forces from Pakistan. He was captured by Pakistani and American intelligence forces in February 2010 and is held by the Pakistanis


1. Ayman al-Zawahiri

A physician, long time deputy to Osama Bin Laden who recently was named leader of al Qaeda following Bin Laden's death. He has been seen and heard in numerous al Qaeda videos and audio tapes on the web.  He is on the FBI Most Wanted Terrorists list, was indicted in the U.S. for his role in the 1998 bombings of the US Embassies in Kenya and Tanzania


2. Saif al-Adel

A member of the senior leadership of al Qaeda who is believed to be in Iran. He is on the FBI Most Wanted Terrorists list and was indicted by the U.S. in connection with the 1998 bombings of the US Embassies in Kenya and Tanzania


3. Anas al-Liby

A computer expert for al Qaeda who is on the FBI Most Wanted Terrorists list, and has been indicted for his role in the 1998 bombings of the US Embassies in Kenya and Tanzania.

4. Ibrahim al-Asiri

[UPDATE September 30, 2011:Officials report al-Awlaki has been killed]

5. Adnan el Shukrijumah

A senior leader of al Qaeda's external operations program who is on the FBI Most Wanted Terrorists list and has been indicted by the U.S. in the 2009 plot to attack the New York City subway system as well as targets in the United Kingdom.


6. Hakimullah Mehsud

A leader of the Pakistan Taliban with close ties to al Qaeda and the Afghan Taliban.  He claimed responsibility for the 2009 bombing a the Khost Forward Operating Base which killed 7 CIA employees. He is on the  FBI Most Wanted Terrorists list.

7. Abu Yahy al-Libi

Islamic scholar, high ranking member of al Qaeda, seen as the public face of al Qaeda, appearing frequently in internet videos


8. Adam Gadahn

American propagandist for al Qaeda who is frequently seen on al Qaeda website videos.  He is on the FBI Most Wanted Terrorists List and has been indicted for treason and material support for al Qaeda.


9. Mullah Mohammad Omar

Leader of the Afghanistan Taliban who allowed Osama Bin Laden and al Qaeda safe haven in Afghanistan when the Taliban controlled the country prior to the 9/11 terrorist attack on the U.S.


10. Nasser Al Wahishi

Leader of al Qaeda in the Arabian Peninsula (AQAP), former private secretary to Osama Bin Laden.  He has vowed to avenge Bin Laden's death.

11. Sirajuddin Haqqani

Senior leader of the Haqqani network in Afghanistan which maintains close ties to al Qaeda and who is believed to have planned an assassination attempt against Afghani President Hamid Karzai


12. Wali Ur Rehman

Senior member of Pakistani Taliban who has participated in cross border attacks against US and coalition forces in Afghanistan

The fact is that Afghanistan never pretended to be on our side and Yemen is firmly standing with us (or as far as our international aid will go), whereas Pakistan constantly preaches about the evils of terrorism and yet shakes hands with them at every turn. Regarding the current condition of economy it is the result of mistake of masses.
    1) The banks (both private and public) who were dying to use their surplus funds were blindly gave loans to people/industries who didnt have the ability to pay back, not promising customers. So a bankruptcy was bound to happen. Why did you took loan when you knew you couldnt pay it back?
    2) Government had to save the bankrupt institution in order to protect the economy (and Cheny's money) so they had no options but to buy bad debts. Also most of the firms were in some way related to government and Cheney. We all knew Hallie Burton was Cheney's Retirement Fund company. Why did you not see this unholy money making nexus at that time?
    3) War was not the only option, It could have been prevented by conducting a limited strategic assault operation by raising a rebel force in Iraq/Afghanistan and help them defeat the regimes and then call the boys back home. No need to station then for getting butchered. The Iraqis and Afghans can and should take care of themselves. Why did you not protest massively when Iraq and Afghanistan were liberated in 2004 to get our boys back home?
    4) While all this was going on you (SO CALLED PATRIOTIC AMERICANS) were sitting on couch drinking beer and watching football. If you had agitated/demonstrated in 2003-2004 this day would'nt have come.
    Dont play the blame game. Wake up, get to work, go for only Made in USA products, bring manufacturing back in US.
    Things will get ok, just start working make toys,cloths no more importing from china or mexica, have faith in God as thats the base of this nation ("In God we trust")

      1) We would have left both countries undefended and ill prepared to deal with the on slot that would have come from any group that wanted to control it. America would have gone back to war with a possibly more dangerous situation that we were already in. As for your idea that Iraq and Afghanistan troops can take care of themselves, you have obviously never been there and don’t know the differences of the countries and the way the people are. We have tried to teach the people how to fight but they are not anywhere close to us in ability to fight. Quit looking at this matter as an American you have to look at it from a real point of view. I know it is so easy for you to say what you did seeing as all you have to do is sit and talk about it. I am one of the few that is actually doing something about it. I have fought and trained in both countries and I can tell you it isn’t so cut and dry.
      2) America stopped having an economy in the 70's when they opened the door for free trade thinking that other countries would build there products here and give us more jobs but American companies saw an opportunity to make more money and outsourced all of the jobs they could. That is why we are in the spot we are in now not the war and not the banks. We have been in a downward spiral since the 70's we are just now really feeling it but it was predicted back then it would happen.
      You should learn what is really going on before you start posting wrong information.

It does mention the U.S. efforts to find these guys going back 10 years. The point is that our intelligence community is hard at work regardless or whose administration is in power. These efforts have been ongoing and certainly intensified after 9/11. It takes a lot of time and effort (years) to develop a network effeective enough to find and exterminate these specific targets, not to mention the predator drone technology which transcends party affiliation. Everyone yet no one deserves credit for the success of this program.

Bush captured 9 in 7 years (3 in Pakistan); Obama captured 3 in 2 1/2 years (3 in Pakistan). 58% of all killed or captured (that we know of since the article does not always say where someone was killed or captured) from Pakistan. HELLO!! You can't tell me that the government of Pakistan is so dumb that they don't know these terrorists are in their country. Seems like the Obama administration shows a bit more urgency than the Bush administration on killing and capturing these killers!

        Reagan, their hero increased the national debt to 168% of what it was when he took office. His 8 years in office he increased the debt by $1656 BILLION or an INCREASE of about $6496 per capita.

        Bush 1 increased the national debt to 49% of what it was when he took office. spending $1225 billion or $4415 per Capita in only FOUR years. He increased the debt almost the same ammount as Reagan in HALF the time.

        Clinton increased it by 22% spending $1087 billion or 2472 per Capita. But it should be noted that EVERY YEAR of his Administration save 99 the ammount was lower than the previous year.

        Bust 2 increased it by 75% spending $4756 billion or 14305 per Capita. Note this is a higher increase then the 3 presidents preceeding him COMBINED in both total and per capitia!

        Under Obama it has risen 30% (Lower than any republican) spending $2032 billion or $5915 per capitia.

        SO those 'SPEND HAPPY DEMS' have raised the debt 52% while Repubs raised it a total of 292% or almost SIX TIMES as much.

        These figures are verifiable by the federal government. I'm not making them up. Check it yourself.

        But Obama is ruining the country, not Bush and the teatraitors.

        Semper, that is just absurd. Please read some books about what went on back then. Clinton tried several times to get Osama Bin Laden. Bush was completely ignoring the cries from his security staff that were constantly warning him about impending terrorist attacks. Please read Richard Clarke's book "Against All Enemies: Inside America's War on Terror"

        As far as Clinton's affairs, do you really think it is America's business what the president is doing in bed? I care that he leads the country.

        As to Taxes: Unless you make more than $250,000 a year , Obama has LOWERED YOUR TAXES by on average over $1,000 a year.

        And sorry to inform you that the Commander In Chief is the ONLY ONE who could possibly have ordered the attempt to kill Osama Bin Laden.     And though the economy is still sstruggling, the likes of Mitt Romney and the rest of the Republicanteabagging community can't confince the American people that president Obama is to be blamed for the economic crisis he inherited from the GOP or for the slow growth of the economy. Furthermore, while the economy is still struggling, it is progressing gradually and that is expected when you are dealing with the worst economic crisis and the worst unemployment epidemic in America since the Great Depression. Thanks to the GOP's failed amd misguided economic policies. And when it comes to this crisis, the GOPteabagging community has no basis or credibility in blaming the president for this cris especially when they have done nothing to come on board to help move the country forward. And what the GOP and their Tea Party have done is to use their leverage in the new House of Representatives to create more roadblocks to stall progress instead of trying to work together for the well being of the American people.

    But nevertheless, when all is sad and done it would be Obama/Diden in 2012. Furthermore, though the GOPteabags will never admit it, more has been accomplished by the Obama administration in two and a half years than that accomplished by any administration in US history. And that is despite all the deliberate roadblocks and policy delaying tactics by the GOP and their Tea Party. Buy hey, say whay you want to because president Obama is the greatest and the most intelligent president in US history.

    At the end of the day, we need a president who has the balls rather than just seeking peace with everything. You can read this this as anti-obama or whatever, but my belief is simple. If Obama were to grow some balls we would be in a better place. The dsyfunction we are suffering is from a congress (in my opinion both democrat and republican alike are akin to children) that is not afraid of the president. If Obama had balls his policies would of passed, whether you agree with his policies or not. Also as society, and this applies to me as well, we love instant gratification. Due to this no one is willing to face any financial restrictions that are needed to gain a balanced budget. In my opinion with need a president with the balls to come in to office and make that cuts that will surely make him the most hated president in history but also save our country. If we manage to balance our budget and start paying off our debts we can use the money we spend on interest for those loans for social services, education and infrastructure. By increasing those programs now we are only digging our selves a deeper hole. I as much as the next person want to help other people but it cant be done any longer in our current state.

    Dw Watchtower: That's funny you claim that, because plenty of Republicans claim that, that surplus happened because of a Republican controlled Congress and not Clinton, so I guess those lying Republicans should check their facts too? But lets for a minute assume that Clinton and the Republicans worked together and that surplus was because of Republican leadership ( I know sounds funny, Republican leadership), then why did the surplus just disappear, when Bush and the Republicans took over from 2000-06? Bush had complete control, and according to his 1 Trillion dollar tax cut ( that was suppose to help the economy, but instead was put on the national debt) he used the 281 billion dollar surplus, for his tax cuts and put the remainder (719BILLION) on the national debt. Please do explain cause most Republicans agree with the fact that his tax cut played out just like that.

    I was in departure after 9/11- I saw a brown skinned with beard and towel on his head. I went to the bathroom search the wastepaper to see if he had left any ied. I was relieved when he did not get onto my flight. I still believe to this day, that when flying I rather see no towel head on my flight- for see if most attacks are not by them.       Yes, the "surge" in Iraq "worked" to a fair extent for the following principle reasons:

      1. The U.S. paid ~70,000 former Sunni insurgents (who had become turned off by AQiI's barbarism) to stop attacking foreign troops & instead switch their fight against AQiI.

      2. The ethnic cleansing & Sunni/Shia segregation had occured to the extent that the two groups were no longer in close quarters to each other, espcially in Baghdad.

      When you say that Obama is "digging us into a grave," are you refering to the $1 trillion per year military expenditures & the escalation of the occupation of Afghanistan? If so, then I'm in agreement.

    Obama has ordered hundreds of drone attacks and has succeeded in killing many top tier terrorists, and capturing many more. He inherited a very difficult situation, with two wars, an economy in shambles, with America losing 750,000 jobs a month, and the biggest recession of our lifetime.
    Since then, he has kept his promises to stop troop engagement in Iraq – ON TIME, and cut back our presence in Afghanistan-as promised.
    The stimulus package saved over a million jobs in the automobile industry. It stopped the banks from going under, and stopped the world from falling into an even worse financial crisis.
    Yet people seem to hate him and claim he is an incompetent President. I find the opposite. I think history will judge his Presidency very well, and will recognize that his policies saved the world from a massive depression.
    It's amazing how we forget how bad things were, and expect that everything should be "fixed" instantly!
    In 8 years, President Bush took the largest budget surplus in history and turned it into the largest deficit in history, started 2 wars that cost billions of dollars a month- AND lowered taxes to the rich more than they have ever been lowered. He deregulated the financial industry, getting rid of the safeguards that were created by FDR in order to prevent another Great Depression, and gave the banks the right to create the derivitives that brought the world's economy to its knees. He was captain of the ship while our Constitutional rights were compromised. He nominated supreme court justices that put a corporation's rights on the level of individual rights. The list goes on and on.
    In our current stresses, do we forget who created the mess and lash out at the one who is in power? Or are we fundamentally a racist society, who hate the idea of a Black President? Or are we just frustrated at our government and don't know who to blame?
    I don't know. But I think he's done a very good job at keeping us out of total disaster, and gotten some of the real bad guys of the world.
    Now it's up to Congress to stop bickering and get things done!

They are willing to look away from recent history and reinvent facts. Many are also willing to embrace more of the same in the next election, too, much to the detriment of this country, and the world, just to deny him a second term. Do I agree with all of his decisions? No, but he has an extremely complex job, made all the more difficult by his nincompoop predecessor, and I think has shown the vision to do what has to be done, and even more importantly, to not do anything when that is prudent, as well. Notice the Arab Spring, and how nobody is burning American flags and Screaming "down with the USA?" That's precisely because he is showing the ME that he respects their sovereignty, that our beef is not with them, and most importantly, that he is GW Bush.

        I think that's a great point! Here we have revolution after revolution in the part of the world where just 4 years ago, we were despised. But under this President, you don't see Anti American protests. You don't see the American flag burning. You don't hear "Death to America".
        Where once there was massive hatred for America, this President has garnered worldwide respect.
        I also don't agree with his every move. I think he's made some big mistakes. But those mistakes were honest ones, and not designed to give billions of dollars to friends running multinational companies by privitising the wars and deregulating industries. His mistake is that he is too willing to compromise. He needs to take a stand and fight for it!
        And at the same time, he has finished a lot of the business his predecessor started... but I don't think the American people are aware of just how deeply in trouble we were.

      While not defending the increase of the federal debt under President Bush, it's curious to see Clinton's record promoted as having generated a surplus. It never happened. There was never a surplus and the facts support that position. In fact, far from a $360 billion reduction in the national debt in FY1998-FY2000, there was an increase of $281 billion.

      Verifying this is as simple as accessing the U.S. Treasury (see note about this link below) website where the national debt is updated daily and a history of the debt since January 1993 can be obtained.

      So please try using facts!!

        You are confusing debt with a budget surplus. One can owe a ton of money, but those payment obligations can be less than the total brought in for a fiscal year. Clinton did, indeed, leave GW a surplus. GW did, indeed, squander it and then generate a massive budget deficit. The entire time, this country carried debt. A budget surplus does not mean our total balance is in the black – only that our national income exceeded our national expenditure obligations.
