EXCLUSIVE: Libyan missiles looted

TRIPOLI, Libya (CNN) - A potent stash of Russian-made surface-to-air missiles is missing from a huge Tripoli weapons warehouse amid reports of weapons looting across war-torn Libya.

They are Grinch SA-24 shoulder-launched missiles, also known as Igla-S missiles, the equivalent of U.S.-made Stinger missiles.

A CNN team and Human Rights Watch found dozens of empty crates marked with packing lists and inventory numbers that identified the items as Igla-S surface-to-air missiles.

The list for one box, for example, written in English and Russian, said it had contained two missiles, with inventory number "Missile 9M342," and a power source, inventory number "Article 9B238."

Grinch SA-24s are designed to target front-line aircraft, helicopters, cruise missiles and drones. They can shoot down a plane flying as high as 11,000 feet and can travel 19,000 feet straight out.

Fighters aligned with the National Transitional Council and others swiped armaments from the storage facility, witnesses told Human Rights Watch. The warehouse is located near a base of the Khamis Brigade, a special forces unit in Gadhafi's military, in the southeastern part of the capital.

The warehouse contains mortars and artillery rounds, but there are empty crates for those items as well. There are also empty boxes for another surface-to-air missile, the SA-7.

Peter Bouckaert, Human Rights Watch emergencies director, told CNN he has seen the same pattern in armories looted elsewhere in Libya, noting that "in every city we arrive, the first thing to disappear are the surface-to-air missiles."

He said such missiles can fetch many thousands of dollars on the black market.

"We are talking about some 20,000 surface-to-air missiles in all of Libya, and I've seen cars packed with them." he said. "They could turn all of North Africa into a no-fly zone."

There was no immediate comment from NTC officials.

The lack of security at the weapons site raises concerns about stability in post-Gadhafi Libya and whether the new NTC leadership is doing enough to stop the weapons from getting into the wrong hands.

A NATO official, who asked to not be named because he was not authorized to speak publicly on the matter, said 575 surface-to-air missiles, radar systems and sites or storage facilities were hit by NATO airstrikes and either damaged or destroyed between March 31 and Saturday. He didn't elaborate on the specifics about the targets.

Gen. Carter Ham, chief of U.S. Africa Command, has said he's concerned about the proliferation of weapons, most notably the shoulder-fired surface-to-air missiles. He said there were about 20,000 in Libya when the international operation began earlier this year and many of them have not been accounted for.

"That's going to be a concern for some period of time," he said in April.

Gilles de Kerchove, the European Union counterterrorism coordinator, raised concerns Monday about the possibility that al Qaeda in the Islamic Maghreb, based in North Africa, could gain access to small arms, machine guns and surface-to-air missiles.

Western officials worry that weapons from the storage sites will end up in the hands of militants or adversaries like Iran.

The governments of neighboring Niger and Chad have both said that weapons from Libya are already being smuggled into their countries, and they are destined for al Qaeda. They include detonators and a plastic explosive called Semtex. Chad's president said they include SA-7 missiles.

An ethnic Tuareg leader in the northern Niger city of Agadez also said many weapons have come across the border. He said he and other Tuareg leaders are anxious about Gadhafi's Tuareg fighters returning home - with their weapons - and making common cause with al Qaeda cells in the region. Gadhafi's fighting forces have included mercenaries from other African nations.

The missing weapons also conjure fears of what happened in Iraq, where people grabbed scores of weapons when Saddam Hussein's regime was overthrown.

Bouckaert said one or two of the missing artillery rounds are "enough to make a car bomb."

"We should remember what happened in Iraq," he said, when the "country was turned upside down" by insurgents using such weaponry.

There have been similar concerns in Afghanistan, where the United States provided thousands of Stinger missiles to the Afghan mujahedeen when they were fighting the Soviets in the 1980s. The United States has spent hundreds of millions of dollars trying to buy them back, fearful that they would fall into the hands of terrorists.

    There are so many mis-infos I am just going to cover a few.
    SSI = social secury insurance is a form of insurance from the gvt. As with all insurance, it totally depends on the rule of large number. Ordinary, most insurance premium paid by the insured but SSI taxes paid by the working people. For insurance to work the total claims paid must be less then the total amount of premium collected. Thus the problem with SSI; as more people are collecting less people are working to fuel the system. Solution: get more people to work and invest surplus in secured investments and continue to add to that fund. Then when that invesment fund reach a set amount that yealding a calculated amount of intest monthly then the goverment can rerouted all SSI tax paid to that fund and just pay out of the interest earned only.

First of all, the Rebels are full of KNOWN AlQaida assets (The rebel leader Abdelhakim Belhaj fought in Afghanistan and he's two lieutenants HAVE BEEN DETAINED IN GUANTANAMO).     I am of two opinions on this. For decades now we have read about these hand held SAMs being in the wrong hands, whether they were Stingers given to the Mujahadeen in Afghanistan during their fight against the Soviet invasion, to those that disappeared in Iraq, to those that disappeared in Eastern Europe when communism collapsed, to those had held SAMs that supposedly have gone missing from armies all over the world and yet we have not seen the kind of airspace closing events we are warned about.

    But it is still kind of scary knowing these weapons are out there.

    Now one thing to remember if they are unpacked and now being tossed around in cars, the back of trucks, etc being exposed to sand, water, dirt, being bounced around inside of vehicles as they make their way around North Africa, many of them will simply cease to be functional. So the threat may be far less then this artical wants us to believe

      The fall of the soviet union was the eventual outcome, which I put as good. What was bad was that we didn't give the afgans a chance to build their country after years of war. We cut them off and let the Taliban go right in there, that led us here.

      Because shoulder fired ground to air missiles are not much use against high-speed, high-altitude targets – unless you are highly skilled. However, half a dozen US and NATO aircraft (I think even a couple of F-16s) were lost to those during operation Desert Storm. But Saddam's troops were much better trained. If all someone knows is point, lock on target, press button then something like a helicopter or an A-10 is the best bet. Either that or a 747...if that someone is from al-qaeda. Which is what the main problem is really.

        All aircraft must come back to eath to land and that's when they are the most vulnerable. With an hour or 2 of training almost anyone could hit a commercial aircraft at slow landing or take or speeds.

    i have solved this problem already if we were to pull all our troops out of the war zones then they couldnt shoot our planes down with them and if we pulled all our troops out we could bring them home and let them spend their money here we could create jobs using the specialized personel from the military we could protect our borders with the rest of the military omg this is a epiphany i should run for president or maybe ill just let ron paul handle it doing away with the income tax will be a nice perk for all of us and with a friendly foriegn policy aimed to trade with all and give to no one the rest of the world would be more stable as well we have no right putting troops on the ground in places that have not attacked us anywho if we were to do this we could all unite and help each other here in america is that what we should do

      The concern here is not just with exposure of American and European forces. I wouldn't be surprised to see civilian aviation targeted in a new form of ransom piracy or see them used to settle political scores. That would hamper not only security, but economic growth on the African continent. And that means more poor angry people.     Wow, so many intelligent conversations taking place here. I like Dave's idea about putting remote mini self destruct explosives into all high tech weapons. Not that it matters much though since these were RUSSIAN. Not going to be much help if they don't agree to do the same thing. I also like the idea of the degrading explosives, forcing regimes to buy new ones every so often or they would expire like eggs or milk. Hmm, but if nutty regimes all over the world realized their weapons would become useless on the expiration date printed on the side... what do you think they would do with them? Let them go bad and buy new ones? They would USE them. Anyway, no worries, I'm sure the 20,000 SAM missiles will find good homes in the near future. I hear Somalia is nice this time of year, I'm sure they would be more than happy to take care of some lost weapons.

    Considering the relative dearth of attacks against civilian aircraft, this is not really as big a story as everyone wants it to be:

    And we've had decades of problems with SAM lootings. Most of the missiles turn out to not fare well with a smuggler that does not know how to maintain the equipment. Or they just get added to the inventory of another military.

    While it's possible these could be used against civilian targets, it's actually quite uncommon.

    question....did any NATO warplanes get shot down while engaging anytargets in Lybia? if not...it would almost seem that those missles posed no threats....could it be cause the weponry the planse wereusing like shrikes and lgm have a far more supeior range than 19,00 feet... in all honesty....the shoulder launched missles dont really pose much of a threat anymore.....with the exception of helo's i guess... either way.. nt much can be done about it now..

      Shoulder fired SAM missiles are highly effective against helicopters. Ask the troops on that copter that got shot down in Afghanistan.

      They can also be used as surface to surface missiles, it's just not cost effective to do so. Why waste one that way when regular RPG's are cheap and sold at every corner store over there?

      Islam as a religion is no more violent than Christianity or Judaism. Most of these people are looting the weapons not because they want to use them, or are going to sell them to AQ because they agree with what AQ is doing. They are looting them to sell them so they can feed their families. Now, the smart thing to do would be for the TNC to announce that they will purchase any looted weapons at probably close to black market prices, with no questions asked. Now, this could be financed through assistance from the US, EU, and NATO. It would be much cheaper than letting these weapons fall into the hands of whoever and then trying to track them down.

        @jack: SS is socialist because its run by the government, a government-run retirement system that includes people who don't work for the government. It's socialist, just like Medicare. Further, after three years, on average, you've gotten everything out of SS that you paid into it. Yet people feel "entitled" to keep getting SS checks after those three years. Many people love socialist things, even though they don't like the word "socialist." Every human family is socialist. Unless you charge your kids for the food, shelter, and medical care that you provide for them. Just as you provide a safety net for your kids, through socialism a government provides a safety net for its citizens. SS and Medicare are that safety net. Government-run. Socialist. Just like the medical program that every person in the US Congress uses. Just like the military medical system. It's all socialist, pure and simple.

The other NATO countries (France, the UK) began flying their sorties *after* the US air campaign had begun. Republicans griped about it, because they'd forgotten that Ronald Reagan had also launched an air campaign against Gaddafi in 1986. Obama's campaign succeeded where Reagan's had failed. For some reason, some Americans forget that the US is part of NATO and that NATO campaigns usually begin with US actions, as in the 2011 liberation of Libya.

        Morally there is no difference between Syria and Libya, and it would be much more in the US interest to have the Assads and Baathists replaced in Syria than Ghadaffi in Libya. (It's not about oil-dictators love to sell as much oil as they can for their pleasure palaces).

        Politically and militarily there is a big difference. In Libya, you had both a relatively weak central army–both in capability and morale/reliability. And you quickly had defections from this army to the rebels, and they brought equipment and training. In sum, there was a chance that the rebels could win in Libya without external professional ground troops. There is no such chance in Syria, the army is stronger and more unified (top officers are salted by the minority Alawite sect, who is deathly afraid of retribution from the majority should they lose). In Libya, many officers in the army refused to shoot their own people (and so the dictator bought mercenaries). In Syria, they have no problem with widespread massacres and snipers-and the few military units which defected were quickly attacked and liquidated. Syria's internal spies are more competent than Ghaddafi's.

        Syria has just a nastier bastard.

        Egypt's revolution worked because the army refused to go all in with Mubarak, like in Tunisia. In Syria the army now knows that if they lose, every one of them will be executed for war crimes.

    Looting these missiles was pre-planned by Gadhafi. No one else could have done it. The dictator knows that, with the 144 tons of gold now in his possession somewhere in Africa, he can outfit these missiles with mini-nuclear heads. The man is a strategic genius, compared to the dumb NATO, which failed to stop his convoy with the gold! My fear is the China will strike a deal with Pakistan, to provide the nuclear warheads, in exchange for gadhafi's gold! This way, it will appear that Pakistan, not China is guilty. The UN must do everything in its power to recover the Libyan gold for the Libyans!

      There is no way to attach a "mini" nuclear warhead to a man-portable surface to air missile. The warheads in the missile are about 1 kilogram. A nuclear warhead is, realistically, at least a hundred. (Plutonium is very heavy.) You can't just macgyver them together. And getting a working nuke is very difficult, so far nobody other than nations has ever successfully purchased a working nuclear weapon.

      Designing a warhead light enough to put on a missile (much bigger missiles) still takes a significant amount of technology (like hundreds/thousands of scientists/engineers a decade or two) so these can only come from national programs, not somebody in a garage. Most of the details are classified, but at a minimum you have to master complex flying-plate implosion systems, engineer very precise beryllium, plutonium & uranium spheres, high quality microsecond-precise neutron initiators, and most importantly, generate a large amount of tritium. Tritium also decays fairly quickly, so every few years you have to replace it. You can only make tritium in the amounts required in a significant nuclear reactor or specially designed particle accelerator.

      It took the USA about 17 years to get this (Polaris missile W-47) of lots of R&D and $$$ and hundreds of nuclear tests in the Cold War.

Every democracy that has ever existed, including the socialist democracies, have always included capitalism. This is why every democracy on Earth includes rich people. Even China has millionaires and billionaires ever since the Chinese began to incorporate capitalism into their system. Still a repressive government, but the shift toward capitalism shows that the Chinese regime understands the need for change. The future belongs to democracy and freedom. These things are worth fighting for and we should encourage freedom fighters.

Democracy seems to be long lasting, if the citizens are willing to protect it. So, not sure why you think they don't last very long. The evidence so far is that they do. The "Arab Spring" is very encouraging. It suggests that era of the dictators is ending. The human future belongs to democracy. And to economic systems that mix capitalism and socialism. It's good to be free. And rich. With a social safety net for those who need it. Even Ronald Reagan, arch capitalist that he was, was on welfare as a child.

President Obama's action helped drive Gaddafi out of power. Gaddafi is a terrorist who ordered the bombing of Pan Am flight 103, in which Americans died. Reagan tried to kill Gaddafi in 1986 and failed. Obama was successful in overthrowing Gaddafi in 2011. This was justice. People who loot weapons sometimes end up selling them to the US. This is nothing new.

Bush gave missiles to the insurgents in Iraq who used them to make IEDs to kill Americans, or Ronald Reagan gave missile to the Taliban to shoot down NATO helicopters. President Obama's assistance to the rebels helped bring down the regime of a terrorist who'd ordered the bombing of Pan Am flight 103. Reagan tried to kill Gadaffi in 1986 and failed.
