Q&A: Why Norway?

Norway came under attack with a massive bombing in the heart of its power center and a shooting at a youth camp. Police say the attacks are linked, but no one has claimed responsibility so far.

The attacks are the largest in Europe in six years. What's behind it all? CNN's Tim Lister explains the possibility of terrorism, the potential reasons why Norway may have been a target and who may have been behind it.

CNN: What does this look like to you in terms of the sophistication of these explosions?

LISTER: It's a sophisticated effort. There's no doubt about it. In fact, this is the largest explosion of this sort since 2005, London, the subway bombings. And before that, it was Madrid.

So, six years has really been fairly peaceful in Europe. There have been plots that have been uncovered, some of them quite dangerous plots. But this is the first time that we've seen devastation of this magnitude on the streets of Europe.

And it looks like a scene out of Baghdad or Beirut. It's a massive blast that must have been planned well ahead of time. This is not a lone wolf operation.

CNN: So, if it's sophisticated, does that mean it could be terrorism?

LISTER: I think the betting is on terrorism. We don't know for sure, yet. But you've only got to look at the sort of blast that occurred. You've only got to look at the target - prime minister's office, the headquarters of the major newspaper group next door.

Why would that be relevant? Because the Norwegian newspapers republished the cartoons of Prophet Mohammad that caused such offense in the Muslim world. When that happened, the Norwegian telecoms offices in Pakistan were attacked and ransacked. The Norwegian embassy in Damascus was attacked. That is an issue that still rankles amongst Islamist militants the world over.

So, that fact that Norwegian newspapers did that makes them a target.

CNN: How much damage do you think these bombs were capable of doing? What's your best guess on that? We're not even sure where they were if they were car bombs or where they were.

LISTER: We're not sure. I was speaking to a Norwegian close to the scene of the blast. And he wasn't sure if it came from inside or outside the building. But he said the shock wave was immense. And that suggests it was a high amount of commercial explosives involved because the shock wave, if it traveled to where he was, would have to have been detonated by a really substantial bomber.

CNN: And why do you think Norway?

LISTER: Norway, for several reasons. One I mentioned the cartoons.

You would have thought Norway, a small country at the top of the world, 5 million people, why? Well, they've been active in Afghanistan. They had a deployment there for several years. They're active in the Libyan air campaign, the cartoon issue.

But also, what we're finding in Scandinavia is that groups themselves are coming together from Denmark, Sweden, and Norway, different ethnicities, very often gathering and meeting in mosques, and they're local to Norway, Sweden, Denmark. They know where the targets are.

And just last week, there was a man who lived in Norway, who's head of Ansar al-Islam, a very radical Sunni group from northern Iraq, who was prosecuted because he'd threatened Norwegian ministers because he was going to be deported. He said, you deport me and I get killed in Iraq, the same will happen to Norwegian ministers.

So, they do have this fringe in Scandinavian countries of Islamist militants. And they're only just getting grips with that.

CNN: In terms of who might be behind this, who do you think?

LISTER: It could be a whole range of groups. But the point is that al Qaeda is not so much an organization now. It's more a spirit for these people. It's a mobilizing factor.

When they're gathering in cells, they don't necessarily have big structures that are transnational. But what we are seeing is that some of these people, especially in Scandinavia over the last five years, have gone to Somalia. They've gone to Pakistan. They've gone to Afghanistan. They linked up with various jihadist groups, some of them have been trained in bomb making, and sabotaging, assassinations, and they've come back.

And if there's one thing that worries authorities across Europe now, from Germany, United Kingdom, Scandinavia, it's those people who are residents of Europe, who have gone overseas and have come back - trained and ready to give their lives or to sow mayhem.

CNN: How will they go about trying to find out who did this? How will they piece the evidence together? What will they be looking for right now on the scene?

LISTER: One thing we know is that the intelligence agencies in Norway and Sweden and Denmark have been on the highest state of alert for the last nine months. They've been looking at these terrorist chatter. Now, they're going to pour much more resources into that - who's involved, which mosques may have been basis for militancy, for example.

But in the immediate hours, they will want to find as much forensic evidence from the bomb, its packaging, maybe a vehicle identification number, CCTV from the area, all of that will come into place straight away. The most important thing they get is the signature of the bomb or what was - what it was in, what was carrying it, was it a vehicle? Was it dumped in a garbage can, for example, and left there.

Not one of these "answers" even suggested the possibility of a homegrown (white) terrorist, or just plain nutball. When there was an explosion in the shop class of my old high school in Ottawa, Canada, the first response by the locals in Ottawa was, "Was it a car? Was it the fumes from something? Was it oil?" (It was peppermint oil in a barrel).. When I told my American friends what had happened, they said, "Wow, it was a terrorist attack!"... it's one thing for people halfway across the world to suspect something, it's another to have the leading new corporation just come out and say "It was the Muslims" with no proof. Ridiculous. This was my final straw with CNN, I'm switching to BBC for my world news.

    It was a lone rider. with issues about how our Norwegian society changes into a multicultural society. He went for the top brass and their offspring, in his confusion and bewilderment about who he really wounded, the society he wanted to stay in limbo, in a status quo of yesterday. There is no reason to believe that he was acting on behalf or in collaboration with any international terrorist organization, muslim, zionist or neo-nazi/rightist.
    We can not accept behaviour like this in any circumstances. At least 87 of my compatriots are killed. That demands respect for them and their relatives, not some populistic journalism which has no root in reality. I hope you will let this article stand as the grueful example of disrepect and speculation it is. It is not worthy an international newschannel.

    Hey CNN, there's no need to keep blaming Muslims when the man responsible for these attacks was in fact a Muslim hater himself. Perhaps it is time to take down this article? I've been following this story on European news sites and it was clear very early in he reporting that the gunman was tall and blond, I read that even before this article was posted. Perhaps you should have kept an eye on the actual reports from the scene rather then typing out your own assumptions as the news was still unfolding.

    I feel very sorry about the Norwegians who had to die in this bomb blast. As Sri Lankans , we had been facing this type of bomb blasts of TAMIL TERRORISTS for past thirty years. Fortunately we could wipe them out from our soil. But it's very sorry to say that Norway and other Scandinavian countries have become the safe heaven for the tamil terrorists. they used your soil to take refuge and to raise funds while killing hundreds of innocent civilians in Sri lanka by blasting bus bombs, car bombs and human bombs. An un-educated rush to judgement before all the victims have even been found, just to make a name for himself. Here's a thought. Provide pictures and known, verified facts. Leave the speculation until there is some doubt as to who might be responsible. The Norwegians now think it is just one madman. Why don't we let them investigate first?

    The leader of the Norwegian Labor Party Youth Movement (AUF), once called upon the Attorney General of Norway to investigate whether "Israeli leaders can be put on trial for crimes they committed".

    Other reasons:

    (1) Norway is about to put its support behind the call for Palestinian Independence.

    I think a retraction for this article and an apology would be appropriate. The author equating all terrorism with Islam is understandable though hardly objective journalism. Secondly, the attacks on Norway probably have NOTHING to do with Islam, yet the author continued to pontificate on the dangers of Islam. This is sloppy and lazy journalism at best and fear mongering if I chose to be cynical about it.

    Thoughts go firstly to my countrymen back home today. Needless to say, this will have a significant impact on the country for years to come. The chief editor of one of Norway's larger newspapers pointed out early that it is important for news channels and journalists to maintain integrity and avoid presenting speculations or unconfirmed 'reports' from social media. As he mentioned, the sobriety and accountability of news institutions will be tested. CNNs "Q&A" of this incident is a clear example of how making premature speculations clerarly reduces accountability.

The perception of millions of people, in the United States, and around the world, is that followers of the Qu'ran are nuts, violence prone, and are intent on converting the whole world to their way of thinking. The history of the human race is that no one can ever dominate everyone else, ever. Won't happen. Islam may be a peaceful concept, but I have found that people who read what they want in religious books, be it the Bible or the Qu'ran, believe what they want, twist what they read to their own desires, and are very dangerous people. Roughly since the 1972 Olympic terrorist attacks, these folks have created chaos, death, destruction, hate, violence, starvation, injuries, around the world. Doesn't come across to the rest of us as a peaceful operation.

    In Sri Lanka this story became a "breaking news" because Norway was engaged in mediating between Sri Lanka and the terrorist group LTTE to strike a deal between the two parties. Later LTTE was militarily crushed.

    People in Sri Lanka had a view that Norway was backing the LTTE and was lesser sympathetic towards the government. This is despite LTTE carrying out hundreds of bomb blasts, shooting and various other mayhem in Sri Lanka.

    It is time Norway realize that terrorism is a challenge for every country and learn to respect other sovereignty.

    We feel sorry for the Norwegian public, the 87 people who were killed, because we know the pain as we too have lost nearly 100,000 people owing to terrorism, which is now over.

    Once again, CNN makes the mistake of speculating who is behind these attacks instead of given us facts, and CNN wrongly concluded that it was Islamic terrorism – it now turns out the suspect is a Norwegian and not an immigrant or someone who has connections to Islamic terror.

    Here's a thought: if you don't know who did it, don't speculate just to fill air time.

    One day I'd like to see CNN just go quiet for a bit instead of constantly talking nonsense.

      It is importatnt for CNN to take a look at the Norvegian who was caught by the police. Check his background,ethinicity, education, work place, what his previous record, is he married or not, or whether he is divorced. His health record. That will give you some indication..

      This particular story ( q & A) does give a bias feeling of islamic militancy.. but of-course people can guess

      While I do agree that this is nothing more than speculation, the fact that the first suspect is Norwegian, does not preclude him/her of being Islamic. Saying "Haha, he's Norwegian, not Islamic", is just as speculative as this report.

      However, obviously people's minds are going to move in that direction... I mean, if I wake up one morning and my house has been toilet papered, I'm not going to think "Well, it must have been a Wall Street broker in a three piece suit"... I'm pretty much first going to think it is a bunch of kids.

    It is SAD, when watching the CNN videos and listening to their reporters and "SELF-CLAIMED" TERRORISM EXPERTS and ANALYSTS, it felt as if i was watching FOX news again.

    Jumping to conclusions prematurely, accusing people based on a theory in their heads, even when they say "we are still uncertain", they exclusively use examples of the Muslim extremists' attacks.... SAD day for Norway and a SAD day for CNN's reputation.

    I think CNN owes the Muslims in Norway an apology at least, because we don't know who retaliated against them in teh first few hours after the attacks.
