More furloughed intelligence officers to return to work

The Office of the Director of National Intelligence (ODNI) will begin calling more of its furloughed employees back into the office this week despite the ongoing partial government shutdown.

70% of the intelligence community has been furloughed as a result of the shutdown, leaving the leaders of all intelligence agencies scrambling to carry out their core missions.

Director of National Intelligence James Clapper issued a statement Wednesday telling employees he had "authorized the recall of some employees who perform functions that directly support efforts to protect against imminent threats to life or property, and help provide the President with the intelligence he needs to carry out his core constitutional functions related to national security."

Typically, the president receives a daily intelligence briefing in the morning hours.

The CIA made a similar announcement earlier in the week, with CIA Director John Brennan saying in a letter to employees that "keeping our staffing at the dramatically reduced levels of the past week would pose a threat to the safety of human life and the protection of property."

Like Clapper, Brennan also cited the need to provide intelligence information to the president as a reason why more employees would be returning to work.

One U.S. intelligence official told CNN that managers at all agencies are currently "in the process of determining exactly who will be recalled under revised staffing plans" and said the process of determining who can be brought back into work "will continue over the coming days."

Clapper testified before the Senate Judiciary Committee last week, warning Congress the damage from the shutdown would be "insidious" on the intelligence community.

"Each day that goes by, the jeopardy increases. This is a dreamland for foreign intelligence services to recruit," he said.

Since the shutdown first took effect, various U.S. intelligence services have retained the right to call back essential staff in cases where it affected national security. This allowed for management to call in specific experts if, for example, there were reports of terrorist chatter that were particularly concerning.

But as the shutdown drags on with no clear ending in sight, leaders in multiple intelligence agencies are being forced to revise their plans and are recalling a wider circle of employees.

One intelligence official summed up the current situation, saying, "In the beginning of the shutdown, only those CIA employees working imminent threats were on the job. But it's been determined that the CIA not performing its core missions for an extended period of time itself presents the risk that real threats to our national security will go undetected."

    SO LET ME GET THIS STRAIGHT: intelligence contractors were off work and now that they are back at work against the will of the American people there are now a bunch of NSA LEAKS...again... just like there was NSA leaks before the millions of overpaid intelligence contractors left work for the shutdown...HAVE WE GOT THIS CORRECT MOTHER F'ers...SPYING ON AMERICAN CITIZENS MAKING CITIZENS PAY FOR IT THEN SENDING THEM INTO DEBT BY FIVE HUNDRED THOUSAND DOLLARS PER CITIZEN I.E.     These unqualified politicians, who are our elected reps, should not have the power to affect the Government in this manner. To arbitrarily hold up funds for essential Government functions is not wise. It is obvious that they have no knowledge of how the Government works, and should be limited in their ability to control the functions of the Government. Why isn't the President using his powers to override some of these actions by using executive orders to fund critical functions that affect security related departments? This shows that the elected officials are just game players faking the game and have no say in critical Government functions.

    They would put these creeps back to work while everyone else suffers the consequences of the government shutdown. This alone tells you where out misguided priorities lie! The C.I.A. always gets top priority along with the military so that they can continue to freeload of the rest of us. We have an over budgeted intelligence agency as well as an over budgeted military!

      One thing you and this article neglect to reference is the sacrifice these patriots make as they are forced to return to work for no pay. As all federal workers will likely be getting paid even if not working during the shutdown, this cadre is forced to come back to work, not being paid, and likely are not authorized to seek additional employment to supplement not receiving a paycheck. It is one thing to be unemployed; it is another thing to be forced to work for no money with no authority to seek a way to offset no money. These are the details neglected by media and pundits when discussing that there are federal employees working, because the ONLY government employees receiving a paycheck are your Congress women and men!

    I wonder how many Americans would actually care if the gov shut down. Not shut down as it is now, where we lose work, money, parks etc but if the government shut down.

    No more congress or senate. No more dmv. No more politicians . What if the government shut down rather than destroying your livelihood while they still collect checks? Does anyone actually care if the government shuts down? NO .

    It just dawned on me that one solution is allow it to close , permanently. Ban anyone from government that was in government pre meltdown. Problem solved really. . .

      The situation we are in is nearly identical functionally to an abusive relationship.

      In this analogy the people represent an abused child, the government represents some really bad parents.

      We are at the point where the child makes the horrible realization that they have done nothing wrong and their parents just dont care about them.

      The next step in this is to 'grow up' and get away from the abuse at any cost.

      Effectively we would do the same thing we did to syria. Amazing when the 'right course of action' got Syria working effectively and efficiently to destroy their own stockpile and allowed us to actually achieve something. All this took was being willing to work WITH Russia instead of against her.

      More often than not the 'right course of action' is the thing you fear most. We fear a shut down, which is why the politicians took our country hostage. It is in effect the biggest bluff in history.
