U.S. to delay F-16 delivery to Egypt

President Barack Obama has decided to delay the delivery of four F-16 fighter jets to Egypt in a sign of U.S. pressure for the military there to move quickly restore civilian rule following its ouster of President  Mohamed Morsy.

Pentagon spokesman George Little said Defense Secretary Chuck Hagel called Egypt’s military chief, Gen. Abdel-Fattah el-Sisi, on Wednesday to inform him of the decision.

Hagel and al-Sisi also discussed the general’s call on Wednesday for mass demonstrations in Egypt for support of the military.

The Obama administration has so far not called Morsy’s removal earlier this month a military coup, which could cut more than $1 billion in U.S. aid to Egypt if that characterization is made.

Obama has expressed deep concern about the removal of Egypt’s first democratically elected president, calling for a quick return to civilian leadership. He also ordered a review of U.S. law regarding aid to the vital Middle East ally.

The four jets were due to be sent to Egypt by the end of August as part of a $1.3 billion arms package that included additional F-16s and some Abrams tank parts.

It has not been decided when or if the F-16 deliveries will resume, Little said. Also not clear is what conditions the United States would impose on their delivery or whether the balance of the overall arms sale would be met.

Little also said the administration will still proceed with its major military exercise known as “Bright Star” scheduled with the Egyptians for later this year.

The delay will not significantly impact Egypt’s military capabilities. But it is a sign of U.S. pressure to get Egypt to move quickly toward civilian rule.

Little said the decision was made “given the overall situation” in Egypt, but added the administration still hasn’t made a decision on the question whether events in Egypt should be called a coup.

Little said the United States was not suspending its overall arms sales to Egypt currently.

Earlier this month, administration officials said they expected the four aircraft to be delivered even as the White House was continuing to review assistance programs with Egypt.

      No. What airframe do you think has replaced the F-16? Furthermore, a new variant of it was introduced last year. We aren't going to be selling them F-22s or F-35s for a while, so ....

    Egypt GDP = $264.701 billion, US Aid = 1$ billion. Besides 1973 War which was a successful offense was fought and won with Russian Arms. In short, US money is not a big deal to Egypt and a gun is just a gun regardless of where it was made.

      Yes they were successful in attacking a demilitarized zone and racing across an empty desert, but once they started fighting the Israelis their attack stalled. Then when they tried again they got push all the way back to within 70 miles of Cairo. Yes that sounds like a great success there. Israel got the peace treaty they wanted with the exception of Egypt not wanting to have they Gaza Strip back which is the only reason Israel is still dealing with it.

      its 237 years since independence, buts that irrelevant. what happened in egypt is better discribed as "pronunciamiento". Morsy didnt resign voluntarily , he was ousted by force, thats technically a coup, and many modern democracies where started with coups (many in latin america).

    The $1 billion USA gives Egypt is an agreement made to give the US control of the Suez Canal, which allows them to transport and trade with the surrounding states and helps to protect israel. It is not to help normal egyptians – it goes straight into the hands onf the military.

        USA aid is a part of Camp David peace agreement between Egypt and Israel. Israel is getting more than 2 billions aid and Egypt is getting less, mostly arms.     One day republicans will be calling for more wars, the next they will be hollering for more tax breaks to the rich, then the next day they will be standing around scratching their heads and their behinds wondering why we have so much debt. Then they'll be wondering why all those tax breaks to the rich didn't create any good jobs. Even though they were told that supply side economics just leads to bubbles, jobless recoveries, and more debt. Considering that we have been continuously at war for our entire lifetimes, we are lucky to still be around, we can probably thank all the hard working Americans for that. No matter what, they still get up and go to work everyday.

As a military member of the United States, I'd rather have that money put towards the proposed cuts in our pay and increase in our health costs for the new fiscal year.     I am as Egyptian against Army in its calling for demonstrations to give the military a mandate to confront terrorism because :
    1- Military and police don't need a mandate to face terrorism.
    2-Ousted president Morsi didn't call for demonstrations to support himself.
    3- Why this call come from military not president or PM.
    4- I think this is the spark to civil war or exceptional arresting and killing pro-Morsi people.
    5-Military and police faced terrorism from months , why now this call.
    My opinion that El-sisy face pressure internal and external ,so he wants to finish this pressure by this demonstrations and i expect the numbers will be huge in both directions .
    Finally, i wish to pass this bottleneck without a civil war .

Sources of armament are wide open and Egypt has many choices. It is time for Obama to get smarter and realize the gravity of situation and accept the changes that have taken place in Egypt.

      We did not go to Iraq for oil We went because Sadam was selling oil for Euros instead of dollars; it was much more profitable for Iraq. Tjhat's what this whole thing is about. Forcing the oils producing nations to continue trading oil for dollars. If the dollar is no longer the world trading currency it will collapse.

      Why do you think the US backs the Saudis, they are horrible violators human rights, but they trade oil with us and use the dolla,r and in return we protect their monarchy. it's a simple business deal.

    I'm always fascinated when my fellow Americans post rants about the brainwashed people of the DPRK. it makes me recall posts by people such as MaryAnn. Who took to task Egyptian, and his, as perceived by her, churlish remarks.

    As mentioned by other posts, the 'aid" we give comes with, not strings, but ropes.
    We bought off the Egyptians for over 5 decades with "aid" in exchange for "peace" with Israel. It was overseen by Mubarak and his military.(That military had/have their own separate profit making ventures.) Which agreed to spend it in the US; guaranteeing profits for US corporations.

    maryAnn will/would still be out of her house. For any American receiving sizeable amounts of money from a foreign government, has to register as an agent for that country, and subject to oversight.

    The rumblings and turmoil of the "Arab Spring" is nowhere near settling into any kind of leadership with a broad based coalition. Many shoes have yet to drop (Syria, Libya, Lebanon, Jordan, etc.). And the resolution of domestic contradictions is a priority which pushes the "security" of Israel into irrelevance. And, on the back burner, if entertained at all.

    As a historian, may i suggest, the military is never: either a long term or 'good" solution. And, should be the least desireable choice.

      Foreign policy is not done "by the will of the people" just like flying an airplane is not done "by the will of the people" but by trained pilots. It should take you no more than a momentary glimpse at this CNN comments section to see that "the people" are less than fully informed when it comes to foreign policy. For example,. it is well known that by supplying 2nd-tier weapons to marginal countries, we can often exert far more influence on their politics than if we, for example, let the Russians or Chinese be their suppliers. This has worked in many places of the world–not 100% of course, but it makes a lot of sense It also allows us to cut off supply lines for vital things like spare parts if we choose. Look how Iran even today can't field a first line air force because it is based around ancient US aircraft given to the shah!

      I can guarantee you without a doubt that out of those 200 F16's you say, more then half and probably close to 3/4 are grounded or unflyable. Visit any fighter squadron in the US and you'll see the same thing although not as high in percentage. No squadron in the USAF has 100% of their planes ready 100% of the time...

        Ex F-15 pilot, but unable to find out if these are new or recycled F-16s? The buy is, of course, for 16 Block 52 F-16Cs & 4 Block 52 F-16Ds under Peace Vector VII. All new, all Pratt & Whitney, which is nice for them. They have all GEs at the moment.

        I'm going to assume that you don't know anything about mission-capable availability stats. A good place to start is the reports that were released right after Desert Storm. Search Amazon for Rand.

        Peace Vector VII is part of the ~ $1 billion aid package. Aid packages for foreign countries aren't a cashier's check; they include stuff that the nation could use, like military hardware, support for child health programs, internal security, narcotics control, and so on. There's a thing called Google...

        And BTW, halting delivery of aircraft is a common occurrence, even when they're lined up with the flags painted on. It makes things frustrating for customers, but it's part of being responsible. Contrariwise, other countries have very few (if any) export restrictions, which is why you find Chinese & Belgian firearms all over the world, etc.

    Strictly a political move on the part of the Obama administration. The only group in Egypt holding the country together is the military. Four F-16s will not upset the balance of power in the Middle East. Ask how much military weapons we have sold to the Emirates and the Saudis. Not necessarily bastions of democracy are they?

        Mike.. Two keys comes with every Eagle, straight from MD. One key is to open the canopy and the other key's for ignition. Just remember, turn the key to the right to start the right engine, then turn the key to the left, for the left engine. Once key in centered, remove, and place in cup holder.. The pewter F15 keyfob from MD was really nice too..

      Egypt had open Democratic elections. Morsy was elected. What the military did was a Coup and the round up and arrests of Brotherhood leaders was disgusting. The US should cut all military aid and bring its Ambassador home as today Egypt is a military dictatorship;.

      The people of America love the Egyptians, and want their revolution to succeed brilliantly. The POTUS does not reflect the feelings of the American people, as you well know. The Muslim Brotherhood was trying to swallow up this brand new democracy and turn it into a Sharia based theocracy. The Egyptian people were intelligent enough to see through Morsi and depose him and the Brotherhood. Our best hopes are there in Egypt. We are brothers, and are behind the new Egypt 100%.
