State Department to review Benghazi investigation

By CNN Foreign Affairs Reporter Elise Labott

A review board responsible for investigating the September attack on the U.S. diplomatic compound in Libya is now getting its own review.

The office of the State Department's inspector general is doing a special review of the "effectiveness and accountability" of the Accountability Review Board (ARB) process, according to Doug Welty, a spokesman for the IG's office.

Along with reviewing the board in general, the inspector general will do a subsequent audit of the board's investigation of the deadly Benghazi attack, which is done as a matter of course after every probe.

The attack last September 11 killed Ambassador Christopher Stevens and three other Americans. The Obama administration handling of security at the facility and its post-attack response have come under close Republican scrutiny.

Welty said neither the special review of the ARB process, nor the individual Benghazi audit, are tied to recent reports that certain key witnesses were not interviewed.

However, he couldn't rule out that this would be examined as part of a total examination of the Benghazi investigation.

"We are not making a value judgment whether the ARB recommendations were valid," Welty said. "The recommendations were made. What we are doing in subsequent audits is looking to see if recommendations were implemented, if not – why not, and what the status of their implementation are. We also review the process' effectiveness and accountability."

Then-Secretary of State Hillary Clinton ordered a review of the attack. Such reports are mandated by Congress when Americans working on behalf of the U.S. government are killed overseas.

Released in December, the report cited "systemic failures and leadership and management deficiencies" at the State Department.

As a result, four State Department officials were disciplined immediately after the report's release. One resigned, while three others were placed on administrative leave and relieved of their duties.

Veteran diplomat Thomas Pickering and former Joint Chiefs Chairman Adm. Mike Mullen led the review board.

A separate report on Benghazi led by former Sen. Joe Lieberman and Sen. Susan Collins of Maine asked the State Department to look into the review process.

Why aren't you reporting that three high level State Department and other personnel who witnessed and participated in the events of Benghazi will testify on Wednesday? Why? Why isn't this front page news? Four People Died. Our Government had 7.5 hours in which to save them and DID NOTHING! Why? And why isn't this a big news story for your outlet? Shame on you- you used to be a news organization. Now you're just Pravda!

@ChuckAtl,you want justice bud but you can't see the forest through the trees can yah...More people than those 4 at Benghazi have died under your republican presidents watches than anywhere else and with close to 100 under Bushs terms just in embassies alone and over 300 under Reagans terms you'd think you'd be a little more sensible because neither were even investigated ..Reagan should have been impeached for all he did while in office but republicans as well protected that insane one and 150 countries but ours have indictments against Bush,Cheney for war crimes, human rights violations and you republicans have been aware of it since day one haven't yah..So go back and look at yourselves in the mirror and say to yourself good job because you voted for the mainiacs that have systematically destroyed not only Americas good name but sent untold numbers to their senseless deaths ,again good jobs republicans good job!!

@jb1111,my response was showing similarities between what happened in Benghazi with 4 deaths against Hillary,Pres.Obama and Reagan with over 300 in 2 embassy ,one marine barricks bombings by terrorists that were never questioned ..The same goes for Bushs embassy deaths as well under his watch with 100 or more deaths and did you step up to hang Bush or Reagan years ago, nope just total hypocracy from the supposid sanctumonious republicans..It's different for you jb when the shoes on the other foot isn't it hypocrite and ignorent about your republicans dirty pasts as well!!

  9. Benghazi a major cover up

CNN and the rest of the MSM should be ashamed of yourselves for covering up for this White House. You would rather cover an NBA player that no one has ever heard of because he is gay than real news.

Veteran diplomat Thomas Pickering and former Joint Chiefs Chairman Adm. Mike Mullen led the review board for the Hillary appointed Benghazi Investigation.

Thomas Reeve "Tom" Pickering, is a retired United States ambassador. Among his many diplomatic appointments, he served as United States Ambassador to Russia from 1993 to1996 during the Clinton Administration. He also served as 17th Undersecretary of State for Political Affairs from 1997 to 2000 for the Clinton Administration.

Elise Labott, the Administration's handling of this has come under the PUBLIC ' S Scrutiny, not just the Republican's.
Your writing style is Biased and Offensive. I am not a Republican and I am scrutinizing this whole Episode also.

    I find it completely DISGRACEFUL.

Obama is DENYING the CIVIL RIGHTS of the BENGHAZI SURVIVORS by threatening them with their Careers if they speak out.

And where is the Memorial Monument for the DEAD BENGHAZI FOUR??

REALLY OBVIOUS how the FBI suddenly came out with the pictures of three Al Qaeda (9months later) the day after
Obama said he knew NOTHING about the BENGHAZI SURVIVORS wanting to Testify.

Heaven help us all ...... three and a half long years to go!

(And even the Loyal Left Commentators are seeing Obama for what he is and what his Failures are.)

@jb1111,why don't they question Darrell Issa about cutting over 400 billion from defense funding of which a good portion also that was cut was embassy security..Issa spent millions on Eric Holder Fast,Furious created by Bush and found nothing .If they'd had questioned attorney Gonzales and border patrol that were originally there Issa would of found it was again a botched up plan by Bush and his boys..Now their committee going after Hillary trying to disgrace her is being investigated as well and where was these supposid committees when Bushs embassies were attacked with hundreds of deaths as well as Reagans in the 80s and nothing done to either of them as well ...It's always easier pointing fingers at others especially if its you that started the mess in the first place as republicans have seemingly always do!!

That is really the most insanely partisan and erratic diatribe I have ever read. The families and the people deserve the truth, it is obvious to even the most ardent supporter of Obama that simply has not been provided. And the fact that you would give away your right to know the truth to protect "Hillary" or any politician shows a complete disregard for accountability. If she did nothing wrong great, if she did wrong than we should know if it was a mistake or calculated action that resulted in people dying. Your infactuation with individuals in power is sickening, being elected or selected into the office you doesn't make you great or accomplished, doing the job well does. I for one want the truth, there should be nothing to hide, if the facts match the story told. Maybe there will be some embarrassments, but I think those of us with rationale decision making understand hindsight is 20/20, but if they lied or willfully mislead or at the worst did not help or protect these people and could have, that is unforgiveable and inexcusable.
