Why Israel might hesitate to start a ground invasion

Thousands of Israeli troops with tanks and armored vehicles are poised on Gaza's borders ready to move in if Israel believes there is no chance for a cease-fire in its conflict with Hamas.

The Israeli Ambassador to the U.S. Michael Oren, told reporters Monday at a briefing at the Israeli Embassy in Washington, DC that Israel would like to avoid a ground invasion, but war planning is complete and they are ready to move in if necessary.

But Israel, which continued to press its air offensive against Gaza militants for a sixth day on Monday, is said to be well aware that a ground invasion would carry broad risks.

Israel learned that from its 2008 war in Gaza when it lost the support of the international community. Air force and ground troops then poured on superior firepower, hitting numerous civilian targets in an effort to wipe out militants and their infrastructure. Nearly 1,300 people were killed.

A United Nations investigation concluded that the Israeli military committed war crimes during that conflict, which created a major diplomatic problem for Israel.

Smuggling weapons to Gaza - the long way

Carrying the memory of that experience and a parliamentary election just two months away, the Israeli government is mindful of potential international and domestic consequences of a ground invasion, those watching the situation closely said.

"Higher Palestinian casualties could lead to an erosion of international support for Israel's right to defend itself from the Hamas rocket attacks," according to Haim Malka, a senior fellow at Center for Strategic and International Studies.

"Prime Minister (Benjamin) Netanyahu is hesitant for a ground operation because of the political liability and the risks that such an operation carries for Israel," Malka said.

Palestinian health officials said 104 people have died and another 860 have been wounded in Gaza since Israel began its offensive in response to what it characterized as incessant rocket attacks by militants. Israeli officials say three people have died and 68 have been wounded in Israel as the result of rocket fire from Gaza.

Public opinion polls in Israel also appeared reluctant to deeper military involvement.

According to the Jerusalem Post, Israelis expressed strong backing for the ongoing military air operation, but were hesitant to add a ground offensive. The paper reported on Monday that 85% of Israelis believed in starting the military operation.

When asked how the government should proceed, 45% of the survey respondents favored continuing air strikes while 25% recommended a ground offensive. Some 22% said Israel should seek a cease fire.

The intention of the air assault is to weaken or destroy the capability of Hamas to launch rockets into Israel, according to an Israeli official.

Militants in Gaza have fired nearly 1,000 rockets at Israel since the conflict began, the Israel Defense Forces said Monday. Israel has targeted more than 1,300 sites in its bombing campaign, according to the IDF.

U.S. sends warships near Israel in case of evacuation needed

Ambassador Oren said at the current rate of activity military action could last 45 days to 100 days. He said Hamas has 10,000 to 11,000 rockets left, but would not say how many Israel has destroyed, though Israel has fired just over 1,100.

When asked by reporters what Israel wanted from Hamas Oren said, “Guarantees against the return to the status quo.”

Negotiations in Egypt to try to halt to the fighting have yet to yield a breakthrough. There was a 50-50 chance the mission would be expanded to a ground invasion, one government official told Israel's Haaretz newspaper.

In an interview on Israeli television, Israeli Deputy Foreign Minister Danny Ayalon said on Monday no option had been ruled out, but at this stage "everything depends on the action of Hamas."

Former Israeli General Dan Harel said Israel is running out of targets that are away from population centers while Hamas leaders and other targeted individuals have now gone underground or are in mosques or among the civilian population.

"These are targets Israel will not strike because it is morally wrong," Harel said.

If that is indeed Israel's position, it also lessens the chance of a ground invasion that would no doubt target the locations of Hamas leaders and weapons in sensitive areas.

"The most likely scenario is that there is a cease-fire, hopefully brokered by the United States and Egypt, and then we all go back to exactly where we were before," says Reza Aslan, author of "No God but God," which looks at how the Arab Spring movement will ultimately play out.

"In a couple years, we start this process all over again. At a certain point, Israel is going to have to recognize that Hamas, whether it likes it or not, is the actual government in Gaza. And it's going to have to figure out a long-term solution to maintaining a viable ceasefire and that might include actually easing the blockade against Gaza," he told CNN on Monday.

According to Haaretz, Netanyhau, Israeli Defense Minister Ehud Barak and Foreign Minister Avigdor Lieberman were updated on Monday by an Israel emissary who had just returned from a talk with Egyptian general intelligence officials.

"The deliberations centered on the demands made by Hamas and on the Egyptian proposals for compromise," according to the newspaper, quoting an Israeli official.

However, Malka said Hamas could make a ground decision easy for Israel if it were to launch a "large wave of longer range rockets that hit the Tel Aviv area or a shorter range rocket that hits and causes a high number of civilian casualties."

The Palestinian territory has been under a crippling economic embargo since Hamas, a militant fundamentalist Islamic organization, took political control from the Palestinian Authority in a 2007 election.

    The idea that "Palestinian casualties could lead to an erosion of international support for Israel's right to defend itself from the Hamas rocket attacks" is crazy. "Palestinian casualties" are, firstly, the result of Hamas' war crimes – by fighting militarily in densely populated areas! The Israeli responses to Hamas attacks that are constantly and consistently being launched from or very near civilian areas – with the intention clearly being to involve it's citizens in the war – should be commended by the international community! Israel should be praised for it's restraint thusfar!! If the situation were reversed, and it were the Arabs who had the upper hand with weaponry and power, the Arabs would've mercilessly massacred the Jews by now!!
    Personally, I am sick and tired of the mealy-mouthed excuses for why these so-called "Palestinians" should be dealt with as though they haven't been the barbarians that they've time and again shown themselves to be! And, I cannot help but remember that while the Twin Towers in New York lay in a smoldering heap in lower Manhattan these people took to the streets to celebrate!!
    I say "enough is enough"!! Let Israel go in and slaughter these militants!! Every last one of them! And if any of their Arabs neighbors want to get involved, let them!! I'm confident that Israel will be more than able to once again defeat them all!
    War is Hell, it's not something that can be carried out in a "humane" or "peaceful" manner, it is the slaughter of an enemy! And Israel's enemies should be grateful that they haven't had a taste of it, yet.

    I want to put this Israel thing on a much smaller scale. One easy for even the most idiotic left wing liberal to understand. You are setting at home tonight watching your favorite TV show with your family. Every few minutes your neighbor that you do not get along with fires a shot into your house. A couple have come close but no one has yet been hit. You decide to call the police and they tell you that is between you and your neighbor and you should talk it over and work it out peacefully and they hang up. The shooting continues, what are you going to do. 1 Sit back and keep watching TV, no bullets have hit anyone yet. 2 step outside unarmed and ask that the neighbor please stop shooting into your house. 3 Open you gun safe, arm all in the house that are trained in firearm use take cover and protect your family by returning fire shooting to kill. If anyone answers anything but #3 they are not American and their children should be taken away from them!

        And, in case you havn't heard, he did, in fact, order a naval group to the coast of Israel. Publicly, the stated intention was to possibly evacuate Americans, but come on... everyone knows that's not why they're there!!

      Your proportions in your example don't scale correctly. Unless you have hundreds of people in your house the bullet is too dramatic of a comparison. It'd be a bb gun at best. If you have even 10 people in your house a single bullet hit would be dramatically more severe than the damages caused in Israel.

      You forgot one part. You have been occupying most of your neighbour's house since 1967 and preventing some members of his family from leaving the other room since 2006. Maybe that has something to do with the rockets. Not to say that the rockets are a good solution to the problem, but it might be easier to talk about them if you stopped doing that.

      Also, what are you going to do with your rifles? Kill his entire family, or just the ones firing rockets? Unfortunately it's pretty hard to find out who's who and maybe you might kill a few of the children, by accident. How do you think the others will feel about that? Maybe the one's who weren't firing rockets will be more tempted to start.

        By "most of your neighbour's house" I mean the west bank, much of which is still occupied. By the "room that some family members can't leave", I mean Gaza, which has been under embargo since Israel withdrew. The people there have significant difficulty accessing food or medicine and unemployment is over 50% in some areas. If you want to understand why people are doing what are (undoubtedly) inexcusable acts then try to understand the underlying causes.

    Hard to believe that Hamas can fire hundreds of apparently dumb missiles at Israeli cities and then the world expects Israel to respond with surgical precision and no civilian collateral damage! Frankly Israel should just plainly announce that its counter battery artillery is accurate only within a few hundred yards. Drop leaflets all over Gaza City informing them that if they are within a few hundred yards of a Hamas launch site that counter battery fire will kill them and destroy the entire area within a couple minutes. Then just do it. Israel has never been judged or treated fairly by the rest of the world public opinion. This time won't be any different. Are Gaza Palestinians prepared the price that Hamas is willing to sacrifice them for?

        Israel has signed peace treaties with Jordan and Egypt which were predicated upon moves toward ending the occupation. If Israel really wants enduring peace with Arab countries then the occupation is counterproductive. They should dismantle their settlements in the west bank, as they are obligated to do under international law. On this basis, Israel could undoubtedly secure stronger peace accords with more countries that would do more for their security then the occupation ever could. I understand that they are concerned about their security, but these kind of attacks only radicalize public opinion in Arab countries and put additional pressure on Arab governments to do something.

The Palestinians lived in Palestine before Great Britain decided to relocate post WW2 Jews to Palestine. Because the Palestinians at that time were a nomadic tribe, the Brits never acknowledged that this nomadic tribe righteously owned their own land. I know the British empire did a lot of good, but this was their supreme blunder. Therefore, I am sympathetic to the Palestinians as I am ashamed of how the USA treated indigenous native tribes when they came to this country..

    I think the Palestinians would like their country back. Back in World War II, the US and UK supported the French Resistance. Instead, the US gives the 90% Ex-European Israel Immigrant Settlers10 Billion a years so they can have so many weapons, they don't have to worry about negotiating any peace.

    If the Palestinians had even a tenth of the aircraft, tanks and Nukes, that Israel has, they wouldn't be so easy to continuously occupy and enslave.

        Believe me when I tell you that Israel has quite enough capability to deal with Hamas, Hezzbolla, and Iran all at the same time. If there is one thing the Israelis are good at it's fighting multiple enemies at one time. They've had to do it for pretty much the whole time their country has existed. Taking care of Iran's nuclear facilities wouldn't even put a strain on them. I doubt if this perpetual war is going to go on a whole lot longer before the Israelis lose patience and do something massive like using their nuclear capabilities to settle some of these people's hash permenantly.

    All that said, invading Gaza will only do one thing, kill a lot of innocent people, Hamas is not innocent, but the people in Gaza have very little control over Hamas and the reason why that is so, it's because Israel has been treating Palestinian people like dogs since the very creation of Israel.
    So, the result of a ground invasion with wide spread of killing of women and children will if anything for sure create the next generation of anti Israel sentiment among Palestinians, or most likely end the rationale for accepting Israel among the community of civilized countries.
    It is clear who is in control here,Israel. All they need to do is eliminate the missile launching bases ... instead they kill people at large to make the point they are superior and by dong so, they prove they are not better.

    I don't think Israel deserve the right to exist ... not that they should not have it, I actually think they do have the right to exist, I just think they did not earn the respect they need to deserve it.

      Israel was NOT created illegally. It was created by a UN resolution which all the members had a chance to vote on, and which the security council could have vetoed and didn't. There was nothing illegal about it. And besides historically that land belongs to the Jews. The so-called Palestinians were a crowd of Bedouins who didn't live ANYWHERE in particular prior to Israel's creation. They only decided they wanted the land after they saw the Jews were getting it. And the Israelis have never intentionally mistreated the "palestinians". They have defended themselves against these crazy religous zealots but they haven't "mistreated" anybody.

    Israel, like any country, has the right to defend itself, however, they've been down this road before and it always ends up with the same result. Airstrikes, ground invasion, ceasefire....a couple years pass, then airstrikes, ground invasion, ceasefire. This process breeds more hate, which is what creates extremists and fuels recruitment for future rocket launching hamas terrorists. What we need is charismatic leadership from a third party, preferrably not american, that can speak to both sides and break this cycle. I for one am tired of seeing kids getting hurt, it's not right that they should be caught in this crossfire.

      3. Israel targets militant bases, rocket launchers and Hamas leaders, and pretty successfully. They do hide between civilians (which BTW is a real war crime) and this is the only reason why civilians are killed.

During wars people who have their land occupied by another country,( and it is in this case as Israel does occupy some land not theirs) and fought the occupier are called resistance fighters – so it all depends on how you look at the situation and what side you back as to what you would call the people in Gaza – are they Terrorists or Freedom fighters/ Resistance???

    The Israeli military may well gain what they want without using their army and their tanks. Their constant attacks from the air on suspected or known terrorist sites will eventually take its toll on the nerves of the people of Palestine. A public outcry against the very presence of Hamas to the point of demanding their removal from the Gaza strip and cessation of all future attacks on Israel could eventually develop if Israel keeps up the pace of the destruction of their enemy. Several more weeks of chaos will probably be enough to start that outcry from the general public more and more at risk because of the presence of Hamas in Palestine.

      Sorry, the government is Hamas, elected in democratic elections by the Palestinian people that were tired of the corrupt status quo that got them nowhere. Hamas has been in power since 2007 and Israel has placed an economic embargo making their hell even worse as an occupied country.         @oldesalt: I'd abandon trying to claim any more land, and sue for peace with what I had. Israel would accept that (they've made that type of offer plenty of times), and the UN would quickly agree to recognize Gaza as a country once both parties accept it. From that point on, there'd be no more issues. And if Israel did try to steal any land, Gaza could sue.

        You see? Gaza could easily be its own country. Just recognize Israel's right to exist, stop shooting rockets, and have country lines along the borders that exist right now. Voila! The war is over, and everyone can live peacefully.

      Well a known terrorist country starts firing rockets into your country; what would you do? Just sit there like sitting ducks? Hell no, you shoot back you defend yourself! Any sane country would do the same thing. Hamas puts weapons in civilian buildings and fires them from civilian locations and many civilians actually let them do it! There are going to be dead civilians no matter what. That's what happens in a situation like this, there's no other way out of it. I'm not siding with Israel but use your brain and put yourself in the other persons shoes.

        No, you should ask yourself – why are they firing rockets at us? Aside from the perception they want us dead – ask why they want us dead – is it because we routinely murder innocent children? Is it because they allow 12 truckloads of rice into our country for food because they calculated 12 truckloads is how much a country of 4 million people needs to live for a week? no, it can't possibly be those reasons...

    I can't help but wonder how our population would react if parts of the US were occupied by a foreign power; if we could not travel our own roads without having to clear military checkpoints manned by foreign soldiers; if this foreign power was protecting foreign settlements on our soil; if all the arable land would be used by these foreign settlers, and if this foreign military would bulldoze our homes and kill our children because they threw rocks at their vehicles.

    We only see one side of the issue on our TVs. To help find a solution that lasts we need to be more objective and not throw all of our weight and our money behind one side. We want to remember the tally: For every Israeli killed by Palestinians the Israeli side has killed over 1,200 Palestinians of whom the vast majority were civilians, and thousands of them were children.

      1200 is not enough. There should be more like the whole village or town, then it would show them. These HAMAS people if they can be called people don't care and don't want piece. It is better to always be at war as they can get financial support from other countries against the "aggressor".

        Exactly! Where are the arab brothers when thousands of Syrians have been killed. How come Egypt and others don't scream about that? Only when Israel is defending, now they are the enemies but all other arab countries are so so peaceful and democratic. They treat their women oh so well, etc...

        I'm not a Jew, American or otherwise. I do not side with the Israeli jews, as they are threatening, to all people in the mid-east. That would be threatening to their very existance. I've read history and I know that the land was taken from the Palestinians, and "given" to the Israeli jew. I don't care WHAT your history is/was. I'm tired of Americans dying for causes that are completely Un-American. I'm tired of sending taxpayer money to Israel. NO ONE CARES whether you people blow each other up or not. Leave us alone and quit asking for our money.
