Why Israel might hesitate to start a ground invasion

Thousands of Israeli troops with tanks and armored vehicles are poised on Gaza's borders ready to move in if Israel believes there is no chance for a cease-fire in its conflict with Hamas.

The Israeli Ambassador to the U.S. Michael Oren, told reporters Monday at a briefing at the Israeli Embassy in Washington, DC that Israel would like to avoid a ground invasion, but war planning is complete and they are ready to move in if necessary.

But Israel, which continued to press its air offensive against Gaza militants for a sixth day on Monday, is said to be well aware that a ground invasion would carry broad risks.

Israel learned that from its 2008 war in Gaza when it lost the support of the international community. Air force and ground troops then poured on superior firepower, hitting numerous civilian targets in an effort to wipe out militants and their infrastructure. Nearly 1,300 people were killed.

A United Nations investigation concluded that the Israeli military committed war crimes during that conflict, which created a major diplomatic problem for Israel.

Smuggling weapons to Gaza - the long way

Carrying the memory of that experience and a parliamentary election just two months away, the Israeli government is mindful of potential international and domestic consequences of a ground invasion, those watching the situation closely said.

"Higher Palestinian casualties could lead to an erosion of international support for Israel's right to defend itself from the Hamas rocket attacks," according to Haim Malka, a senior fellow at Center for Strategic and International Studies.

"Prime Minister (Benjamin) Netanyahu is hesitant for a ground operation because of the political liability and the risks that such an operation carries for Israel," Malka said.

Palestinian health officials said 104 people have died and another 860 have been wounded in Gaza since Israel began its offensive in response to what it characterized as incessant rocket attacks by militants. Israeli officials say three people have died and 68 have been wounded in Israel as the result of rocket fire from Gaza.

Public opinion polls in Israel also appeared reluctant to deeper military involvement.

According to the Jerusalem Post, Israelis expressed strong backing for the ongoing military air operation, but were hesitant to add a ground offensive. The paper reported on Monday that 85% of Israelis believed in starting the military operation.

When asked how the government should proceed, 45% of the survey respondents favored continuing air strikes while 25% recommended a ground offensive. Some 22% said Israel should seek a cease fire.

The intention of the air assault is to weaken or destroy the capability of Hamas to launch rockets into Israel, according to an Israeli official.

Militants in Gaza have fired nearly 1,000 rockets at Israel since the conflict began, the Israel Defense Forces said Monday. Israel has targeted more than 1,300 sites in its bombing campaign, according to the IDF.

U.S. sends warships near Israel in case of evacuation needed

Ambassador Oren said at the current rate of activity military action could last 45 days to 100 days. He said Hamas has 10,000 to 11,000 rockets left, but would not say how many Israel has destroyed, though Israel has fired just over 1,100.

When asked by reporters what Israel wanted from Hamas Oren said, “Guarantees against the return to the status quo.”

Negotiations in Egypt to try to halt to the fighting have yet to yield a breakthrough. There was a 50-50 chance the mission would be expanded to a ground invasion, one government official told Israel's Haaretz newspaper.

In an interview on Israeli television, Israeli Deputy Foreign Minister Danny Ayalon said on Monday no option had been ruled out, but at this stage "everything depends on the action of Hamas."

Former Israeli General Dan Harel said Israel is running out of targets that are away from population centers while Hamas leaders and other targeted individuals have now gone underground or are in mosques or among the civilian population.

"These are targets Israel will not strike because it is morally wrong," Harel said.

If that is indeed Israel's position, it also lessens the chance of a ground invasion that would no doubt target the locations of Hamas leaders and weapons in sensitive areas.

"The most likely scenario is that there is a cease-fire, hopefully brokered by the United States and Egypt, and then we all go back to exactly where we were before," says Reza Aslan, author of "No God but God," which looks at how the Arab Spring movement will ultimately play out.

"In a couple years, we start this process all over again. At a certain point, Israel is going to have to recognize that Hamas, whether it likes it or not, is the actual government in Gaza. And it's going to have to figure out a long-term solution to maintaining a viable ceasefire and that might include actually easing the blockade against Gaza," he told CNN on Monday.

According to Haaretz, Netanyhau, Israeli Defense Minister Ehud Barak and Foreign Minister Avigdor Lieberman were updated on Monday by an Israel emissary who had just returned from a talk with Egyptian general intelligence officials.

"The deliberations centered on the demands made by Hamas and on the Egyptian proposals for compromise," according to the newspaper, quoting an Israeli official.

However, Malka said Hamas could make a ground decision easy for Israel if it were to launch a "large wave of longer range rockets that hit the Tel Aviv area or a shorter range rocket that hits and causes a high number of civilian casualties."

The Palestinian territory has been under a crippling economic embargo since Hamas, a militant fundamentalist Islamic organization, took political control from the Palestinian Authority in a 2007 election.

    It's time for the CHRISTIAN West to reassess it's pro-Israel position, as well as its involvement in a conflict in this sandpit that has no strategic value. Particularly, we need to take a hard look at Israel's poor treatment of Christians in the region:

    It's time to pull the plug on aid to both Israel and the Palestinian Authority, and leave these people to their own devices.

    loman, joe D and Jamie- Israel is a country of 6 million surrounded by 100,000,000 sworn enemies, founded by the survivors of persecution in Europe, up to and including the holocaust- so, yes, almost everyone needs to serve in the military. Israel has shown extreme restraint in how they have dealt with Hamas' rockets- if a drug cartel in mexico started shooting rockets into Arizona or Texas, I guarantee that the US would strike back, hard and fast. Israel is being as careful as it can be to minimize civilian casualties- of course, if a rocket launcher is set up on a school, the generals hide in bunkers under hospitals, and thousands of rockets are stored under goverment buildings, AND the Gaza civilian population is raised to believe that dying as a shaheed is the ultimate goal; AND the Hamas militants offer NO shelter to their citizenry; AND the other Arab nations egg them on: Israel will respond effectively to get rid of the threat, and there will be collateral damage. As a nation founded by people who survived the worst organized mass murder in the history of the world, who have been attacked time and again by the enemies that surround them, in a country that can be traversed in a minute by a fighter plane, Israel can't afford to make empty threats, or to allow threats to it to persist- when they act, it will be with as little but as much force as needed to NEUTRALISE any threat to their existence. To say that Israel wants American soldiers to bleed for them is ludicrous; I also find Mr Mount's statement that the Israeli government "characterized" the incessant rocket attacks as the reason for their striking back misleading- there is no question that daily rocket attacks were occurring long before Israel began to strike back last week.

    By the way- Gazans are NOT palestinians- Gaza was part of Egypt that Israel annexed after the 6 day war- why aren't they allowed to move freey into Egypt? Do any of you anti-semitic, ignorant rednecks wonder why it is that no other Arab country will absorb the "Palestinians", the way Israel absorbed the almost 1 million Jews kicked out of Iraq, Iran, Egypt, Syria, Yemen, etc? Do you think their "concern" for the "palestinians is altruistc; or is it because it turns the world's eye away from what those countries are doing to their own people. Ask the Syrians how they feel about Assad; or the Copts about how they are treated in Egypt; or the Kurds; etc. The West Bank arabs have a better standard of living, and more autonomy and self-governance, than people in ANY Arab nation (the Gazans don't- but that's because they voted a terrorist organization into office_ they made their bed.....).

      It is obvious that the Arabs hate us. We are fighting them with one tied behind our back. IDF should be unshackled to clean Gaza. For the time being we should deport all the Arab filth to camps in the desert and put barbed wire around them.

    Israel was created by the colonial powers to continue to do their dirty work after they supposedly left the ME. Israel is a country that is driven by ideology just like the Nazi Germany or the communist Soviet Union were. People who have studied history know that Jewish people lived in the ME for thousands of years in safety and security and tragedies such as Holocaust did not happen there but in the so called civilized Europe and by European. May God protect all innocent civilians ( Jews, Christians, Muslims, Agnostics, etc) and give people the wisdom to find the truth for themselves and do not fall for the hypocrites politicians and the aver lying media who only cares about $$$

    Such a touchy subject. The land belongs to the Israelis and the Palestinians. Both sides are taught to hate each other from an early age. Israel calls Hamas terrorists while they kill innocent women and children. Of course they use missiles, so in their mind its totally ok because it doesn't look like terrorism to the rest of the world. Israel is a warrior nation. Everyone has to join the military so you have basically created a modern day Sparta. They all have the same mentality so every time a conflict arises they shoot first and may ask questions later. Without Hamas the Palestinians would be destroyed by Israel. By the time an Israeli joins the military they already think of the Palestinians are lower than dogs. If it wasn't for the UN and the United States Israel would have wiped them out of existence. This will be going on for generations.

    How about a little International condemnation or intervention towards militants shooting rockets in Israel. When people think they can blindly launch rockets into a country to cause fear, what do we think is going to happen? I feel for the loss of life on both sides but you should not let other groups within Gaza drag you into a war. When people fear standing up for themselves against these groups in Gaza, it is time for the International community to help. Not matter what Israel does it will always be under the microscope. Tell me, what if militants in Mexico or Canada started shooting rockets in the US, what would the reaction be?

    HAMAS's rockets are not weapons of war – they lack the range, accuracy, or destructive power to be of any military or defensive vaule to Gaza. They could neither treaten or truely damage Israel or Egypt with them.

    A simple cease fire would be this: Hamas, turn over all of your rockets and Israel will stop bombing you.

    Now this seems one sided – and I am against disarming any people – since an armed people is a free people.

    Thus, in return for the rockets, Gaza should be supplied with small arms and ammo. 100,000 AKs and 2-3 million rounds would seem fair for 10,000 rockets (actually, much more than fair when compaired to the cost of the rockets, but worth it due to the cost of the Iron Dome interceptors).

    Gaza then can no longer poke Israel every time HAMAS is feeling bold or wants to make an internal power play off of Israel's reprisals.

    Gaza is also, then, a much more sticky briar patch for a ground force to invade (giving the country more defensive power than rockets ever could). It would also help democratize force in Gaza as the arms are dissiminated through the populace.

      Short of that, call out a requirement for the cease fire. If they don't comply by that time, bomb every weapons cache and factory capable of building those weapons and let their economy collapse.

        You could say the exact same thing to the Palestinians, that was not their land prior to 1945 as it belonged to ENGLAND. The ‘new’ rightful owners did what they wanted with the land and gave it to the Israelis but one question is to bear here… Why weren’t the Palestinians on a major uproar/war against England prior to 1945 for these lands, why now, why today? I tell you why, because England gave them a deserted, malaria infested, dying land that no one wanted to the Hebrew people and they turned it into something everyone wants. Palestinians now want this land because it’s attractive, no one wants a totaled Ferrari but rebuild it and everyone wants it.
        Also, the *Native Americans* (not Indians, you ignorant twit) have been given free land and no taxes for the rest of their lives.

      I believe it was HAMAS that was firing rockets across the border into southern Israel the weeks before the military comander was targeted. I'm not the biggest fan of Israel with their history but the people of GAZA are NOT innocent in this matter. Since HAMAS took control of the area, they have been a constant aggressor against Israeli civilians. While the ARABS might grab the attention of the western media, the FACTS speak for themselves. HAMAS seeks only to destabilize the region and poke at Israel to prompt a proxy war with IRAN. Now thaat the new EQYPT has entered, the dialog, things are not likely to settle down anytime soon. WAKE UP peaceful muslims, these nut jobs are not looking out for your best interests. They are only looking to grab power, land, resources and your hearts.     I know this might be a radical idea, but here me out.

    Perhaps if the Israeli's stopped forcing the Palestinians to live like refugees or in Ghettos. Perhaps if they treated them like human beings, then the radicalization of their people would slow down and eventually fade away. They would stop throwing rockets your way, it would end the legitimate reasons that Iran and the rest of the middle east hold on the Jewish state.

    You get what you give, Treat others how you want to be treated. These are cliches that doesn't take a rocket scientist to understand... no pun intended.

      Dan, Palestinian terrorism predates the State of Israel and dates at the very least to 1936. Hamas is in Gaza; Israel withdrew from Gaza in 2005. There is NO occupation in Gaza. Palestinian terror has absolutely no correlation with anything Israel does or does not. Much as Al-Qaida has no correlation with anything the the US did. Israel exists, and that in itself is a 'cause for war' (i.e. terror, jihad) in Palestinian eyes. Don't take my word for it; I'm biased. Instead, find the 'Hamas Charter' online and read it.

      TruthSeeker – that's a poor analogy, because the main reason one doesn't punch a 5 year old is not that he won't hurt you, it's that he has only limited capacity to understand and control his actions. Consider this as a more suitable analogy: how about someone who pulls a knife on you when you have a gun, but his six buddies have knives, and guns. That's Israel. We can outgun the Palestinians, but remember that they're backed by Iran, by Syria, by the Hizbollah etc. We can hopefully out-maneuver them too, but we'd much rather just have a peace agreement and everyone gets on with their lives.

    It never ceasses to amaze me that a fringe element will create war and everyone will line up to take sides. Does anyone even know where the most successful small businessmen in the arab world live? In Israel, of course. In 1948 all of the arab countries told the palestinians to move out so that there would be a clear shot at destroying the jews. Once the war was decided, the jews invited all of the arabs back in. It was the other arab countries that forced the refugee camps to remain open. I have travelled to both Israel and to the neighboring arab countries. The only true success of a lasting peace will come when the refugees (four generations of them now) are repatriated into a society that has upward mobility. But instead of investing in people, the refugees are treated as foot soldiers and marched out to be the poster children of fodder for the Israeli cannons. The hatred is palpable as is displayed on this comment site. Refugees, rediscover your own heritage, not that which is forced upon you from Hamas. And Israelis, we Christians have a saying: Not seven times, but seventy times seven. You will only win through kindness.

      From the Palestinians I have met, all were refugees and left the country around the time you mentioned. Most made well of their lives and live in Western countries, the West Bank or Jordan, while some still struggle because of financial issues. The land is for Arab and non-Arab's alike. If the people in Gaza choose to live a simple way of life, then let them be. Give them some more land because they deserve it and most of all need it, and just live your lives, separate yet together. Please Please Please. Let them cross the borders they are not prisoners and just give them some more land so they can live without such congestion and you Israel will be the better for it.

        Your posts clearly show a very compassionate heart. But it is really important to understand one issue: The greatest impediment to peace is not the refugees who live in Gaza or Palestine. It is the other arab countries that use these people as whipping boys. We can make fertile ground out of many many square kilometers of territory which was once desert. These people do not necessarily need to be repatriated to Israel. Why do arab countries not take them and make them productive citizens – or increase the standard of living in Palestine? Because then there would be no jihad! It is plain to all countries of the world that I have been in – and I have travelled widely and sat down with Joe Sixpack and rulers of countries – the arab countries need jihad just like the former communist regimes needed repression. Without jihad, everyone would acknowledge that there is a much greater standard of living in western style countries. Without the hatred there would be no excuse not to provide for the common man. And for your simplistic understanding of the Ashkenazic 'invasion' of the Holy Land after world war two, you need to go back to the Ottoman Empire and before. The ongoing dispute has existed since the rise of Jerusalem and the Crusades.

        As a side note, the most cherished place the I visit when in Jersusalem is the home of an arab hostelier. He is a dear friend and we both sit and laugh at the absurdity of the human condition.

    My goodness people if Israelis were there first why do most look European and white> The very very small minority of them are lightly tanned. Palestinian Arabs, both Muslim and Christian, and yes Jews too were there living in peace at one point in time until the European Jews were being massacred by Hitler and went to the Holy Land to seek solace and of course decided to stay. Instead of living in peace, the Europeans took over and called it Israel. Being more educated and more financially well off, of course they were able to take over the land from the Palestinian Arabs.
    The land is for all, it's just land. If the Israeli's would have more faith in God and not be so afraid all the time of Palestinian's then none of this would be happening.
    They don't "trust" Palestinians so keep them behind borders, instead of letting them enter their shared land in Peace. There could have been a sense of equality at least between the people. But hey, even America just recently learned about equality after President Obama was elected, so it's gonna be years in the making for Israel to learn.

    Let a MUSLIM enter the Israeli government and then you can say you treat them as equals.....Come On people.

Look, the surrfering in Gaza is terrible, but Hamas is responsible for this. If they were committed to peace, the lives of the Palestinians would be much better. BUT THEY AREN"T. They care about two things: 1. the destruction of Israel, 2. manipulating international media to generate sympathy. Remember when Israel bombed a UN school during operation cast lead and everyone was up in arms? Then it came out that Hamas was storing weapons in that school, hence the secondary explosions. How about that time two days ago when Hamas was posting pictures of children that died in this long confilict? And then it came out that it was an Israeli child. If Hamas truly wanted peace, there would be peace. But when you launch rockets from public places and use children as shields, its hard to argue that Hamas is committed to peace...even for an ignorant fallacy spewer like you

    Stop perpetuating the myth that Hamas won power over Gaza through the ballot box. Hamas took control over Gaza in a bloody coup d'etat against the official representatives of the Palestinian Authority.

    Hamas did win a majority of the parliamentary seats and their leader was appointed as Prime Minister. Then they had major disagreements with other members of the ruling coalition, especially Fatah, about whether to continue Jihad or go the path of peace. They chose Jihad. Hamas then settled this dispute by using violence against their countrymen and seizing Gaza. They were exceptionally cruel and brutal in the manner in which they fought against Fatah, including throwing people off of buildings.

    If this is the way they can treat countrymen, why should Israel trust them at all??

        It really does take two to tango but this isn't a dance.....What in the HISTORY of Islam proves that if Israel just gives them some measure of equality, land, etc. they will live with the Jews in peace....NOTHING. Here's what will happen if Israel gives in.....Palestine now has a stronger foothold in the world to organize even more effectively against Israel while STILL claiming they are owed something. If they'd denounce AND root out any terrorist elements in their ranks then they would be taken more seriously.

        If someone shows for years they hate you, tries to kill you, and then attempts to buy some of your land for sale and says "If you only let me live here I will not hurt you anymore" do you let this happen? Of course not. If you think Israel should take some moral high road and take this risk then you aren't are a fool.       Hamas is the aggressor here, Israel is just defending itself and retaliating after 6 years of many Israelis being killed by the Hamas and by many rocket attacks from Hamas. The only reason civilians are getting killed is cause Hamas are a bunch of cowards which hide behind civilians and children, they plant their rocket sites near schools hospitals etc than they cry like little babies. Its their own fault and Israel isn't to blame at all. Read the Hamas Charter; it calls for the destruction of Israel. When Hamas launches rockets at Israel, given the nature of the Hamas Charter, what would you expect Israel to do, just keel over and die? Israel has Arab Muslim politicians and Muslims have rights there. What do you think the rights of non-Muslims are like in Gaza or the West Bank? Just ask Palestinian Christians about that.         I have done years of field research as a Social Scientist in Muslim regions of the world. It has been tough to try to be unbiased when you constantly see cases of female infanticide, female genital mutilation, the marrying of cousins, the burning of girls' schools, the outright violence against non-Muslims, and the general hatred that many of these people have for anyone that is not Sunni Muslim. Even Shi'i Muslims suffer terrible atrocities. Muslim societies have the worst records on human rights, education, and tolerance in general of any societies in the world. Only those armchair pseudo-intellectuals that never leave their comfortable Western countries have silly notions that the Palestinians are somehow victims in all this. In a perfect world, the UN would encourage Israel to bomb Gaza and the West Bank into parking lots. Those people deserve zero sympathy, or did most of you forget how they danced in the streets and cheered on 9/11?

        Perhaps you don't know your history. The U.S. took California, Arizona, New Mexico, and Texas from Mexico and this was accepted in the Treaty of Guadalupe Hidalgo. So the U.S. policy on similar actions is quite clear. While only a percentage of the Muslim population believes in intolerance and terrorism, the bottom line is that the majority of Muslims can't/won't stop such actions. People in the Western world (North America/Europe) or Israelis simply believe that self-defense is a right. Obviously either you've never lived around Muslims or you are Muslim yourself and refuse to accept that your culture and ideology have double-standards.

        look I won't go into the debate who did what first to whom ... you can't expect to get much understanding if you send missiles into residential areas, that even if this is what was done to your people in the first place.

        Let me rephrase the Palestine vs Israel issue: it's about national power eliminating local tribal traditions. America was created upon systematic extermination of local tribes whose only real error was not to be organized as a Nation of American Peoples ... which prevented them from making a case of invasion. Most of all there was no live media coverage of their extermination back then.     This report is so full of nonsense one doesn't know where to begin. The UN Goldstone Commission was a fraud and a sham. Goldstone later repudiated it. It was slanderous and proved nothing. Gaza is not suffering under a crippling embargo. In fact, Gaza is quite prosperous, and the people want for nothing. The only restrictions imposed by Israel are on import of military material, or material that can be used for military purposes. They receive regular, sizable shipments of foods, medicine, other consumer goods. The territory boasts new waterparks, fancy shopping malls, high-end restaurants, and so on. The people do not suffer. That is hysterical propaganda. Just another biased report by the Crescent News Network.

      There will never be peace because of 60 years of hate towards Israel by Palestinians and vice versa. Muslims have hated Jews for thousands of years on top of that. Israelis do have a right to defend themselves when ISRAELIS WERE SHOT AT FIRST. Their handling of the situation could be better obviously but when 1000 rockets are fired into your country in a weeks time you may feel obligated to shoot back. Anyone else would do the same. Palestine wants their land back and sadly they won't be getting it. And until they can be peaceful and stop sending suicide bombers into Israel they will never be recognized as a country by the UN

    Israelis are a bunch of cowards. Hundreds of missles are shot by hamas terrorists into israeli cities, and the israeli response is cowardly – shooting back a few smart missles at hamas targets that cause little damage to the terrorist infrastructure. Israel needs to move in with cannons blazing and wipe out every hamas terrorist and any building associated with them. Give all of gaza a fair warning – stay away from hamas terrorists and their infrastructure, because death and destruction will reign down on them. Brimstone sent from the heavens.

    To all muslims out there – this is not a racist post (islam is not a race). I am simply pointing out the hamas terrorists must be exterminated, not all muslims. Inshallah the operation will begin soon. God will grant victory upon the righteous, and grant misery to the evil ones.
