Official: Changes to Benghazi talking points made by intel community

By Pam Benson

The intelligence community - not the White House, State Department or Justice Department - was responsible for the substantive changes made to the talking points distributed for government officials who spoke publicly about the attack on the U.S. mission in Benghazi, the spokesman for the director of national intelligence said Monday.

The unclassified talking points on Libya, developed several days after the the deadly attack on the U.S. mission in Benghazi, were not substantively changed by any agency outside of the intelligence community, according to the spokesman, Shawn Turner.

Republican criticism of the talking points intensified last Friday following a closed door hearing with former CIA Director David Petraeus.

Rep. Peter King, R-New York, told reporters after the hearing that the original talking parts drafted by the CIA had been changed and it was unclear who was responsible.

"The original talking points were much more specific about al Qaeda involvement and yet final ones just said indications of extremists," King said.

The September 11 attack resulted in the death of U.S. Ambassador Chris Stevens and three other Americans.

The unclassified talking points were first developed by the CIA at the request of the House Intelligence Committee, whose members wanted to know what they could say publicly about the Benghazi attack.

Benghazi talking points omitted link to al Qaeda

The initial version included information linking individuals involved in the attack to al Qaeda, according to a senior U.S. official familiar with the drafting of the talking points. But when the document was sent to the rest of the intelligence community for review, there was a decision to change "al Qaeda" to "extremists." The official said the change was made for legitimate intelligence and legal reasons, not for political purposes.

"First, the information about individuals linked to al Qaeda was derived from classified sources," the official said. "Second, when links were so tenuous - as they still are - it makes sense to be cautious before pointing fingers so you don't set off a chain of circular and self-reinforcing assumptions. Third, it is important to be careful not to prejudice a criminal investigation in its early stages."

Some Republican members of Congress suggested the change came from within the Obama administration - from the White House, the Justice Department, or another government agency.

Turner, the spokesman for National Intelligence Director James Clapper, said that was not the case.

"The intelligence community made substantive, analytical changes before the talking points were sent to government agency partners for their feedback," Turner said, referring to the White House, Justice Department, State Department, Pentagon and FBI. "There were no substantive changes made to the talking points after they left the intelligence community," he said.

The House Intelligence Committee was not satisfied with Turner's statement.

"The statement released this evening by the DNI's spokesman regarding how the Intelligence Community's talking points were changed gives a new explanation that differs significantly from information provided in testimony to the Committee last week," said committee spokeswoman Susan Phalen. "Chairman Rogers looks forward to discussing this new explanation with Director Clapper as soon as possible to understand how the DNI reached this conclusion and why leaders of the Intelligence Community testified late last week that they were unaware of who changed the talking points."

The White House on Friday said it made only one change, substituting the word "mission" for "consulate."

The FBI requested a change in language which originally stated the U.S. "knew" Islamic extremists participated in the attack. According to a U.S. intelligence official the wording was changed to "there are indications" Islamic extremists participated.

Obama administration continues explanations on Benghazi decision-making

The drumbeat of criticism began early on with Republicans criticizing the Obama administration for publicly saying the attack grew out of a spontaneous protest against an anti Muslim video on the web even though the Republicans claim the administration knew it was a planned terrorist attack.

The harshest criticism has focused on Susan Rice, the U.S. ambassador to the United Nations, who used the talking points as the basis for comments she made on Sunday talk shows five days after the attack. During her appearances, Rice said a small number of people came to the mission in reaction to demonstrations occurring in Cairo over the anti-Muslim film, but the Benghazi protest was hijacked by armed extremists. She never mentioned terrorists.

House Intelligence Committee Chairman Mike Rogers, R-Michigan, said this isn't about parsing words. "There was some policy decisions made based on the narrative that was not consistent with the intelligence that we had. That's my concern," Rogers said last Sunday on NBC's "Meet the Press."

Former CIA Director Petraeus told lawmakers last Friday there were multiple streams of intelligence, some that indicated Ansar al Sharia was behind the attack, according to an official with knowledge of the situation. But other intelligence indicated the violence at the Benghazi mission was inspired by protests in Egypt over the anti Muslim video.

Rep. Adam Schiff, D-California, told CNN on Monday that Petraeus explained why the talking points were changed.

"Gen. Petraeus made it clear that that change was made to protect classified sources of information, not to spin it, not to politicize it and it wasn't done at the direction of the white house. That really ought to be the end of it, but it isn't. So we have to continue to go around this merry go round, but at a certain point when all the facts point in a certain direction, we're going to have to accept them as they are and move on," Schiff said.

CNN's Dana Bash contributed to this report.

One wonders whether those "...Republican members of Congress" (who) "... suggested the change came from within the Obama administration – from the White House, the Justice Department, or another government agency." will now have the integrity to admit that they were making random, partsina, and basless claims – lying, in other words.

    I'm betting 'not'.

CNN was tipped - Israel "miscalculated" the Arab League –yes, a truce for now. Obama gets NO CREDIT -Shame Duck Clinton gets NO CREDIT - might be bad luck for truce - who would risk that? Not Israel right? Obama is in Far east with boy toys - "phone call diplomacy" had no effect - the "missiles" are still there.

Here is my take on the whole issue. The types of incidents need to be fully investigated. The problem was that for purely political gain Mr. Romney made an issue of this the minute it happened. That meant that the Government had to make a statement before they had a chance to do any real investigating into what actually happened. Also, if the CIA and FBI are involed there are probably things we won't ever nor should we know.

There are all sorts of conspiracy theories from Republicans about the timing of the release of information of the Petraeus affair. Did it have to do with Benghazi. Well, Eric Cantor knew about it. Do yo think if there was something there that could change the election he would have stayed quiet. I think it was the republicans who picked the time. They knew Obama was going to win so they wanted to take the spotlight off his winning. Sure did work.

So what the intelligence community is saying is..Because Republican/Democrats get Intel briefings and knew what really happened...and because the Republicans decided to politicize the handling of intelligence in terms of mass media...We should now give terrorists information about how the intelligence community got the information they have, where they got it from, why they didn't want to compromise their sources. etc etc....Yes Republicans, the Party that will put Political interest ahead of National Security while screaming about...National Security....As much as I think Bobby Jindal is a putz...he's right you need to stop being the party of stupid..

This is a non-issue. The "American people," aka FOX, have no 'right to know' everything the intelligence community is working on. These are the same people who once claimed Obama had blabbed about the OBL raid while we still had troops on the ground(he didn't) crying because someone didn't blab while we still had troops on the ground. It's shamefully partisan and makes John McCain look like a senile dupe being used by party extremists.
Thank God these awful people didn't get their bankster candidate into the White House this time!

Since I'm sensible person, I know that Bush didn't lie, nor did Rice....They were also given inaccurate intelligience....And BOY, was it inaccurate....It caused 4000 or our people to die in a senseless war....
      So please be sensible!!

The issue is not the wording. That is all a diversionary tactic to hopefully get people to forget the real change which was to NOT recognize that the attackers were terrorists but were just regular folks who were objecting to some film that nobody had seen. So soon you forget in your effort to support what is appearing to be total incompetence in the WH.

OMG! So republicans were aware of the initial report with the words al-queada and terrorism. Then, when Obama and Rice did not use those words, GOP assumed the administration doctored the report because of the election and began this massive scandal campaign. Well at least there is SOME bases for their madness. It seemed they all took a ride on the coo-coo express,

Changes made came from CIA. Wonder why they did not resubmit the report to the congressional committee after it was altered? Wonder why no one spoke up over where changes were made? It appears the worm may turn on the GOP. All this angst over a tempest in a TEA party. Geesh!

Conspiracy? Maybe not. I am a republican who loves conspiracy theories and can spin one with the best, but if you ask me to open my own wallet to place a bet I will put my money on ignorance and incompetence 99% of the time. However several disturbing facts remain in this mess. First there is a difference between relaying a sanitized talking point given to you by the intelligence community and embellishing it with falsehoods that were not included in those talking points such as it being a reaction to a six month old film. Second, to continue the lie after the truth was known despite the content of the initial "intelligence talking points". Third, and I would love to hear reaction to this; 911 was planned, funded and the perpetrators trained during the Clinton administration, and it occurred when the Clinton era intelligence community folks were still in place even though Bush had taken over 9 months earlier, yet we blame Bush for their intelligence failure; then we went to war in Iraq based on the same Clintinton era personnel's faulty intelligence that even democrats like Hillary and Ted Kennedy believed (after all it came from the folks they helped put in those Intel positions), and yet we still blame bush; SO I ASK: Why do we not hold Obama to the same standard of responsibility for the Intel failures when it was his (truly his and only his) people?

Five days after the event and the administration sending a high ranking (Rice) representative to blow smoke on a Sunday morning news program. They knew it was mis-information and a deliberate attempt to mislead. It would have been better that Rice stay home (sick with the flu). Now they say it was just bad "talking points". Rice had to know better but went anyway. Cheap sale of your integrity to remain part of the "team" and hope to get backing for the next promotion. This should dis-qualify her for Sec. of State. No one will ever believe her again.

When instructed to use the talking points, she did so. I seriously doubt that she, as an individual, knew beforehand that the information had been altered by the Intel folks. There is a reason our government does not disclose each and every bit of intelligence it receives. And there is a reason why sources are not "outed" such as what happened to Valerie Plame (sp?). Now THAT was an act of treason and all of the perps should have been shot.

The repeated claim that the attack was spontaneous and grew out of a demonstration against an anti-Islam video — a claim made by the president and secretary of State as they stood next to the bodies of four dead Americans — was a monstrous lie. It was vile and done for the basest of reasons.

Because we now know the truth of what happened — CIA reports were edited to remove the names of al Qaeda groups involved in the attack, Petraeus said under oath — we also know the motive. It was political self-preservation, meaning the president and his team put politics first

I have no doubt in my mind that, while the POTUS may have known in advance that al Queda was involved, on advise from the intelligence community, he parroted the altered talking points, again, in order to preserve inteliigence sources, et al. If the Director and his chief Assistant make a statement to congress that the mention of terrorists was in the original talking points and that they were not changed at CIA then someone else changed them. Because we now know the truth of what happened — CIA reports were edited to remove the names of al Qaeda groups involved in the attack, Petraeus said under oath — we also know the motive. It was political self-preservation, meaning the president and his team put politics first

Facts? Sorry, I didn't realize there were facts behind this. That's great! It means the controversy can be quickly put to rest. So please remind us again what the facts are that prove that the story was altered by Obama for political gain. I assume there's more to this theory than you simply being able to imagine it to be true.

You should have stopped at, "I think ..." because it is intuitively obvious even to the most casual observer that you clearly cannot ... think, that is. Turn off Faux News, put down the kool-aid and do your own research into how the intelligence community works. Better to keep your mouth shut and let people think you a fool than to open it and remove all doubt.

You do realize it's a simple turn-around of your own tactic don't you? For 8 years the democrats and media did the same to President Bush. They still do. Notice for the last 4 years everything has been Bush's fault? You will even reply to this comment that Bush did this and that and deserved the blame. Blame, blame, blame – that's the mantra of democrats everywhere. The problem is that the president is elected to lead this country out of the mess he inherits, not point fingers and whine about the last guy to hold the position.

When policies that abjectly failed in the past are suggested for the future, pointing out how disastrous those policies were is not "blaming Bush".

This one paragraph speaks volumns. My question to Director Clapper would be, "Were you lying then, or are you lying now?" When one lie doesn't work, let's try another one. In either case, it's still a lie and why lie to the House Intelligence Comittee. When UBL was killed, there was no hesitation on the part of the Obama Administration on releasing security details and sources involved with taking him down, to the extent that that Hollywood was allowed unprecedented access to National Security information to make sure they got all of the facts to make their movie.

Obama was telling the world for close to 17 days that this attack was the result of a video. Regardless of who made changes, he knew he was lying. Once Obama and others were shown the video of the ambassador greeting his guest good night they knew no protest or demonstration was occurring in front of the embassy/consulate/mission. Two lies were told for weeks, the first being the demonstration that did not occur and the second was the demonstration escalated due to anger over the video.

Hey bob, next time your wife asks you a question about something and you know the truth will wreak havoc in your home, go ahead and tell the truth. In fact, make sure you tell the truth to her about everything even if it hurts her feelings. We all alter the truth to protect ourselves and others. That's human nature. What? Does me telling the truth to you right now hurt your feelings? What our government does is not always easy to swallow is it? Do you want the truth of why we were in Vietnam? Iraq? Korea? Afghanistan? How about why we have military bases in other countries but no other country in the world has a military base in our country? Hhmmmm. Truth telling is not our country's best quality is it? Its not in the general public's best interest to be told the truth. Just like you telling a lie to save your wife's feelings, we do it to protect others. Do you want to see the truth of the gore and dismemberment of our troops? No? Our government doesn't allow anyone to see that for a reason. Think about why humans alter the truth. When you own the guns and power, your truth is "The Truth"!

Obama called the attack "terrorism" on September 12, while violent protests over the video were ongoing in a dozen different countries, including Libya.

He did deceive, if Mrs Broadwell is accurate. There were two attacks in Bangazi and they were hours apart. The first was less well organized, though it did kill the Ambassador. The second was highly sophisticated and, as Petraeus' lover claims, succeeded in freeing two Libyans who were being held captive by the CIA. If she is correct, the goal of the attack may not have been terrorism at all. The term, "terrorism" is being thrown around far too loosely and it is imprecise to call armed attacks against us as "terrorism". This particular attack may have been designed to rescue fellow members of a militia whom we were interrogating, perhaps with enhanced methods.
Those who attacked us in Bengazi may be our enemies, but securing the release of captives is their way of not leaving their fellow soldier behind.

Make all the excuses you want for Obama and his administration. It doesn't matter which puppet string was pulled, Obama is responsible. Funny how they said they didn't want to prematurly blame "al Qauda" but were quick to blame it on the anti muslim video and video producer before it was verified, than continued to run with the story for days even after knowing it was totally false.
Obama and his administration also failed to adaquately protect the U.S. Mission despite repeated request, and failed to rescue them when they were being attacked, as the begged for help. It was a total failure of this incompetent administration, and most of the media is helping with the coverup.

Going through the postings it was interesting to note how we differ in thought and reasoning. ha..ha..ha. We are truelly scatterted, can't even understand each other talking one language. Remember there used to be one language in the World before our selfishness, self seeking ways scattered us and led to the many languages we speak today. "The intelligence community – not the White House, State Department or Justice Department – was responsible for the substantive changes made to the talking points distributed for government officials who spoke publicly about the attack on the U.S. mission in Benghazi, the spokesman for the director of national intelligence said Monday".

President Obama glanced out into the distance as Sean Smith's mother cried for help. That was after dozens of al qaeda extremists spent hours with her son - blood dripping on toilet seat below him as he stood facing the wall? Well, the USA is a world power and have a way of doing their things. The digestion of the Benghazi incident seems likely to go on for a while, but i would like to know if i got my facts right! So there was a protest/demonstration outside the U.S. mission in Benghazi which Ambassador Chris Stevens had been foretold about by intelligence. During the protest/demonstration opportunistic extremists saw an opportunity to strike which they did with fatal consequences. Then followed the pre-election politics with its debilitating toxicity to the investgations. Am i right?

Seems to me we've been through this in great depth, far greater than we were over the invasion of Iraq which the last administration insisted was the right thing to do over WMD's that didn't really exist. After losing 5,000 troops in Iraq and on the order of a trillion $, we're deeply concerned over the specific description of what happened in Bengazi?

Four people died at the hands of extremists. I'm saddened by that and my heart goes out to them and their loved ones. However, even with this loss, this administration's record against terrorism GREATLY surpasses that of the prior administration. Keep in mind, we knew of the threat of al Quaida when Clinton was in office. In fact, when missiles were fired at OBL's residence, the GOP insisted it was a smoke screen to distract attention from Monica. Bush got into office, blinked, and we lost the WTC along with thousands of Americans.

Your self-righteousness is astounding. I found your "score card" to be highly entertaining. But you forgot some other numbers:

4485- The number of American casualties since this war began during a Republican administration
2696-The number of casualties of the ORIGINAL 9/11, which also occurred during a Repubican administration
10- The number of years we have been in Iraq
      ...and my favorite number:

O (as in ZERO, NOTHING, NATHA,ZILCH)- the # of WMD's found since the war started, in Iraq-you know, the reason why we are "war"

ZERO is also the amount of apologies given to the families of the downed service men by the former administration -for sending their sons and daughters to fight a war based upon completely UNPROVEN allegations.

      That is all. Goodnight.

Benghazi sould not be politicized. Four Americans were caught in the crossfire between terrorists and extremists. So what? Crap like that will hapen in Arab Spring. President Obama was right all along, and no doubt "we will find the ones responsible (for letting the four Americans watch the fight and get hot themselves) then bring them all to justice." Little wonder James Clapper and Susan Rice were confused. Mr. Clapper did not know if Congress was referring to the terorists or extremists, because there were two sets of talking points-one for each one. Then there are the talking points that incluse the Americans, and those that exclude them. Therefore, Susan Rice was very accurate in her presentation - depending on who she was talking about, and who you ask. As the Obama Admin - and rest of America - now knows, the Americans all died and very quick and painless death. Thank President Obama for "tender mercies" in the Far East, the Mideast and throughout America. As Democrat Schiff concluded, "When all the facts point in a certain direction, we're going to have to accept them as they are and move on."

      Fact:

Four destroyed US embassies and 2 dead ambassadors under the last 3 Democrat presidents.

      Fact:
Democrat party is an embarrassment to everybody but themselves, Putin, Hugo Chavez, France, and CNN/MSDNC. Even Canada laughs at Obama and his ridiculous brown shirt environmental stance.

      Fact:
Pew Research study concludes the Obama electorate is less educated and far less knowledgeable about political, world and historical events. (i.e., I gots my Obamaphone!!) In other words, a dumbed down and welfare-bribed electorate.

Might explain why so many believe this cover story.

If you mean "less educated" in that fact that more of the Electorate that voted for the Obama administration this year held higher level degrees than ever before then you are absolutely correct. If you mean by less educated that more people turned out for a presidential election than ever, you are correct. If you mean by less educated more middle class Americans voted for him, yes you are correct. If you mean that more working women voted for him, yes you are correct. If you mean that more mothers voted for him, then again, yes, you are correct.

Fact: America is now on better diplomatic grounds with the majority of the rest of the world than ever in Bush's presidency. Additionally there have been more diplomatic solutions to foreign affronts achieved in the last four years than the eight preceding it. Oh, and the people Canada is laughing at isn't the Democrats, but their GOP contenders.

As for Embassy Attacks, lets look at recorded historical fact shall we?

Republican Presidents – Embassies Attacked (D = Destroyed)
        Eisenhower – Turkey
        Nixon – Cambodia, Philippines, Cyprus
        Ford – Malaysia
        Reagan – Lebanon x2 (1 D), Kuwait, Colombia x2, Portugal, Indonesia, Italy
Bush Jr. – India, Pakistan x3, Indonesia, Uzbekistan, Saudi Arabia, Syria, Greece, Yemen x2, Turkey
        Total: 25

        Democrats – Embassies Attacked (D = Destroyed)
        Carter – Pakistan (D), Libya (D)
Clinton – Peru, Russia, Lebanon, Kenya/Tanzania
Obama – Pakistan, Libya (Benghazi) (Not destroyed, but deserted and desecrated)
        Total: 9

So tell me again how our embassies are safer when a Republican is in office...

Forgive my lack of brain people, but I just don't understand why most of you are blaming and defending while you miss the real story. I read when the attack went down a cry for help was sent out. A Seal Team guy, from another location close by, got on the phone to his dad and told him there is big trouble and we are told to stand down. He and a fellow Seal took it on their own to run to the building under attack, to help them. They were killed and so were the ambassador and another guy. Clinton threw herself under the bus, I guess to save her boss at election time saying they wanted more security but I didn't think they needed it. Now the intelligence commuity is throwing themselves under the bus. For days and days Susan Rice and others claimed it was all over a movie. I'm sure what the intell cut out was for the public but they would not cut that out for the president of the USA. He and all involved with our security need to know what was happing. I feel if it was a terroist attack the American people should have been told that from the start unless someone is hiding something.

Didn't the Libyan Government say the attackers were Al Quaida the day after the attack? Didn't they also say there were no protests at the Consolate? It's not like this was secret: the European and Arab knew the truth the day after. Our government had no reason to hide the information. Having our Ambassador directly contradict the Libyans and others for a week hardly seems smart both from a diplomatic and security perspective. I think Susan Rice should have given that some thought before parroting discredited propaganda, she didn't even acknowledge what other countries were saying.

If these things aren't done cautiously, more people die. There's a big difference between transparency and stupidity. Blabbing every theory before we plan our next move won't help *anyone* and can potentially do a great deal of damage. Information is classified for a reason. I think people are lumping together 2 separate events which were not even both on 9/11. On the evening of 9/11, there was the attack on the mission, and on the morning of 9/12, there was the attack on the CIA annex. They were not necessarily organized by the same groups with the same agenda. Much of the confusion is arising from the representation of events as 1 long attack.

Inadequate security, lack of aid sent during the attack, false info given to the American people blaming an obscure video instead of terrorists.....this entire affair is so littered with lies and cover up. It matters to many of us to know the truth...the families of the 4 Americans deserve the truth, and the American people deserve to know if our president or others in the administration are covering up gross incompetence or something even more troubling. The mainstream media ignored this during the campaign. Now, following the election, Obama supporters try to dismiss this investigation as simply "sour grapes" from the Republicans. Surely all Americans would want to know what really happened before, during, and following the Benghazi attack. This is not a political issue; it is a matter of competence – or not, integrity -or not.

Yes, that's why the White House gave out all those methods and procedures when they wanted to take credit for Bin Laden. Also why they threw the Pakistanni doctor under the bus and he will spend the rest of his life in prison. They could have waited one or two weeks and mined the intel they gathered to contact others but instead they had to broadcast it the very next day eliminating any chance of catching other bad guys.

But using the word Alqaeda was way too secret even though the average American assumed that. I don't see the Intel community talking about the master plan to use the video as a smoke screen so they sneak up on Al qaeda. The lie of the video was completely political, to denigrate our rights to free speech vs Islamic violence.

The other part of all of this is the lack of security that encouraged and led to the deaths. The lack of timely and forceful support when it did occur.

These are on record from Patreus and multiple Intelligence agencies.

..... Except we'll broadcast covert information and expose informants if it's Osama Bin Laden, and the Administration will gladly broadcast it, leak it, give the info to Hollywood producers, etc.

Max, do u have any proof dat the Obama admin exposé informants and give details to Hollywood other than Fox News. When GOP congress and senate stop pounding on something, that is ur proof there is nothing there or they have secret information the public does not have

You forget, that was not an ongoing operation. It was planned operations. We knew who took part, why they were there and who we were after. If the helicopter had not crashed forcing our hand because Pakistan planned to release it to their news agencies, we would not have had information that quickly.

Is there no end to excuses for Obama, you people would find an excuse if he was found bent over with one in his mouth and another one in his other mouth. Now when will you all quit making excuses for him??
