Panetta on Benghazi attack: 'Could not put forces at risk'

The U.S. military did not get involved during the attack on the U.S. mission in Benghazi, Libya, last month because officials did not have enough information about what was going on before the attack was over, Secretary of Defense Leon Panetta said Thursday.

At a Pentagon news briefing, Panetta said there was no "real-time information" to be able to act on, even though the U.S. military was prepared to do so.

"You don't deploy forces into harm's way without knowing what's going on," Panetta said. "(We) felt we could not put forces at risk in that situation."

A defense official provided more context on Panetta's comments about the decision-making involved in not sending U.S. troops to the consulate being attacked in Benghazi.

He said there was a drone aloft but not directly over the area at the time the attack began.

He said the drone was redirected and arrived in time to record some of the attack. But he described what the drone saw as "looking down, seeing a bunch of buildings and fires, a lot of chaos on the ground."

The real Benghazi lessons

He said it was not enough to discern exactly what was happening.

"We didn't have good eyes on the situation. There were security forces there on the ground, but they're in the middle of a firefight - not sending a Sitrep (Situational Report).

The official could not reveal the specific reaction times for the military's Fleet Anti Terrorism Security Teams, which are classified, but said "it would be physically impossible for them to get there in time to intervene in that attack from say, Rota, Spain."

He cited the time it takes just to get their transportation in the air. The official said "these situations normally deteriorate over time ... but usually in a few days, not two hours." He explained that even quick-reaction teams are often positioned for places where intelligence shows a "deteriorating situation" near an embassy.

The official also provided context for Panetta's and Gen. Martin Dempsey's remarks about criticism on the response.

"It's not helpful to provide partial answers," Dempsey said. And Panetta criticized what he called "Monday morning quarterbacking."

The defense official said it was directed at criticism coming from pundits and Capitol Hill.

"In perfect hindsight, yes - we'd do it differently. But how it looks weeks later is not how it looked at the time.

"You had the movie, the 9/11 anniversary and unrest in various countries in that region. All that factored into the decision to put troops on a heightened state of alert. But that doesn't mean forces are positioned everywhere in the world, ready to run to the rescue. We're not the fire department. And there was no actionable intelligence that Benghazi was going to be attacked on 9/11."

Next month, the Democratic-led Senate Intelligence Committee will hold a closed hearing in Washington to review the security situation and intelligence surrounding the Benghazi attack, according to a committee announcement released Thursday.

The hearing, not open to the public, will review intelligence collection and threat reporting in Libya and other Middle East countries before the September 11 attack on the U.S. mission as well as what was known and who is responsible for the attack, among other issues.

A number of government investigations continue into what happened on the attack.

    Dear CNN:
    When I heard the news on Friday regarding Tyler Woods and the three requests for help that were ultimately denied, I immediately went online to CNN to read more about it. I'm still looking. Today is Saturday. I started watching CNN after September 11, 2001 happened. Anderson Cooper, I was so in awe of the courage you displayed in your coverage of the events following 911. Your patriotism was tangible. Now I truly believe CNN and Anderson Cooper are cowards. You're cowards because you're afraid of what this administration and their friends will do to you if you tell the truth. You're cowards because a true American hero is going unsung because of your blatant disregard for his sacrificing his life for his fellow Americans. His picture and his story should be plastered all over every news channel as a true American hero. It is heroism like this that inspires us and makes us proud to be Americans and unites us in love for our country. You have denied us. You have denied the family and friends of Tyler Woods. All because if you tell his story, the American people will be angry and concerned, and then your beloved administration will be mad at you. I suppose you are hiding behind the excuse that you need to wait for "verification of information" or some such nonsense. It's too late now, CNN. You have lost all credibility. This is not just my opinion. You are the talk of the town, so to speak. We, the people, remain proud of our American heroes and all of our military and intelligence personnel. It's tragic that you have chosen to betray the people by not exercising your First Amendment rights, which you are being paid, be we the people, to do for our benefit and the benefit of the country.       I am sickened by the right wing politicalization of this attack – I suspect they paid for it the way Romney jumped on it before it was even over as a way to attack President Obama. This attack is an American issue – we should all be standing behind the President – not using it to attack him. Get real – did the right wing blame Bush – he had numerous warnings and ignored them – it is sad that these people like Romney care nothing for this great country during an attack but only use if for their own benefits. Like I said, I would not be surprised to learn that is was money from Romney's guys that paid for it,. They do not care about human life – only their own greed.

        First of all, the speech Romney made was about the "apology" sent out by the EGYPTIAN EMBASSY. It had nothing to do with Benghazi. And if you would take the time to read and watch REAL news, you would see the ACTUAL EMAILS AND CABLES THAT WERE SENT TO THE PRESIDENT, CLINTON, CLAPPER, HOLDER, PETRAES AND PANETA as these brave Americans were being killed. Paid for by Romney?????? Is your head completely up your a** or can you see enough sunlight to get the facts.     We got screwed in Benghazi. So now let us focus on India before it is too late.
    The American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2 million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power. The Talibans brought them down in a few days with some BB guns. It is all over for India. Its demise is in process and should be completed with Afghanistan withdrawal.

    The bottom line is that the only way to have peace in Afghanistan and lessen regional tension is split India into pieces. It has become too big to govern or create any value for western countries or even for its own population. We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty remains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts.

But, when you only receive selected information about an event it is hard to have an informed opinion.     CNN – I am horrified by your lack of coverage of the latest breaking news from CIA sources concerning the decision by the US State Department and Pentagon not to respond immediately with forces to defend our consulate in Benghazi against a terrorist attack. The loss of an Ambassador Chris Stevens and three (3) other Americans was an atrocity that could have been prevented had the Obama administration taken action to authorize Delta Force and CIA agents to engage the enemy to defend our assets in the region. The facts concerning the events that took place within the first hour of the terrorist attack indicate that the State Dept., the Pentagon, and the entire Obama administration knew about the terrorist attack and made a conscious decision to let those American officials die without any support whatsoever from our forces in the region. The Obama administration clearly made an effort to cover up this story with the lies about the protest over a Youtube video, and this has since been revealed to be a ridiculous ruse perpetrated by the White House.


    What has happened to this nation when the only news source willing to report on a critical story such as this is FOX NEWS. This is an outrage of epic proportions in the journalistic community.

    This Benghazi cover-up by the White House is equivalent to the Watergate scandal. I hereby dub the crisis "BENGHAZIGATE". The willingness of CNN and other news agencies to bury this incredible news story so close to a presidential election is reprehensible. CNN - You have proven yourselves to be just as partisan as FOX and MSNBC (not to mention ABC, CBS, and NBC which can no longer even be considered news agencies).

    Where can America go to get hard real news and facts presented in a non-partisan fashion!?!?

    How about the claim that assistance was requested during the attach multiple times and each request was refused? Have you investigated that or is your hard hitting reporting on this topic limited to press conferences conducted by the very individuals you should be grilling for serious answers to hard questions? Like may that read your site content, I visit many sites and you have become increasingly lacking and irrelevant in the investigative reporting category.     I'd like to make a suggestion to any "real" journalists that still exist – the ones who believe getting to the truth and reporting on the facts (without bias) is what the basis of true journalism is.

    Please start your own news organization. Report based on the facts – keep the political agendas and "your spin" out. Do real investigative reporting. When stories like this come up – don't just take the government's word for it. Find, seek and report. Don't make your news organization nothing more than Op-Ed pieces and try to pass these off as stories as most others do. Your job is to be "anti-establishment" – that means you seek the truth regardless of who is in office. No free passes. No holds barred. There is enough demand out there – I think an organization like this could be very successful. You may end up being the example that the other news organizations will be forced to follow.

    Just a thought for any "real" journalists out there that still exist.

      Wow. I agree 100% JuJu. I get so tired of the extremes. Like Maddow and Matthews on one end and Hannity on the other. CNN used to be the go to channel for FACTS. But the media has become just as polarized as the politics.

      I don't care which side is hurt by the facts. The old "watchdog" mantra is dead. Now you have to watch both extremes and "guess" where the truth is....somewhere in the middle.

    I have thought about this attack and the response to it a lot lately. The president said yesterday (45 DAYS AFTER THE ATTACK) that "no one wants to find out what happened more than I do." I am going to venture to say that if everyone involved has not yet had a sit down with the POTUS as of yet to find out exactly what happened blow by blow, then we have some real serious problems.

    I don't believe this is the case though. There is some serious foot dragging here by the administration and by the media, CNN being the biggest disappointment of all.

    I can only conclude that there is some level of suppression of this story to give the POTUS a "fair chance" in this election. But this assumes that the truth will reflect badly on him and his team that run this country. Otherwise, the truth would be very forthcoming so that the American people could know the facts, and be able to judge the way this situation was handled fairly.

    As it is now, assumptions are being made, and without investigative reporting and a real Q&A press conference (remember those ?) with the POTUS we are left in the dark at a critical moment in a very important election cycle. 45 days later, and we are no closer to the truth.

What happened in Libya reflects the ultimate disgrace (not responding, not making a decision, passing the buck, lying, deceiving, blaming, ignoring and leaving the POTUS WH post to go to Vegas to meet with celebrities). This is totally unacceptable and if it is allowed to go unvetted and with no accountability then who knows what will happen next. Our way of living can be destroyed overnight by our complacency.       fox news has been reporting there were three request by the navy seal for help for the ambassador and was told to stand down . I've been waiting for CNN to pick up on this story, but so far they have not said a word. If it is not true, I would think CNN would come on and say we can find no evidence this story is true and if it is true why aren't they reporting it. Either way I think we are being misled by our news departments. We deserve better.

General Petraeus says the CIA did not deny the ex navy seals when they asked to go save the Ambassador, than who did? There is only one person who could give that order. The seals were denied three requests by someone? Obama needs to look as far as his reflection to find the person who denied these great heroes backup. This is an AMerican coverup beyond belief.
    If we had real reporters everyone in America would know the truth because our reporters should demand the truth for us! I am going to stop watching your channel and boycott your advertisers if you don't bring out the truth. You guys are ignoring the true story. Stop protecting this President.

    The president of the United States blatantly refused to allow our military forces to move in on the consulate to try to protect and preserve the lives of the people inside, while the consulate was under attack. The military personelll who repeatedly asked for permission to respond, were repeatedly ordered to "stand down". They, along with every person in the Situation Room with Obama who watched him deny requests to aid the consulate, would make excellent witnesses in any committee hearing investigating this, including an impeachment hearing.

    We know now that former former Navy SEALs Tyrone Woods and Glen Doherty disobeyed orders and left a CIA safe house to try and save those at the consulate.

      Secretarty of Defense Leon Panetta is a liar. Barack Hussein Obama, Panetta, and others in the White House staff were watching the attack of the conuslate in Benghaza, while Obama and his State Department were continually denying the US military, who were available there, to respond to the consulate while it was under attack. The military people near the consulate, including Navy Seal Tyrone Wood, who was in a CIA safe house a mile away, before he entered the consulate to evacuate 30 consulate employees before he was killed, were given orders by their Commander-In-Chief to "stand down!" Obama, Panetta, and Secretary of State Clinton are worse than just liars...they are cowards. They knew what was going on. They also knew that the re-election of Barack Hussein Obama was more important the safety of the people who lost their lives in that consulate in Benghazi.

    CNN, you wonder about ratings, yet I am hearing NOTHING about this attack, the cover-up and lies by this administration, or any intellectual curiosity on the part of your reporters as to what these folks were doing in Benghazi in the first place.

    If we had had media of this caliber back in the Watergate days, Nixon would never have had to resign, and Woodward & Bernstein would just be run of the mill journalists instead of a big part of American History.

    Surely Anderson thinks this is worth a good investigative report. I have seen him be non-partisan, but he is disappointing me on this one.

    The White House is blowing smoke on this, and they think they'll get away with it because only the tiny contingent of people who know how things actually work over there are able to recognize that they're blowing smoke.

    Within minutes after the attack began, the security detail for the ambassador in Benghazi notified the communications room in the embassy in Tripoli, who in turn sent "code-word" flash traffic to the Situation Room at the White House, stating "the ambassador is in peril."

    (That's on the top-secret digital coms side; all this discussion about normal e-mails and drones that can't get a good view of what's going on is irrelevant bunk. Consulates don't use Gmail to cry for help, folks.)

    Once the Situation Room had the message, the very fact of its urgency (an ambassador is considered equivalent to a four-star general) meant that certain rules applied; namely, that the message's contents would be reported directly and immediately to the civilian and military leadership on duty standing next to the president.

    And they would immediately notify the president.

    If standard procedures were followed after the Situation Room had the message, the president would have been aware that it was a terrorist attack endangering the ambassador in less than 10 minutes.

    So either he knew, or somebody on the White House side didn't follow standard procedures.

    If somebody didn't follow standard procedures, he'd be the ideal scapegoat; consequences would fall on him. But we have no word that anyone's in danger of being disciplined for not following standard procedures.

    My guess is that the Situation Room watch officers did their job, and the president knew about the attack in minutes.

    Next, be aware that over a period of hours, we had a special forces guy with a laser designator pointing at the enemy as they set up a mortar position and began to fire mortar rounds at the consulate. Had we brought in air support, there was more than ample time to destroy that mortar position. Over a period of hours, help was requested and repeatedly denied.

    Also, special forces were made ready to deploy, asked to go in, and were repeatedly told to stand down over that same stretch of hours. The only reason anybody was saved was that some of them disobeyed orders and went in anyway...but by that time some folks, including the ambassador, were already dead.

    The picture is this: The White House (either the president, or the folks in the Situation Room) knew a well-planned attack was being executed by non-mob like forces, a siege complete with mortar positions, within minutes after it began. Air support was 2 hours away. But air support was denied, over six hours. Various special forces personnel were a few minutes away. They were denied permission to engage, over several hours. These special forces were among the folks who communicated the nature of the firefight, the existence of the mortars, and the deadly peril to the ambassador, to the Situation Room. Their observations were ignored, and now the White House is pretending they never heard any of that.

    That's how it went down, folks.

    We don't, of course, know whether the Situation Room folks told the president. All we know is that they were required to do so as part of their job...and that none of them have yet fallen on their swords or been accused of screwing the pooch.

    Conclude what you will.

But then he did have to do his little campaign money grubbing trip to Las Vegas the next day, and he couldn't let the fate of four Americans in harms way, who had begged for help and protection, get in the way of his own interests.

      Given the information that WE know – I think you're pretty spot on in your assessment. The information and re-enactments of what occurred do not point to any form of spontaneity or protests. Nothing. Why the Administration chose to communicate that to the public – is beyond me. "Plays on words" and "qualifiers" are not ok.

      What bothers me most is that the government is here to serve us – not the other way around. We put these people into office and it should not be unreasonable for us to expect that truth and honesty from them. This is not a dictatorship where the government will control the information – we live in a free country. As citizens, we should not put up this type of treatment – regardless of what our political affiliation is or what the political affiliation is of those in office. We don't deserve this – we pay for this government, not the other way around. They are accountable to us – not the other way around.

      What I find most troubling is hearing that Ms. Clinton had requested additional security in Libya, prior to the attacks, and that it was turned down. If that is true – she needs to come out with that now. She needs to put country before party. There is only one person above her that could deny that request and we deserve to know this.

      I got new for you Dave. It is on the president. When Obama took the oath of office on inauguration day, he became President of the United States. Along with the office of the presidency went the responsibility of everything that happens in his Administration. There is no such thing as "he didn't know". If he didn't know what his Secretary of State knew, that is called incompetence. Obama, Secretary of State Clinton, and Secretary of Defense Panetta, along with other White House staff members watched the siege of the consulate in Benghazi on a monitor in the Situation Room go on for SEVEN HOURS. During that time they kept receiving pleas for help from the people who were there including the late Navy Seal Tyrone Wood, and they repeatedly gave them orders to "stand down!" Those people at the consulate in Benghazi got a taste of what it was like to be Texan at the Alamo. They were all killed...they never had a chance either because they also were waiting for help that never came. With the exception of the two Navy Seals, Ambassador Stevens and the other American with them were unarmed. They must have felt they didn't need to bear arms because they were non-combatant diplomats who were on US soil and they thought they were protected by the US State Department. They believed the President of the US would see to their security. I wish someone would show this post to Barack Hussein Obama.

      The people who were with Obama in the Situation Room at the White House and the people on the ground in and around Benghazi know first hand that Obama DID NOT DO WHATEVER HE NEEDED TO DO to make sure his personell in the consulate were secure. The 30 people who survived the attack on the consulate, are alive because Navy Seal Tyrone Wood evacuated them before he was killed...NOT BECAUSE OBAMA DID WHATEVER HE NEEDED TO DO to protect them.
      Obama, incidentally, gave Navy Seal Wood an order to "stand down". He is dead because he refused to obey Obama's order to "stand down". He gave his life so that 30 others may live. Commander-In-Chief Obama has no concept of this.

If they would have sent an C130 gunship, which wouldn’t be in harm’s way, when this started the seals wouldn’t be dead!!! If they let the Seals go over right away the ambassador might not be dead!! If they heeded the multiple requests for more security before the attack they would have had a fighting chance!!! Failure after failure after failure.     Panetta is a fool, they had a drone overhead, they had LASER POINTS ON THE MORTARS AND the guys on the ground fighting for their lives ASKED FOR GUNSHIPS TO TAKE THEM OUT. THEY WERE DENIED. Panetta is a BS liar, they knew exactly what was happening and did nothing. Ya, we got requested to bring in assets by the people on the ground being attacked, they had laser points on the mortars, we could have used gunships to take them out, but we thought that letting them die and not taking out the mortars was the best possible solution.

      Actually the founder of CNN, Turner is a wacko. He said it is a "good thing" more soldiers are dying of military suicides (search this interview with CNN’s “Piers Morgan” last Friday buried somewhere in this site). So don't expect this Libya debacle will be covered by CNN. In addition we have a wacko president who don't mind our service men butchered in foreign lands and who obviously lies about the events leading to the death of Ambassador Stevens. These people do not deserve to call themselves US citizens.
