EXCLUSIVE: Senior al Qaeda figure 'living in Libyan capital'

A veteran al Qaeda operative indicted in connection with the bombings of two U.S. embassies in East Africa is alive and well in Libya, according to Western intelligence sources.

Abu Anas al Libi, 48, has been seen in the capital, Tripoli, the sources say, and there is concern that he may have been tasked with establishing an al Qaeda network in Libya.  It's unclear whether Libya's government is aware of his presence, or whether it has been approached by Western governments seeking al Libi's arrest.

One Libyan official told CNN he didn't know whether al Libi was back in Tripoli but was aware that he had been in Afghanistan.

Counterterrorism analysts tell CNN that al Libi may not have been apprehended because of the delicate security situation in much of Libya, where former jihadists - especially those who once belonged to the Libyan Islamic Fighting Group - hold considerable sway.  He is wanted in the United States, but there is no extradition treaty between the U.S. and Libya.

Alternatively, al Libi may have dropped off the radar screen, as have several jihadist leaders in Libya - some of whom have previously been associated with al Qaeda.

Just when al Libi returned home is unclear. According to one intelligence source, he appears to have arrived in Tripoli in the spring of last year, amid Libya's civil war.   According to this source, a Western intelligence agency had placed al Libi under surveillance and had taken photographs of him. But back in December 2010, before the outbreak of unrest, Libyan authorities told the United Nations al Qaeda Sanctions Committee that al Libi had returned, even providing a Tripoli street address for him.

Whether he is still active in jihadist circles is unclear.

In August, a report prepared by the U.S. Federal Research Division for the Library of Congress said that while al Libi's whereabouts were unknown, he was "most likely involved in al Qaeda strategic planning and coordination between AQSL (al Qaeda Senior Leadership) and Libyan Islamist militants who adhere to al Qaeda's ideology."

Intel quickly saw signs of al Qaeda links in consulate attack

Whatever his current activities, al Libi's return to Libya is likely to heighten concern about the growing role of jihadist groups there after the attack on the U.S. Consulate in Benghazi. CNN has been told of no evidence linking al Libi to the attack.

In the 1990s, al Libi was regarded as one of al Qaeda's most capable operatives - an expert in surveillance and computers. His role within the organization came to light through testimony from a fellow al Qaeda operative who described al Libi's visit to the Kenyan capital of Nairobi in 1993.  He is alleged to have conducted surveillance of possible Western targets, including the U.S. Embassy.

Five years later, on August 7, 1998, al Qaeda attacked the U.S. embassies in Nairobi and Dar es Salaam, killing more than 200 people. In 2001, al Libi was indicted in U.S. federal court for his alleged role in the attacks. U.S. authorities offered $5 million for information leading to his apprehension or conviction.  But by then, he was on the run.

Al Libi's real name is Nazih Abd al Hamid al Ruqhay. He joined al Qaeda soon after its founding, when the group was building a presence in Afghanistan and Pakistan.

Much of what is publicly known about his role in al Qaeda during the 1990s comes from the testimony of L'houssaine Kherchtou, a Moroccan al Qaeda operative who knew al Libi.

Kherchtou told a federal court in 2001 that al Libi had impressed other al Qaeda operatives with his mastery of computers. And when Osama bin Laden relocated to Khartoum in Sudan in 1992, al Libi followed. It was at about this time that bin Laden began to think of attacking U.S. targets, because of the deployment of U.S. peacemakers to Somalia.

After his surveillance trip to Nairobi, al Libi left al Qaeda because the regime of Libyan leader Moammar Gadhafi was pressuring the Sudanese government to expel about 20 Libyans involved with the group and based in Khartoum. But he joined the jihadist Libyan Islamic Fighters Group before moving to Qatar and then Britain.

He settled in Manchester before a police raid on his home in 2000.

That raid was in response to intelligence suggesting that al Libi might have links to international terrorism, according to sources familiar with the investigation. It uncovered a document that became known as the "Manchester Manual" - hundreds of pages of guidance on carrying out a terrorist campaign. One of the things the document advocated was "attacking, blasting, and destroying" embassies.

But by the time police launched the raid, al Libi had slipped out of the country, according to intelligence sources.

After leaving Britain, al Libi is thought to have spent some time in Afghanistan, and to have reconnected with al Qaeda, before fleeing to Iran after the fall of the Taliban. Western intelligence sources say they believed he remained in Iran for almost a decade before returning to Libya.

Al Libi is not the only al Qaeda operative back in Libya, nor even the only the one who lived in Manchester in the late 1990s.

As CNN has previously reported, in the spring of 2011, onetime Manchester resident Abdulbasit Azuz was dispatched from the Afghanistan-Pakistan region by al Qaeda leader Ayman al Zawahiri to establish a foothold for al Qaeda in Libya. Azuz based himself in Derna in eastern Libya, where he began to recruit fighters, according to counterterrorism sources.  In June, a senior Libyan official told CNN that Azuz was one of five radical Islamist militant commanders who were operating in the Derna area, with 200 to 300 men under their command in camps in the area.

Dead, captured and wanted

Some of those camps have since been abandoned, in part because of growing resentment among local people and in part out of fear that they might be targeted by the United States.  CNN reported in June that U.S. surveillance drones had been flying over the region, citing Libyan sources.
The Obama administration has thus far downplayed suggestions that al Qaeda "central" had any role in planning or ordering the Benghazi attack. But U.S. Secretary of State Hillary Clinton suggested Wednesday that al Qaeda in the Islamic Maghreb was using its greater freedom of movement in Mali to extend its influence throughout North Africa.

Speaking at the United Nations, she said that "with a larger safe haven and increased freedom to maneuver, terrorists are seeking to extend their reach and their networks in multiple directions."

"And they are working with other violent extremists to undermine the democratic transitions under way in North Africa, as we tragically saw in Benghazi," she added.

Some analysts say it is too early to discount the possibility that the al Qaeda leadership had some advance knowledge of the attack, pointing to a video released the day before the attack in which al Qaeda leader al Zawahiri called on Libyans to attack Americans.

The possible significance of al Zawahiri's message was highlighted in a letter Wednesday from four Republican U.S. senators to Susan Rice, the U.S. ambassador to the United Nations.  Criticizing her assertion that the attack was spontaneous rather than planned, Republican Sens. John McCain of Arizona, Lindsey Graham of South Carolina, Kelly Ayotte of New Hampshire and Ron Johnson of Wisconsin said there was "a significant network of al Qaeda affiliated groups and other terrorists in eastern Libya."

    How many GOP loyalists are going to dump intel to the press while they are being investigated for treason and espionage against the United States, I wonder?

    Morris Sadek, and every other person involved in financing, making and promoting that anti-muslim video, was a member of the Republican Party. Is that a coincidence? The terrorists who attacked the consulate were most likely Khadafy supporters. Is it a coincidence that a prominent Republican with connections to Khadafy supporters, met with Karl Rove on Aug 18th, 2012?
    Is it a coincidence too, that the terrorists planned the attack in advance, and seemed to know when the film was going to be promoted?
    How about this coincidence: The Libyan government shut down a Khadafy supporter cell in Brak just a day or so before we started getting all of these "intel source" stories.
    Here's another coincidence for you: Karl Rove was the keynote speaker at a "retreat" hosted by David Horowitz in May. Robert Spencer, who has connections to all the people involved in the making and promoting of the film was there, and for some reason, Horowitz uploaded video of all the speakers at the retreat except one: KARL ROVE.
    CNN needs to task someone with laying out a timeline. I'm available for hire, but I'm not cheap.

      All of you idiots saying Obama and the White House are LYING by saying that the film Innocence of Muslims was reason for the attack on embassy in Benghazi, Libya need to do research. The film was involved with the attack in one way or another. It may not have been the single guiding motivation but it appears to have played a part. It was certainly a part of the motivation for protests outside embassy in Cairo, Egypt. I don't think it's unreasonable to assume that Al Qaeda or some extremist Islamic faction peddled this film to culture indignation and outrage among more extremist Islamic Libyans with Americans. Muslim extremists did the same thing with Danish cartoons in 2006 – when embassies were attacked throughout the Middle East and North Africa, including in Benghazi, Libya.

Not just for political gain? Oh, wait, they've done this before. Thus, sadly, the answer is yes, they would – in a heartbeat (bad pun.) Valerie Plame was an active US/CIA agent in Iran whose front company was keeping tabs on Iran's nuclear program until Cheeknee (that is how he pronounces it) outed her. Look at what that act of treason has wrought. (Iran's nuclear program went unchecked for most the eight years of folly known as the Busch years and along with his sandbox in the desert, the Iraq war – which gave the control of the region to Iran – Nice job George)
    Now you have SeeNN (that includes you Ms. BurNIt) and the Repugs, both of whom fail to realize that Al Qaeda reads the media (they have the "internets" over there too) and have probably read this article several times over. Of course, the Obama administration knew what really happened in Benghazi/Eastern Libya and I am sure a drone attack is imminent. Or, at least one was, until the media along with the terrorists-aiding Repubs gleefully telling the world; particularly, the terrorists this very article talks about, that we know/knew where they are (now were) so they (al Libi, for example) could disband and disappear into the night. Way to go. I hope your Pulitzer is painted red. Probably no coincidence that the GOP is always represented as red (e.g, Red States) as it is the color of blood.

    It is indeed very scary if we also apply this to the creeping destruction of US by internal forces created by the HOPE and CHANGE that Barack unleashed in '08 ! He not only mesmerized the World politics single-handedly, it also prompted Nobel Committee to award him the Peace Prize even without any visible accomplishments aside from his Presidential election ! Such was the lure of Barack with the power of his Words ! Unfortunately for him, his soothing rhetoric to call for an end to violence and division don't apply to the politics he preaches on his campaign trails ! What a big Hypocrite Barack is ! I hope somebody will call his attention to it and expose him for what he really is ! Likewise, we now have a debt total of over $16Trillion that will saddle the country and future generations of heavy tax burdens for years to come. Barack's share of responsibility amounted to $5 Trillion in less than 4 years of his reign to date compared to his predecessor W of a similar $5 Trillion in a longer period of 8 full years ! NATO and the US were quick and enthusiastic enough to not only ally themselves with them, but also send a large military force to help them in the task. After the killing of Gadhafi and the removal of his government, al Qaeda flags were seen fluttering over government buildings in Tripoli and Benghazi. A parallel situation is happening in Syria; the rebels, with covert Western support, are "al Qaeda in Syria".

    It all goes to show that al Qaeda are * N O T * the enemy that has been sold to us in the last 11 years. They are a convenient group, either to support, or blame, when politically expedient, or convenient. The cowardly, lapdog US corporate media have fully enlisted in this program of blackmailing the US public... and as such are collectively guilty of treason.

    1. trying to avoid panic
    2. trying to lessen world wide condemnation of muslims for mobbing .

    I think the second is more likely. See if it is aq then we get back into the good/bad musslims. Reality is the not so black and white but really grey

        Yea but that attack occured half a world away in Libya. The killings of Americans in the Aurora Colorado theatre and at the Seik Temple in Wisconsin happened right here in the U.S. under the President's watch in an election year. So what's your point? Terrorism is terrorism whether it happened in Libya or Syria or in the U.S. and is carried out by al Qaeda or by Americans.

      Did someone in the Obama administration come out and say the attack was not a terrorist attack? A rocket blast was unleashed on the compound and people were killed, so what makes you feel that the President is trying to refrain from saying it was a terrorist attack? It is obvious to every one that it was a terrorist attack. Was it friendly fire? I doubt it.

He would have provided extra security to our emabassy, would have given the protection Amb Stevens requested, he would have never blamed it on a amateurish film, correct? Obviously there were no Al Queda in Libya. Afterall, since hi sintel briefings would have made him aware of these issues, its obvious there were no terrorists in Libya

    Almost a year ago Herman Cain talked about al Qaeda being in Libya (and CNN's Anderson Cooper made fun of him about it) So my question, if a pizza ceo running in a Republican primary a year ago new that al Qaeda was in Libya, how come Hillary Clinton and the Obama administration apparently didn't know about it.     The real deal is Obumbler released captured Al Qaeda terrorists from Guantanamo, then with no legal authority toppled Qadafi when all intelligence stated that pro Al Qaeda eastern salafist tribes would fill the vacuum, including the released terrorists. Al Qaeda plotted and executed the rape and murder of Stevens on 9-11. Obumbler is pretending it didn't happen, his subordinates are intentionally deceiving the viewing public, and the media gives him a free ride. Obumbler creates an Al Qaeda state in North Africa, and silence follows. Scandalous.

    And the attack that killed our Ambassador and two Navy Seals was known by the Obama administration to be an act of terror almost immediately something they shamefully denied for a week.
