FIRST ON CNN: U.S. officials say beefed up Benghazi security no match for ferocity of assault

Amid accusations from Libyans and leading senators on Capitol Hill that the U.S. diplomatic office in Benghazi, Libya, was not adequately protected, top State Department officials offered the agency's most vigorous defense yet of security measures taken to fortify the post in the months before last week's deadly attack on the compound.

The sources, who spoke on the condition they only be identified as senior State Department officials because of the sensitive nature of the information, agreed to speak to CNN to respond to claims the United States did not respond to warnings about the dangerous conditions in Benghazi.

The September 11 attack on the compound, which killed U.S. Ambassador Christopher Stevens and three other Americans, has led to questions about whether proper precautions were taken to protect diplomatic personnel in an area where there was growing concern about extremism.
There also have been questions as to whether the post in eastern Libya should have been closed.

CNN's Arwa Damon reported earlier this week that the Libyans had a meeting just three days before the attack with senior employees from the U.S. embassy in Tripoli. They talked about the rising threat against western interests in Benghazi.

Jamal Mabrouk, a member of the February 17th Brigade, a militia connected to the government but not part of Libya's armed forces, told CNN that he and a battalion commander attended the meeting, which was about economic matters but turned to the deteriorating security situation.

"The situation is frightening, it scares us," Mabrouk said he told the American delegation.

Jalal Bushala, a spokesman for the February 17th Brigade, said Libyans specifically highlighted the point that the Libyan government could not control these militias and advised the Americans to decrease their presence in Benghazi until they could ensure better security.

He added that at no point did the Americans ask for the Libyans to provide additional security as host nation, nor did they offer it.

But the senior State Department officials said a recommendation to close the post was never passed up the chain of command at State Department headquarters, either on behalf of the Libyans or U.S. diplomats in Benghazi.

"Never at any time did we discuss closing," one of the senior officials said. "We were engaging in important activities in eastern Benghazi and that was our platform to engage. Nobody recommended that we close and we were not closing."

Sen. John McCain, R-Arizona, said on Wednesday there were "previous warnings of pending attacks – in every way."

McCain told reporters on Capitol Hill that he was not getting adequate information from U.S. government officials about what happened in Libya and was relying on alternate sources to get information.

"Other sources of information was that security was very much lacking, now whether that is absolutely true or not I cannot say yet," McCain said, though he did not elaborate on where he got the information. "We have information that there was - and I do not know if it's totally accurate - that there were previous warnings of attacks, there was a very extremist militia and that there was very lax security at the consulate, but I have no official corroboration."

The senior State Department officials said they were told of the meeting but there was no mention to those in Washington of the security concerns expressed by the Libyans. The officials said there were "no such recommendations" to State Department leadership, nor a request for additional resources.

State Department officials knew about the dangers in the area but the decision was to "keep on top of the situation and we would remain open."

Several top American officials, including Secretary of State Hillary Clinton, have said the United States had "no actionable intelligence" that an attack on the Benghazi mission was being planned.

National Counterterrorism Director Matthew Olsen told a Senate hearing on Wednesday that while the threats of militias with al Qaeda and other sympathies in Libya were well known, there was no specific intelligence that the Benghazi post faced an imminent attack.

But security had been enhanced at the post after a number of incidents earlier this year, the sources said, including a failed bombing attempt against the compound in June.

"We took the place and made improvements to it in a continued fashion," one of the senior officials said, adding that a pre-September 11th review of base security deemed the post to be adequately secured given the threat.

The threat assessment was based in part on the June attack and previous attacks on other foreign targets, which included the attempted kidnapping of a Red Crescent staff member, a bomb attack on a United Nations convoy, a rocket propelled grenade attack on a International Committee of the Red Cross facility, and a similar attack on the British ambassador's convoy.

Such attacks, the officials noted, were small in nature and inflicted few injuries or physical damage.

The protections in place reflected the State Department's understanding of the threat which, the officials said, based on the previous incidents did not suggest a swarming attack of the embassy by a militia.

"Notice the pattern there," one of the officials said. "Stand-off attacks with no follow up. This (September 11) assault represented a whole paradigm shift for which there was no prior intelligence and there was no context to put in related to what was going on."

The officials said over the past few months, several security enhancements were made to the compound, including additional barriers and barbed wire, increased lighting, chain link fences, additional sand bags and closed circuit television.

Every U.S. building on the compound was also fitted with a safe room with a steel door, although the officials recognize the room was not fire-proof. Stevens and the other Americans killed in the attack are believed to have died of asphyxiation from heavy smoke.

The officials noted there were three regular armed U.S. security officers detailed to the Benghazi post on the day of the 9/11 attack in addition to two armed American guards serving as a private detail for Stevens.

Several armed Libyans from the February 17th militia also lived on the compound to help protect the facility. The group was one of the Libyan militias with close ties to the government and was considered friendly to the United States.

A "Quick Response Force" of several other armed security officers was also stationed in Benghazi at another facility, which came to the site during the attack to help fend off the gunmen, the officials said.

Sen. Susan Collins, the Republican vice chair of the Senate Homeland Security Committee said Wednesday she was "stunned and appalled" to find out U.S. Marines were not guarding the mission, that foreign nationals were mostly responsible for security.

But the officials noted the sustained assault on the consulate by a large force of heavily armed assailants was comparable to attacks until now only aimed at U.S. military bases. More guards, or even a Marine detachment, the officials maintained, could not have curbed the lethal attack.

"The lethality and ferocity of this assault is nothing that has been witnessed in Benghazi in previous attacks, and hard for us to think about another event that is similar," added a second official, saying that it was unclear additional armed guards could have prevented the onslaught.

And how quietly the first day of liberation of Libya was covered because that very day Sharia was announced to be the law of the land. How could the lovely peace loving liberals?     Few days back, there was an interesting article on Pakistan "The bubble of Islamic Republic of Pakistan has burst in our faces". It made me to do more research on the subject and on grave political conditions in Pakistan, and possibility of another military coup. We here in the United States, continue to monitor the political and cultural turmoil in Pakistan and are very concerned with the continued state of deterioration, and it's nuclear stockpile. At this point, we restate our view that Islamic Republic of Pakistan is in a precarious situation and that a geo-political implosion is imminent (if not already in process) and the need of the hour. As you will recall, along the Afghan/Pak borders, Pakistan has an unmanageable large fundamentalist Taliban population mired in poverty and we are spinning our wheels trying to prop it up. Additionally, it is also too big of a geographical units of the Federally Administered Tribal Areas (FATA) for Pakistani weak government to govern. In 2001 the Pakistani military entered the FATA for the first time in history, and returned home with heavy casualties. We Americans now need to focus on our own people and cannot afford to handout more financial and technological aid to Pakistan. We believe that this de-fragmentation of Pakistan along 13 FATA agencies (see the list below) will unleash boundless opportunities and uber economic demand that will be beneficial to US and our allies in extracting rare earth minerals along Afghan/Pak borders, and help pull ourselves out of current recessionary trends. Knowing presence of hard core islamic fundamentalists, war lords, drug cartels, and Russians and Chinese involvement, in the region, We pray for the events to unfold peacefully and in a harmonious manner for the poverty stricken people of Pakistan and its global future economic super power neighbors China and India.     I aplaud CNN for releasing this information. Had it been a Republican adminstration who didn't protect an ambassador you libs would be screaming impeachment. The fact that this administration continues to blame a video is beyond all reality. This diary needed to come out to prove that we failed the ambassador and we continue to fail the AMerican people by President Obama's appeasement policy.

From what I saw on ABC and NBC – the Romney campaign f-ups is the only thing they covered. That speaks volumes...

Until we stop bleeding the budget by supporting countries whose citizens want us dead, and allowing the rich to not pay the same percentage in taxes as others, it will continue. Besides who's responsibility is it to protect embassies? The host nation. They didn't care...so give them no more aid....that will get their attention.

    Thirteen days of lies and spin from this administration because they refuse to be accountable or take responsibility for any of the misery their policies, or lack of policies, creates. Most of the news media is in complete lock step with everything this administration says and does. The whole kit and kaboodle are a disgrace.

    CNN published information from U.S. Ambassador J. Christopher Stevens' diary and has been reviled and castigated by this administration for finally telling some truth.

    This country and the world cannot afford four more years of the inept and incompetent Obama and his whole administration.

    Just after 9:35pm local time, U.S. Ambassador Christopher Stevens was overcome by smoke and died, trapped alone inside the burning villa after all the other Americans withdrew. Another diplomat, Sean Smith, and two U.S. security men were also killed that night.

    At the time this incident occurred was very late at night. Far past business hours, when the Consulate should have been closed and not occupied, especially if it was a non-fortified facility.

    * The biggest problem was they were living at the Consulate, which is a solid violation of USG security standards.

    USG employees can not work and live in the same location, unless it is new construction, that meets new fortification construction standards like the Embassy's in Iraq, Pakistan and Afghanistan. That construction must also be completed and managed by a vetted American Construction Company.

    It's a simple rule which obviously wasn't being followed. One can not receive a waiver for this requirement either.

    It's in stone, no living and working in the same location, unless it is a fortified facility, which this location obviously was not.

    Sad this could have been avoided, if people were following the rules.

    What should have happened; the victims would have been living at a separate location, in a hotel or in houses away from the Consulate and this building would have burned to the ground and no one would have been injured or died.

    On 911, our consulate was attacked and ambassador was murdered by the terrorist, and the Obama administration is saying the security has NOTHING wrong!? They also blame the dead ambassador for NOT requesting additional security despite all the warnings. This is a major major screw up and failure. Instead, they are attacking Romney for the timing of his comment. As an American, I am angry why this is happening to our country. Where is the main stream media?? Hello??

      I absolutely agree. CNN is one of the worst offenders in terms of bashing Romney and promoting Obama, shielding him for scrutiny, making excuses for him and buying his lame excuses.
      CNN has not questioned Obama's various explanations for the attack. First, we were assured that it was "a protest that got out of control", now we are to believe that Benghazi had adequate security and that the attack (now it's NOT a protest) was so ferocious that even a battalion of Marines could not have withstood it... please! CNN, stop with the Obama lies! There were apparently warning signs, and Obama knew that the area was so dangerous that the UK closed it's embassy. Obama knew that there were attacks on the embassy in June, July and August. Obama did nothing to prepare for retaliation of the bin Laden assassination, in spite of warnings and red flags, and in spite of the anniversary of 9/11. Obama is incompetent and a liar and CNN is complicit.

        Jalal Bushala stated "That the embassy staff were warned of the deterioring security situation, but at no point did they request additional security from the host nation, nor did they offer it". And officials at the State Department say they never received a request to close the embassy at that location.

        My question is who paid Egyptians to riot and why? Obviously someone with enough money to pay people to riot had a motive....follow the money.

        Also, I would like to know where all these Friday night quarterbacks were when Bush jumped the gun and lied about Iraqi non-existent WMD....which cost 4,850 American lives?

    @krm1007 much thanks for your insights. Pakistan President Musharraf revealed the eight second syndrome recently which was astounding. India is a bully and a trouble maker in that region. It has kept the neighbors behind due constant bickerings. India has always lived in the shadow of Pakistan and has been forever defined by Pakistan. Unfortunately, India had a chance at leadership and blew it. Pakistan has now taken over the reins and is running with it. Much to the chagrin of Indians. So be it. Destiny has dealt its hands.

    This story presented a clear depiction of a well organized military assault on the embassy. Why has Obama continued to present the story of protesters out of control? For over a week, Obama blamed the attack on protesters! And the entire world knew differently and reported differently. Obama is out of touch with the world and his own White House Staff. An empty chair in the oval office is running the country – heaven forbid! Obama is incompetent and must be ousted before thousands of Americans died while he is partying with Michelle.

    No...this story will not go away! For this Administration. Not only were they NOT prepared for Sept 9th...protecting American's on our soil in countries that are unstable....but they are NOT ABLE or WILLING to prioritize and protect the American people! My feeling is the later.....As horrible as this story is....the focus should and NEEDS to be on this Administration and their willingness to protect everyone but the American people!       On 9/11/01 hrd working Americans prepared for work. Some rushed their kids off to school and kiss them and their spouses and wished them a joyous and peaceful day. But something strange was happening here in the Northeast. Terrorists were plotting to attack the World Trade Center Towers here in NYC and the Pentagon while GWB lay asleep.

      As the planes hit the Towers, many brave Americans tried to help their colleagues and fellow Americans. Others jumped from the burning inferno, while thousands of others perished in the crumbling structures. I stood on the banks of the Hudson and I watched in horr as millions of Americans and others around the world. I weeped day and night and I still do today becaus eI lost many friends and neighbors in the tragedy. Many times I had gone up to the observation deck at 110 stories or in the lower floors to shop. But as the tragedy unfolded, many of New York's Finest and Bravest rushed into the burning inferno to save Americans but they too perished. All this while GWB sad in someelementary teaching pre-schoolers how to spell potatoe. And when it was all over, GWB was flying around in Air Force One and disappeared from sight while Americans from Chicago, Boston, Ohio, Detroit, Houston, California and many distant places across this great nation jumped in their pickup and cars and drove for miles to help their fellow Americans. I weeped and weeped and weeped, But GWB was no where to be seen while Americans looked everywhere for their commander in chief.

      Mr. I don;t know what part of the country you're from but here in NY we are a proud people who will never ever forget the tragedy of 9/11/01 and how GWB failed to defend and protect us from this dreadful tragety.

    All the people on here talking about company's of marines this, and rangers that, don't understand a thing about US Diplomatic Security or how it has ALWAYS functioned. The Marines you are talking about ARE in Libya, they are just guarding the Embassy in Tripoli. If there were Marines in Beghazi, there maybe would have been like 2. It's a small consulate, not an Embassy. From what I'm hearing, there were 5 DSS agents guarding this location and the Ambassador, plus a local guard force. Seems to me, that given what they thought of the security situation that this is adequate. The way they normally handle these things is to hole up inside and wait for the cavalry. No one could have predicted a war. Maybe the posts in Iraq and A-Stan could resist such an attack, but MOST US embassies and certainly consulates, could not. The security WAS adequate. Bad, unexpected things can happen in life. Get over it, and stop wanting to blame some political figure who had nothing to do with any of this. You people are complete idiots. Seriously. Morons.

      The point here is that the US had intel provided by the Libyans that something was brewing. More importantly there were previous attacks on Embassies and Westerners. Instead of telling the Ambassador to stay put in US Embassy that is better protected, and raising alert and reinforcing the Marine detachment the amateurs in the White House let the Ambassador go to Benghazi to visit the Consulate that was in essence a house with some walls around it guarded by the Libyan rag tag forces.

      That is why Obama tried to lie about the situation and blame it on spontaneous demonstration. This was a total failure of the Administration due their refusal to see the situation for what it is due to the Arab Spring and subsequent rise of hard core Islamism. Obama still wants to pretend that nothing is going on in Middle East when in reality US foreign relations in Middle East are in shambles. Now the US is not only despised there, but laughed at and openly provoked. Nice job this hope and change.

        Let's face it, the only way to avert a terrorist attack against Americans in the Muslim world is to stay out of those countries period. But I have a question for you. And that question is this: how many marines do you feel it would have taked to averted an attack on the consulate? A dozen, two dozens, a thousand? First and foremost, the Americans who died in the consulate didn't die because the terrorists fought their way into the building. The Americans died because the terrorists fired rocket propelled grenades from a distance. Nevertheless, the terrorists were heavily armed with machine guns and the embassy was surrounded by over four hundred demonstrators. So what makes you feel that a dozen or two dozen marines would have successfully defended the consulate against such a large scale mob?

        Secondly, for seven years during the Iraqi war and 11 years during the Afghan wars, our heavily fortified bases with tens of thousands of U.S. troops and heavy artillery were breached more than 200 times and each time we suffered enormous casualties simply because the insurgents used rocket propelled grenades and other sophisticated rockets to attack us from a distance. Recently there was an attack on one of our bases in Afghanistan that took the lives of 6 American soldiers and destroyed six Harriet jets. And these bases are guarded by thousands of troops, surveilance and heavy artillery.

        In 1983, 291 of our marines were killed in Beiurut when terrorist drove a truck of explosives and detonated it. And that base was heavily fortified. And by the way, no one criticided Reagan for the tragedy. In stead, we all mourned our losses as a nation. But you know, I witnessed the tragedy of 9/11/01 first hand and what I learned from that tragedy is that if we don't unite as one nation under God as the saying goes, then the terrorists would in the long run win the war on terror. There's another saying, united we stand, divided we fall. Just keep that in mind.

        Dear Blah,Blah, it's simply not feasible to remove U.S. Government personnel from Muslim countries. As long as we have political and financial interests in the countries in question we cannot afford to leave them unsupervised. Personally, I'm deeply sorry and my heart goes out to all first hand survivors and families of the 9/11 attacks. However, if we want to remain proactive and keep terrorism at bay we must remain actively involved in the countries where terrorists flourish. Figuratively speaking, "Pandora's Box" was opened on 9/11 and there is no turning back. We cannot afford to go back to previous administration's policy keeping our heads in the sand or turning a blind eye. That's how we got to this point in the first place. Also, ask yourself the question if we pull out of these countries who will fill the vacuum? China, Russia, or even worse Iran. If you think things are bad now, imagine Muslim countries being influenced by the before mentioned. Now, as for the ability of my Marine brothers, Had the ambassador been properly guarded by a Marine detachment it's highly like he'd be alive today. Would they have taken casualties and possibly fatalities, yes but what they would have inflicted on the opposing force would have been even greater. In addition, they would have bought enough time for a QRF (Quick Reactionary Force) to provide support. Granted the RPGs you mentioned are an issue but the individual employing the weapon has to expose himself in order to fire it. The Marines as well as the Army has a cure for this. It's called Sniper and they've saved my bacon more than once. Bottom line a Platoon size element of Marines would have changed the outcome of this horrific event.

        You don't seem to realize that there is an US Embassy in Tripoli and (there was) a small US Consulate in Benghazi. The Ambassador's residence and place of work is in the US Embassy. The Ambassador wanted to visit Benghazi and I am pretty sure that there was an intel and security assessment before the trip.

        Now here is the point I am trying to highlight, and which you and many others are blind to. Obama's Administration was aware that there were prior attack on Westerners and other diplomatic missions in Benghazi before. On top of that, they received intel from the Libyans that something big was being planned by the terrorist.

        Despite of all of this, Obama's Administration tacitly approved the Ambassador's trip well knowing that the Consulate was basically just a house in a neighborhood that was guarded by Libyan rebels. What's more unbelievable that this trip was planned over the 9/11 anniversary.

        So my point is this. The Obama's Administration should have advised the Ambassador to stay in Tripoli and not go to the hornet's nest with only few bodyguards on 9/11 anniversary. If they did none of this would happen.

        Problem is that Obama and his cohorts are still thinking that if you sing Kumbaya with your enemies and maybe apologize and bow down that they would drop their hatred and become friends. So we have Middle East in flames now and a dead Ambassador.

        BTW, isn't it ironic that last killed Ambassador was under the Carter Administration? Carter was another weakling who was over his head and clueless. Just like the present amateur.

Most were critical of the administration and the way CNN, along with all of the other major Networks and MSNBC, were not reporting that the attack was an act of terrorism.     First, I'm a career Soldier and to the individuals that posted positive comments about how different the outcome would have been had the Marines been there, I couldn't agree more. My Marine brothers hunger for such occasions as do I. Now to the heart of the matter, the fault is ours. We had all the intel needed to take appropriate action in the safe guarding of our embassy and personnel on ground (based on news reporting) but failed to take action. To our "leaders", man up, take responsibility for your inaction and stop making excuses (maximum range of an excuse is 0 meters). Now to those individuals that are sympathetic to terrorists, I show you the bottom of my feet and would cherish the opportunity to show you more.

There was an interesting article in the Wall Street Journal today. If you are waiting for CNN to do an in debth program on what happened in the Middle East ie our lack of security, the attack in June, the attack on the British, our drones monitoring and being aware of the rebel camps around Benghazi, our not supporting Mubarak nor the Egyptian Military. CNN seems more interested in what Mitt Romney said about the attack or a private conversation or some actor or actress. No wonder CNN is now behind both MSNBC and Fox.

Trained fighters or not, the people behind the embassy attacks are not supermen and for the politicians to imply that "nothing could be done" does not seem to do America's military abilities justice, there should have been as many men as needed in order to fight these guys off.

    The problem with India is that is built on a system of cultural and societal values based on Hinduism which is a cult. Nations built on a cult seldom survive in the long run. Now just take a look at these two Hindu goddesses and the destruction and lack of morality they represent.

    Goddess Kali's statue stands naked astride the inanimate body of the Hindu deity Shiva, tongue stuck out with blood dripping from fang-like teeth. She holds a noose, a skull-topped staff, a blood-encrusted sword and a severed head. Disgusting, to say the least. Would you want your kids growing up with such inspiration?

    Meanwhile, goddess Panchali was married to five brothers. Which one would become the legitimate father of his child should she have one? Dr Charles (renowned author and an authority on India) says that instances of incest are common in Hindu scriptures. Decadent ! Immoral !

    We now need to focus on Pakistani Terrorist Groups (PTGs). Last month, Mrs. Clinton labeled Pakistan-based terrorist group Haqqani a threat to American interest in the South Asia. She also came close on numerous occasions to label Pakistan a terror sponsoring state, and who was that US policy maker who called Pakistan a "ROGUE STATE"?? Pakistan with a population of little over 180 million Sunni dominated Muslims, there is no value that this nation could bring to the table, except terrorist threats. Their soldiers (terrorists in army uniform) continued to protect al Qaida and terrorists around the world. Pakistani youths are directionless and committing crimes or turning into terrorists out of frustration. Not a day goes by without hearing some bad news out of Pakistan, be it Taliban attacking Pakistani military bases or politicians going after decent individuals like Ambassador Haqqani, or dishonest like HQ Khan leaking Nuclear secretes to enemies of Israel. With current economic turmoil in the US and Europe, we cannot support this liability country forever on our tax dollars. It's time to break up Pakistan into smaller manageable states.
