Conviction of Pakistani doctor threatens US ties with Pakistan

The conviction of a Pakistani doctor who tried to help the CIA locate the hiding place of Osama bin Laden is further exacerbating tensions between Washington and Islamabad and could affect U.S. ability to negotiate a deal with Pakistan over re-opening NATO supply lines, senior U.S. officials told CNN.

Dr. Shakil Afridi on Wednesday was convicted of treason for having assisted the United States in trying to uncover the location of the terror leader last year under the guise of a vaccination campaign in Abbottabad, Pakistan. He was sentenced to 33 years by a tribal court in northwestern Pakistan, and sent to prison in Peshawar following the ruling.

Secretary of State Hillary Clinton and Defense Secretary Leon Panetta have both spoken of their concern for Afridi, and have called for his release.

Clinton said Thursday that the United States "does not believe there is any basis for holding Dr. Afridi."

"His help, after all, was instrumental in taking down one of the world's most notorious murderers."

"This action by Dr. Afridi helped to bring about the end of the reign of terror - designed and executed by bin Laden - (and) was not in anyway a betrayal of Pakistan. ... We will continue to press it with the government of Pakistan."

Senior U.S. officials said Afridi worked with the United States prior to the bin Laden raid, but was never asked to spy on Pakistan and was only asked to help locate al-Qaeda terrorists posing a threat to both Pakistan and the United States.

"Over the course of his several years of service, Dr. Afridi was able to provide valuable information on al Qaeda in the FATA, the group's safe-haven," a senior U.S. official with knowledge of Afridi's activities in Pakistan told CNN. "Dr. Afridi was inadvertently able to confirm something we already suspected - that bin Laden's couriers practiced extraordinary operational security. Was that a key to the raid? No. Was it important? Absolutely."

Another senior U.S. official with knowledge of counterterrorism operations against al Qaeda in Pakistan told CNN that Afridi "helped save Pakistani and American lives. His activities were not treasonous, they were heroic and patriotic."

Afridi's conviction adds to an already-damaged and fractured relationship between the United States and Pakistan. Relations between the two countries essentially froze last November following the accidental killing of Pakistani soldiers in a NATO airstrike. Pakistan in turn closed supply lines into Afghanistan that NATO used to support the war effort.

Senior administration officials pointed to Clinton's statement about the ruling, which she made unprompted by any questions from journalists, as evidence of the seriousness with which the U.S. takes the issue.

Senior State Department officials have pointed to her remarks and reinforced her message in subsequent calls with Pakistani officials, the senior administration officials said.

"We are saying exactly along the lines of what she said," one senior official said. "We tell the Pakistanis they have agreed bin Laden should not have been in their country and we could easily argue that they should have been helping us get him. This case colors the attitude of the U.S. government, but also of the U.S. Congress at budget time."

Congressional outrage was in full force Thursday as the Senate Appropriations Committee voted to cut $33 million from the military aid package to Pakistan.

The figure derived from Afridi's 33-year sentence.

The 30-0 roll call was based on an amendment to the Senate version of the State and Foreign Operations Appropriations bill. The amendment calls for the $33 million to be upheld until "the Secretary of State reports to the Committees on Appropriations that Dr. Shakil Afridi has been released from prison and cleared of all charges relating to the assistance provided to the United States in locating Osama bin Laden."

The amendment was sponsored by Sens. Lindsay Graham, R-South Carolina; Dan Coats, R-Indiana; Patrick Leahy, D-Vermont; Dianne Feinstein, D-California; and Frank Lautenberg, D-New Jersey.

"For them to do what they did signals this is a pretty big issue," the senior administration official said.

Officials said Afridi's case could tie U.S. hands to negotiate a deal with Pakistan to reopen its border with Afghanistan to military shipments of departing NATO forces, which would resolve a sticky issue in planning the withdrawal of foreign forces.

Pakistan closed the ground routes after a NATO airstrike in November killed two dozen of its soldiers. NATO insists the incident was an accident. Obama offered his condolences, but refused to apologize.

The United States and Pakistan have not come to an agreement on the price of reopening the supply lines, known as the ground lines of communication or GLOCs. The senior U.S. officials said the deal is essentially done except for agreement on a fee for trucks that cross the border. Pakistan was requesting $5,000 per truck as a condition to reopen the supply lines between the two South Asian countries but previously, the United States had been paying just a "small fraction" of the requested fee and is not expected to pay the stiff fees, officials said.

"We are talking now about the GLOCs but the Afridi issue could hurt our ability to negotiate a deal," the second senior U.S. official said. "If Congress did what it did yesterday, what else are they going to do?

    Pakistan “RISING” has established itself as part of a very dynamic regional paradigm amalgamating it geographically with Central Asia, Middle East and Europe. While also situated at the gateway to the Arabian Gulf, Pakistan will also have access to the waters of the Caspian Sea, Mediterranean Sea, Black Sea, Arabian Sea, China Sea and the Pacific Ocean. This positions Pakistan at the crossroads to peace and prosperity in the world and economic well-being as well as military clout.

    Meanwhile, as a nation, India is geographically, culturally and politically trapped, isolated and encircled. Now that it has been cut off from rest of Asia, the Indians (unfortunately) have nowhere to go but into the ocean. A look at a map conveys the inevitability of this scenario. For India to survive, it has no choice but to have excellent relations with Pakistan. This is a matter of time. The question is whether Pakistan has a big heart to accommodate the very survival of India/Hindu race. Perhaps not this time around.

    I think you are being too emotional as is evident from your vitriol. India must cease financing the terrorists and address the Kashmir genocide issue (among others such as Tamils, Maoists etc.) in order for peace to prevail in south asia. It appears to me that Pakistan considers India as an insignificant player in the region (except for nuisance value) and has gotten away from the south asian model. It is poised, per my model @ 15% clip – GDP growth – when all cylinders start firing next 12 months. What differentiates Pakistanis from India is that Pakistanis think BIG and have BIG hearts. Pettiness is not in their DNA.

    Pakistan and US ties will improve. Pakistan has offered targets for drone practice 3 times this week. Even after the Pakistani House and Senate decided to ban the drone strikes on Pakistani soil, Pakistan has kindly allowed five or more strikes since March. Pakistanis have opened their hearts and have invited the drones with open arms. I have no doubt, we are win the hearts and minds of Pakistanis with the precision and efficiency of the drones.

    The Sri Ram Sene was one of the most active groups that launched a series of attacks on Christians and their property in and around Mangalore city in the southern state of Karnataka in August-September 2008, according to a report, “The Ugly Face of Sangh Parivar,” published by the People’s Union of Civil Liberties (PUCL), in March 2009. In Jabalpur city in the central state of Madhya Pradesh, suspected extremists from the Abhinav Bharat attacked the Rhema Gospel Church on Sept. 28, according to the Global Council of Indian Christians. They had earlier attacked Pastor Sam Oommen and his family in the same city on Aug. 3.

    The Hindu Dharam Sena has become especially terrifying for Christians in Jabalpur. Between 2006 and 2008, Jabalpur was plagued by at least three anti-Christian attacks every month, according to The Caravan magazine. In the western state of Gujarat and other parts of the country, the Rashtriya Jagran Manch has also violently attacked Christians, according to news website Counter Currents.

    The American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power. The Talibans brought them down in a few days with some BB guns.     Now Pakistan is conveying the message to US/NATO that Paksitan will tolerate any deaths of its citizens at the hands of foreigners. US/NATO need to understand that this is not cowardly and meek India they are dealing with.....this is Pakistan they are messing with. DON'T MESS WITH PAKISTAN.....People!!!! US/Nato were obviously not expecting such a strong response from Pakistanis. This ain't nothing yet, folks

        The bottom line is that the only way to have peace in Afghanistan and lessen regional tension is split India into pieces. It has become too big to govern or create any value for western countries or even for its own population. We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty remains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts.

    The Hindu Dharam Sena has become especially terrifying for Christians in Jabalpur. Between 2006 and 2008, Jabalpur was plagued by at least three anti-Christian attacks every month, according to The Caravan magazine. In the western state of Gujarat and other parts of the country, the Rashtriya Jagran Manch has also violently attacked Christians, according to news website Counter Currents.

        Yes. India !!! As you will recall the Bhopal Tragedy whereby Dow Chemical Company (An American Company) used India as a guinea pig and released (mistakenly?!) tons of chemicals (CMDs, WMDs) in the air to test its effectiveness thus killing, maiming, injuring, disabling millions of hindus.

        The Indians set the example for western nations to consider their population as guines pigs. That is the dilemma Pakistan is facing. Bad example set by Indians.

    Every two years, parents who have vowed to bury their first-born if they are blessed with a child, take part in the Kuzhimattru Thiru Vizha ceremony.

      The bottom line is that the only way to have peace in Afghanistan and lessen regional tension is slice India into pieces. It has become too big to govern and create any value for western countries or even for its own people. We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty remains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts.

    I am very concerned about the rising extremism in South/Central Asia and the inability of Americans and allies to deal with it. After 10 years of war we are back to square one talking to Talibans. What particulalry concerns me is the emerging hindu fanaticism in India that is threatening Christians. Recent postings in this forum and Google are eye opening how these extremist hindu groups are thriving in India and the government and people are looking the other way. We need to nip this in the bud. Drones need to reprogrammed to start bombing the heck out of India. Goa is a good place to begin as has a substantial number of Christian residents who are victims of extremism by Hindus. Vatican and the Pope needs to get involved and speak up. If we let this linger, we will have a genocide on our hands the likes of Kashmir where hindus are massacring Muslim women and children.For one, I have written letters to all (Congressmen, UN, World bank, IMF, Think Tank Orgs, NGOs etc) to get involved. We immediately need to suspend all financial aid to india including job exports and technology transfer.

    Across all religions and cultures it is a basic tenet of human decency that human lives are valued and apologies are offered to the aggrieved by those responsible for the deaths. It nothing more, the words of apology are soothing to the families of those who died. In this case, Pakistan's contention is that Afghan forces and Indian intelligence deliberately provided misleading information to US/NATO forces and used them to kill 24 Pakistani paramilitary soldiers.

    Due to the prevailing political climate in USA and the incumbent president in election mode, the apology appears to be forthcoming after preventive measures are put in place to minimize political outfall, polls are conducted to gage the effect and a face saving exit from Afghanistan has been figured out. It is a matter of time. Meantime, it will be a gesture of utmost magnanimity and generosity by Pakistan to continue to enable friends and allies to achieve common goals by offering their resources and stand with them shoulder to shoulder. This is what separates men from boys. We thank Pakistan for this offerance and look forward to taking our partnership to the next level.

Most importantly providing job and economic opportunities to all, Hindus/Indians, Jews, Christians, Muslims, Europeans, Americans, Africans, South Americans, Chinese, and Russians etc. Never have I witnessed such openness and equal opportunities unless you go back to the times of Muslim rule in India and Spain. My conclusion is that the Muslims get it. They are striving to once again take their leadership role in the world order and take this civilization to its next level of excellence. The climb to success and progress is not a linear curve but a stochastic one. Let us join in wishing our Muslim brethren well and much success in their endeavors. As others are withering away the Muslims seem to be rising again with their contributions as was the case historically when they ruled India and Europe and left behind a legacy of science, art, architecture, culinary et al. One only needs to go to Spain and India to witness this. As immigrants, it is a good thing to be aware of your glorious heritage and be connected with it. The Italian immigrants do it as do the Germans, Polish, Jewish, Hispanic and many other cultures.

    Based out of Goa, a western state with a substantial number of Christians, the Sanatan Sanstha provides the ideological base for Hindu militant groups. It has close links with the Sri Ram Sene and publishes a periodical, Sanatan Prabhat, which occasionally spews hate against Christians, Muslims and Jews.

    The thesis (which I subscribe to) from @Ernie Haas's posting below appears to be that smaller indepenedent states carved out of dividing India will generate tremendous economic demand for western nations, be democratically more efficient and easy to manage, Christian friendly, religion tolerant, a great source of demand for military equipment from the west, culturally homogenous and will unleash opportunities for the people that will eradicate poverty. Moreover, the currently subjugated and enslaved minorities will have a place they can call home, have their skin in the game and work harder and with a passion to keep that neighborhood clean from extremists.
    Of course, we can carve out a hindu nation along the a portion of the western coast where they can continue to practice their medieval culture and hopefully come into the folds of the modern world wihtin the next century.

    The American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power. The Talibans brought them down in a few days with some BB guns. It is all over for India. Its demise is in process and should be completed with Afghanistan withdrawal.

It has become too big too govern or create any value for western countries or even for its own population. We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty iremains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts."

      The Multidimensional Poverty Index developed by Oxford University shows that India is far poorer than Africa not just in number but also in intensity.
      The new poverty measure shows that 8 states out of the 29 states in India have more poor people than 26 poorest African countries combined. The Multidimensional poverty index views poverty from several different angles instead of just GDP figures. India is crippled by so many problems. For example, India's population growth rate is increasing by the day putting pressure on the limited resources and leaving many Indians in absolute poverty. India is very poor in terms of education, in terms of economic improvement, infrastructure, heath care, etc.
      Moral values are down and cultural self respect index has hit rock bottom.

And this is just a small sample. Need to send all these Indians back to India as they are polluting our society.
