The Chief of U.S. Customs and Border Protection is expected to lay out his new strategy for securing the border Tuesday morning on Capitol Hill.
Testifying before a Subcommittee on Homeland Security, Michael J. Fisher will try to convince lawmakers that a strategy focused less on blanket resources and more targeted to areas of risk is the best way to keep the country from terrorists, drug smugglers and human smugglers while still curbing the numbers of undocumented immigrants trying to cross.

Changing strategy does not mean that CBP will require less resources in the future. It now has nine unmanned aerial surveillance systems in its fleet, better known as drones, and it is expected to take delivery of a 10th this year.
It also relies on a series of foot sensors, fence, horses and an aerial fleet that includes a Blackhawk helicopter.
But its most effective tool to date has been the 23,000 border patrol agents who still take the lead in directing use of the department's resources across the wide span of sometimes inhospitable terrain.
The chief is expected to get some pushback on the new strategy from lawmakers who are calling for a more blanketed approach that covers as much of the border as possible.
"Just because we may not have resources in a particular area (agents, cameras, etc.) does not mean the border is ‘not secure,’" Fisher told CNN. "Security (and the extent we have it) is more dependent on known or anticipated threats."

Paul – I am not a Christian or a Republican. But yes, I believe we should militarize the border. Let me explain it this way:
Illegal immigrants kill over 4,000 American citizens (men, women and children) EVERY SINGLE YEAR. Those numbers include murders and traffic fatalities – but do NOT include rape, robbery, and property crime. To put this in perspective, the TOTAL amount of Iraq War casualties was 4,477 for the ENTIRE WAR.
If we were to simply militarize the southern border- and shoot anyone who dared to cross (with the exception of women and children) then the problem would be solved. After about say, 20 shootings, the word would spread – and Mexicans would simply stop coming.
That would SAVE the life of 4,000 Americans every year and BILLIONS of dollars that is currently being wasted. It would ALSO save many Mexican lives every year because over 100 people die every year crossing the desert.
Ultimately, the militarization of the border would be a "life saving" measure.
And how do you think the Mexican government will like a huge build up of troops on their border? Here is a clue, A huge troop build up is considered a prelude to war. Do you want a war with Mexico?

@ Paul B, a few points:
1) Illegal aliens are substantially ethnic Indians who are departing their own country because the ethnic Spaniards are both corrupt and refuse to make the necessary economic reforms to provide opportunity in Mexico. Basically, the ethnic Spaniards are ethnically cleansing the Indian population they don't want to deal with or provide for by dumping them into America.
2) The US government is SUPPOSED to defend the well-being of Americans, not Mexicans. Does "Ensure domestic tranquility and provide for the common defense" ring a bell? Preamble of the Constitution defining the purpose of government.
3) The Mexican government is nearly a failed state. They do not control broad swathes of that country, including the north. Eight drug cartels do, and they are acting contrary to American interests. See point 2.
4) Who gives a crap what the Mexican government thinks. The Arizona National Guard could kick the Mexican Army's buttocks.

To answer your question – the Mexican government would NOT like a huge buildup on the border. But I am not talking about a huge buildup – I am talking about teams of snipers in Jeeps and some guard towers. Again, once 20 people get shot crossing the border, the word will spread very quickly. A huge buildup will NOT be necessary.
By the way – the Mexican government has militarized THIER southern border and defends it VERY aggressively!

In 1992 the Border Patrol had approximately 2,500 Patrol Agents on the job. Attrition in the Border Patrol was normally at 5%. From 1995-2001 attrition spiked to above 10%, which was a period when the Border Patrol was undergoing massive hiring. In 2002 the attrition rate climbed to 18%. The 18% attrition was largely attributed to agents transferring to the Federal Air Marshals after 9/11. Since that time the attrition problem has decreased significantly and Congress has increased journeyman Border Patrol Agent pay from GS-9 to GS-11 in 2002. The Border Patrol Marine Position was created in 2009 (BPA-M). This position will be updated to a GS-12 position sometime in 2010 or 2011. Border Patrol Field Training Officers may possibly be updated in 2010 to a temporary GS-12 pay rate. In 2005, Border Patrol attrition dropped to 4% and remains in the area of 4% to 6% as of 2009.[9]

That may sound cruel and harsh but here's what would happen: After just 2 or 3 shootings, the word would spread throughout Mexico like wildfire: The Americans are now shooting at us and the border is no longer safe to cross! The Federal Government has done a terrible job of enforcing these borders for over 25 years and now we have over 11 million illegal aliens in the country that we can't seem to get rid of. I could not agree more! When my dad and grandparents came through, they came on a boat. They had to come through a regulated port of entry (Ellis Island before it closed). They had to have a health check and certificates from doctors to prove they and my at the time 2 year old father were healthy. They had to pass and English comprehension test (they learned most before they came and studied more on the boat trip so they were fluent), and they also had to have a letter from an established family member that they had a place to stay! America did not just let people in back then. They made you go through a bunch of stuff. And then you had to prove employment afterwards and go thought the test and the oath. It was, and still is, a long process but for most immigrants that follow it is worth it in the end. I have not tolerance for those who sneak in here and take jobs and aid from the actual Americans.
