Is the core of al Qaeda on its last legs?

No one is writing al Qaeda's obituary yet. But one year after its leader Osama bin Laden was shot dead by U.S. commandos, U.S. officials and experts say the terror network's core group holed up in Pakistan is hemorrhaging and could be in its final days.

CNN National Security Analyst Peter Bergen, for one, maintains that al Qaeda - at least its components based in south central Asia - is in terrible shape.

"Their record of failure speaks for itself: No success in the west since the London attacks of 2005, no attacks in the United States since 9/11 (2001), almost the entire top leadership dead or captured," said Bergen.

Adds Robert Grenier, the former head of the CIA's Counterterrorism Center, "The movement has essentially been marginalized."

And a senior U.S. official describes al Qaeda as "largely in survival mode, putting most of its energy into coping with the losses and changes of the last year with a disjointed focus on global jihad."

Ayman al-Zawahiri replaced bin Laden at the helm, but by most all accounts he is a shadow of the cult-like figure of bin Laden.

According to the U.S. official, al-Zawahiri "lacks the charisma of his predecessor and his messages lack the inspiration that was bin Laden's hallmark."

In al-Zawahiri's defense, "He inherited a bit of a lemon" - an organization in decline - "and he's not making lemonade out of it," said Bergen, who has just written a book entitled, "Manhunt: The Ten-Year Search for Bin Laden from 9/11 to Abbottabad."

Last July, then CIA Director Leon Panetta said that with bin Laden dead, the United States was "within reach of strategically defeating al Qaeda." He went on to say that the group's remaining leaders were on the run, and it was time "to put maximum pressure on them because... we really can cripple al Qaeda as a threat."

One of the tools being used, to this end, are missiles launched by unmanned CIA aircraft against members of al Qaeda and other terrorist groups operating from the tribal areas of Pakistan.

While the pace has waned since the May 2011 bin Laden raid, drone strikes have been central to the strategy of President Barack Obama's administration - as evidenced by a dramatic increase since he took office.

Fran Townsend, a CNN National Security Contributor who was President George W. Bush's counterterrorism advisor when these attacks were first launched in Afghanistan and neighboring Pakistan, called them "very effective in making it difficult for (terrorists) to communicate, travel, plan and train."

She added that she feels it is crucial the drone program doesn't become a bargaining chip in U.S.-Pakistan relations.

That relationship - which has been tension-filled for years - spiraled downward in 2011, after U.S. forces' secret raid into Pakistan to take out bin Laden and a later attack on Pakistani troops near the Afghanistan border that left 24 dead. U.S. officials characterized the latter attack as an accident.

The Pakistani parliament recently recommended to its government leaders that they clamp down further on U.S. activities within their borders, including the drone program.

There are no sure bets what comes out of back-room discussions among government, military and intelligence officials from both countries that could ultimately shape the U.S. approach going forward.

But U.S. officials and experts generally said they expect drone strikes to continue.

Rep. Mike Rogers, a Michigan Republican and chairman of the House Intelligence Committee, would not discuss the drone program specifically, but he was adamant that "the United States should not give in on anything that we do to disrupt attacks to the homeland. To me any of those options are just non-negotiable."

Senior U.S. officials told CNN's Elise Labott that Pakistanis have some part in the drone program, and they're not preventing or saying anything about strikes going after high-value targets. And the officials said U.S. forces are still committed to going after targets they feel pose a threat.

"The program is going to continue in some way, shape or form irregardless of whether we reach some firm new agreement with the Pakistanis," added Grenier.

That's because - even as many key players have gone deeper underground since the bin Laden raid, making it more challenging to organize a spectacular 9/11-type attack - officials and experts insist al Qaeda remains a threat in the region.

"Lower level(al Qaeda) fighters are already joining other militant groups in Pakistan-locals and foreigners-to plot against the West," said the senior U.S. official. "The reality is that Pakistan remains a permissive environment for terrorism."

For that reason, the United States must keep the pressure on, said Townsend.

"It's not over, because they've got money and they've got some capability, and all they really need to regenerate is time and space," she said, pointing to the possibility al Qaeda could find another safe haven where it can operate freely to plot attacks and train recruits.

Experts are quick to note that, while the capabilities of the al Qaeda organization in and around Pakistan and Afghanistan seem to have diminished, its offshoots in places like Yemen and North Africa are alive and well.

"The greatest threat right now is with the affiliates," the U.S. official said. "A diffused enemy is not less of a concern."

While al-Zawahiri and his core cohorts aren't necessarily directing these affiliates' day-to-day actions, Grenier said the links between the arms of al Qaeda are "important from a psychological and motivational standpoint, to the extent al Qaeda ... is able to present itself publicly as a united front."

Deputy Director of National Intelligence Robert Cardillo predicts that al Qaeda will be in a transitional period over the next two to three years, becoming more decentralized as its regional affiliates launch "the bulk of the terrorist attacks."

"We also believe multiple voices will provide inspiration for the movement and that there will be vigorous debate about local versus global jihad within and among the terrorist organizations," Cardillo added.

Al Qaeda in the Arabian Peninsula, based in Yemen, is the affiliate the intelligence community worries most about, said a senior U.S. counterterrorism official.

"We are convinced they continue to plot against us ... (and) their propaganda is both widespread and effective," the official said.

Bergen sees the potential for Yemen to become the next main sanctuary for al Qaeda, much like Afghanistan was prior to the U.S. invasion, following the 9/11 terrorist attacks.

"Yemen is the nearest analogue to Afghanistan in the Arabian world, topographically, (with a) lack of government control, heavily weaponized ... all of those things," Bergen said.

That's very disturbing to Rogers, the Michigan congressman, as is the fact al-Zawahiri remains at large.

"We have al Qaeda actually holding ground in Yemen. And the number two guy who was with (bin Laden) from the very beginning, al-Zawahiri, is still out providing guidance and orders and they're looking for attacks," said Rogers. "The disruption of (drone) attacks is going along very well. But ... we shouldn't fool ourselves that this is a fight that's over."

Although most officials have said the degradation of al Qaeda's core has virtually eliminated the possibility of a catastrophic attack against the United States, they don't completely rule it out. And there is still the concern about smaller scale or "lone wolf" attacks.

That has left many in the U.S. national security apparatus adopting what Grenier calls a 1% doctrine.

"If there is a 1% chance it could happen, you have to treat it as though it were a near certainty," he said.

    Living in the age of mass-and-social media distributed hyperbole, notably including that whic originates from U.S. political sources, one believes such pronuncements as that having to do with al-Qaeda at one's own risk. What is predictable is that the existence of al-Qaeda and other "terrorist" organisations will continue to be used to justify more draconian police-state legislation such as the 2012 National Defense Authorisation Act, in whch the government can utilise terrorist actions against its own citizens.

      Well, if you plan and coordinate attacks against the US you should be arrested. However, if you feel to a tribal region in Africa, the Middle East, or Afghanistan to avoid arrest and continue to associate with known terrorist you have essentially given up your right to Habeas Corpus. Adam Han (or whatever his name was) was no different than a gang banger on the street who was killed trying to flee the police. In this case it was the US military and instead of using small arms or a PIT manuever to take him out they used drones.

      I bet you'd think differently if you lost friends in family to terrorist actions planned by an American citizen hiding in Yemen. We execute people all the time for murder, most of these guys are mass murders or even worse the ones that stand idly by and either allow it to happen or help plan it.

      If you're on US soil you should be arrested and tried. If you aren't you should be given an opportunity to turn yourself in or the next time you use your cell phone could be your last.

        With the 2012 NDAA there is no arrest warrant required, citizens essentially are treated as enemy combatants, the military can pick up people simply on the basis of suspicion, citizens can be incarceratted in any military brig or prison anywhere in the world (a detained person can be taken from the U.S. to, for example, Saudi Arabia, or theoretically Gitmo), there is no acces to the U.S. court system or a lawyer, detention can be indefinte and the detainee can be held without charge essentially forever. This act essentially abrogates the U.S. Constitution and could be used to suppress any sort of dissent in the U.S.

    With the regards to the article regarding al Qaeda's demise, let's not be lulled into a false sense of security. While I would like nothing but to see each and every one affiliated with that organization buried under a pile of rubble, there are still elements of that organization plotting to harm innocent people; especially Americans.

    When all the members of al Qaeda are either dead or being prison walls, then I will celebrate. Until then let the special forces teams and our technology hunt these monsters down and destroy them one by one if need be.

    For some umforeseen reasons the US has totally whitewashed the Pakistani hand in planning, financing, training the 9-11 attacks.

    For example, just 3 days before the 9-11 attacks the then head of the Pakistani ISI Gen. Mohamoud Ahmed was in Washington DC and NYC on a PRIVATE visit, even though NOT to unruffle the feathers the Pakistani govt. converted that into a quasi-official visit.

    In fact on the morning of September 11, the Pakistani Spy cChief Gen. Ahmad was at a breakfast meeting on Capitol Hill hosted by Senator Bob Graham and Rep. Porter Goss, the chairmen of the Senate and House Intelligence committees.

    It's also firmly established that weeks before the attacks the ring leade Mohammed Atta recieved a wire transfer of US $100,000 from Khalid Sheik Mohammed, money allegedly given to him by the Pakistani ISI chief. It was later established that in fact most of the money for the hijackers came from Pakistani sources.

    It was the Indian govt. which first sounded the CIA, and the US Govt. on many of these vital facts. Even though these facts were included in the draft of the 9-11 report for some strange reason they were removed from the final comprehensive version.

    There is a lot on that on the web from highly reputable sources for those who are truly interested in understanding the dirty story of Pakistani complicity in the entire 9-11 attacks.

      I think al-Qaeda has probably been set back pretty far. I think the Bush Administration hammered them in Iraq through blunt force military incursions. The war in Iraq drew wannabe terrorists to "jihad" which made it easier to eliminate them en masse. I think the Obama Administration discovered the highly effective use of an emerging technology in drones and coordinated intelligence and they have used that to eliminate key operatives with a great deal of efficiency. Al Qaeda exists where lawlessness exists, it's why the US has the global role it has. Hotbeds: Somalia and Yemen. I thought the Arab Spring was interesting because al-Qaeda had no role, and in some ways was shunned by the youth movement.

      Either way, al-Qaeda is diminished, but not gone. Is that political? Yes. But that's the ticket politicians run on, "We will get the boogey-man." For good or ill, under the Obama Administration, they got public enemy number one.

        Jia – I disagree, eliminating leaders does indeed help defeat terrorism. Bin Laden in Particular but any High level Al Quaeda leaders that are killed serve to weaken Al Quaeda, because it was these leaders that inspired so many... Just as they were an example to many who joined when they were alive, the fact that they're dead serves as an example as well... Knowing the leadership of the Organization can be tracked and killed no matter where they hide serves as a chilling example of what they face... Also through the loss of High Ranking officials, they don't have the charisma that comes from their leadership.... no more tapes of these guys circulating.... riling people up... though i'm sure this is a fight that is far from over... i believe killing that by cutting off the head of the snake... ... even if we have to do it repeatedly... will eventually kill the body.

        A.) You don't know what Al'Qaeda SAID as the REASONS for 9/11 (You simply state what Bush and Media tell you).

        B.) Al'Qaeda is a product of the CIA, that stems back from a taunt from the USA to get Russia to attack Afghanistan several decades ago.

        C.) Once Vietnam revolted against the French, declaring their freedom and "winning" the war against the home land, the USA conveniently enough went in after France "lost", and continued the fight for them.

        D.) In 1993, two South Korean former dictators that the CIA/Military supported after WWII, stood trial in their own country for "state terrorism" – in affect, tying the USA government as a sponsor of terror.

    The hate that drives the extremists is still there and is being fomented by America's heavy-handed and frequently indiscriminate attacks against civilians, women, children and sovereignty. The bad foreign policies that drive the terror groups' hatred are still in place and are getting more egregious, such as the continued kicking out of Palestinians from homes they have occupied for almost a hundred years to make way for legalized Israeli settlements. We may have "marginalized" al qaeda and other hate groups for the time being, but at a great cost to society, and such costs are not sustainable over the long-term. America cannot and should not sustain a "global war on terror" forever. The U.S. will eventually have to back off because of bankruptcy or sanity, but until its foreign policies are changed, al qaeda or another terrorist group will simply re-form itself in time.

      You may not be a Christian "hater" but the people you characterize (ie: your ex-wife, the drunk "Latina", folks from Alabama etc...) don't seem to be too positive and expecially the 1st 2 examples. Their behavior is not very reflective of a true Christian. In the 1st case, your ex-wife with her "judgement" of what will happen to you since you're not a Christian (thinking she is) and relaying that to you son, doesn't seem to be "wrapped in love" (which is the greatest commandment Christ advocated), and is a very vendictive action. The whole living with someone outside of marriage, and getting drunk regularly are again, "actions" that are worth far more that "what you say"...so your "guess" that it is about what you say and not what you do that defines you as Christian is simply wrong (unless you were being sarcastic). "Faith without works is dead" (the New Testament Book of James). I'm not talking about "working" for you salvation...that is a free gift from Christ himself, paid in full for our rejection of God and the consistent failure as humans to fully adhere/comply with his commandments (ie: the Law), I'm talking about "talking the talk" AND "walking the walk" (to the best of your ability, emulating Christ's behavior and commandments). For the Latina, that had no problem having sexual intercourse outside of the covenant of marriage, but hesitated about the use of a condom (I'm assuming that she considered herself Catholic) was completely contradictory...a person can't "cherry pick" certain actions as a "sin" and others as not. To be a true Christian is to be realize that we are "broken" (sinful), therefore we do need a "savior" and to be "fully committed" to grow closer in a personal relationship with that savior (Christ) and to the best of their ability, to lead a sinless life. Her "indoctrination" into being a Catholic I would guess really had nothing to do with being a "Christian" but being "Catholic"...there are ALOT of folks that call themselves "Catholic", which for them, has nothing to do with following Christ and having a relationship with him, but is a relationship with the "rules" of the Catholic Chruch and that's it...no "relationship" with Christ himself. More of just "going through the motions" because their parents were Catholic, so in essence its a "cultural" thing for some Catholics and not a "spritual" thing. Hopefully this explanation will lessen what I perceive as maybe not necessarily your negative view of the "message" of Christ, but one that has been tainted by fallable examples of so-called "Christians" in your life. Remember, its not about what you see or hear from sinful humans espousing to be Christian that defines what it means to be a Christian, but what it means to you after you've made a genuine effort to realize it's true meaning. This has to come from a willingness to first make a committment to "believe" in the unseen which is the basic definition of "faith" and then read God's word and accept is as truth...its EXTREMELY scary, but it is possible. Possible go beyond just eating, breathing and thinking (knowledge, information and human reasoning) and to actually "live" (wisdom, hope and eternal inner peace).

    I was in Alabama once. Nice place. Lots of churches around as I recall. I slept under the Edmund Pettis bridge for three days which arches over the Alabama river. I would lie awake at night and watch the fireflies and the catchfish jumping out of the river. I never did see a frog but I could hear them all around me. One night I saw a homeless man looking through a trashcan that was resting right up next to the river. I walked over and gave him some money. He was a bit startled because it probably seemed like I was coming out of the dark and from out of nowhere.

    One day. I stayed in Selma Alabama at a cheap motel. There were lots of hookers that were posted up outside the front of my motel. I never approached one. They were constantly jumping into trucks and cars that would pull up along side them for a moment and then bam!...they were off into the night.

    One thing I remember about that cheap motel. I had to pull the sheets up from the ground and make sure that they did not touch the floor because roaches would climb up the sheets. Eeeeww! It was disgusting! By the way, the name of this cheap motel was called "The Red Carpet Inn." (I know, rediculous right?)

    Right outside of Selma Alabama (about 12 miles south on the Alabama river) there is a place where you can go to see where the Klan would hang black people on a pretty regular basis. I went there on foot from Selma (no car). When I was there a forrest ranger of some sorts asked me where I was from (I was obviously not from around those parts with my huge backpack and Southern California accent). I told her I was from California and she glowered at me a bit. She gave me back my I.D. that she asked for and we went our merry way.

    Well, it's 241 a.m. Cali time. I'm going to bed. Hopefully you Christians are paying attention to this story. It's about you and it gets good. Hasta de la manana:)

    This is lively! I do not know much about history in the Middle East so I can not comment on the history of the Jews and Israel and such. I do remember when the World Trade Towers in NY were attacked and I remember watching people, including children, in the Middle East parading around and cheering at the news of the attack. It made me sad and not like Muslims in general but I am sure that not every Muslim hates Americans. I just sort of steriod type them since that day as American haters and people who celebrate the death of Americans. I was on a cruise ship when I heard about Osama being killed and I saw people celebrating Osama's death also so maybe it's the same. I don't know.     I have been saying it for some time– sure Al-Queda's operatives have the benefit of inspiration, fanatacism, and a belief they are protecting their homeland from foreign invaders, but those advantages can be quickly eroded by economic hardships, and nobody wanting to assume the mantle of leadership for them (as their leaders seem to always turn up vaporized in short order).

    Pakistan can moan and whine all they want– keep the drone attacks coming. We have Al-Queda on the run, now is NOT the time to let off the accelerator pedal. Finish them off and make an example.

      We always have a conflict of interests in this country.

      We whine about government spending and big government, yet now we want the government to stop our kids from bullying each other, we want the government to legislate to us who we can marry. Everytime you drop another responsibility on the government's doorstep, you create a new need for committees, chairmen, secrretaries, and support staff.

      We want to be safe and secure, yet we don't want to be inconveneicned in the slightest. I am wiling to bet, if you could ask the passengers of Flight 93, they would gladly submit to a full body cavity search for 5 minutes if it meant they could be here to spend time with their friends and loved ones.

      I am willing to bet, that if you were to find yourself on a plane when that jackazz with the exploding underwear stands up and starts shouting "Allueh, Ackbar!!" with the detonator in his hand, that you will be one of the first ones to complain and try to file a lawsuit against the TSA for not protecting you, like a typical selfish, whiney liberal.

Jews did not consider themselves a race in Europe until the early 20th Century, rather natives of those lands and being of Jewish faith. Listen to a bunch of Holocaust survivors. There were still plenty of Jews in Palestine at the start of the 20th Century. It was the European Jews that invaded and created Isreal after WWII. The European Jews should have been given Germany and allowed to subjugate the Christian Germans.

        Saying the US owes Israel for what happened in WWII is ridiculous. Israel didn't exist as a country prior to WWII. WIthout the US (and the UN), Israel as a country would not exist today. Any perceived "debt" owed by the US has long since been paid by the thousands of lives lost in WWII and the billions upon billions of dollars given to Israel in cash, support, military hardware, etc.

        The US doesn't owe Israel anything more than it owes any other ally, that being support if they are attacked, not a preemptive attack to thwart a perceived threat that has yet to materialize.

They had to fight across thousands of miles of russian steppe just to reclaim what they lost, and the battles of Stalingrad and kursk were both larger than the entire western front. They put in ridiculous amounts of men and material into the war, fighting in there own country for four years while america only fought an air war. The U.S. effort was enormous during the war certainly, but it was russian blood that brought down the third reich.

He already had an agreement to neutrality. Could Russia have defeated Germany without US intervention; possibly but doubtful, once England was taken out and if there had been no US threat all the Panzer Divisions would have been sent to the Eastern Front and then they would've easily taken all of the Southern Oil fields in Russia, which would've refueled their war machine.

        And the "rediculuous amounts of men..." they put onto the battlefield after 4 years of war were essentially farmers with rifles. And considering in Stalingrad they were giving everyother soldier a rifle, not even all of those were armed. Germany on the other hand had a well armed and trained military. This is why the Russian casuality lists were so high, they delayed Germany and held out long enough for the US to take the pressure off.

        Contrary to popular belief just because you fight an entire battle that you are losing when someone else comes in and helps you win: they saved your butt. All parties did fight heroically and all played a valuable part but 10 times as much Russian blood would've been spilled had the US not entered the war with little effect on the outcome.
