I would say it is quite likely Israel is paying bad people to do things in Iran. It is making use of their resources in country and they don't love the government there at all either.

@John N. – Terrorist – 2. a person who terrorizes or frightens others. by the definition the revolutionary war was not terrorism, it was guerilla warfare and it was used as an effective means to combat a superior force. as for the Boston tea party, that was a protest and destruction of property out of anger for taxes but it was not suppose to frighten the british or hurt and terrorize their sailors. they were simply upset over the taxes and destroyed the tea, while it can be seen as vandalism and so on, its not terrorism. The colonies knew they could not stand toe to toe with the british army on the open battlefield but they declared war, we had forts, met on battlefields and had some forms of organized military. Filipinos used guerilla warfare to get rid of the spanish with our support but when we did not leave, they used it on the americans. its been used effectively throughout time but its not the same as terrorism.
